1 CAMDS-General Account

1.1 Brief Introduction

Since the beginning of 1990s, people have been paying more and more concern to the
environmental protection of automotive products. How to dispose end-of-life vehicles in an
economic and environmentally friendly way to promote the sustainable development of the
automotive industry has become the focal point that arouses the attention of the whole world's
automotive industry. At the same time, various legislations concerning waste disposal
management become more and more stringent. The EU Commission and European Parliament
published the Directives on the Recycling and Reuse of End-of-life Vehicles (Directive
2000/53/EC and 2005/64/EC), which specify the two-phase targets for the reuse and recovery
as well as the reuse and recycling of end-of-life vehicles in EU countries. The Directives also
provide the limit of recycling rate and specify the heavy metals (lead, mercury, cadmium,
hexavalent chromium) that are prohibited or restricted from use in automotive products. The
member states published their mandatory regulations successively to implement these
Directives. Starting from January 1, 2007, the EU member state governments have
implemented the end-of-life vehicle directives completely.

With the rapid development of China automotive industry in the past years, the scraping
and recycling issues of end-of-life vehicles become more and more obvious and turned to be
one of the bottlenecks that restrict the smooth development of China automotive industry.
According to estimation, there are about 9 millions end-of-life vehicles during the
"11th-five-year-plan" period in the whole country. This will have significant impact on the
development of China auto industry, the situation of energy and resources consumption as well
as the environmental protection.

In order to cope with this new situation, promote the construction and development of
circular economy system , protect the environment, improve the resources utilization rate, apply
"Scientific Outlook on Development" and achieve sustainable development of society and
economy, National Development and Reform Commission(NDRC), Ministry of Science and
Technology( MOST) and State Environmental Protection Administration(SEPA) promulgated
"Recycling and Reutilization Policy of Automotive Product" (herein after referred as "Technical
Policy") jointly on February 6, 2006. The "Technical Policy" is a guidance document to
consummate China automotive product scrapping and the recycling system, which involves the
whole supply chain of automotive industry. The "policy" serves as a common require to both
3
domestic-made and imported auto products, with the purpose of providing guidance to
production and marketing of automobile, relevant enterprise initiating, developing and
promoting the work and activities for auto product design, manufacture, scrapping, recycling
and reutilization. The target of this "Technical Policy" is to make all the domestic and imported
auto vehicle products reach the world advanced level after year 2017 in terms of recoverability
rate. The recoverability rate of the complete vehicle will reach around 95%.

CAMDS is a product data management platform for implementing the "Technical

Policy" ,carrying out the certification of recoverability rate and prohibited/restricted substance
and improving the recoverability rate of China automotive material. It will help the auto
manufacturers to conduct information management of various products and links in their supply
chain. With this system, components suppliers can fill out and report the information describing
the use of basic substance and material of component to the complete vehicle manufacturers
and carry out the unified classification management of the reported products. On the basis of
these data, the complete vehicle manufacturers can trace and analyze the use of
prohibited/restricted substances in auto products at all stages, such as in the period of design,
manufacture, production, marketing and recycle, etc. CAMDS provides a solution to trace the
chemical composition of auto components in the whole supply chain for China automotive
industry and improves the environmental protection and recycle level of the part material in
China auto products.

Advantages of CAMDS:

1. It can be used by all kinds of enterprises in the automotive sector, including vehicle
manufacturers and their Tier I, Tier II…and Tier N parts and components suppliers.

2. Suppliers can provide parts information to multiple vehicle manufacturers using

CAMDS, which is beneficial to cost reduction.

3. The system is of high security. The SSL digital security certificate is used to encrypt
database access and data transmission.

4. The system can be used internationally. Multilingual information fill-in function is

provided.

5. Huge amount of standard data can help enterprises to fill in and report the data easily
and conveniently.

1.2 CAMDS Management Center

CAMDS Management Center (hereinafter referred to as management center) is located in
4
China Automotive Technology & Research Center (CATARC). It is mainly in charge of the daily
operation and maintenance of CAMDS and functions as the Secretariat of CAMDS
Management Committee.

The Management Committee of CAMDS is the management and decision making body for
the construction, operation, service and maintenance of CAMDS. The main purpose of setting
up this Committee is to improve the technical level of automotive products and help enterprises
to answer the relevant regulatory and statutory requirements. If you want to know the
information about the members of CAMDS management committee, please refer to the official

1.3 Product Supply Chain and CAMDS Registration Procedure

The parts supply chain in the automotive industry is shown as Fig.1.1. Tier I suppliers are
the upper stream enterprises of vehicle manufacturers and Tier II suppliers are the upper
stream enterprises of Tier I suppliers and so on.

Fig.1.1 Production and Sales Supply Chain of auto parts

Based on the approval of CAMDS management committee, the system administrator of the
management center is responsible for the registration of the OEMs who apply for joining in
CAMDS. At the same time, an enterprise administrator account will be established. CAMDS will
automatically send an email including relevant information of the account to the email box
provided by the OEM.

At present, there are two major ways of registration for suppliers:

5
 Level-by-level authorization mode. The enterprise administrators of OEM are responsible
for the registration of their Tier I suppliers. And the enterprise administrators of Tier I
suppliers are responsible for the registration of the Tier II suppliers and the rest may be
inferred until the registration work is completed for all the users on the auto parts
production and sales supply chain. The details are shown in Fig.1.2:

Fig.1.2 CAMDS Users’ Registration Procedure

Meanwhile, the enterprise administrator of each company can register CAMDS account
for other users in their own company. For the detailed procedure, see to Chapter 2.2.
 For the convenience of users to get the account as soon as possible, CAMDS has opened
the permissions to all users. Users can register on the login page by clicking the button

legal effect, so please read the use conditions carefully.

