ON SCENE SURVEY

The designated Company Security Officer together with the Master, Ship Security Officers
and Head of Technical carried out the On Scene Security Survey on August, 15 2020

Table I - Deck and Ship Side Lighting - Vulnerability Assessment

OBSERVATION

Weakness : Light pattern is not overlap and Ship side is not well illuminated.

Potential consequences : Ship and crew are vulnerable to a covert attack in times of
darkness particularly while in port if a light burnt and ship side is not well illuminated.

Recommendation
Method to correct the security deficiencies :
a. When a light burns out, a cargo cluster should be ready available to rig in place.

b. The ship side where not well illuminated shall have cargo clusters in place to provide
lighting.

c. Blind area to fix permanent light or cargo cluster to increase lighting.

OBSERVATION

Weakness:
a. There is no control of keys,

b. no log for issuing keys,

c. key not signed for, and

d. no procedure for returning keys when personnel are terminated or transferred.

Potential consequences: Vessel is vulnerable to insider crime, unable to know if any keys
are stolen or lost. If no procedures for returning keys, disgruntled crew members could use
the keys to commit sabotage or theft even after employment is terminated.

Recommendation
Methods to correct the security deficiencies:
a. Log for issuing master keys and keys.

b. All keys have to sign for.

c. All keys should be accounted for.

d. Key issuing log should updated at all time.

e. Procedures for returning keys when personnel are terminated or transferred.

f. All spare keys to be kept by SSO in safe place.

Weakness:
a. Vendors, visitors, repairmen etc are free to roam the ship and their credentials are not
verified.

b. No special procedures to secure equipment and materials on deck.

Potential consequences: Crew, vessel and cargo are vulnerable to crime or hijacking,
unescorted vendors, visitors, repairmen may cause dangerous accidents due to their
unfamiliarity with the ship's controls and equipment

Recommendation :
a. Methods to correct security deficiencies :
- Personnel identification system should be in place.

- Visitors, vendors, repairmen etc should be logged and escorted accordingly to the
security level.

- Ship should establish only single egress/ingress control for visitors, vendors,
repairmen etc.

- All valuable and small items on deck should be kept locked in store when not in use.

- Frequency of patrol of main deck in port and at sea should increase when the
freeboard is low according to the security level.

b. Access Point Security controls measures and equipment


- Gangway; Accommodation ladder Manned 24 hours, personnel identification system
in place for all security levels.

- Pilot ladder; Identification of pilot and removed when not in use for all security levels.

- By helicopter; Manned when in operation, personnel identification system in place


for all security levels.

- Anchor cable; Storm plate in position and tightly secured for all security levels.

- Mooring ropes; Rat guard in place for all security levels and patrol by security crew,
frequency of patrol as required by security level.

- Draft ladder; Removed when not in use and to be kept in the deck store room for all
security levels.

- Open weather deck; Patrol by security crew, frequency of patrol as required s per
security level.

OBSERVATION

Weakness
No any locking arrangement due to open type cargo hold.

Potential consequences Ship is vulnerable to criminals and terrorists as intruders can


gain access to the interior of the ship through unlocked or open type hatches.

Recommendation :
a. Methods to correct the security deficiencies :
Hatches and openings are to be properly patrolled frequently.

b. Access Point and the Security Control Measures and Equipment


- Accommodation doors on various decks providing emergency escape (List all these
doors).Navigation bridge ( 'C' deck ) port and starboard, 2nd level port and starboard
( aft ), 1st level port and starboard ( aft ), access to crew mess room and galley at aft
raised deck. All doors to lock from inside at all security levels except one door at
forecastle deck to be open but manned 24 hours.

- All other accommodation doors (List all these doors). Access to engine room ( port
and starboard ) on aft raised deck. All doors to lock from inside at all security levels
when not in use.

- Portholes on various decks (List all the portholes which may be accessible from
deck) All portholes on various decks are secured by butterfly nuts from inside at all
security levels thus not accessible from deck.

Recommendation
a. Methods to correct the security deficiencies
- All restricted areas should be identified and clearly marked, indicating that access to
the area is restricted by individuals, vendors, visitors, repairmen etc,

- The procedures should address the necessary measures to control activities within
the areas and when the measures should be applied.
