Report To The Jail Oversight Board Pursuant To Allegheny County Code Chapter Section 205-30 - Methodology
1. Pod Lockdown Report, identifying locations, dates and reasons for sections of the Jail that were
locked down during the month in question.
2. Intake Segregation Report, identifying the number of times any person was held in Intake > 20
hours during the month in question, including duration, age, gender, race and ethnicity.
3. Pod Segregation Report, identifying the number of times any person was housed in a pod or cell
deemed to be segregated housing during the month in question, including the number of
episodes for the individual, duration of each episode, reason, age, gender, race and ethnicity.
Each row in this report represents an episode, and episodes for a single individual are shown
consecutively so, for example, Episodes 1 of 3, 2 of 3 and 3 of 3 in the first three rows of the
report relate to a single individual.
The report uses data records in the Offender Management System to track housing of incarcerated
individuals during the ‘jail intake’ process and ‘post-jail commitment.’ Demographic information
regarding the individuals in this report was matched using Allegheny County Department of Human
Services’ data warehouse, which provides robust client matching from information gathered from
multiple human services programs, court, and jail data.
This report includes all individuals who were in segregated housing at all during the month of analysis,
even if their episode began before the month. The duration identified includes the entire time period of
that segregated housing/isolation episode.
- Individuals in ‘jail intake’ are housed in cells (i.e. their movement is restricted) until they
complete the following processes: ID Department, Pre-Trial Services and Pre-Arraignment.
Individuals identified in this report are those in intake (i.e. confined to a cell) for more than 20
hours in a single intake instance.
- After an individual is committed to the jail, their housing in certain designated areas (see below)
is defined as ‘segregated housing.’ The individuals in this report were housed in one of those
designated areas at least once during the month in question.
- In this report, a housing location is defined as a particular section, block, and cell combination,
with the term ‘unit.’

- In this report, a segregated housing ‘episode’ is defined as starting when an individual is moved
into a segregated housing unit and ending when they are moved to a non-segregated housing
unit or released. Any movement from one segregated housing unit to another segregated
housing in succession is aggregated together into an episode.
- Duration is defined as the time between an individual enters a segregated housing unit and the
time they are: (1) move to a non-segregated housing unit, (2) are released from jail, or (3) the
end of the month of analysis.
- Age is defined as the age of the individual at the beginning of intake for the ‘isolation’ analysis,
and the age of commitment for the ‘segregated housing’ analysis.
- Gender is the self-reported sex of the individual. Note that there were no individuals in
segregated housing during this initial reporting period (June, 2021) who had a separate gender
identity.
Note that the data in this initial report are subject to change based on expected further refinement of
this reporting process.
