Performance Measurement System Introduction
1 Introduction
1.1 Purpose
This document is intended to define UTRAN Key Performance Indicators, which give
information about quality, performance, load, capacity, in a uniform way to the operator.
These indicators may be used for the following purposes:
– Definition of formulas, which are used for realization of predefined reports in the
post-processing tools (i.e. SPOTS),
– Generation of a high-level PM document which will be part of the UTRAN customer
documentation.
An Index is represented by x,y,z, where x represents the protocol type, y represents the
i cause categorization and z represents the cause value (see [3]). If indices are listed it
refers to the relative counter number. The mapping of the relative counter number to the
cause index can be found in the appendix (10).
Elementary object
This field contains the object class the KPI is applicable to. For UMR5.0, this field will
contain
• the RNL objects
"RNC", "adjacent RNC relation", "cell", "adjacent cell relation", "adjacent GERAN
cell relation", "NodeB relation".

Cause relations
For determination of per-cause values the following rules shall apply:

In case of the Success Rate per init cause, the number of success is related to the
number of attempts, where in both terms the init cause shall apply.
In case of the Failure Rate per dedicated failure cause, the number of failures is related
to the number of attempts, where the dedicated failure cause is related to all causes of
the attempts.
The difference of these calculation rules is based on the target group, the use case and
the different purpose that evaluates the KPI.
The success rate of a procedure may therefore refer to Network Planning / Network
Optimization groups where the success rate related to the dedicated initialization cause

is focused. Of course the success rate may be also assigned to a different group, where
it serves a different purpose. Thus, e.g. the success rate of the RAB establishment for
each QoS class may be depicted in a diagram as follows:

Granularity Period
Within this document it is assumed that the KPI is applicable for the same granularity
period as defined for the measurements that are utilized within the formulas. Thus, no
recommendation is given related to the GP of the KPI. However, the measurements
used within one formula may have been activated within separate scanners where dif-
ferent GPs may have been activated. In such a case the post-processing tool shall
consider the different GPs and aggregate the measurements with the lower GPs until
the same GP for all measurements apply.

the failure counter cause “other” the repetitions are counted indepen-

KPIs of CSSR for voice and CS data are not quite correct since only the
QoS class can be selected per RRC establishment success rate.
Although not quite correct, these KPIs are included since these KPIs are
the best approach in order to describe the "Call Setup Success Rate"
for these services and not only RAB Establishment success rate.
Type "OTHER" of RAB Establishment is added to CSSR PSIB as this is
the most probable case that a HS-DSCH or a data rate had been
required and established where no specific counter exists.
"User perceived" means, that the RRC establishment attempts are
reduced by the number of RRC re-transmissions, which reflects the
user (subscriber) point of view. The user will only recognisze the effec-
tive establishments.

In case of an Inter-RAT cell-re-selection from 2G to 3G the UE leaves
the 2G Location Area/Routing Area and enters a new 3G Location
Area/Routing Area, the UE has to perform a Location Update
(LUP)/Routing Area Update (RAU) procedure. This formula assumes
that separate Location Areas and Routing Areas are implemented for
2G and 3G.
The number of registration procedures also depends on the Network
Operation Mode which triggers either combined or non-combined
LUP/RAU or LUP/Attach procedures.
The Network Operation Mode is a configuration parameter of the RNC.
It is used to indicate a Gs interface in the Core Network is present or not,
