B. COMMUNITY ACTION

Community action is any activity that increases the understanding, engagement and empowerment of communities
in the design and delivery of local services.
Community action includes a broad range of activities and is sometimes described as ‘social action' or ‘community
engagement'. These activities can vary in their objective, the role the community plays, the types of activities
involved, their scale and their integration within the council. What they have in common is that they all involve
greater engagement of local citizens in the planning, design and delivery of local services.

Why is community action important?


Community action is about putting communities at the heart of their own local services. Involving communities in
the design and delivery of services can help to achieve a number of objectives, including:
Building community and social capacity – helping the community to share knowledge, skills and ideas.
Community resilience – helping the community to support itself.
Prevention – a focus on early access to services or support, engagement in design, cross-sector collaboration and
partnerships. 
Maintaining and creating wealth – for example helping people into employment or developing community
enterprises.
Role of the Community
The role the community plays can include community consultation, joint planning, joint design, joint delivery and
community-led activities.
The types of activity can include:
Asset transfer (either through formal transfer to bodies such as parish councils or community interest companies, or
transfer of their management to local community and voluntary groups).
Making better use of physical resources, such as council-owned buildings, to support community-led activities.  
Community engagement in decision-making (for example through public engagement events where the community
helps to decide local priorities, co-design or co-commission services).

Major Issues Affecting The Poor And The Marginalized

Poverty
The state of being extremely poor and lacking the means to see to one’s basic needs.

MAJOR CAUSES OF POVERTY


• Low to moderate economic growth for the past years
• Low growth elasticity or not being able to return to its better condition of poverty reduction
• Weakness in employment generation and the quality of jobs generated
• Failure to fully develop the agriculture sector
• High inflation or the general increase of prices of goods and services during crisis periods
• High levels of population growth
• High and persistent levels of inequality in income and assets which dampen the positive impact of economic
expansion

The Role Of The Youth In Community Action


The Youth and Community Action
• Youth is composed of 15-30 years old. They make up around one-third of the Philippine population
• They are seen as the hope of the future because their energy, creativity, resourcefulness, and openness to new
developments.
• Provided that they function effectively in society, they have the capability to fully participate in efforts toward
improving their communities.

Factors Affecting Youth Participation in the Community


• Education: academic performance of the school, the likelihood of attending classes in college, and the efforts of
schools in setting an example and reinforcing positive social values.
• Values: the feeling of efficacy, or the ability to do what they need to do. They may also be influenced by the need
to be valued and taken seriously by other members of the community. They may also feel that they have a
responsibility to perform a public duty, and that fulfilling this obligation will increase their self-esteem,
recognition, and value in the community.
• Parental Involvement: through taking part in civic activities, parents expose their children to the importance of
community engagement. In turn, this helps the youth become aware of their roles in the community.

Factors That May Discourage The Youth From Participating In Community Activities
• Insufficient recognition of their abilities and contributions.
Example: youths who are hindered from voting disregards the fact that voting privileges reflect their recognition in
decisionmaking abilities and the importance of their ideas in developing the community.

• Limited opportunities to become involved in government affairs.


There is a need for the youth to be given more trust and be given more opportunities to harness their talents and
skills in contributing to their communities.

How The Youth Can Be Involved In Their Communities


• Attitude: made up of affective (feelings and emotions), behavioral (actions) and cognitive (belief or knowledge)
components. affective can be reflected in their desire and drive to help the community .
• Desire can be influenced by emotions such as pity or concern for the needs.
• Behavioral and cognitive component are evident when the youth learn more about the situation that
underprivileged people in society face and they plan and implement ways to extend help.

• Values: beliefs or ideas shared by the members of a group. This serve as a basis of what is desired or not to that
group or other groups. Also influences one’s attitudes.
• How they view their community . If the youth are exposed to the value of responding to the needs of
society, they may become driven to help their communities.
• Mindsets: state of mind. Can be conditioned by their environment. It is important to introduce the act of helping
the community in a positive way. Doing this will help the youth to develop a positive mindset towards their
importance in their community.
• Priorities: things that are often regarded as more important than others. Aside from the basic priorities, the youth
must prioritize service to others.
• Through making service a priority, the youth will contribute to the improvement of their communities
and be of big help to the nation. When the youth is exposed to community service, they can be inspired
to make service to other people as part of their priority.

