called on government
to give people who
abuse public funds mandatory
sentences equivalent to treason.
Speaking at a public hearing
conducted by joint Portfolio
Committees on Budget, Finance
and Economic Development
and Public Accounts, several
participants called for stiff
punitive measures and mandatory
jail terms to be included in the
Public Finance Management
Act for those who misuse public
funds.

Shumbanhete said the bill
should have tough penalties to
people who fail to comply with
the requirements of the Public
Finance Management Act.
“The bill must provide for the
speedy detection of public
financial misconduct by
giving tough penalties to the
perpetrators, and I think at
least 10 years imprisonment is
appropriate.

in recent weeks after the city
managed to solve persistent power
problems at the Bushmead Water
Works pump station.
The situation which had gone from

where residents would queue for
water at boreholes all day long has
positively changed.

receiving the precious liquid almost
daily.

and said he hoped the situation
keeps getting better.
“There is much improvement in
both the availability and quality of
water. We just hope and pray that
the situation keeps on improving.
Gone are the days when we would
wake up at 3 am to go and fetch
water at boreholes,” said Muguti.

Augmentation Phase 2 project,
a development which will see its
pumping capacity double to 60

Masvingo and the
Infrastructure Development Bank
of Zimbabwe (IDBZ) is far from
being a reality as the two parties
continue to fail to meet and map
the way forward concerning
the second phase of the water
augmentation project.
The two parties are expected to
enter into a deal which will see
IDBZ pump US$60 million, a
move expected to make the city’s
water woes a thing of the past.
However, it has been difficult
for the two to meet, map a way
forward and kick start the project
since IDBZ postponed yet another
meeting with the city fathers.
This was confirmed during a
recent full council meeting by
acting town clerk Engineer
Edward Mukaratirwa, who said
the prospective benefactor had
cancelled the meeting on the 11th
hour and that a new date will be
communicated.
“We were supposed to meet
with IDBZ this Friday but
they contacted us asking for a
postponement of the meeting. A
new date will be communicated
soon,” said Mukaratirwa.

If it becomes a success, the water
augmentation phase 2 will see the

litres, against the current 30 mega

Disabilities (PWDs) in the fight
against Covid-19 so as to curb the
spread of the disease amongst

the deaf and dumb. If they are
trained, they can convey the
message to their colleagues and
help in the great fight against
the spread of Covid-19,”said

Continuous power supply
problems have also been one of
the major contributors to the city’s
water problems.
The city is however reportedly
contemplating to install an
alternative (solar) power source at
Bushmead Water Works.
Masvingo has been experiencing
perennial water challenges in
recent years due to the ballooning
population which is way above its
pumping capacity.
The city has also witnessed the
creation and expansion of suburbs
which have come as a burden to
the local authority as it struggles
to cope with service delivery
demands.
Sewer reticulation has also been a
headache for the city fathers while
the Mucheke Trunk Sewer project
still remains ‘on the cards’ for
many years now.

through the use of church
ministers to enhance service
delivery.
Speaking at a Social Accountability
exchange programme held
by ZCA at Mutapa Kingdom
Recreational Park formerly
known as Hippo Creek recently,
several community leaders
from across the country gave
testimonies about how engaging
with residents on service
delivery issues has been made
easier through the use of church
ministers.
Giving his testimony, Chegutu
Mayor Henry Muchatibaya said
through engagement with ZCA,
his council saw how bad water
and sewer woes in the mining
town had become and they had to
use devolution funds to buy new
water and sewer pipes.
"Through our engagement with
ZCA we saw how critical it was to

leading to death of over 350
people.
"We used devolution funds, from
which we managed to buy new
water and sewer pipes. Right now
there is no raw sewer flowing
in the streets and residents
are getting proportional water
supplies," said Muchatibaya.

Residents have been calling upon

to drill a borehole for them to ease
the water crisis, which is exposing
them to waterborne diseases since
they are now resorting to fetching
water from a local stream.
When contacted for comment,
Masvingo Rural District Council
(RDC) Chief Executive Officer
Martin Mubviro said council was
equally concerned about the water
crisis and in their engagement
with ZINWA, the later had said

affecting their pumping capacity.
“We are also concerned about the
situation but we have engaged
