Guidance Notes in the Conduct of the

Kaagapay ng Pamayanan 2021

I. Objectives
1. To identify and recognize exemplary practices and/or achievements of families that
created positive impact to the community in which they are part of; and
2. To promote stories of volunteerism of the family beneficiaries as proof of their
active participation to the community to solicit positive support from the public,
non-beneficiaries, legislators, and other potential partners.

II. Procedures
1. The search is open to all outstanding Pantawid Pamilya family-beneficiaries in six
POOs of Antique, Aklan, Capiz, Iloilo/Guimaras, Negros POO1 and Negros POO2.

2. The C/MLs/LGUs/barangay captains/IP leader will fill out a nomination form to


endorse a family beneficiary who has extended their help to their community –
during COVID-19 crisis and/or initiatives of the family for the past 3 to 4 years.

Note: All members of the family shall be involved in the initiative and not only the
grantee or the household head. While the volunteerism acts provided by the
members of the family can differ, all shall aim towards attaining a specific common
goal for the benefit of the community and its members (e.g. increasing knowledge of
other members of their IP community; catering to the immediate needs of the more
vulnerable families during the COVID-19 pandemic; etc.).

3. The POO shall submit 1 best Kaagapay nominee to RPMO/SMS after their
deliberation/screening among the received nominations from the C/MLs. The
complete packaged documents to be submitted to the RPMO/NPMO will include the
following:
 Household Profile and Achievement Matrix (See Annex A)
 Filled out Bayanihan nomination form (See Annex B)
 Photos of the family and their initiative (should submitted in a separate file in
JPEG format)
 Feature story highlighting the voluntary actions of the family (to be written
by the C/ML or the regional IO)

4. All documents shall be emailed to dswd6.4ps@gmail.com


5. From the top 1 nominees of each region, the NPMO will choose the Best 5 Kaagapay
Nominees whose initiative provided the most impact to the community. The winners
will participate the Virtual Awarding Ceremony of the NPMO in September. Their
stories shall also be included in the booklet of success stories which will be produced
by the NPMO.

III. Criteria
1. The initiative has created big impact in addressing the need of the community (40%)
- has helped more than 2 families in the community
- initiative has benefitted specific stakeholders: vulnerable families, children, PWDs,
IPs, etc.

2. All members of the family have been involved in the initiative (30%)
- each member of the family has their own task to complete the initiative

3. The initiative/ effort of the family is sustainable (30%)


- the initiative has a long-term impact

IV. Team Composition and Roles

Team Roles
 Submit packaged entry with story, photos, and

REGIONAL OFFICE
Pantawid  Collect all nomination and endorse to the NPMO
Pamilya  Conduct deliberation and screening of the
Information nominations
Officer  Identify and submit the top 1 nomine to the NPMO

NPMO
 Communicates and coordinates with regional IOs
about the activity schedule and guidelines
NPMO-SMD  Collects all the submitted Regional nominees
 Use stories of the nominees as content for the print
and online communication materials
 Choose top 5 nominees with the most impact to the
community
V. List of Awards and Incentives

A special award will be given to Top 1 family nominee chosen by the RPMO. Meanwhile,
the Top 5 families chosen among the submitted regional nominees will receive a plaque
or “Selyo ng Selyo ng Pakikiisa at Bolunterismo ng Pamilyang Pantawid” and other
advocacy materials. They shall be awarded during the Online Virtual Awarding
Ceremony/Activity of the NPMO.
