FOREWORD

By their very nature, technical Specifications are continuously subject to modifications and revisions.
To strengthen their merit and usefulness, continuous improvements, addendum, deletion of disparate
information and consequently provision of updated revisions are to be made in order to ascertain that
such Specifications meet the current requirements, inclusive of Iranian Petroleum Standards (IPS) and
the recognized and acceptable national and international Standards, as well as the optimal codes and
practices based on the accumulated in-house know-how and plant knowledge and experiences.

However, in reality, due to several reasons, not to mention the complexity of the matter, the ultimate
goal of continuous direct embedment of the required changes on the relevant Specifications may be far
reaching. Therefore, in the interim periods between the officially issued revisions, the required changes
will appear in other documents related to the engineering and design work of the ongoing projects.

In response to the initiative of the Design and Engineering Directorate, and considering that the task of
the execution of several important and mega projects for the realization of the new oil refineries,
pipelines and oil terminals as well as improvements of the existing facilities, has been assigned to
NIOEC, it was decided to update the NIOEC Specifications and to issue new official revisions.

The Design and Engineering Directorate was itself entrusted to carry out this important task, and as
such by forming several special technical committees, working in close co-operation and cohesion and
sharing their expertise and knowledge, the updated and revised NIOEC Specifications were
successfully prepared and complied.

These Specifications are intended to be used for Oil Refineries, Distribution Depots, Oil Terminals,
Pipelines and Pump Stations within NIOEC's projects, and have been proven to be of high value for
such purposes. It must however be appreciated that these Specifications represent the minimum
requirements and should in no way be interpreted as a restriction on the use of better procedures,
engineering and design practices or materials.

We encourage and highly appreciate the users and other clear sighted and experts to send their
comments on the Specifications to the Design and Engineering Director of NIOEC for evaluation and
approval.

1. SCOPE
This specification defines NIOEC’S minimum requirements for the design, selection and installation of
components for an automatic fire and gas detection and alarming system for non-industrial buildings. The
purpose of an automatic fire detection system is to detect fire at the earliest practicable moment and to
give an alarm so that appropriate action can be taken.
Deviations from this specification will only be permitted on obtaining written approval from NIOEC.
Resolution on cases not explicitly stipulated in this Specification, or on cases where conflicts may arise
among the requirements of the referenced IPS and the international standards, shall be made through
written consent and approval of NIOEC.

2. REFERENCES
The following standards, codes, and specifications, to the extent specified hereinafter, shall constitute a
part of this NIOEC Specification. Latest edition of the undated referenced documents and the cited
edition of the dated references shall apply. The applicability of changes made to the dated references,
after the cited date shall be mutually agreed upon between NIOEC and the Vendor /Contractor.

3. UNITS
International System of Units (SI) shall be used in accordance with NIOEC-SP-00-10, unless otherwise
specified.

4. GENERAL
4.1. Related Documents
The general provisions of the contract including General and Special Conditions and General
Requirements shall apply to all work under this Section.

4.2. Description of Work


Furnish all labor, material and equipment necessary for a complete and operational fire alarm system.
Perform an acceptance test and make adjustments as required by NIOEC.

4.3. Submittals
A. Submit prior to ordering equipment:
1. Wiring diagrams showing connections between all system components.
2. Description of system operation.
3. Annunciator schedule showing titles for each fire alarm and supervisory zone.
4. Manufacturer's literature marked to show model and catalog number for all equipment.
5. Manufacturer's installation instructions, operations and maintenance instructions.
6. A complete layout of the entire system including conduit routing, conduit sizes, wire sizes and
types.

7. Provide a color code schedule for wiring.
8. Battery sizing calculations indicating circuit loading and power supply loading.
Voltage drop calculations shall be submitted for all notification appliance circuits exceeding 1.5
Amps or 300' length.
Submittals shall be as a complete set. Partial submittal will not be acceptable.
Drawings shall not be on less than 8-1/2 by 11 inch sheets and shall identify all symbols used.
B. Submit prior to building occupancy
Contractor shall submit, upon completion of system verification, a point-by-point check list
indicating the date and time of each item inspected and issue a Record of Completion confirming
that the inspection has been completed and the system is installed and functioning in accordance
with the specifications.

4.4. Record Documents, Operations and Maintenance Manuals


Complete record documents before scheduling acceptance test. Record documents shall include all
information required by the above SUBMITTALS section.

4.5. Certification and Approvals


The equipment shall bear CE marking in accordance with EMC- Directive 89/336/EEC, and the
conformity certificates shall be provided.
The Vendor shall also submit certificates/records of type test approval of the system, based on
recognized national or international standards, which for CENLEC regulations shall be LCIE, TUV,
PTB, BASEEFA and for NEC regulations shall be FM or UL.

