theater, VIP Lounge, health
Centre, Press Centre, picnic
area, Children’s Park and
Skating rink, will cost Sh. 1.4
billion.
Wamalwa said the facil-
ity, which is the second of
its kind in the country after

vention Centre (KICC) in
Nairobi, is set to revolutionize

800 each but now one can
get a mask at five shillings,

going for Sh20,000 and is
now at Sh 650. We have cre-
ated affordability as well
as created jobs.” noted Mr

The Government of Kenya has received a credit from the World Bank toward the cost of the Kenya Social Economic Inclusion
Project (KSEIP), and intends to apply part of the proceeds for consulting services.

The KSEIP is being coordinated by the Social Protection Secretariat (SPS) that is part of the State Department of Social Pro-
tection (SDSP) under the Ministry of Labour and Social Protection (MLSP). A thorough coordination is required because of
the multiple entities involved in the implementation of various project activities inside the SDSP, such as the Directorate of
Social Assistance (DSA), the Directorate of Children Services (DCS), the Directorate of Social Development (DSD), as well as
with other government entities including the National Drought Management Authority (NDMA), the Ministry of Health (MoH),
the National Hospital Insurance Fund (NHIF). In addition, there are other implementing partners such as UNICEF and WFP.
The diversity of implementing partners and stakeholders at multiple levels underscores the challenge of coordination and
communication to support project operations.

acre piece of land in Taita
Taveta while other satellite
industrial parks will be put up

the area increased from 15 to

during the season.

key stakeholders for support and ownership.

The State Department for Social Protection (SDSP) has received financing from the World Bank toward the cost of the
Kenya Social and Economic Inclusion Project (KSEIP) and intends to apply part of the proceeds for consulting services.
KSEIP seeks to enhance institutional capacity and social protection delivery systems; invest in the scale-up of the existing
nutrition-sensitive safety net; test customized economic inclusion models as a complement to the regular cash transfers;
and improve the shock responsiveness of the safety net system by expanding its coverage.
Currently in Kenya, each program in the NSNP performs its own registration which feeds into the SR. These programs
may have overlapping activities and collect data from individuals already registered by another program. This can result
in community fatigue, inefficient use of resources and a lack of standardized data. However, more recent efforts have
focused on the development of a harmonized registration and targeting processes for persons in need of social protec-
tion through the Harmonized Targeting Methodology (HTM). The registration and targeting process aims to go beyond
cash transfers and pilots the roll out of other social protection interventions. Through the Kenya Social and Economic
Inclusion Project (KSEIP), which became effective in March 2019, the World Bank is supporting the GoK to among others,
enhance institutional capacity and Social Protection (SP) delivery systems, particularly the coverage and functionality of
the Enhanced Single Registry (ESR), and further improve the efficiency of other delivery mechanisms.
The consulting services (“the Services”) include ensuring that data collected is accurate and that it reflects and represents
the unique realities of target households. 3rd Party QA thereby flags instances where this may not be the case. The main
objective of the 3rd-party QA exercise therefore is to: 1) Undertake an overall assessment of the planning and sensiti-
zation processes.2) Undertake an overall assessment of the household mobilization, listing, and registration processes.
3) Undertake the recollection of household data for 10% of the total number of households registered in a location
using the harmonized targeting tool for purposes of data comparison with data collected by the MLSP to establish the
accuracy of data.

and maintain high voltage electricity transmission lines and substations throughout the country.
The Governement of Kenya has received financing from Agence Française de Développement (“AFD”), and intends to use part
of the funds thereof for payments under the following project: Consulting Services for Supervision and Management of the EPC
Construction for the pilot digital 400/132kV Makindu Substation.
The Services of the consultant shall consist of, but not limited to:
• Supervision of construction, erection and installation works including any integration works;
• Supervision of testing and commissioning works ;
• Reviewing and approving of all technical design submissions and drawings submitted by the contractor;
• Certifying contractor’s payments for work done;
• Monitoring the contractor’s program/time schedule ;
• Anticipating and identifying potential difficulties or conflicts and their effect on the implementation schedules, and
recommending agreeable steps to be taken by the contractor, or recommending steps to be taken by KETRACO to
overcome the difficulties and to avoid delays ;
• Preparing and/or evaluating recommendations to KETRACO regarding any change proposals, technical amendments
and changes in the scope of works, if any, the appropriateness of their pricing, and if agreed by KETRACO, the timely
issuance to the contractor of Change Orders, as per the conditions of the contractor’s contract.
• Reviewing and certifying construction methodologies, operation and maintenance manuals, as-built drawings among
other submissions from the contractor.
• Preparation and submission of monthly, quarterly and annual progress reports to KETRACO and the financier;
• Preparation and submission of the project completion report;
• Follow-up of any issues arising during the defect liability period.
The duration of the assignment is expected to be three (3) years during which the consultant is expected to provide the services
for a period of twenty-two (22) calendar months.