Fig. 2.8 Read “CAMDS Use Conditions"

2.1.7 User’s Access Authorization

To ensure the security of CAMDS data, CAMDS uses strict user’s authorization system.
When the administrators register the users of the Enterprise, they have to assign a role for each
user to restrict the user's rights in CAMDS. One enterprise can register multiple users. Their
functions and rights may be different and every user can only execute operation corresponding
to his role in CAMDS.

Three roles can be assigned to enterprise users: Enterprise Administrator, Regular User
and Read-only User. The details are as follows:

(1) Enterprise Administrator

Administrators have the top level authorization in CAMDS, which is CAMDS

12
administration permission (Details are described in "User Management" in Chapter 8.2). At the
same time, all the users in the enterprise need to choose an enterprise administrator in the
“supplier information” as the contractor for the created MDS, The relevant contact information
will be displayed according to the selection.

It is recommended that each enterprise has more than two administrators for security and
backup purposes. For the convenience of enterprise administration, please don’t assign the
administration right to too many users. That means not to register too many administrators in
CAMDS.

(2) Regular User

Regular users have to be registered by the administrator. They don’t have administration
right but have right to create, send, propose or publish the MDSs, accept or reject the MDSs
received from other enterprises, send and receive requests and manage the MDSs by
classification. They also can change their own contact information and passwords in CAMDS.

(3) Read-only User

Read-only users have to be registered by Administrator. Read-only users can only browse
but can not modify the MDSs of their own Enterprise. They can not process the MDSs of other
enterprises, not to speak of executing classification management to MDSs. But the read-only
users have the capability to update their own contact information and passwords in CAMDS.

2.2 Registration Process

Only the administrators have the right to register for others. Administrator can register for
the following users:

(1) lower-level Suppliers(Companies at the upper stream of the supply chain)

The administrator needs to fill in the detailed information of the suppliers and the
information of the supplier administrator.

(2) Other Users in his own enterprise

The administrator can assign different access authorization to the users of his enterprise.

Note: When an administrator register users, the identifications of the users

registered have to be clearly distinguished. Do not register suppliers as users of your own
Enterprise in case the suppliers illegally read the information on the material data sheets of your
own Enterprise.

13

Material Data Sheet----------MDS

3.1 Basic Substance

Basic substance is a combination of elements or chemicals formed either by nature or by
fabrication. It includes all the incidental components which is responsible for the maintenance of
the stability of substance, but not includes the relevant solvent which can be separated from the
material but can not decrease its stability or change its structure. Basic substance mainly
includes elements, compound and polymer. CAMDS provides a basic substance database,
including more than 8000 basic substances. The database almost covers all the basic
substances contained by automobile materials at present. CAMDS does not allow users to
create basic substances. They can only use them by searching in the database. In the practical
filling and reporting process, if you find certain basic substance doesn't exist in CAMDS, please
contact with us. After the verification of professionals, the basic substance will be added to the
basic substance database.

The attributes of basic substance includes: name, synonym, English name, CAS No.,
EU-Index, EINECS, group and GADSL. Among the above mentioned attributes:

CAS No. is the registration No. of Chemical Abstract Service. Every substance only owns
one CAS No. . CAS No. is composed of 10 digits, which is separated by hyphen (-) into three
parts. The digit on the rightmost is the checking digit which is used to check the uniqueness and
validity of the entire number. CAS No. is an very important tool to search for the information of
chemicals which have several names.

EU-Index is the substance identification code of Annex Ⅰ of Directive CLP-1272-2008-EC

of the European Parliament and of the Council. Substances are incorporated in this Annex
according to the order of index number.

EC-Index stands for European Inventory of Existing commercial Chemical Substances. It is

a set of registration numbers for every kind of chemical used for commercial purpose between
1th, July, 1971 and 18th, September, 1981 in European Union. According to the rule of Directive
CLP-1272-2008-EC, EINECS No. must be marked on the label and the packing of dangerous

19
goods.

The classification of basic substance: Lead and its compounds, chromic salt(Cr-VI),
Mercury and its compounds, Cadmium and its compounds, polycyclic aromatic hydrocarbon,
prohibited/restricted substance, polymer, fibre/reinforcing Material, rubber, thermoplastic
elastomer, PBBs/PBDEs.

GADSL stands for Global Automotive Declarable Substance List. The list puts forward the
requirement to prohibit or declare substance used in automotive products when using it. The
substances in the list are divided into the follow types:

 Marked "P": prohibited in all applications.

 Marked "D/P": prohibited in some applications and declarable in other circumstances.

 Marked "D": declarable when exceeding the limit, but not limited to use in automotive
components.

To make it clear, declarable and prohibited substances in a tree structure are distinguished
with the following color differences.

 The substances which are marked declarable (D) will appear in blue in the MDS tree.

 The substances which are marked declarable (D) and prohibited (P) at the same time
and the substances which are only marked as "prohibited" will appear in red in the MDS tree.

See Fig.3.1.

