the Municipality of Caraga, Davao Oriental
MODULE I - Rights to Ancestral Domain and Lands
A. The Ancestral Domain, how it is Respected, Protected, Recognized and
Promoted
The Ancestral Domain of Mandaya ICCs/IPs in Caraga, Davao Oriental is respected,
protected, recognized and promoted thru the approval of their Certificate of Ancestral
Domain Title (CADT) Application before the Commission last October 13, 2016 with the
En Banc Resolution No 205-2016-AD, series of 2016. As part of the development
framework to improve their socio-economic and cultural well-being and promote,
protect, sustain and conserve the ecology and environment as their proactive role in
responding to climate change thus, an Ancestral Domain Sustainable Development and
Protection Plan (ADSDPP) was formulated and crafted for the CY 2016-2020. The
ADSDPP was formally adopted last 2018 by the Sangguniang Bayan of Caraga, Davao
Oriental. There was also an initial step to strengthen and enhance the IP Governance or
the IPS through the ADSDPP. To enhance and nurture the indigenous knowledge in the
Mandaya Children and youth, the Indigenous Knowledge Systems and Practices (IKSP)
was documented. Lastly, any entity be it Government or Private interested to invest in
the Mandaya ICCs/IPs Ancestral Domain shall undergo the Free and Prior Informed
Consent (FPIC) Process.

There were FPIC processes completed for government basic services related
projects. However, there is no FPIC MOA for large scale extractive intrusive
projects.

A. Indigenous Political Structure (IPS)


The Mangkatadong is the leader of the community. Where there are two or more
Mangkatadong in the Mandaya communities, the most revered and respected but
bravest of them all is called Gimangkatadongan. He also gets the Likid title.
Likid, as a title, is used to distinguish that among the Mangkatadong he is the most
respected, revered and listened to, not because of his fearless bagani and mangayaw,
or of his armaments, but because of his wise and just words, acts and decisions.
The Limpong are generally composed of Matadong (elders/leaders) of the
community or young men who are assessed by elders to have masangkud na
yanungan. There is no fixed number of Limpong. It will depend on the number of task
in the community. These Limpong are the advisers and consultants of the
Mangkatadong. They are chosen by the elders.
The Manikl’lad serves as the emissary of the bagani. He is next in rank to the
bagani.
The Mangayaw is at all times under the command of the Bagani but the latter
(Bagani) can never ask the Mangayaw to make retaliation or vengeance which are
outside the decisions of the Mangkatadong and his Limpong.
The Mandaya practiced the Caste System. The structure includes the gyotawan
which is the social class in the Mandaya community; the Tabadtabad, who stays in the
house of the gyotawan and who prepares the food; the pusaka who are given away as
part of dowry or sold as slaves.

Type of Housing 50.31% of houses are built with light materials available in
the Mandaya community.

Ownership

Mode of All eight (8) Brgy. Within AD area are accessible by four
Transportation wheeled-trucks that can traverse its rough and rugged
terrain. However, the four wheeled-trucks caused more
damage to the roads during rainy days making it more
difficult for motorcycles to navigate the steep slopes and
elevated areas.

Electricity 53.38% of the Mandaya ICCs/IPs have no electricity in


their houses.
Education There are 12 Preschools, 12 Elementary Schools and 1
Facilities National High School within the AD area.

Educational Out of total respondents only 2.44% were able to graduate


Attainment college and 7.96% reached college level, the rest are
Elementary level.

Occupation/Sourc 60% of the respondents are engaged into farming

and arts and crafts of the IP populated schools during class like Pantuyan
National High School.
