TECHNICAL REQUIREMENTS FOR HOMOLOGATION (TRHP) OF SF6 GAS


INSULATED SWITCHGEAR (GIS)

1. OBJECTIVE OF THE DOCUMENT

1.1. This document (TRHP) aims to complement the specification 02.111-PA/EA-1 and establish
specific requirements for homologation of SF6 Gas Insulated Switchgear by the suppliers, as
defined in item 1.2 of specification 02.111-PA/EA-1.

1.2. In case of divergence between the requirements of this document and the specification 02.111-
PA/EA-1, this document will prevail.

1.3. Due to the complexity and extension of the documentation of this equipment, the deadline for
the analysis of all documentation, explanations, and technical qualification is ninety (90) days
from the date of receipt of complete documentation, or as needed CEMIG.

2. GENERAL CONDITIONS

2.1. In addition to the requirements provide in this document the supplier must meet the foreseen
conditions of 02.111-PA/EA-1.

2.2. The premise is that homologation is required only for products already developed, with type
and special tests performed in accordance with relevant standards.

2.3. The requirements are applicable to SF6 Gas Insulated Switchgear and its main equipment
(Circuit Breaker, Current Transformer, Potential Transformer, Surge Arresters, Disconnector
and Earthing Switch). The manufacturer of GIS is responsible to homologate all these
components.

2.4. In order to start the homologation process, it should be presented the complete documentation
specified in Item 9 - DOCUMENTS TO BE SENT TO THE HOMOLOGATION REQUEST.

2.5. After homologation, CEMIG may, at any time, check the continuity of customer requirements.

2.6. Alternatively, the carrying out of type and special tests is allowed for qualification and validation
of type and / or special test reports, according to criteria defined in the document 02.111-
ED/AT-7, in order to be classified as pre-homologated or homologated.

2.7. By participating in the homologation process, the manufacturer agree that, after obtaining its
homologation, the occurrence of any disqualification from the manufacturer, motivated and
evidenced in events that led to the loss or suspension of the homologation status until being
resolved nonconformities, he will abdicate to participate of corresponding Material Group (MG),

in tenders and product offerings when CEMIG is the final destination of the product, regardless
of manufacturing origin. If it was done, inadvertently, it should withdraw its proposal in order to
avoid disruption of the process.

Sampling required for homologation and pre-homologation tests:
Preferably, the type tests should have already been conducted. If their reports were not
validated, they shall be performed on a sample of each bay (functional unit) for each model.
The sampling aims represent the complete project which is requested the homologation.
Typical Bays assembled with all components for samples:

4. DEFINITIONS

The definitions below are applicable to technical homologation of SF6 Gas Insulated
Switchgear, and they prevail over the specification 02111-PA / EA-1.

4.1 Supplier with homologated Material

4 CLASSIFICATION:
PUBLIC

It refers to supplier:

a) Registered at CEMIG;
b) Approved in the technical qualification;
c) With equipment in which type and special tests satisfactorily performed or have the test
reports technically validated, according to item 4 of the technical specification No. 02111-
ED / AT-7.
d) Meet the requirements of this document.

4.2 Supplier with Pre-Homologated Material

It is the provider that partially meets the homologation requirements, once it does not meet
the letter "c)" achievement or validation of all type tests, but have reports that meet the eligibility
criteria of the type and special tests reports, according to item 3 of the technical specification No.
02111-ED / AT-7. In other words, the supplier is under homologation.

4.3 National or Nationalized Supplying

Manufacturer that has industrial installation in Brazil, own or formally constituted, for
manufacturing or assembling, or customizing of its product, and which the accomplishment of
routine and receiving tests, for final delivery of the its product, is expected to take place in Brazil.

4.4 Foreign Supplying

Manufacturer that has its industrial installation outside from Brazil for manufacturing or
assembling, and for performing routine and receiving tests in the final product.

