FOREWORD

By their very nature, technical Specifications are continuously subject to modifications and
revisions. To strengthen their merit and usefulness, continuous improvements, addendum,
deletion of disparate information and consequently provision of updated revisions are to be
made in order to ascertain that such Specifications meet the current requirements, inclusive of
Iranian Petroleum Standards (IPS) and the recognized and acceptable national and international
Standards, as well as the optimal codes and practices based on the accumulated in-house know-
how and plant knowledge and experiences.

However, in reality, due to several reasons, not to mention the complexity of the matter, the
ultimate goal of continuous direct embedment of the required changes on the relevant
Specifications may be far reaching. Therefore, in the interim periods between the officially
issued revisions, the required changes will appear in other documents related to the engineering
and design work of the ongoing projects.

In response to the initiative of the Design and Engineering Directorate, and considering that the
task of the execution of several important and mega projects for the realization of the new oil
refineries, pipelines and oil terminals as well as improvements of the existing facilities, has
been assigned to NIOEC, it was decided to update the NIOEC Specifications and to issue new
official revisions.

The Design and Engineering Directorate was itself entrusted to carry out this important task,
and as such by forming several special technical committees, working in close co-operation
and cohesion and sharing their expertise and knowledge, the updated and revised NIOEC
Specifications were successfully prepared and complied.

These Specifications are intended to be used for Oil Refineries, Distribution Depots, Oil
Terminals, Pipelines and Pump Stations within NIOEC's projects, and have been proven to be
of high value for such purposes. It must however be appreciated that these Specifications
represent the minimum requirements and should in no way be interpreted as a restriction on the
use of better procedures, engineering and design practices or materials.

We encourage and highly appreciate the users and other clear sighted and experts to send their
comments on the Specifications to the Design and Engineering Director of NIOEC for
evaluation and approval.

1. SCOPE
This specification covers the minimum requirements of heat shrinkable sleeve to be used for
external corrosion protection on the field girth weld areas of pipelines that has been factory
coated with three layer extruded polyolefin coating or fusion bonded epoxy system.
Deviations from this specification will only be permitted on obtaining written approval from
NIOEC.

3. UNITS
International system of units (SI) shall be used in accordance with NIOEC-SP-00-10, unless
otherwise specified.

4. DEFINITIONS

Coating Materials: Pre-manufactured heat-shrinkable sleeves and associated accessory


products, (e.g., primer, filler materials, coating repair materials, etc.)
Coating Repair Materials: Pre-manufactured patches, fillers, etc., compatible with and made
from similar materials as the heat-shrinkable sleeves.
Coating System: The complete number and types of coats applied to a substrate in a
predetermined order.
Filler Material: Compatible material used under a heat shrinkable sleeve to fill voids or bridge
transitions.
Holiday: A discontinuity in a protective coating that exposes unprotected surface to the
environment.
Repair Area: Area of original coating system that has been damaged and is being repaired
using the coating materials.
Shelf Life: The maximum allowable storage time for a coating material prior to its use.

Mainline Coating: The plant-applied pipeline coating to which the heat-shrinkable sleeve
girth weld joint-protection system must adhere and be compatible.

5. MATERIAL

5.1. General
This specification treats only heat-shrinkable coatings which consist of a polyethylene
backing that has been cross-linked by radiation (electron beam) and coated with a non-
cross-linked adhesive. Three layer hot melt shrinkable sleeves (include compatible primer)
should be used as girth weld coatings. This specification includes also methods for
qualifying and controlling the quality of a heat-shrinkable sleeve, guidelines for proper
application, and inspection and repair techniques to ensure its long-term performance.
Heat-shrinkable coatings can be supplied in many forms, as will be specified by the client,
as sleeves, wraparounds or tapes coating. For convenience, throughout the remainder of
this specification; such coatings are referred to as heat-shrinkable sleeves. The base
polymer of this backing shall consist substantially of polyethylene or a polyethylene
copolymer. The hot melt adhesive used shall be suitable for the temperature up to 120°C
(250°F) and compatible with the primer (provided by the same manufacturer). It also should
be noted that two layer sleeves include mastic adhesive or primer-less is not permitted to use.

5.2. Requirements
5.2.1. All heat-shrinkable sleeves should be visually/dimensionally checked using bellow table
(table-1):

5.2.2. As stated by the NACE RP 0303, Heat-shrinkable sleeve coating system and their repair
materials shall meet the performance characteristics specified in table 2.

