1. SUMMARY

1.1 Scope
This report is for the selection of the successful bidder for Intrument Air Compressor and Dryer Package
for Banyu Urip Project. The bidder shall supply complete package of Instrument Air Compressor and
Dryer, including all necessary ancillary equipment and instrumentation to ensure satisfactory operation
under the conditions described in the requisition IDBC-TS-MXXER-C00000-42.

Three Bidders’ proposed engins are approved models by Company.

1.3 Brief Decription of the Work


The bidders’ technical documents and drawings for Instrument Air Compressor and Dryer Package
were fully reviewed and discussed through clarification items by e-mail and technical clarification
meeting.
The bidders have single resposibility for all aspects of the scope of supply/work and the design,
manufacturing and test of equipments in accordance with the applicable job specifications and
codes/standard listed on the requisition IDBC-TS-MXXER-C00000-42, implementing the Minutes of
Meeting for the technical clarification meeting.
Bidder’s proposal conditions and exception/clarifications were discussed and clarified during technical
bid evaluation and the result will be the supply conditions of Instrument Air Compressor for Banyu Urip
Project.
This evaluation is based on the bidder’s quotations, clarifications, and technical meetings conducted as
below.

1.4 Evaluation Result


A technical evaluation for each bidder’s technical submission has been completed. From the evaluation,
contractor has the following conclusion for major configurations.
1) Atlas Copco : Technically Acceptable, on the condition that the technical matters mentioned herein
to be confirmed.
2) FMM: Technically Acceptable, on the condition that the technical matters mentioned herein to be
confirmed.
3) GSE : Technically Acceptable, on the condition that the technical matters mentioned herein to be
confirmed.

1.5 Detail of Evaluation


This report is based on the quotation by Atlas Copco (2012.03.22), the quotation by Fajar Mas Murni
(2012.03.30), the quotation by GlobalTech (2012.03.21), and the clarifications between Contractor and
bidders.

1.5.1 Performance and Power consumption


All bidder’s selected air compressor model can meet the process requirements. The capacity control
system is mainly upon Lead/lag control system. Atlascopco and GSE offered the same brand, Atlas
Copco Oil-injected rotary screw compressor model GA 250-13-50 for Air compressor. FMM offered
Ingersoll-Rand rotary air compressors model MXU200-2SA/50.

1.5.2 Material

All bidders’ selected piping material can meet piping material requirement particularly for all
interconnecting piping between Air compresor enclosure and Dryer standard unit. But for piping material
within Air Compressor enclosure and Dryer standard unit, all bidders confirmed with deviation (as per
manufacturer’s stadard proven design and construction).

1.5.3 Noise Limitation


Sound pressure level for equipments shall be equal to or less than 80 dBA @ 1 meter from the
equipments, which is one of most important requirement in this project. Each bidder suggested some
solutions which are summarized in the below
1) Atlas Copco
- Atlas Copco confirmed that its air compressor PKG noise level will not exceed 75 dBA at 1
meter from edge of the skid. Silencing canopy will installed to keep the noise level always
below 75 dBA. This can be guaranteed and shown during the complete unit test. Also the
sound pressure level of Dryer standard unit while purging will not exceed at 1 meter from edge
of the skid
2) FMM
- FMM confirmed that its compressor PKG noise level will not exceed 76 dBA at 1 meter from
edge of the skid. FMM will provide sound-attenuating sheet metal enclosure covering entire
unit with multile, quick release, latched panels in order to meet this noise requirement. Also
while purging the sound pressure level of Dryer standard unit will not exceed at 1 meter from
edge of the skid.

3) GSE
- GSE confirmed that its air compressor PKG noise level will not exceed 80 dBA at 1 meter from
edge of the skid. That sound pressure level measured according to CAGI PNEUROP test code
under free field conditions at 1 m distance.
- The noise level of air dryer would be approx. 85 dBA while purging. Due to intermittent noise,
time interval will be indicated.