5. GENERAL REQUIREMENTS

5.1 Applicability of Homologated Products

Products can be applied in power electrical system expansion, maintenance and reform by
CEMIG, and by consumers or generator when accessing on CEMIG’s system (PART market).

5.2 Technical Documentation of Homologated and Pre-Homologated Products

Once it was evaluated, design, key components, its subcontractors, and technical
documentation verified in the process, these can’t be changed without previous knowledge of
CEMIG.

6. TECHNICAL INDUSTRIAL QUALIFICATION BY CEMIG

6.1. It shall be considered Technical Industrial Qualification for the factories of GIS and the main
equipment that compose it, which according to the supplying history of the indicated plant may

be waived at the discretion of CEMIG. The performing period must be agreed between CEMIG
and manufacturer.

6.2. Factories which are not qualified cannot supply to CEMIG.

6.3. Annex A of this document must be filled up during Technical Industrial Qualification.

6.4. It must be informed if there is some recommendation of any spare parts for the warranty period,
for corrective and preventive maintenance failures. If there is something, the manufacturer
must have these parts available during the warranty period.

6.5. The manufacturer, or formal subcontracted, must have availability for technical assistance
related to the product. It shall be provided information regarding to the professionals and
evidence training of these professionals, such as service reports and training certificates.

6.6. Technical assistance shall secure, during the delivery and warranty period, visiting the field at
CEMIG and failure diagnosis in a maximum time of 15 consecutive days after the
communication. The diagnosis must be formalized by Failure Diagnosis Report issued by the
manufacturer.

6.6.1. For interruption failures, due to the complexity of the study and analysis, are accepted
periods up to 30 days for the diagnosis after its formal activation. However, the place
where the occurrence happened must be visited in a period equal or lower than 15 days.

6.6.2. In order to fulfill the diagnosis terms earlier mentioned is desirable that the manufacturer
starts the investigation as soon as possible in order to not impact the total diagnosis
period and issuance of Failure Report.

6.6.3. For diagnosed solutions the manufacturer must restore the operating conditions up to 60
days after diagnosis.

6.6.4. For interruption failures, if the failure diagnosis demonstrably indicates that they were due
to equipment design, the manufacturer must restore the operating conditions within 120
days after diagnosis. For interruption failures which are not associated with the project,
the period to restore the operating conditions is 60 days after diagnosis.

7. TECHNICAL DOCUMENTATION IN CASE OF CONTRACTING

It will be not necessary sending all technical documentation required in the specifications to
the homologated products. Only the technical documentation referent to the arrangement
(electromechanic, civil, supporting structure, and identification nameplates) and electrical project of
the set integration is planned to be supplied by manufacturer, and verified by CEMIG.

8. MAINTENANCE OF THE HOMOLOGATED STATUS

The homologation requirements must be supported by manufactures as a condition to keep


their names in the list of homologated suppliers.

Unsatisfactory supply quality, such as: the failure of the product or the lack of technical
assistance, inadequate equipment delivery in relation to the homologated project, delay in delivery,
no service warranty requirements, it will lead to loss or suspension of status. The loss or suspension
of homologation and pre-homologation will also involve the loss or suspension of all items of the
respective GIS Material Group (MG).

9. DOCUMENTS TO BE SENT TO THE HOMOLOGATION REQUEST

Notes:

1. It shall be sent documentation related to GIS and the main equipment and materials that
compose it.
2. In order to have a better understanding, CEMIG reserves the right to request additional
information from the manufacturer, its subcontractors or customers indicated in providing
history.
3. It shall be used the template "Table 8 – Delivery Guide and Control Document Proceeding"
for documents to be delivered in the homologation request.

9.1. Tables with information about products and manufacturers

They have to be sent, filled out by the applicant, attached to the homologation request the
following tables:

a) Table 1 - Equipment and Factories proposed for homologation

The table must be filled, by the manufacturer, with the product type, description, plants, and
other fields. In the first column, it is necessary to indicate which CEMIG material code the
project is associated with.

