Background
In March 2018 Cordaid was awarded a project in Coron in the villages of Tara, Buenavista and Malawig
(TMB) with Forest Foundations Philippines that seeks to:
1. Rehabilitate and protect ancestral domain Forest Landscape and Mangroves through reforestation of
most critical zones, at least 50 hectares of unclassified public forest and mangroves; through the
following strategies
- Development of digitized and participatory forest, and coastal / marine natural resource assessment
of 3,000 ha AD landscape in TBM Ancestral domain in cooperation with local government agencies
and the IPS and communities of TBM;
- Support IPS and IPO plan and develop protection policies of 3,000 ha of unclassified public forest
and coastal resources under the TBM Ancestral domain, with Watershed Management enforcement
mechanisms and barangay-level forest and coastal management, protection and conservation plan
in cooperation with TBM
- Support Bantay Gubat team establishment and operationalized across the TBM Ancestral Domain
- Support 90 community educators in the TBM Ancestral domain integrate low technology, low input
environmental approaches to water and environmental protection, aligned with resilience capacity
gaps (food security, WASH, DRR) across the watershed, coastal zones, communal areas and at
household levels
- Establish 3 nurseries devoted to indigenous forest, mangroves, agro-forestry, food source species
established and operationalized in cooperation with TBM
- Identify and rehabilitate most critical zones, at least 50 Ha hectares through planting of indigenous
tree in watershed protection areas, communal forest conservation areas and mangroves; identified in
cooperation with TBM
2. Support increase income from sustainable and alternative livelihoods for at least 500 families through
selection of appropriate forest-based, agriculture and mangroves-based livelihoods, climate smart
agricultural practices; through the following strategies
- Identify community livelihoods capacity, needs and resources assessment and Resiliency Baseline
of forest, mangroves and agriculture related livelihood activities across the TBM Ancestral domain
- Implement market surveys for primary products at municipal level with TBM and partner NGOs
- Support development of at least 15 climate smart ecosystem-based enterprise groups developed in
cooperation with TBM
- Support 15 Groups to have strengthened capacity in agro-enterprise and access to local markets
3. Develop a model of Integrated Risk Management (IRM)-based Forest and Mangrove Protection and
Conservation and support TBM to advocate it through the Calamianes Resilience Network; through
- Documentation and support advocacy of an evidence-based approach to Integrated Risk
Management-based Forest and mangrove Protection and Conservation
Cordaid operates in the Philippines under the Partners for Resilience Alliance to support capacity building of
local actors to advocate for Integrated Risk Management or the integration of risk reduction that addresses
climate, disaster, environment and development risks
The Coron FFP Project Coordinator will have management oversight of the project and provide oversight in
the livelihoods development and environmental restoration deliverables of the project. The FFP project
delivers a model of the Integrated Risk Management approach in small island and coastal communities with
Indigenous Peoples.
Position description
A senior management position with the Project Team. The Coron FFP Project Coordinator reports to
Country Director and is a front line Manager or Supervisor who has a team of people necessary to
coordinate with to achieve job function success. The function has multiple geographical, multi-disciplinary
and multi-actor focus. The individual must also facilitate communication, positive influencing and fostering
linkages between project supported interventions and efforts, capacities and resources of other actors from
project to sub-national level.
Position Summary
As part of Cordaid’s Philippines Country Programme, the Coron FFP Project Coordinator is responsible for
supporting the Coron and Calamianes efforts through the FFP project. As part of Cordaid Philippines Country
Programme, the Coron FFP Project Coordinator responsible for supporting Cordaid staff, partners, and
stakeholders in a wide range of responsibilities, building upon Cordaid’s work, impact and approach through
the FFP project including:
- Project, technical and financial oversight of the FFP project in Coron
- Planning, partnership and capacity building coordination with TBM, project stakeholders and project
staff and consultants
- Project and financial management for the FFP project in Coron
- Ensure high quality results, deliverables, tracking and reporting of all FFP project interventions
- Oversight of assessment, analysis, planning, documentation and local cooperation agreements
under the FFP project
- Providing advice, guidance, capacity building, training and workshop facilitation, leadership and
documentation associated with implementation of the FFP Coron project
- Documentation and learning consolidation of evidence based results for the FFP project in Coron
- Maintaining and supporting strong partnership with government at local, municipal level as well as
local actors including but not isolated to IPS, Government Departments and private sector
- Support the Coron IRM Coordinator under the Partners for Resilience Project in alliance building,
coordinated advocacy and influencing towards and between Government, CSO, donors and other
actors based on the strategy and results of the FFP project in Coron
- Documentation of tools, practices; provide presentations at local and regional level on the FFP
Project in Coron as a basis of advocacy and influencing
- Development of Coron specific IRM IEC and advocacy materials in coordination with Coron Team
and Country Director
Position Responsibilities
Technical Oversight
- Support project teams, communities and stakeholders in understanding and participating in the FFP
project in Coron
- Oversee external and provide technical assistance to partners, government, stakeholders and other
actors under the FFP project in Coron
- Coordinate project interventions in line with the project baseline and natural resource assessments
in cooperation with Cordaid staff, key stakeholder groups and outside technical assistance to ensure
delivery of comprehensive natural resource management plans and interventions that are owned
and implemented by community and local actors
- Ensure consultation, inclusion and participation are maintained in the implementation of the FFP
project in Coron that is culturally sensitive to the context of local indigenous peoples
- Lead project implementation based on assessment results to ensure project delivery based on
project and donor guidelines
- Oversee implementation of livelihoods and environmental restoration actions, further market
surveys, marketing and associated capacity building and provision of inputs to support community
alternative and sustainable livelihoods strengthening; support establishment of community
enterprises including group and association building and legitimization as appropriate

- Ensure alignment between ADSDPP development and strengthening and emerging results through
the FFP project assessment, analysis, planning and implementation
- Maintain strong and positive relations with local government, NGOs, communities / people’s
organizations/IPS, national government agencies and other key actors, assure excellent
understanding of local and national policy context and ensure recognition of opportunities are well
communicated within the project team, key actors have good understanding of the project
approaches, lessons and practices
- Strengthen and foster opportunities for further project development, cooperation with local projects,
actors, resources, stakeholders and funding opportunities
- Promote innovative program designs and interventions with partners, relevant organisations and
local government, based on the model in TBM
- Provide regular updates to all Cordaid stakeholders on IRM developments; lead coordination with
municipal Governments
- Appropriately represent Cordaid and build good relations with local and municipal authorities, the
project donor and relevant organisations as appropriate
- Advocate technical recommendations and contribution by local stakeholder groups for FFP project in
Coron
- Support Cordaid Philippines in overall country planning and influencing strategies, aligned with the
FFP project in Coron demonstration sites, sub-national and national PfR strategy
Emergency Response
- Assist the organisation on occasion, in times of national, state or local emergencies or major
disasters or relevant representational opportunities