Fig.3.1 GADSL Color Flag

3.2 Standard Material

In order to help the users to fill in and report the data accurately and conveniently, CAMDS
provides a standard material database which contains more than 7000 standard materials. The
publisher of the standard materials is "CAMDS Management Committee". The details are
described in Chapter 6.1 "Search".

During the practical filling and reporting process, if the users find that the data of standard
material is wrong or certain materials doesn't exist in the database, please contact us. After the

20
verification of professionals, the standard material database will be updated by CAMDS
management center.

3.3 Create MDS

3.3.1 Types and Structure of MDS

There are three types: component, semi-component and material. Their icons and
descriptions are as shown in Table 3.1.

Icon Name Description

A component may be a complete vehicle, a complete assembly

(such as an engine cylinder etc.), or a secondary component within
Component an assembly (such as cylinder cover or rocker arm etc.). A
component must have at least one material, one semi- component,
or one component / sub-component.

A semi-component is not the same thing as a sub-component within

components. It is a semi-finished product, e.g. steel rim, steel pipe,
leather etc., which will go through further processing (cutting,
Semi-component
stamping) to become a component. A semi-component is composed
of one or more materials. It has no fixed mass value before it is
processed into a component.

Material is used to produce semi-component and component. It has

one or more basic substances. Generally, materials are
Material
distinguishable, such as PVC, standard steel, and internal formula of
an enterprise etc.

Table 3.1 MDS Types and Descriptions

Each type of MDS (component, semi-component or material) is expressed through the

structure tree. MDSs have hierarchical structure and follow the parent/child relationship.
Components may have other components, semi-components, and materials as child nodes.
Semi-components may only have other semi-components and materials as child nodes.
Materials may only have other materials and basic substances as child nodes.

In the structure tree of MDS,the MDS/Module referenced exteriorly will be marked with a

Table 3.2 Descriptions of Buttons in Ingredients

When creating a MDS, the system creates an acquiescent name for every new component,
semi-component and material node, e.g. "Component_CA_5_3500". Please change it into a
name with practical implication. Otherwise, the MDS check procedure will deliver a warning
message.

Every MDS has a unique identification whose format is "ID/version". ID is generated by the
system automatically. There are decimal version and integer version. The ingredients of the
MDS of decimal version can be modified. While the MDS of integer version is an official version
and the ingredients of it cannot be modified.

It starts from creating the material to create a MDS containing the material. The users can
use not only the standard material published by CAMDS Management Center and the material
created by themselves, but also the accepted MDS sent/proposed by the supplier. The creation

24
of a material will be introduced below.

compounds, Nickel, polycyclic aromatic hydrocarbon and PBBs/PBDEs in the production of
auto parts, you must specify the corresponding applications for them to meet the requirement of
relative laws.

Applications shall be specified when a material which contains the above-mentioned

substance is referenced to a component node or to a semi-component then the
semi-component is added to a component. The application option shows where the substances
are used. The application shall be selected by the users of the component suppliers according
to practical situation which has nothing to do with the material suppliers.

Select the material, then "Application" tab will appear on the right side of "Details" of the
material node. (Note: it is at the material node.)

Selection of Application is as follows:

1 Click "Application" tab corresponding to the material node. A table is used to list the
substances needed to be specified about the application, as shown in Fig.3.24.

component as shown in Fig.3.26 below:

Fig.3.26 Polymeric Parts Marking

When the MDS with such component is checked (See Chapter 4.1 for Checking), both the
classification of material and the mass of the marked component node will determine whether
the checking information is a warning or an error. Details are given in Appendix II.

(3) Recyclate

When a material is attached to a component or semi-finished product node, a statement

should be made as to whether the material contains a recycled material. The default option of
the system is "No", which means that the material does not contain any recycled material. If it
39
contains the recycled material, the user should select "Yes" and select the source and
proportion of the recycled material below. As shown in Figure 3.27.

Fig. 3.27 Recyclate material report page

(4) Sample MDS

When the MDS at this stage represents only the sample stage of the product, or is not the
final state, you can check the checking box.

3.3.3 Supplier Information

After editing and saving the MDS details, click "Next" button or the sub menu "Supplier
Information" at the left side of the working area to get to the screen of your own enterprise
information.

40
Fig. 3.27 Your Own Enterprise Information

The content in the screen is generated by the system automatically. The information
includes Enterprise Name, DUNS No., Address, Country and MDS, etc. Select the department
sending the MDS through the “Organization” drop-down list in which only the department that
the creator of the MDS belongs to will appear. Select the contact person of the MDS through the
“Name" drop-down list in which all the users of the enterprise will appear. The contact
information (Tel No. , Fax No. and E-mail) will appear after the selection of the contact person.

The selection of ”Organization” is involved in the “view permission” of the “Sent” and
“Received” MDSs permissions. Please refer to the details in the “Sent” and “Received” section
of Chapter 5.

3.3.4 Recipient data

Click "Next" button or the sub-menu "Recipient data" at the left side of the working area
as shown in Fig.3.27 to get to the screen of recipient status. See the Figure below:

Fig.3.28 Recipient Data

Before the recipient is added, only the "Internal" button is available. The functionality of
the button is described in detail in Chapter 4.

41
3.4 Module
For the convenience for the users to report MDS, "module" function is referenced. Module
is a convenient organization way of MDS. It can be added to MDS or other modules as a child
node. The parts which are referenced frequently by components can be used as modules. Once
a module is released internally by the user, it can not be changed any more.