OTHER WAYS TO ENGAGE YOUTH IN THEIR COMMUNITIES


1. Orient the youth on community development and its importance. A positive outlook should be instilled in their
minds in doing this.
2. Enlighten the youth about the most pressing problems of the country and how one step in addressing these is
responding to concerns in local communities. Encourage the youth to become more involved in their communities.
3. Use the media to introduce youth to the personalities who serve as good role models.
4. Discuss how the youth can benefit from becoming a productive member of the community.

5. Empower the youth by helping them develop their leadership skills. Give them opportunities to participate in
capacity-building and in their communities.
6. Determine the fields that the youth are interested in.
7. Constant efforts should be actively made to recognize and promote the contributions of the youth to society.

• created to support community-led projects that promote mental health, prevent substance use problems and
promote effective treatment and support for individuals and families experiencing mental health and/or substance
use challenges.

life.

HUMAN RIGHTS
Human Rights
Human Rights inherent to all human beings, regardless of race, sex, nationality, ethnicity, language, religion, or
any other status. Human rights include the right to life and liberty, freedom from slavery and torture, freedom of
opinion and expression, the right to work and education, and many more.

In essence, the human rightsbased approach is the way in which human rights can be protected in clinical and
organizational practice by adherence to the underlying core values of fairness, respect, equality, dignity and
autonomy

SOCIAL JUSTICE
Social Justice is based on the concepts of human rights and equality, and can be defined as "the way in which
human rights are manifested in the everyday lives of people at every level of society". A number of movements are
working to achieve social justice in society.

Social justice principles refer to values “that favors measures that aim at decreasing or eliminating inequity;
promoting inclusiveness of diversity; and establishing environments that are supportive of all people. "The social
justice principles include: equity, diversity and supportive environments.

EMPOWERM ENT AND ADVOCACY


Empowerment and Advocacy are social democratic practices that enable people to overcome barriers and
contribute to practice a focus on social justice. They enable social workers to help give people changes to better
understand and change their lives.

PARTICIPATORY DEVELOPMENT
Participatory Development is a process through which stakeholders can influence and share control over
development initiatives, and over the decisions and resources that affect themselves.

It seeks to engage local populations in development projects. Participatory development has taken a variety of
forms since it emerged in the 1970s, when it was introduced as an important part of the "basic needs approach" to
development. Two perspectives that can define PD are the "Social Movement Perspective" and the "Institutional
Perspective“.

SOCIAL MOVEMENT PERSPECTIVE


The "Social Movement Perspective" defines participation as the mobilization of people to eliminate unjust
hierarchies of knowledge, power, and economic distribution. This perspective identifies the goal of participation as
an empowering process for people to handle challenges and influence the direction of their own lives.

INSTITUTIONAL PERSPECTIVE
The "Institutional Perspective" defines participation as the reach and inclusion of inputs by relevant groups in the
design and implementation of a development project. The "Institutional Perspective" uses the inputs and opinions
of relevant groups, or stakeholders in a community, as a tool to achieve a preestablished goal defined by someone
external to the community involved.

GENDER EQUALITY
Gender Equality also known as sexual equality or equality of the sexes, is the state of equal ease of access to
resources and opportunities regardless of gender, including economic participation and decision-making; and the
state of valuing different behaviors, aspirations and needs equally, regardless of gender.

Gender equality is achieved when women and men enjoy the same rights and opportunities across all sectors of
society, including economic participation and decision-making, and when the different behaviors, aspirations and
needs of women and men are equally valued and favored.

METHODOLOGIES AND APPROACHES OF COMMUNITY ACTIONS AND INVOLVEMENTS


ACROSS DISCIPLINES
1.Partnership building with local groups
A community meeting on future perspectives in local development planning is a way to create a shared vision for
partnership building. It enrols those stakeholders, who have the power of information on the topics at hand and
those who are affected by the outcomes.

2.Community profiling
Community Profiling a social research method which involves building up a picture of the nature, needs and
resources of a locality or community, with the active participation of its members, the aim being to create and
implement an action plan to address the issues unearthed.

3.Needs assessment
Needs assessment a systematic process for determining and addressing needs, or "gaps" between current conditions
and desired conditions or "wants". The discrepancy between the current condition and wanted condition must be
measured to appropriately identify the need.

4.Working with a core group/leadership development/participatory action planning.


One in which everyone who has a stake in the intervention has a voice, either in person or by representation. Staff
of the organization that will run it, members of the target population, community officials, interested citizens, and
people from involved agencies, schools, and other institutions all should be invited to the table. Everyone's
participation should be welcomed and respected, and the process shouldn't be dominated by any individual or
group, or by a single point of view.
