This presentation and discussion tend to assist the Implementing

Agencies and to provide information in relation to implementation
issues and concern.
• The following aspect needs to be discussed and applied during
project implementation.
(a). Information's that specifies and compliments project
implementation.
(b). Supplements Contract Management and Construction
Supervisions process.
DESIGN GUIDELINES AND STANDARDS
Pavement Design; PCCP

Reference Standards for Local Roads:
• DPWH DO #11, S2014
Pavement Width - 6.10 meters minimum
Pavement Thickness - 230 mm
Design Speed - 60 km/hr. flat terrain
- 40 km./hr. rolling terrain
- 30 km./hr. mountainous terrain
note: Higher thickness of pavement maybe adopted but shall be verified from
pavement design analysis using AASHTO method as contained in DPWH
Design Guidelines and Criteria and Standards considering the latest AADT
and Axle loading.

- 1st progress billing should be at least 20%
- Delayed processing due to insufficient documentation, absence of operational
procedure; (Accounting vis-à-vis Engineering)
E. Application and Processing of Variation order

- Unjustifiable grounds for Variation Order ; extra work, additional work
- Poor documentation
note: a. scope of works shall not be reduced so as to
accommodate appositive variation order.
b. time frame for the processing of VA from preparation up
to approval shall not exceed thirty (30) calendar days.
F. Quality Control/Quality Assurance

- Poor application of Materials Engineering
- Inadequate number of Materials Engr. and Testing equipment
- Lack of construction supervision from PEO and the Contra
G. Correction of Defects
- Failure to correct defect prior final payment or during the Defects Liability
Period.
H. Project Completion
- Delayed completion due to wrong appreciation of
contract and inappropriate application of time extension
- Delayed payment due to insufficient documentation.
I. Time Extension
- Granting of time extension without valid reason
K. Issuance of Certificate of Completion and

Acceptance (CoC and CoA)
- untimely issuance of CoC and CoA
L. Liquidated Damages (LD)
- non application of Liquidated Damages to
contractors with expired contract and with
uncompleted works.

CONSTRUCTION SUPERVISION ISSUES
• Lack of Engineers assign to the project

• Wrong construction methods applied
• Wrong type of equipment used in the construction site
• No Quality Control and Quality Assurance applied
• No regular Project Engineer and or Resident
Engineer/Construction Supervision Team at project site
both from contractor and PEO.
• Non-conformance to construction safety and health standards,

including environmental protection
a) Absence of safety officer
b) Non-deployment of traffic aide
c) Inadequate warning signs
d) Workers not wearing personal protective equipment (PPE)
e) Improper disposal of waste materials, including unsuitable materials
f) Inadequate office space for site engineers and bunkhouse for
workers
• Inadequate deployment of equipment, workforce and materials

• Insufficient documentation on contract management and construction
supervision, such as but not limited to:
a) Quality Control Program
b) Non-conformance to standard testing/quality control requirements
c) Absence of site instructions/ non-conformance notice
d) Absence of approved pouring permits/ work requests
e) Inadequate weather reporting and monitoring
f) No progress reports/ no updated work schedules
g) Inadequate documentation on variation orders and time extensions