Click "Module" under the main menu "Create" on the main screen, then you can see the
same type selection screen as that of MDS, as the figure shown below. The creation of a
module is similar to that of a MDS and will not be described here.

Fig.3.29 Create a Module

Module is similar to MDS on concept and usage. The main differences between them are:

(1) There is no "Supplier Information" and "Recipient Data" available for a module.

(2) Modules can only be released internally and cannot be sent, proposed or published.

3.5 Auxiliary Operation

3.5.1 Delete Node

You can choose to” Delete only this node” or to” Delete the whole sub-tree including the

current node”. Select a node, then click " " button in the menu at the top of the structure tree.
Then you can see the picture as shown in Fig 3.30.

42
Fig 3.30 Two ways to delete the current node

Note: if you choose "Delete the whole sub-tree including the current node" and the
selected node do have sub-tree, all he sub-tree will be deleted as well. Be cautious when
deleting nodes.

Fig 3.31 The circumstance when the operation of only deleting the current node can not be

accomplished

3.5.2 Expand and Collapse Node

One MDS can contain multiple nodes. For the convenience of viewing, the system provides

43
" " and " " buttons to expand or collapse the current tree structure. The next structure can

also be displayed or hidden by the "+" and "-" symbol in front of the node.

Fig.3.32 The tree structure of MDS

3.5.3 Filter Node

Because the structure of some automotive components is very complicated, the MDS
structure tree may have many nodes and branches. In order to shorten the displaying time of
large structure tree, node filtering function can be used.

Click " " button, the following window will appear and the user can select the contents

needing to be filtered.

Fig.3.33 Node filtering of a MDS Tree

Two options in filtering:

(1) Do not load any basic substance

When this is applied, no basic substance will be loaded to the structure tree and only
component, semi-component and material (if applicable) will be displayed.

(2) Do not load Referenced MDSs/Modules

When this is applied, the sub-tree of referenced MDSs (with black dot) and modules will not
be loaded. Only the root nodes of these MDSs and modules will be displayed.

44
3.5.4 Moving Node
Users can change the node order in a tree structure of a MDS for the convenience of the
management and view of the MDS tree. Select the node to be moved, drag the node to the
target site with the mouse. As shown in Fig.3.34, move Node 2 below Node 3 .

Fig.3.34 Move Node

Moving node operation can only realize the position exchange between brother nodes
rather than father and son nodes.

3.5.5 Search and Locate Node

Child nodes can be searched in the MDS structure tree by Article Name, Part/Item No......,
and ID.

After the MDS details are saved by clicking "Save" button, the "Tree Search" button will
appear on the left side of the working area under the MDS structure tree. Click this button, and
then the following window will pop up:

Fig.3.35 Search and locate node

45
Enter the searching conditions on that screen and click "Search" button. If the item
searched exists, the system will locate the node and highlight it. If there are more than one
result which meet the conditions, click "keeping searching" button, then the nodes will be
located one by one.

Fig 3.36 keep search for the tree

3.5.6 Convert to Module

The component node and semi-component node can be converted into modules. After the
MDS details are saved by clicking "Save" button, the "To Module" button will appear on the left
side of the working area under the MDS structure tree. Select one node without black dot (not
an independent MDS node) and then click this button. A black dot will appear in the icon of this
node. Note:After this, the "Save" button has to be clicked to convert this node and its
sub-nodes into a module.

Click "Modify" button on the right of "ID/Version" in "Details" to jump to the editing
screen of the module. After releasing the module internally, it can jumps to the original MDS
node.

3.5.7 Replace
This function allows users to replace one node in a MDS in an edit mode with another node.

Fig 3.38 Replace a Node

As shown in Fig.3.38, select "Semi-component_CA_7_19859 " node, "Replace" button will

appear on the bottom of the screen. Click this button, the window of MDS searching will pop up.
Enter the search criteria and select one record in the acquired search results. Then replace the
"Semi-component_CA_7_19859" node with the selected MDS.

Note: In the following situations the child nodes cannot be replaced no matter
whether there are black dots in their icon:(1) The child node of the node which
referenced directly (2) The child node of the node which added by replacing operation.

47
4 Internal/Send/Propose/Publish MDS
Generally, suppliers hope not all the users of the system can get access to the data
information they input. The system allows the suppliers to select the ones who can get access to
their MDS. Four options are provided to suppliers for them to choose:

A. Execute the operation of "Internal" to a MDS to make it accessible within the enterprise.

B. "Send" a MDS to one recipient.

C. "Propose" a MDS to one or multiple recipients.

D. "Publish" a MDS to all users in CAMDS. (Only authorized users have permission to
publish MDSs)

For option A, B and C, suppliers control the distribution of MDS. Under these conditions,
only the users in the recipient enterprises or department and the users of their own enterprises
can browse the MDS. All the other users in the system are not aware of the existence of this
MDS at all and it is impossible for them to browse this MDS. For option D, all the users can
browse and use the MDS (e.g. reference this MDS in their structure tree.).

4.1 The Check Procedure

Before executing the 4 operations mentioned above to a MDS, the system needs to check
the MDS data. If a user thinks that the editing of the MDS has been finished, click "Save" button.
Then the "Check" button will appear under the structure tree. Click this button, and then the
following screen will pop up:

Fig. 4.1 MDS Check Procedure

48
When users click the error information, the details of that information will be displayed in the
test box below. Click "Display" button, the page will jump to the screen of MDS editing and
locate to the node having error in the MDS tree. The users can also double-click the error
information to locate to the node having error.

