Mari Petroleum Company Limited is a leading E&P player of the country enlisted on
Pakistan Stock Exchanges. Company owns and operates several oil and gas producing
sites in all four provinces of Pakistan and currently producing around 695 MMSCFD gas
and approximately 2500 BPD crude oil/condensate.

Sujawal Gas Processing facility is located in Sujawal Block District Thatta. It constitutes
two producing wells Sujawal X-1 and Sujjal-1. The field has a cumulative production of
25MMscfd pipeline quality gas, 190BPD condensate and 60BPD of water. Sujawal X-1
was brought onto production in March 2013. This single well is currently producing
around 10-12 MMscfd of saturated gas, 60-70bbls of condensate and 25 bbls of water at
wellhead choke size of 50/64”. Well head pressures indicate a decreasing trend and
currently stand at around 1155psig.
Sujawal Gas Processing Facility primarily constitutes of the following packages.
1. Wellhead cooler for well Sujawal X-1
2. Production separator for Sujawal X-1 and Sujjal-1
3. Raw Gas metering Skid
4. Amine Sweetening Unit
5. Gas Dehydration Unit
6. Hydrocarbon Dew Point Control Unit
7. Sales Gas metering skid

In view of the falling wellhead pressures of Sujawal X-1 MPCL intends to install
wellhead compressors at Sujawal X-1 well to boost the depleting pressures. In order to
integrate the compressor package with existing Sujawal gas processing facility MPCL
requires the services of consultancy firm in order to develop documents, drawings, BOQs
and operational philosophy in conjunction with field operating philosophy.

MPCL requires engaging consultancy services for developing a detailed engineering


study for integration & installation of gas compressor at Sujawal Gas processing facility
downstream of production separator of Sujawal X-1 to boost pressure to a maximum of
1250psig for its injection into gas processing train. As part of the deliverables of the
study, MPCL initiated the case for procurement of gas compressor skids. Vendor
proposals in light of MPCL’s RFQ, prepared on the basis of reservoir production profile
of Sujawal X-1 have been received and are under technical and commercial evaluation. In
this regard, essential deliverables
of the study have been jotted down. These deliverables form part of the actual installation
plan at Sujawal X-1.

1. Consultant will review specification document floated to compressor packager in


light of Sujawal X-1 Production Forecast prepared by MPCL reservoir
department.
2. Consultant will review all the documents/drawing of compressor package
submitted by packager in view of its compatibility with existing setup in place at
Sujawal Gas Processing Facility.
3. Consultant primarily has to Integrate the selected compressor package with
existing surface facilities.
4. Preparation of plot plan considering the available space at site for installation of
compression battery.
5. Preparation of drawings and BOQ for civil foundations.
6. Preparation of isometric and mechanical piping layout drawings. Generation of
mechanical BOQ (piping, fittings & valves etc) for procurement purpose.
7. Generation of system P&IDs and BOQs for electrical items covering all existing
control loops and production equipment installed at wellhead and facility area.
Mentioning further controls and instrumentation required for safe and reliable
operation of compression system together with other added equipment.
8. Preparing the specification of integrated control and ESD system.
9. Carrying out necessary HAZID and HAZOP studies for designed system in
conjunction to the cause & effect matrix of machines to be procured.
10. In light of compressor start up sequence preparation of procedure for startup and
integrated commissioning of compressor with allied surface production
facilities.
11. Preparation of data sheets for necessary equipment required to be installed.
12. Development of As-built drawings which includes but not limited to General
Plot Plat, mechanical piping layout & P&IDs.

Upon receiving of ITB document, consultant shall initiate a work plan and if deems
necessary, consultant shall request MPCL to hold a meeting at MPCL Head Office to
discuss the detailed scope of work. All associated cost related with pre-bid meetings /
correspondences shall be on Consultant’s account.

Consultant will constitute a project task force with a view to achieve the following project
objectives:

 Maintain high quality of engineering works output in accordance with


International Oil & Gas Industry Standards.
 Effective Coordination with MPCL at every stage.
 Maintain an Effective Document Control
Consultant shall precisely enlist in detailed document provided with ITB, all the data
required from MPCL. Upon award of contract, MPCL shall ensure the proper handling of
data to consultant.
Editable files of existing drawings shall be shared with the consultant after award of PO.

Consultant will constitute a project task force with a view to achieve the following project
objectives:

 Maintain high quality of engineering works output in accordance with


International Oil & Gas Industry Standards.
 Effective Coordination with MPCL at every stage.
Maintain an Effective Document Control

Consultant shall submit the relative expertise in this area backed by a solid clientage
list/previously completed projects and available resources.

Commercial proposal should be submitted separately in a form of a sealed envelope.


Consultant shall submit a lump sum cost schedule for carrying out the engineering design
study that shall encompass the scope
of installation/integration of compressors with suitable process scheme. The cost should also cater the
consultant’s personal site visits that are necessary to be carried out prior/during study in order to
understand the existing setup in place and post installation of compressors for development of As-
built drawings with all other associated cost factors.
Man day rates for construction management should be indicated separately in the proposal for
construction management. Consultant reserves the right to highlight any deviation or additional work
that he foresees as necessary.
Such deviations, however, should be mutually agreed and removed during the stage of award of
contract to avoid any misunderstanding at later stage.
