1. The Ministry of Works and Transport has allocated/received funds to be used for the
acquisition of Rehabilitation of Selected Community Access Roads in the Districts of
Alebtong, Budaka, Bugiri, Buhweju, Bukedea, Bushenyi, Butaleja, Butambala, Dokolo,
Iganga, Kabarole, Kagadi, Kamuli, Kasese, Kayunga, Koboko, Kotido, Kyegegwa, Lira,
Lwengo, Moroto, Mukono, Nakapiripirit, Nakaseke, Nakasongola, Nebbi, Ntoroko, Pader,
Rakai, Rubanda, Rukiga, Sembabule, Serere, Tororo and Wakiso, packaged into 041 Lots as

2. The Entity invites sealed bids from eligible bidders for the provision of the above works.
3. Bidding shall be conducted in accordance with the procedures contained in the Public
Procurement and Disposal of Public Assets Act, 2003 (the Act) and the Regulations made
under the Act and is open to all bidders.
4. Interested eligible bidders may obtain further information and inspect the bidding document
at the address given below at 8(a) from 8.00am to 5.00pm.
5. The bidding document which has been prepared in the English language may be purchased
by interested bidders at 8(b) upon payment of a non-refundable fee of UGX. 100,000/=.
The method of payment will be by bank advice form from any bank.
6. Bids must be delivered to the address below at 8(c) at or before 10.00am on 8th April 2021 .
All bids must be accompanied by a bid security in form of a Bank Guarantee from a
reputable bank recognised by the Bank of Uganda (BoU) of :
i. UGX 5,000,000/= for lots 001, 002, 003, 007, 008, 009, 012, 013, 018, 020, 021, 022,
025, 029, 030, 035, and 040;
ii. UGX 10,000,000/= for lots 004, 005, 006, 011, 014, 015, 016, 017, 019, 023, 024,
026, 027, 028, 031, 034, 036, 037, 038, and 039;
iii. UGX 15,000,000/= for lot 010;
iv. UGX 20,000,000/= for lots 032 and 041; and
v. UGX 25,000,000/= for lot 033
Bid securities must be valid until 9th November, 2021. Late bids shall be rejected. Bids will
be opened in the presence of the bidders’ representatives who choose to attend at the
address below at 8(d) on 8th April, 2021 at 10.30am. Bidders shall submit email addresses
which shall be used as an alternative means of communication.
7. There shall be a pre-bid meeting at the address below at 8(d) on the dates indicated in the
proposed schedule in this notice. Bidders shall be required to visit the site prior to
submission of their bids at their own cost. A site visit certificate shall be required on
submission of the bid.