MDS checking results may either be an "Error" or a "Warning":

 When there is an "Error", the MDS can not be sent, proposed, internally released or
published;

 When there is a "Warning", the MDS can still be sent, proposed, internally released
and published. But the recipients of the MDS can reject the MDS.

When performing the operation of sending, proposing, internally releasing and publishing,
the system will check the MDS. All existing errors need to be repaired before the MDS can be
sent, proposed, internally released or published.

Note: Refer to "Appendix II Checking Rules" for checking rules.

4.2 MDS Status

The status of a MDS refers to the status of its details. It can be viewed in "Supplier
Information" and "Recipient Data". See Fig.4.2 and 4.3.

In the screen shown in Fig.4.8, select one record and click "Delete" button to remove the
recipient you have already added. Note: The "Save" button has to be clicked to delete the
data from the recipient list.

4.5 MDS Releasing Operation

4.5.1 Internal
You can choose to internally release a MDS. In this case, only the users of your own
enterprise can view the MDS. This can be realized by clicking "Internal" button.

4.5.2 Publish
A published MDS can be accessed by all the users of CAMDS. This can be realized by
clicking "Publish" button. After this button is clicked, the following screen as shown in Fig.4.9
will be displayed for confirmation.

54
Fig.4.9 Confirm publishing
Only the users who have the publishing permissions can use this function. Please be
cautious of publishing a MDS.

4.5.3 Send
A common operation used often in CAMDS is to send a MDS to a certain recipient, who can
accept or reject the MDS. After the MDS was rejected, the sender can modify it without copying
or creating a new MDS. If the MDS is accepted by the user, it will be formally used and no
change can be made to it any more. If the MDS is rejected by the recipient, the enterprise that
creates the MDS is expected to modify it according to the recipient's reason for rejection and
continue to send the MDS. This can be realized by clicking "Send" button.

4.5.4 Propose
If one MDS is delivered to several recipients with different MDS code (No.), you can choose
to propose the MDS. Ideally, all recipients accept the MDS without raising any modification
requirement. If one of the recipients has modification requirement, the original MDS can not be
55
modified and you have to get a new MDS by the operation of "create" or "copy" for the recipient.
After necessary modification of the new MDS, it can be sent or proposed to the recipient. It can
be realized by click “Propose” . For this reason, if the MDS is going to be sent to only one
recipient, it is recommended to use the "Send" operation rather than the "Propose" operation.

4.5.5 Differences between "Send" and "Propose"

The operation of "Send" and "Propose" are similar, but they do have differences when
using as described below:

(1) When only one recipient is added to the MDS, both "Send" and "Propose" operations
can be used; but when more than one recipients are added, the MDS can only be proposed but
sent.

(2) After the operation of "Send", the status of a MDS changes from "Edit mode" to
"Sent". And the version number of the MDS will not change. Until the MDS is accepted by the
recipient, the version number will change into an integral number, and the details of it can not be
modified any more. After the operation of "Propose", the status of a MDS changes from "Edit
mode" to "proposed" directly, the version number becomes an integral number and the details
of it can not be modified any more.

(3) If the recipient rejects the MDS after it is sent, the status of the MDS changes from
"Sent" to "Edit mode”. Then the MDS details can be modified and sent again. But the status of
a MDS will not change when the recipient rejects the MDS after it is proposed. The status of the
MDS remains "Proposed" and the details of it can not be modified.

(4) Only the MDS in "Edit mode" can be sent. Once a MDS has been internally released,
"Propose" function is the only way that you can use to deliver the MDS to other enterprises or
departments.

4.5.6 Data Authenticity Commitment

In order to ensure the accuracy and consistency of the data submitted by CAMDS users, the
user shall confirm the accuracy and consistency of the data before the MDS is Sent/Submit.

After the user clicks "Send" or "Submit", the system will pop up the verification interface.

56
Click the "Send" or "Submit" button below, and the following dialog box will pop up. The user
needs to read the commitment letter, and click the "I promise" button, then the data sheet will
continue to perform the send or submit operation. If you click "Cancel", the page will return to the
send checkpoint shown in the image above.

In the "Sent" or "Receive" sub-menu, click "Preview" to download the PDF or directly view the
browsing page. You can see the content of the Letter of Commitment in the second part.As
shown in the figure below.

57
5 Sent/Received

Users can use shortcut to search for the sent/proposed and the received MDS. This is
similar to the operation of "MDS & Module Search". And it is also carried out based on the
combination of search criteria.

5.1 Sent
After you log in the system, click the sub-menu "Sent" under the main menu "Search",
the following screen will open as shown in Fig.5.1.

Fig.5.1 Search for sent MDS

The users who only belong to an enterprise can only search out the MDS sent by the users
who only belong to the enterprise. The users who belong to one or more departments can
search out the MDS sent by the users who belong to the enterprise as well as the MDS sent by
the users who belong to the same department(s) as them.

If only the box for "Non-accepted MDSs" is checked, the results found are the MDS
without being accepted by the recipients after sending/proposing, including the MDSs whose
recipient status are“not yet browsed”、“browsed”、“canceled by sender”and “Rejected”
.

In the screen shown in Fig.5.1, enter the searching conditions and then click "Search". A
collection of the items found will be displayed. Click "Export" button, then the MDS list will be
exported in CSV format.

5.2 Received
After you log in the system, click the sub-menu "Received" under the main menu
"Search" to open the screen as shown in Fig.5.2.

