TESTING AND ASBUILT PLAN

1. INTRODUCTION

AG&P is procuring a Megger Insulation Test and cleaning to verify the condition of their
electrical insulation and also to update the electrical line diagram with the use of AutoCAD to do
as built plan. As part of this procurement, a User Requirement Specification (URS) is required.
This URS documents the user and regulatory requirement for the User Requirement
Specification. The URS will be used basis of design, application and qualification for the user
requirement specification.

2. OBJECTIVE

The objective of this URS is to define and document the requirements of the User Requirement
Specification at AG&P Bauan Batangas, including:
 Electrical Plan as Built
 Megger Insulation Test with Certificate

Appropriate definition and application of these requirements will result in an operational facility
in compliance with all user requirements as well as applicable regulatory requirements.

3. SCOPE

Our Scope is to test the feeder line of MDP to Sub Panel to determine the quality of the
insulation. Performing such tests at regular time intervals can detect impending insulation
failures before they occur and prevent user accidents or costly product repairs.

1. IN-SCOPE
The scope of this URS is limited to the user requirement specification at AG&P Bauan
Batangas. The plans and schedules will be provided.
 Megger Test with Certificate (for 949 Panel Services only)
 Updated As built Plan of Electrical Plan (900 drawings only and single line diagram)
 Cleaning, Retighten and Refurbishing of Panel Boards (949 Panel Servicing only)
 Hard Copy of Electrical Plan
The URS describes all the requirements deemed relevant to the items above for the user requirement
specification. Execution for each requirement is determined through critically and risk assessment.

2. OUT-OF-SCOPE

This URS does not include:

 Megger Test of Load Side (branches) of every Sub panel
 Repairing of faulty equipments and wirings
 Modification of existing devices
 Short Circuit Analysis
 Voltage Drop Analysis
 Enclosures beyond repair or subject for replacement
 Materials not included in the BOM

4. EXECUTION REQUIREMENT

 AG&P Batangas shall provide assistance to Active Control Automation personnel during
the execution of the scope of works.