The factory habilitation consists of quality analysis in the production chain, and the ability to
perform routine tests and inspection, specifically for equipment in homologation, according
to standards and specifications of CEMIG.

Service, and Fault History

It is required that the manufacturer send information of quality control on stage of fabrication,
field assembling and operation (applicable to GIS and its components). Moreover,
information about solutions of customers’ complaints and failure examples, corrective

maintenance reports, and solutions adopted to minimize the impact for customers are also
required.

d) Table 4 - List of Technical Assistance Contacts and Technical Training

The manufacturer has to provide technical assistance in the supplying phases, installation,
testing, and operation of the product. Moreover, it is also necessary the possibility to make
personal contact within 48 hours after some failure, and it needs to be allowed notifying the
failure event, at least by email.

The qualification of the technical support must be validated by training certificates and
service reports.

e) Table 5 – Spare Parts Recommended for the Warranty Period

The recommended spare parts are related to those ones which have more probability to be
used during the warranty period, according to the quality control of the manufacturer. The
manufacturing time for these parts must not interfere with the deadline set out in item 6. In
other words, the manufacturer has to be prepared to provide support for its customer during
the warranty period, in order to minimize the unavailability of the equipment.

It must be sent copies of Type and special testing reports, performed on GIS and the main
equipment which are part of it, according to item 9.3 - Type Tests reports.

The list of reports must be filled through the Annex A of the Technical Specification 02.111-
ED / AT-7.

h) Table 8 - Delivery Guide and Document Transit Control

Fill in the list of the documents attached to the homologation request.

9.2. Technical documentation (drawings, manuals, catalogs, and others)

In addition to the mentioned tables, it shall be also sent technical documentation containing
details of the design about the proposed equipment, in order to allow checking the tested design.
These documents have to be included in the list of delivery guide and control document proceeding.

9.2.1. Documents related to the GIS SF6

b) Arrangement, outline drawings and dimensions of the typical bays and each component
of GIS modules, including operating mechanisms;
c) Arrangement, outline drawings and dimensions of cubicles for local control of the
modules, indicating their components;
d) Schematics diagrams related to the control of GIS modules for typical bays;
e) Scheme of compressed air or hydraulic system, when applicable;
f) Dimensional drawings of insulated cables transitions and bushings for GIS;
g) Dimensional drawings of the bushings and output plugs of 138 KV, and terminals;
h) Drawings of technical characteristic nameplate;
i) Excitation curves of current transformers;
j) Catalogs of components such as bus bars, compensated pressure monitor, flanges
sealing rings, components and mechanisms for operating, and others;
k) Brief description of the assembling process in field, testing, commissioning, and staff
required for typical spans;
l) GIS Instruction Manual;
m) Technical deviations applicable to some eventual item in the specifications and
standards. References must be given and referenced.

1. In order to optimize the documentation and analysis, it is required sending only one report for
each equipment and test.

2. In the reports shall be possible to detailed identify the tested equipment, through drawings,
in order to allow a comparison with the project in homologation.

9.3.1. Test Reports related to GIS SF6

a. Dielectric tests (clause 6.2 of IEC 62271-203/2003), including:


• Power-frequency voltage tests
• Lightning impulse voltage tests
• Partial discharge tests
• Dielectric tests on auxiliary and control circuits
b. Radio interference voltage test (clause 6.3 of IEC 62271-203/2003), if applicable;
c. Resistance measurement of the main circuit (clause 6.4 of IEC 62271-203/2003);
d. Temperature rise test (clause 6.5 of IEC 62271-203/2003);
e. Short-time withstand current and peak withstand current tests, to main circuit and earthing
device (clause 6.6 of IEC 62271-203/2003);
f. Basic short-circuit test-duties (6.106 clause of IEC 62271-100/2012, and 6.101 clause of IEC
62271-203):
• Basic short-circuit test-duties;
• Short-line fault tests;
• No-load line-charging breaking tests;

9.3.2. Current Transformers (clause 6.1.2 of NBR 6856/1992)