58
Fig.5.2 Search for received MDS

Here, the users can only search for the MDSs sent/proposed to the enterprise or
department they belong to. If only the box for the "Non-processed MDSs" is checked, the
results searched are the MDSs whose recipient status are “not yet browsed” and” browsed”.

In the screen shown in Fig.5.2, enter the searching condition and then click "Search"
button. A collection of the items searched out will be displayed. Click "Export" button, the MDS
list will be exported in CSV format.

5.3 Accept/Reject
Of a received MDS, the initial receiving status is "not yet browsed". At this stage you can
not accept or reject it. You have to click "View" button and check the MDS before you accept or
reject it. The details are shown in Fig.5.3 and 5.4. In a company, if one user has accepted or
rejected a received MDS, other users can not continue to process the MDS. What they can do
to this MDS is only viewing or referencing.

Note: Click "Preview" button can not change the status of the received MDS from
"not yet browsed" to "Browsed".

6 Search for MDS/Module

6.1 Search
In the main screen, click the sub-menu "MDS & Module Search" under the main menu
"Search", the system will open the searching screen as shown in Fig.6.1 below. Select the type
of the MDS/Module for which you want to search by clicking the corresponding tag button.

In this screen, users can export the result set of CSV format, including the MDS of component;
semi-component and material create by the enterprise itself but without the basic substances,
MDS from suppliers and published MDSs.

Fig.6.1 MDS & Module Search

(1) If no search criteria are filled in, the search results are the MDSs and Modules created
by all the users under the enterprise.

(2) Search for all the MDSs accepted by the enterprise.

Click the tag button of "All MDSs", and check the box for the "Accepted MDSs" in the shown
screen. Click "Search" button, then all the MDSs accepted by the enterprise will be displayed.
As shown in the following Fig.6.2.

62
Fig 6.2 search for all the MDSs accepted by the enterprise

(3) In Fig 6.1, if the box for "Accepted /Published /Internally Released" is checked, the
searching results are the accepted /published/ internally released data of all the users of the
enterprise. If the box for "Created (own MDSs/ Modules)" is checked, the searching results are
the MDSs/Modules created by the user who login in the system. If these two items are checked,
please make sure that "MDSs" or "Modules" on the right side of "Own MDSs/Modules" has
been checked as well.

(4) In Fig.6.1, after checking the box for "Accepted MDSs" and entering the search
criteria, the search results will be the MDSs corresponding to which have been sent by suppliers
and accepted by the users of the enterprise. Check the box for "Published MDSs", you will get
the MDSs published by all the enterprises existing in CAMDS (including "CAMDS Management
Committee").

(5) If the box for "Accepted MDSs" or "Published MDSs" is checked, the MDS you will
get does not belong to your own enterprise. So these two options can not be selected with the
"MDSs" or "Modules" on the right side of “Own MDSs /Modules” nor with the "Accepted/
published/internally released" or "created(owned MSDs/modules)" at the same time..

(6) Search criteria setting for component, semi-component, material or all Materials data
sheet are quite similar. The only difference is that "Trade Name", "is Standard Material",

"Norm/Standard" and "Material classification" are added to the searching screen of material
as shown in Fig.6.3.

63

8 Management
In CAMDS, all the functions under the main menu "Management" are only available to the
Enterprise Administrators. Therefore, “Management” menu will only appear when enterprise
administrator login. We will introduce "Enterprise Information", "User", "Trust User" and
“MDS Statistics” in this chapter. "Register Supplier” and "User" in the main menu
"Management” have already been described Chapter 2, and will not be described here
repeatedly.

8.1 Enterprise Information

After an administrator log in CAMDS, click the sub-menu "Enterprise Information" under the
main menu "Management". The screen shown as Fig.8.1 will be displayed.

Fig.8.1 Enterprise Information

The enterprise and its departments will be shown in the working area. The basic
information of the enterprise can be modified except for “Enterprise/Department Name”、
“Name
in English language”, ”Name in foreign language”. If you find the name of the enterprise is
incorrect, please contact the Management Center.

Enterprise administrators can divide the enterprise into several departments in logical
structure. Click “Add” button, then you can create a department for the enterprise. Except the
name, the department will inherit all the other information of the parent node automatically, and
you can modify the information as you need.

When a department is selected, you can delete it by clicking “Delete” button. You can not
delete a department in any one of the following situations:
80
a. Users have been assigned to the department.

b. The users in the departments once received or sent MDSs.

c. Sub-departments exist in the department.

Note:Please be cautious when executing "Delete" operation of the department!

8.2 User Management

After an administrator logs in CAMDS, click the sub-menu "User" under the main menu
"Management". The following screen as shown in Fig.8.2 will be opened.

Fig.8.2 User

Please refer to Section 2.2.2 “Register the Enterprise’s Own Users” for details of “Create”.

(1) Modify a user’s information

Enter the searching conditions and click "Search" button. Then all the users in the

Fig.8.5 Modify User Information

(2) Delete (Deactivate) a User

If a user leaves the enterprise, the Enterprise Administrator is responsible to deactivate

the user’s account. If the Enterprise has only one Enterprise Administrator, that Enterprise
Administrator shall register a new Enterprise Administrator before he/she leaves. Then the
new Enterprise Administrator will deactivate the account of the leaving Enterprise
Administrator.