1.5.4 Lube oil system


The lube oil system will be supplied by the bidders. The summary of major concern is described in the
following.
1) Atlas Copco and GSE
The lube oil system of both bidders is provided with an oil reclaimer vessel due to lubricated
type rotary compressor. Lube oil system of both bidders cannot meet the design requirement to
purify the oil to a level of 2.0 ppm. Both bidders Manufacturer standard proven design can
achieve of 2.5 ppm oil content at air compressor outlet. However, Atlascopco can guarantee
max. oil content carry over out of Dryer skid to a level of 0.01 mg/m3. GSE confirmed to provide
oil filter model AF-1600HGF to meet the requirement.

2) FMM
Lube oil system of FMM consists of two stage molded fiberglass separator element. The
separator can purify oil to a level of 2 - 5 ppm carry-over after cooler. However oil content
requirement will be compensated by effectiveness filter on dryer skid to purify oil carry over.
FMM confirmed to guarantee to meet oil content requirement by providing additional pre-filter
model IRH-2100.

1.5.5 Electrical
All the bidders proposed appropriate electrical equipments which can meet the following major project
requirements.
1) All air compressors in this report are electric induction motor driven with continuous speed.
2) The electric motor is an induction type and will comply with IEC standard. The enclosure type is
TEFC and detail cooling method is IC611 (Air cooling by shaft driven fan). 4 poles motor is selected
by all bidders with 6.6 KV, 50Hz, 3 phase power supply. Starting current will be limited under 600%.
3) The electric motor protection will be IP56 grade and EEx “nA” for enclosure, for which ATEX
certification will be provided. It will be equipped with six winding temperature detectors (two per
phase).

1.5.6 Control
All the bidders proposed local control panel as below.
1) All bidders confirmed complience with NEMA 4 enclosure.
2) All bidders confirmed to provide manufacturer standard microprocessor base control.

1.5.7 Instruments
All bidders proposal is based on Microprocessor base control which is according to menufacturer’s
stadard proven design and construction then all the instrument brand shall be as per Manufacturer
standard.

1.5.8 Inspection and test requirements


All bidder deviate to do complete package running / performance test at Shop due to electricity
issue (6.6 kV power supply). All bidder propose to do complete package test
(running/performance test) at site (Site Acceptance Test)
For the other test & inspection, all bidders suggests their standard Inspection & Test Procedure, which
Company and MIGAS will review and let Contractor know the inspection items requested as witness
point. All bidders agree 8 weeks and 2 weeks advance notification.

Any change in the detail engineering stage will be informed to Company. But TS confirms that those
change will be within Exhibit H including suppliers accepted by Company through Project Query.

2. Spec. Deviation
Comments and Exceptions submitted from the Bidders were clarified through technical clarification
meeting, and attached in this report for Company approval.
The comment & exception list of the bid winner will be submitted officially again to MCL with RFA
(Recommendation for Award).

Technical information
This GA 250 series sets a new standard in oil-injected rotary screw compressor technology,
providing the reliability and performance of a state-of-the-art compressor solution integrated
in a package unit, producing compressed air at the lowest running costs.
The GA 250 compressors are available as standard 40°C/ 104°F temperature design with
the following versions: air or water-cooled, Pack or Full Feature

4. ELECTRICAL
All electrical devices requiring external connections (except motor power leads), will be wired to
terminals in the LCP panel and junction boxes located near periphery of the packaged
equipment.
The nameplates of the motors will be provided with 316 stainless steel rating plates.
Anti-condensation heaters are supplied to all the main motors of the compressor. The heaters are
strip heater type and suitable for operating at 230VAC, 1 phase, 50Hz.
Earthling bosses are provided diagonally across each compressor base frame.
Cable trays will be heavy duty perforated type and material will be heavy duty 316L stainless
steel.
4.1 Electric motor general
1. Motor designed for ‘direct-on-line’ starting.
2. All Motors are energy efficient, severe duty type, and rated for a 40 °C ambient temperature
with Class F insulation, limited to Class B insulation system temperature rise.
3. Anti-condensation heaters on all motors rated 5.5kW and above.
4. Motor Enclosure Type; IP 56, EEx nA, Non Hazardous
4.2 Motor Winding Temperature Detector
Electric motors is furnished with temperature detectors (PT100 RTD) as per following
instructions
• A minimum of six winding temperature detectors (two per phase) is provided.