(adhesive removed).

6. SURFACE PREPARATION
Proper surface preparation shall be carried out by both abrasive blast cleaning or hand and
power tool cleaning surface preparation methods (ISO-8501). Where a powered wire brush is
used9 the minimum degree of cleanliness should be St3 where a minimum Sa 2.5 is acceptable
for the blast cleaning. Hand and power tool cleaned surfaces shall leave a coarse profile such
that the surface is not polished.
Blast cleaned surface profiles shall be angular and a minimum of 50 µm (2.0 mils) from peak
to valley or as otherwise specified by the manufacturer.
The heat-shrinkable sleeve coating system shall be installed before any corrosion products
form as fast as possible after surface preparation. If the heat-shrinkable-sleeve coating system
is not installed within the specified period, the surface preparation shall be repeated. . The pipe
shall also be preheated to at least 5°C (9°F) above the dew point to remove the presence of
moisture prior to surface cleaning.
The adjacent mainline coatings over which the heat-shrinkable coating system is to be applied
shall be sweep blasted (Sa1) or manually abraded prior to installation. Existing mainline
coatings that are not being coated shall be protected from damage by impact, gouging,
mechanical cleaning, or any other contact.

7. APPLICATION
Primer shall be applied uniformly and be free of runs, sags, drips, bare spots, and other defects.
It should be noted that the primer technical concerns and specific application procedure used
for each type of coating system shall be described by the manufacturer and furnished to the
purchaser with each batch of product.
Because of the wide ranging materials and variations available, a single procedure would not
suffice, however, where a wraparound sleeve with its closure strip are used, application
procedure can be as bellow:

- Remove any dust /detritus, and clean the area to be coated as specified in article 5.

- Preheat the area using e.g. a propane torch, until above the dew point or warm to the torch.

- Remove the plastic cover and wrap the sleeve loosely around the pipe (printed arrows or
logo line will indicate direction of shrink).Position the overlap to facilitate easy access for
closure strip, e.g. 12 o, clock.

- The coating shall be applied symmetrically and with approximately equal overlaps onto the
plant-applied coating on either side.

- Use the yellow flame to heat the closure strip evenly and apply to the overlap neatly (No
bubbles or creases).

- Beginning from the centre of the sleeve applies heat circumferentially using a constant
uniform motion.

- All equipments such as mixing pot, agitator… shall be provided/ approved by


manufacturer.

8. INSPECTION AND REPAIR


Any blister, burnt or puckered area, due to visual inspection, is not acceptable and remedy
action shall be taken through manufacturer recommendation or/and agreed guideline.
Surface Preparation: The surface preparation of the cleaned pipe shall be monitored in
accordance with ISO 8501 to ensure compliance with article 5.
Thickness: The minimum value of the thickness of the coating measured on the pipe body shall
be not less than 90% of the nominal thickness agreed. The nominal thickness is the calculated
sum of the thickness of all the layers of the coating before application. The minimum value
measured on top of the weld bead shall never be less than 75 % of the nominal thickness.
Holiday Inspection: The entire coating system of each field application area shall be inspected
with a holiday detector in accordance with NACE Standard RP0274 and set at the maximum
voltage of 25kV.
Adhesion Testing: Adhesion of the installed coating system shall be performed in the event of
suspicion to verify through a V-cut adhesion test in accordance with BS 3900. Where specified
by client an additional peeling test, according to ASTM D 1000, shall be carried out and the
result shall meet the requirement provided by table 1 (item 6).

Repairs: Repairs required due to holiday or destructive testing shall be identified, marked, and
repaired in accordance with the manufacturer’s specifications as identified in its application
procedures.

9. PACKAGING AND STORAGE

All heat-shrinkable coatings purchased according to this Standard specification shall be


packaged in suitable containers that ensure acceptance and safe delivery to their destination.

Each heat-shrinkable coating item shall be packaged to prevent adherence to the packaging
material or the container. Individual types and sizes shall be neatly bundled or boxed. Coating
shall be packaged in quantities not to exceed the weight limitation of the container
specification.

Unless otherwise specified by Client, primer shelf life shall not be less than 12 months from
the date of delivery. Each container of coating material shall also contain application
instructions, storage conditions and material safety data sheet (MSDS).