Government keen on turning ASALs
into National GDP contributors

he government is push-
ing for full harnessing
of the huge potential of
the arid and semi-arid lands
(ASALs) to make them inde-
pendent and major contribu-
tors to the country’s gross
domestic product (GDP).
Chief Administrative Sec-

ment for the Development of
the ASALs, Abdul Bahari said
the major infrastructural de-
velopments in the ASALs in-
cluding the Lamu-Port South
Sudan – Ethiopia - Transport
(LAPSSET) corridor project
would open up and unlock
the potential of the ASALs for
the benefit of the entire coun-
try.
He was speaking in Macha-
kos during a technical review
workshop for the formulation
of the Resilience Program-
ming Framework (RPF) for
the ASALs that is aimed at
harnessing resilience building
investments under a common
programme and coordinating
multi-sectoral approach to
reduce the vulnerability of
ASALs to major shocks and
stresses.
“We must have coordi-
nated resilience programming
for optimum and efficient use
of resources in the ASALs or
else we will not benefit from
the huge resources that have
been deployed in the ASALs
by the national and county
governments and develop-
ment partners”, he said.
Bahari said ASALs have
recently been adversely af-
fected by floods, desert
locusts, drought and the
Covid-19 pandemic reinforc-
ing the need for the resilience
framework.
The CAS lauded develop-
ment partners and the Euro-
pean Union (EU) in particular
(which has invested 70 mil-
lion Euros – approximately
Ksh9 billion in the last 10
years) for contributing to-
wards resilience building in
the ASALs by funding the Na-
tional Drought Management
Authority (NDMA) and other
projects.
Bahari urged the develop-
ment partners to increase
their funding to NDMA say-
ing its resilience development
projects through the Ending
Drought Emergencies (EDE)
Framework have transformed
the lives of many communi-
ties in the ASALs due to their
relevance.
“If all of us can apply our
resources the way NDMA
does, this country can go
very far. NDMA projects are
relevant as they incorporate
the input of communities”,
said Bahari.
He said if the momentum
of resilience projects in the
ASALs is maintained and the
equalization fund properly
deployed, the ASALs will
soon the frontier of economic
growth in Kenya.

for SDDA Micah Powon said
the resources deployed to
the ASALs that make up 84
percent of the country are
enough and only require co-
ordination for the intended
impact to be realized.
“The disjointed approach
where each development
partner is doing their own
mapping has led to a lot of
duplication”, said Powon.

Kenya earned Sh22 billion from
coffee exports last year - CS Munya

coffee in the 2019/2020
year, earning an impressive Sh

According to Mr Munya, the
earnings were a massive in-
crease of about 285 per cent
in coffee export earnings from
the Sh 5.7 billion realized in
2003/04 year.
The CS, who spoke during
the launch of the Coffee re-
port, 2021 in Nairobi, noted that
Kenya’s Arabica Coffee variety
has continued to attract buyers
from the best export markets in
the world and fetch premium
prices despite the reduction in
coffee production in Kenya.
According to the report,

in the country has decreased
by over 30 percent from about
170,000 hectares in early 1990s
to about 119,000 hectares cur-
rently, with coffee production
also registering a correspond-
ing decrease over the years by
a whopping 70 percent from
a peak of 129,000 metric tons
in the 1983/84 year to about
40,000 metric tons currently.

KFCB to crack down on hate speech,
inciters on social media platforms
The Kenya Film Classification
Board (KFCB) has decried the
alarming cases of hate speech
and incitement committed
through social media platforms
13 months to the next general
elections in 2022.
Speaking to KNA, the KFCB
Nyanza Regional Manager Mr.
Edward Koech said there is a
surge in the number of hate
mongers in the region which
does not augur well for national
cohesion.
“Hate speech is a breakdown of
law and order, it refers to mes-
sages that cause disunity, disaf-
fection and disharmony among
people and the increasing num-
ber of cases indicate that some-
thing needs to be done,” he said.
According to Koech, KFCB
monitors and records 24/7 what
goes on air for local broadcast
stations in the country. He dis-
closed that the body records
the content of over 100 media
stations countrywide and this
makes it easier to trace back
statements of individuals, which
aids in taking action on the per-
petrators.
With the reported cases of
hate crimes rising from 5 to 15
monthly, he noted that there are
various parties that are playing
a role in instigating this offense.
He noted that some rogue art-
ists, filmmakers and musicians
are using their platforms to pro-
mote hate speech and incite-
ment through their artistic work.
Moreover, some politicians are
also at the forefront in spread-
ing inciting messages especially
Students from Nyeri slums to
benefit from state bursaries
A total of 64 students from
Nyeri town’s informal settlements
will benefit from government
sponsorship through the Elimu
Scholarship program.
The students drawn from Wite-
mere, Majengo, Muslim and
Cool gate slums will be given
full scholarships which includes
school fees and pocket money
throughout their four years in
secondary school.
A multi-agency team led by the
Ministry of Education Chief Ad-
ministrative Secretary (CAS)

around the sprawling slums to
find out the scholarship ben-
eficiaries and assure them of the
government’s commitment to
ensure they received education.

Joint efforts with the Directorate
of Criminal Investigations (DCI),
Communication Authority of
Kenya (CAK) and National Co-
hesion and Integration Commis-
sion (NCIC) has been initiated
to help in the fight against hate
crimes in Kenya.
Koech warned that the law will
be enforced on specific individ-
uals and not groups of people.
“The penal code under the NCIC
Act Section 77 (1) prohibits in-
citement to violence and anyone
found guilty of the offense is lia-
ble to imprisonment not exceed-
ing seven years,” said Koech.