4.3 Motor Terminal Box


Medium voltage induction motors is provide with the following separate terminal boxes:
a) Main terminal box for power cable
b) Separate auxiliary terminal box for space heater cables
c) Separate auxiliary terminal box for instrument connection such as temperature
detectors

5. INSTRUMENTATION AND CONTROL

All necessary field instrumentation for control, monitoring and safe working of the package is
provided. All instrumentation, junction boxes, unit control panel will be completely wired and
installed on the package.
Field instrument bodies, junction box housings and unit control panel will be solidly grounded to
the plant ground.
The Sequencing panel shall be located on the air compressor package with serial link for
connection to plant PCS. The Control Panel has all required indications, alarm annunciation
and shutdown circuits.
All the electrical instruments on the package are non-explosion proof.
The instruments for the control and monitoring will be switches installed on the standard air
compressor units. The moisture analyzer will be provided at the common discharge line.
The instrumentation signal cabling will be common for control and shutdown.
Each air dryer unit has a built in control panel and will be NEMA7 enclosure.

5.1 Control Panel


The air compressor unit with a standard control panel for the control and monitoring of the air
compressor performance. The panel is dedicated for both ESD function and control and
monitoring function.

5.2 Sequencing Panel (Air Compressor Package)


The sequencing panel shall be installed to link the three electronikon control panels to execute
the lead/lag sequence. A touch screen HMI is supported to control and monitor the air
compressor units.
The sequencing panel also includes the following functions:
a) Start/Stop push buttons for compressor
b) Auto/manual selector switch for compressor
c) Common alarm and common shutdown

STRUCTURAL & PIPING

Skid Material
A heavy duty structural skid shall be designed and fabricated base for the air compressor & air
dryer skid. The material of construction shall be SS400 or S275JR or equivalent & lifting lugs
will be provided for a single point lift designed. A continuous sloping drip pan shall be provided
with provisions for draining to a 1 inch NPT drain located at the baseplate edge. Two numbers
of earthling bosses shall be provided to the skid diametrically opposite. Anchor bolts are also
provided for the installation of the skid to the platform or foundation.

Piping
All piping connections within the air compressor package shall terminate at the relevant skid
end with a flanged end suitable for connection to external piping. Interconnecting pipes and
valves between the equipment will be as per piping class A3B. Piping material shall be
galvanized carbon steel.

However, piping within the air dryer equipment and air compressor will be as per manufacturer
standard.

Surface Preparation
All exposed carbon steel surface areas shall be blasted to SA3 and coated suitable for marine
environment in according to client specification. The local control panel will be painted
according to client specification. The painting of the air compressor enclosure will be as per
manufacturer standard.

Spreader Bar
The spreader bar together with the shackle & string are sized according to appropriate calculation
for single point lifting. And common spreader would be used for all the air compressor & air dryer
skids.

COMMENT TO INQUIRY

1. Painting specification would be applicable only on the structural skid, pipe spools, air dryers
& filters while the painting & finishing color on the air compressor and motor would be
according to manufacturer’s standard.
2. The piping material specification is not applicable on the pipe spools within the air
compressor canopy and air dryer as it would be as per manufacturer standard, while this
specification would be applicable only on the pipe spools as supplied by GlobalTech
(interconnecting pipes between the air dryer & filters and air compressors) and all tie-in
points shall be according to client specification.
3. All field instrument located within the air compressor unit is non-explosion proof.
4. The noise level of air dryer would be approx. 85 dBA on intermediate basis while purging.
5. The price quoted does not include any third party certification or MIGAS certification.
6. As the compressor motors are high voltage (6.6kV), the running of compressors during FAT
is not possible. Only simulation test shall be carried out.
7. The sequencing control panel offered will not have any certification from 3rd party.
8. The instrumentation signal cabling will be common for control and shutdown.
9. The Fiber optic converter is not included on the scope and will be advised soon.

10. We take exception to your General Vessel Specification (if any) on the following vessel
since they are manufactured in mass production basis.
- Air dryer
- Pre-Filters
- Air/Oil Separators
- Moisture Separators within the air compressor.

However, air /oil separator is designed in ASME VIII Div 1.