4.6. Zones
A zone is a subdivision of protected premises such that the occurrence of a fire within it will be
indicated by a fire alarm system separately from an indication of fire in any other subdivision. A zone
will usually consist of an area protected by several manual call points and/or detectors, and is
separately indicated to assist in location of the fire, evacuation of the building and fire fighting.
4.6.1. General Consideration
a. When a signal of fire is given it shall be necessary that there should be no confusion about the
zone from which it is received.
b. The floor area of a single zone shall not exceed 2000 m² unless otherwise specified. In general
the signals used in different zones in the same premises should be the same.
c. Each zone should be readily accessible from the point(s) where the indication of the location of
fire is provided. In general, access to any zone should be by normal circulation routes.
4.6.2. Recommendation for Size and Number of Zones
a. The floor area of a single zone shall not exceed 2000 m², unless otherwise specified.

b. The search distance, i.e. the distance that has to be traveled by a searcher inside the zone in order
to determine visually the position of the fire, shall not exceed 30 m.
c. If the total floor area is 300 m² or less, then it may be considered as a single zone even though
there may be more than one storey.
d. If the total floor area is greater than 300 m², then all zones should be restricted to a single storey,
except that:
1. If the total floor area of a fire compartment is 300 m² or less, and any communication with
other fire compartments is only at the lowest level of the building, then the fire compartment
may be considered as a single zone even though there may be more than one storey within it;
2. If detectors or call points are fitted in stairwells, lift wells and etc., extending beyond the one
floor but within one fire compartment, then the volume of the well should be considered as
one or more separate zone.

5. SPECIFICATIONS
5.1. General
Any equipment proposed as equal to that herein specified must be proven by the Contractor. Submit
to the Engineer: the manufacturer's name, model numbers of substitute equipment and materials, three
(3) copies of engineering data sheets, and a list of ten (10) installations of similar equipment which
have been satisfactorily installed and in continuous operation on a user's premises over a period of
three (3) years.

5.2. Control Panel


The control panel zone type/number shall be selected to cover project requirements.
Fire alarm control panel shall be microprocessor controlled, 24 volt with the following features and
options:
1. Adequate number of (based on design) style B (class B) initiating device circuits
2. Adequate number of (based on design) style Y (class B) notification appliance circuits.
3. Power limited on all circuits.
4. Dead front dress panel.
5. Alarm verification.
6. Alarm and trouble contacts.
7. Digital Communicator.

5.3. Manual Call Points


Manual call points shall be non-code, and double action type.
5.4. Smoke Detectors
Smoke detector shall be 2-wire photoelectric type. Detector shall have an LED, which will blink in

standby and turn steady on alarm; failure of the LED shall not cause an alarm condition.
The detector shall have nominal sensitivity of 3% obscuration per foot. The detector screen and cover
shall be easily removed for cleaning. It shall be possible to perform a sensitivity and functional test
without the need of generating smoke. Detector circuitry shall perform a self test on the sensing
chamber and internal electronics every 40 seconds. If circuitry fails the detector LED shall stop
blinking.
Smoke detectors shall not be installed until after the construction clean up of all trades is final.
Any smoke detectors installed prior to the final construction clean up shall be cleaned or replaced
with new detectors.

5.5. Duct Smoke Detectors


A. Duct smoke detector shall be 2-wire photoelectric type. The detector housing shall be UL listed
specifically for use in air-handling systems. The detector shall operate at air velocities of 500 to
4,000 feet per minute (152.4 to 1219.2 meters per minute). It shall be capable of local testing via
magnetic switch or remote testing. The unit shall be reset locally and/or remotely. The duct
detector housing shall incorporate an airtight smoke chamber in compliance with UL 268A. The
housing shall be capable of mounting to either rectangular or round ducts without adapter
brackets. An integral filter system shall be included to reduce dust and residue effects on detector
and housing, thereby reducing maintenance and servicing. Sampling tubes shall either be
telescoping or be easily installed after the housing is mounted to the duct by passing through the
duct housing. The enclosure shall meet all applicable NEC and NFPA standard regarding
electrical junction boxes.
B. Terminal connections shall be of the strip-and-clamp method suitable for 0.75 to 3.25 mm² wiring:
1. Operating temperature range: 0°C to 55° C.
2. Operating humidity range: 10% to 93% relative humidity.
3. Air duct velocity range: 152.4 to 1219.2 m/min.
C. All duct detectors shall be provided with a remote alarm annunciator LED located in a readily
accessible location near the duct detector.