The Enterprise Administrator shall select the user to be deactivated in the searching
screen first. Then click "Modify" button to enter into the screen as shown in Fig.8.4.
Uncheck the box for "Active" and click "Submit" button. Then the user is deactivated and
at the same time the user deletion operation is finished.
82
8.3 Trust User
Only the trust users of an enterprise can view the ingredient of the confidential substance of
that Enterprise, as shown in Fig 8.6. Other users can only see the percentage of the confidential
substances, as shown in Fig 8.7. This provides protection to the specific ingredient recipe.

Fig 8.6 the information seen by a trust user

Fig 8.7 The content of the confidential substance seen by a non-trust user

An enterprise Administrators can only set one or several specific user(s) of other
enterprises as Trust User(s). They don’t need to set the users of their own enterprise as Trust
Users because the system acquiesces in the users of their own enterprise as Trust Users of the
enterprise. Enterprise Administrators can modify the "Trust User" identity of other enterprise
83
users. Namely, Enterprise Administrators can grant a user as a "Trust User" and also can take
back the limits of authority at any time.

In addition, the "trust user" is only the relationship between one company and a specific
user of another company and has nothing to do with a third party, which means it is not
transferable on the supply chain. And it is a one-way relation. For example, in a supply chain,
company A supplies goods to company B and company B supplies goods to company C. If the
Enterprise Administrator of A grants one user of B as a Trust User, then only this specific user of
B can see the ingredient of confidential substances in MDSs of A and none of the users of
company C can see this information.

After the Enterprise Administrator logs in CAMDS, click the sub-menu "Trust User" under
the main menu "Management" to open the screen as shown in Fig.8.8 below:

Fig.8.8 Trust user administration

Enter the corresponding searching condition and click "Search" button. Then the collection
of the results searched out will be displayed. All users of an enterprise are considered to be trust
users to the enterprise, so a user can not search out the trust users using the enterprise of the
current login account as the searching condition. Click "Search" button on the right side of the
test box "Enterprise", the Enterprise or department which the Trust User belong to can be
searched out and selected. See Fig.8.9.

Fig.8.9 Search for trust users

84
Select one item in the collection of the searched out results and then click "Modify" button.
The following screen will appear:

"Save" button to save the data. On the contrary, if you want to take back the limits of authority
of a Trust User, check the box for "No" and then click “Save” button.

8.4 MDS Statistics

An user can statistic "Received", "Sent" or "Own " MDS of the enterprise or an department
under the enterprise. The default searching period is one year. You can change the time
according to your needs. See Fig.8.11.

Fig.8.11 MDS Statistics

Select the enterprise to be the searching object and use the default period, Then click
“Search” button to get the results as shown in Fig. 8,12. If you want to view certain type of MDS,
such as the “rejected” MDS, You can click the number under “rejected” in the list to get the
collection of all the rejected MDSs, as shown in Fig 8.13.

85
Fig.8.12 The results of MDS statistics.

Fig.8.13 MDSs of particular status searched out by the function of MDS statistics

The statistics of “Sent” and “Own” MDS are similar to that of “Received” MDS. If no
enterprise/department is selected, the searching results will be equivalent to the results with

86
OEM billing: the number of the nodes which approved by the current enterprise or department,
or the component internal published during the selected time.

CAI uploading billing: the number of the nodes uploaded by the current user through CAI
interface during the selected time.

CSV uploading billing: the number of the nodes uploaded by the current user by CSV of
CAMDS during the selected time.

8.6 User-defined checking rules

For reducing the times of being rejected by customers and modifying after sending the
MDS, this function enables OEMs to make their own rules. After activating this function, all the
suppliers who need to send MDS to this OEM should not only pass the system’s checking, but
also pass the checking defined by this company. If the MDSs don’t satisfy the user-defined
checking rules, system will show the error-- “the MDS sent to customer didn't conform to their
rules of ‘XXX’, please change.” The user-defined checking rules include Designated Component
No. by customer, Supplier code, Component deviation and so on. The administrators are
responsible for updating the rules. The user-defined screen is shown as Fig 8.15.

Fig.8.15 User-defined checking rules made by OEM

Designated Component No. by customer: to check if the part number sent to customer
has conformed to the specified rules. Input “NS20140903” to get the exact match. Input
“NS%” to find out the MDS whose number begins with "NS". Input “NS2014090?” to find
out the MDS whose number begins with "NS2014090" and ends up with a letter. Multiple
records can be separated by ";".As long as one of them meets the demands, the part
number can be conformed to the rules. For example, NS2014090?; NS2014090%.

87
Supplier code: the rule is same as above.

Component deviation: system will give 6 default grades and the maximum deviation of each
grade can be defined by enterprises themselves. Please see Fig 8.15.

88
9 Request
Besides "passively" receiving and processing the MDS sent/proposed by suppliers
(Detailed are given in Chapter 3 and Chapter 4) , an enterprise can also "actively" send
requests to the suppliers and ask them to create specific MDSs and send them to the enterprise.
When a supplier creates this MDS, it can also send requests to its upper stream suppliers and
ask them to help it complete the MDS. Following this sequence, the creation of the MDS on the
whole production and sales supply chain will be completed.

Except for the operation mentioned above, others are following the basic operation
procedures of CAMDS.

