Definition of Personnel / Human Resource Management
HRM may be defined as the function of management, concerned with promoting
and enhancing the development of work effectiveness and advancement of the human
resources in the organization. These are accomplished through proper planning,
organizing, directing, coordination and controlling of activities related to procurement,
development, motivation and compensation of employees to achieve the goals of the
enterprise.
Human Resource Management: A Science and an Art
Science is a systematic accumulation of facts, and their analysis and
interpretation, and their use to arrive at a satisfactory conclusion. Personnel management
is a science because if involves the systematic gathering of data derived from surveys,
statistics, interviews and observation. It is an applied science because it utilizes scientific
principles in analyzing and interpreting data in the management of people at work.
Art is proficiency in the practical application of knowledge acquired through study,
experience or observation. After the required data are gathered and analyzed and the
possible solutions to a problem are formulated, a good executive needs to select the best
from among alternative solutions. This is where personnel management is an art, since it
involves the making of sound decisions.

The Central Functions of Human Resource Management


1. Staffing – refers to that function which locates competent employees and getting them
to work for the organization.
Major activities of Staffing 1. Strategic Human Resource Planning, 2. Recruitment
and 3. Selection.
2. Training and Development – is the acquisition of skills, knowledge and attitudes
which enable people to achieve their current and future individual and objectives.
3, Motivation – refers to the process of activating behavior sustaining it and directing it
towards a particular goal.
Activities of Motivation 1. Motivation and job design, 2. Performance evaluation 3.
Rewards and compensation and 4. Employee benefits.
4. Maintenance – is that function of HRM that insures employee retention and the
motivation for more and better productivity. It includes 1. Safety, 2. Health 3.

External Environment of HRM


1. Economic Forces – The pursuit of survival and growth would mean changes in the
way organizations perform their activities. Globalization is an example of strategies
adapted by the world’s economic institutions.
2. Government Regulations – The conduct of operations of organizations is regulated,
in many aspects, by government legislations.
3. Advances in Technology – Survival and competition among and between
organizations require adaptation of the most useful advances in technology.
4. Labor Unions – is an organization form to represent the interest of workers in
bargaining with employers for contract s concerning wages, fringe benefits and working
conditions.
5. Management Thought – The practice of HRM has been largely influence by eminent
thinkers. They were able to formulate theories as a result of extensive research.