5.6. Heat Detectors


Heat detectors shall be combination rate-of-rise and fixed temperature. Fixed temperature rating shall
be 60°C.
Heat detectors shall be designed for surface outlet box mounting and shall be supported
independently of wiring connections. Contacts shall be self-resetting after response to rate-of-rise
principle. Under fixed temperature actuation, the detector shall have a permanent external indication
which is readily visible.
Detectors located in areas subject to moisture, exterior atmospheric conditions, or hazardous locations
(if any) shall be types approved for such locations.

5.7. Municipal Gas Detectors
Catalytic type gas sensors, with UL approval, shall be used with the following typical specifications:
1. Linear outputs in the range of 0 - 100% LEL (Lower Explosive Limit)
2. Very fast response
3. The minimum detectable gas concentration as low as 50 ppm.

5.8. Horns
Horns shall be an electronic sounder type and operate at 24 VDC. Sounder shall be listed to
Underwriters Laboratories Standard 464 for fire protection signaling systems. Sounder shall have
eight tone options selected by means of clip(s).
Activation of the manual fire alarm system shall immediately initiate an approved prerecorded
message announcement using an approved electrically supervised voice communication or public
address system which is audible above the ambient noise level of the occupancy. The voice
communication and public address systems shall be provided with an approved emergency power
supply. The prerecorded announcement may be allowed to be manually deactivated for a period not to
exceed three (3)-minutes for the purpose of allowing a live voice announcement from an approved,
constantly attended station.

5.9. Strobes
A. Strobe shall be listed to UL 1971 Standard for the Hearing Impaired and shall be approved for Fire
Protective Service. Strobe shall be wired as a Primary Signaling Notification appliance. Strobe
shall also comply with the applicable requirements for visible signaling appliances. Strobe shall
operate on 24 VDC from a regulated DC supply or full-wave rectified, unfiltered supply. The
signaling strobe shall be powered independently from the horn. Strobe shall have no measurable
inrush current in excess of operating peak current. The strobe light shall consist of a Xenon flash
tube and associated lens/reflector system. Each strobe shall be designed for one flash per second
with continuously applied minimum voltage. All strobes shall be semiflush-mount with separate
mounting plate. Provide minimum candela ratings (per UL 1971) as indicated on the drawings.
B. System Sensor Models, average current requirement, and Candela rating:
1. 75 mA 15 Cd
2. 170mA 75 Cd
3. 210mA 110Cd

5.10. Horn/Strobes
A. Above specified horn, combined with above specified strobe.
B. System Sensor Models, average current requirement, and Candela rating
1. 120mA 15 Cd
2. 215mA 75 Cd
3. 255mA 110Cd

5.11. Fire Alarm Cable


Reference for cable and cabling shall be made to NIOEC-SP-70-05 and NIOEC-SP-70-02.

6. TEST AND INSPECTION


- Acceptance tests shall not be performed until the Contractor has completed and submitted the
Certificate of Completion.
- Prior to scheduling acceptance test, check system and perform preliminary testing to verify that the
system operates correctly and is ready for an acceptance test.
- Perform an acceptance test in the presence of the employer representative.
- Test all functions of the system in accordance with the inspection, testing and maintenance
requirements of the National Fire Alarm Code NFPA 72. Record each device and function tested.
- The test shall include but not be limited to the following items:
a. Test of each function of the control panel.
b. Test of each circuit in both trouble and normal modes.
c. Tests of each alarm initiating devices in both normal and trouble conditions.
d. Tests of each control circuit and device.
e. Tests of each alarm notification appliance.
f. Complete operational tests under emergency power supply.
g. Visual inspection of wiring connections.
h. Opening the circuit at each alarm initiating device and notification appliance to test the wiring
supervisory feature.

6.1. Unit Tests


a) Full functional test shall be carried out to confirm compliance with the specification.
All faults discovered shall be rectified at the Vendor’s cost and the affected system offered for re-
test.
The tests shall comprise the following tests as a minimum:
- Visual, mechanical and electrical inspection of all equipment for conformance to drawing and
specification.
- Hardware testing.
- Power supply testing for load and switching.
- RFI and EMI tests.
- Factory as-built documentation shall also be checked.

b) System Software Tests
- If applicable

c) Performance Tests
The performance tests shall comprise the following tests as a minimum:
System response tests to confirm that the performance requirements of specification are met.
System integration tests to confirm all functions are operational and dependency between
functions is present.

6.2. Test Completion


On completion of satisfactory Client witnessed factory acceptance tests the Vendor shall collate all
test results for signature and approval and issue the necessary certificates.