11.4. AMASS Green Card

In order to ensure the effectiveness of CAMDS sheets and estimate the environmental
protection compliance of materials, we combine CAMDS with AMASS which enables users to
quote the AMASS Green Card materials directly. It is benefit to manufactures for choosing the
eco-friendly and compliant materials effectively, and then deal with the regulatory requirements
leisurely.
Material enterprises in CAMDS can access to AMASS directly. They can download material
composition data from CAMDS and then submit them to “Automobile Material Technical
Working Group” for an assessment of Green Card, which will be fed back to CAMDS after the
successful evaluation. These qualified materials will be marked by a green name, namely the
Green Card materials. According to “Assessment Rule for Environmental Performance of
Automotive Materials”, the materials based on the assessment of volatility, low toxicity,
recyclability and fire resistance are marked by “V”, “E”, “A”, “R” and “F” correspondingly, which
mean VOC compliance, ELV compliance, asbestos compliance, recyclability and fire resistance
compliance respectively. The number “1” and “0” behind the marking are used to distinguish
105
their application mode. “1” means this item has passed the test; “0” means that enterprise has
proved its compliance by self-declaration. Please refer to fig 11.10.

Fig 11.10 “Green Card” Materials

For the convenience of users to view and use AMASS Green Card materials, we will give
you an instruction of operation on checking and quoting.
In the main screen, click the sub-menu "MDS & Module Search" under the main menu
"Search", the system will open the searching screen as shown in Fig.6.1 below. Select
“Material” tab, and check “Published MDSs” and “Automobile Material Technical Working
Group”, as shown in fig 11.11. Then you can find and use all the published Green Card materials
(excluding the internal published Green Card materials checked by enterprise).

11.5. MDS obselete

To reduce the impact of invalid data when managing and referencing, CAMDS has added
an invalid MDS obselete setting function. For some invalid MDS that cannot be deleted, the
MDS obselete setting can be used to filter invalid data for users and ensure the validity and

106
effectiveness of the MDS.This function is only available to Enterprise Administrators and can
be restored for the MDS which has been set to "obselete." The specific setting method is shown
in Figure 11.12.

Fig 11.12 Obselete MDS marking screen

After the MDS is set to "Obselete",when a user references a MDS, the search results won’t
show the MDSs that have been set to "Obselete."
In the screen of "MDS/Module Search" screen, Users can choose to display valid or expired
MDSs respectively, by checking as shown in Figure 11-13. If not selected, all MDSs are
displayed by default.

Fig 11.13 Obselete MDS selecting screen

If a MDS which was already referenced in the existed MDS has been set to "obselete," the
existed MDS will display the warning "XXX: this MDS has been marked as obselete" when MDS
checking. At this point, users need to replace the expired MDS with a valid MDS according to
the situation.

11.6. MDS lock

In order to improve MDS management ability, CAMDS system adds the MDS "lock" function.
107
Users can lock the self-created MDS to prevent other users of enterprise from misoperation,
such as modification, deletion, marking obselete and other operations.
In the "MDS/Module Search", find the MDS created by the user, and click the "Lock" button in
the upper right corner to lock the MDS. On the contrary, the locked MDS can be unlock by click
the "Unlock" button in the upper right corner in the same page.

to update one or a few of them at a time. Please see Fig 12.6.

Fig 12.6 Search for MDS to update

If an independent sub-node in a MDS has a new and whole number version, after using this
111
function, the root MDS will be copied and generate a new MDS. And the sub-node in this MDS
will be replaced by the latest new whole number version MDS. For example, sheet A has a
sub-node B0. In the current user’s visible range, if B0 has a new version B1, the system will
update B0 automatically. The result is copying a new version of sheet A and meanwhile B0 is
replaced by B1.

Appendix III Content Rules of Material

The proportion of basic substances and materials in a MDS created by users in

CAMDS needs to be controlled within a range and shall not be filled in at will. The rule
below shall be followed:

(1) The content of basic substances in a self-built material shall follow the
requirements as below (Proportion:X%~Y% Maximum: M=Y-X):

0  X  7 .5 M 3

7.5  X  20 M 5

20  X  100 M  10
When using these ranges, the range limit to be used is determined by the lower value.
The range of 9%-16 %is not acceptable. If basic substance is allowed to have a higher
proportion range in the internal standard of a user, the internal criteria shall be described
in remark. Standard materials don't have to be restrained with the above rules.

(2) When adding a material or a semi-component to a semi-component, if the

proportion of the material or the semi-component is filled in with the form of “range”, the
maximum range of the proportion is subjected to the following rule:

0  X  100 M  20

AppendixⅣStar level assessment procedures (2019)

In order to further assist OEM to collect data, ensure the data collection to be
accurate and efficient, encourage more component suppliers to attend the CAMDS
training, improve the efficiency when filling the form, lead the whole industry chain to
deliver the response, reduce the use of the harmful substance and enhance the degree of
the recycling, CAMDS administration center has created the assessment procedures for
suppliers’ CAMDS report qualification.

1. Training score rules

Each CAMDS elementary certificate obtained by enterprises equals 30 points;

Each secondary certificate equals 50 points;

Each secondary certificate obtained through comprehensive classes equals 100

points.

The score got through the training is valid before expire date.

The enterprises can apply to a certificate extension.

2. Login score rules

The enterprise will get 80 points penalty automatically if they don’t login the system
more than 60 days.

3. Approval rate rule

Associated with the approval rate of the form sent by the current enterprise.

Approval rate Score

≥60% & <70% +80
≥70% & <80% +160
≥80% & <90% +240
≥90% & ≤100% +320

This rule does not apply to non-star enterprises.