7. NAMEPLATES
Each cabinet, module, station, peripheral included in Vendor’s scope of supply shall have its individual
nameplate as follows:
- Nameplates shall be plastic type with a glossy black laminated surface and opaque white base
- Nameplates for outdoor equipment shall be stainless steel
- Nameplates shall be securely fixed at both ends with stainless steel screws
- Nameplate size, characters and character format shall be submitted for Client’s review and approval
- English lettering shall be used
Vendor’s mark and nameplate shall also be required for each station, cabinet and rack containing
manufacturer’s name, manufacturing date and production number. Material and format shall be the same
as other nameplates discussed above.
Each station and cabinet shall have both front and rear side nameplates.

8. PAINTING AND RUST PREVENTION


8.1. Paint Specification
The Vendor shall paint each item in accordance with the paint specification agreed with the CLIENT
prior to hardware manufacturing commencing.

8.2. Paint Color


The paint color shall be approved by the CLIENT at the commencement of manufacture.

8.3. Special Requirements
If the Vendor’s paint specification and colors are not acceptable to the CLIENT then the CLIENT
will advise the Vendor of the required paint specification and colors.

8.4. Surface Treatment


Surfaces to be painted shall be dry and free from burrs, weld spatter, flux dirt, dust, oil and any other
foreign matter before any paint is applied.
All parts of the equipment shall be rust proofed adequately.

9. PREPARATION FOR SHIPMENT


Each "Shipping Section" of stationary structures shall be provided with removable lifting angles and/or
plates suitable for crane hooks or slings.
Packed for shipment in wooden cases, each instrument shall be enveloped in a polythene bag containing
silica gel or similar dessicating compound. To avoid damage during shipment or handling each item shall
be embedded in shock absorbing filling material. Each instrument shall be provided with a tag specifying
the unit it belongs to. When instruments are packed in several layers in the same case horizontal wooden
partitions shall be provided suitably spaced and secured to case frame. Instruments shall be packed with
dials upwards. Case's targets must indicate type of storing advised by the Vendor.
Packing and marking shall be in accordance with NIOEC-SP-90-52.

10. INSTALLATION, START UP AND COMMISSIONING


10.1. Installation
Client will install the equipment at site under the supervision of Vendor specialists.

10.2. Checks
Vendor specialists shall be responsible to check that the following minimum requirements have
been fulfilled:
- Correct installation of cabinets and stations.
- Replacement of equipment in cabinets and station removed for transportation.
- Connection and installation of all system cables and internal cable connections.
- Connection of all power and earthing cables and resistance checks.

10.3. Power Up
Vendor specialists shall power up the system and check that following requirements have been
completed:
All Vendors standard hardware, software and diagnostics checks have been completed, including all
processor failure mode, redundancy, security access and restart procedures.

Communication checks have run with data transmission corruption being acceptable within the
Vendor’s published specification.

10.4. Commissioning
Vendor may be required to provide a site-based specialist to assist the Client with the following
activities during commissioning:
- Operator guidance.
- Loop configuration amendments.
- Resolve system faults.
- Vendor shall confirm in his quotation, his commitments to render the above-mentioned.

10.5. Test Equipment


The Vendor shall specify the need for any special test equipment and site support required for
installation and commissioning.

10.6. Documents
The Vendor shall provide agreed as-built documents and drawings following site commissioning.

11. SPARE PARTS SUPPLY


11.1. Construction, Pre-Commissioning and Commissioning Spare Parts
Vendor shall recommend the spares for construction, pre-commissioning, commissioning and
construction allowance, which will be purchased together with the equipment, and include the cost
of spares in the quotation.

11.2. Spare Parts for Two Years of Operation


Vendor shall recommend the spares required for 2 years of operation and provide a price list. Client
may purchase the spares listed in vendor’s recommended spare part list after review. Validity of
spare parts proposal shall be 12 months.
For detailed consideration NIOEC-SP-40-03 shall be followed.

11.3. Maintenance Tools


If the supplied equipment requires special maintenance tools, the vendor shall include in his
proposal a price list for one complete set of such special tools. The Client may purchase the tools in
a similar manner to spares as indicated in Section 11.2.

12. GUARANTEES
Vendors shall guarantee that he is able to support and supply spare parts for the supplied hardware,
software and firmware for at least 10 years from the date of shipment.
If the Vendor believes that parts of the system will be withdrawn from sale after 10 years, he shall
provide a statement detailing the equipment to be withdrawn, the timing and how updated parts can
replace the withdrawn parts.
The Vendor shall also guarantee that the equipment supplied is free from fault in design, workmanship
and material, and is of adequate design and proper material to fulfill satisfactorily the specified operating
conditions.
Should any failure or defect in design, material, workmanship or operating characteristics develop under
the start-up and commissioning periods or during the first 12 months of operation, but not later than 24
months from the date of shipment, the Vendor shall make all required repairs, alterations or replacements
of the defective equipment, free of charge, and shall pay transportation fees involved to and from
NIOEC’s site.
