General
The proposed road consists of:
(i) Regrading portions; where existing route is utilized.
(ii) Realignment portions, which are new route stretches.
(iii) Inventory and Condition Survey of Existing Culverts.
(iv) Inventory and Condition Survey of Existing Bridges.
Inventorisation and Condition Survey relates to the existing road portions.
Road Inventory and Condition Survey
This section deals detailed data collection and survey of the project road to study and
understand the existing road condition. Road inventorization has been done with respect to
the project road sections. The data collected has been formatted at every 100 m for each km
of the road. The survey and investigations have been carried out in the months of Sept
2009. Major activities with respect to this have been as under.
• Road Inventory Survey
• Pavement Condition Survey
• Existing Culvert
• Existing Retaining Wall
• Existing Breast Wall
Road Inventory Survey
The inventory survey was undertaken by actual measurement, study, investigation and/or
visual assessment of various elements and features particularly with respect to roadway,
carriageway (type and width), shoulders (type and width), height of embankment,
drainage pattern, drainage structure, retaining structures, etc. The land environment
features such as topography, terrain, land use, soil, air environment, water bodies,
agriculture, etc. are based on actual survey, map studies and/or visual assessment.
Road Length
The Project Corridor is branched off from 405.00 Kmp (Old chainage 225/00 Kmp) on NH-
54 at Hrangchalkawn as NH-54A upto Km 6.65 at Sethlum village and Existing NH-302 is
takeoff from existing NH-54A at Km 5.65 near Sethlun village and Terminate at km 90.30at
Tlabung. Junction with MSRP-II Road.
Altitude
Altitude of alignment varies from 1220 m at take off point and 120 m at End point above

Terrain
The project road is located in Mizoram, one of the most variegated hilly terrains in eastern
part of India. The hills are undulating and are separated by rivers, which flow either to the
north or south creating deep gorges between the hill ranges.
The classification of the terrain is normally done by means of cross slope to the country viz.
slope approximately perpendicular to the center line of the highway location.
Gradient
The existing gradients of the road between km 00.00 to km 98.0 are steep at many stretches.
As a result, the heavily loaded trucks and large sized vehicles find it difficult to pass
through these stretches safely and smoothly, especially during rainy season.
The project road passes through only a few scattered populations in the Lunglei district.

The regional land use plays an important role in the decision making process of any project.
The land use analysis is very essential requirement for the expansion/widening and
realignment of the road projects. The region is yet to be fully linked and connected with
wide network of roads. Hence the economic activities are also very less and the people in
the region still depend on primitive ways of livelihood. The region is scarcely populated
and the natural physical landscape beauty still enthrills the onlookers. The settlements are
all along the road. The forest have been cleared to give way for the cultivation of crops but
the percentage of land cover used for the agricultural purposes is still very small. The
clearing of the jungle and vegetation covers for settlements, agriculture, transport and
communication lines and consequent disappearance of the wild life have yet to take its toll
in the region.
Shoulders are more or less non-existent, and / or inadequate in width, depressed and non-
functional.

The pavement condition of road sector from Km 0.00 to Km 8.25 of Existing NH-54-A and
from km 0.00 to km 90.30 of existing NH-302 has been carried out. The pavement
condition of the existing project road with respect to thickness, cracking, potholes, rutting
etc have been surveyed in detailed to access the condition. The reconnaissance survey of
the pavement reflects the following,
• Thickness of the existing pavement is inadequate.
• Sub grade has failed at some locations
• Pavement failure at many place is due to improper drainage system
• Cracking, raveling, potholes, ruts, etc. are of very high order.
The pavement condition survey of the project road was simultaneously carried out along
with the road inventory to assess existing pavement condition. Condition survey was
undertaken by visual assessment of pavement surface distress, potholes, cracks, patches,
raveling, condition of shoulders, etc.
The Pavement Condition Survey Data for the project road are presented in Annexure- II B
General condition of the road pavement is poor, especially in the portion, which has not
been reconstructed/rehabilitated in the past. The road has been resurfaced in some portion
but the surface has shown distress. The road requires regrading, widening and
strengthening for capacity augmentation as well as for improvement of the riding surface.
Pavement Visual Condition Survey was carried out over the road corridor by a team of
experienced highway engineers to assess different modes, regarding the following features:
• Type of Surface
• % Cracked area
• % Area covered by pot holes, raveling and patching
• Rutting
• Shoulder condition
• Embankment
The finding of the visual pavement condition survey has been tabulated and attached in
Annexure-II. Based on the visual survey findings, the percentage Cracks, Potholes,
Patching, Raveling and Edge drop over the entire road corridor are indicated in the
pavement condition survey sheets. The road surface is poor. Cracks, potholes, patching,
raveling and edge drops are very predominantly visible.
Analysis:
Analysis of data obtained consequent to the Condition Survey has revealed that the
pavement condition of the existing road is poor. The road has no well-defined camber,
super elevation and curve widening.
Culvert Inventory and Condition Survey of Culverts
The inventory survey was undertaken by actual survey, measurements and visual

inspection of various elements forming the Cross-Drainage structures viz. chainage, the
span arrangement, length, width, vertical clearance, details of superstructure, sub-structure
/ foundation and protection works, etc.
The survey has been conducted using the format given in Annexure – II C.
It has two parts:
• Culvert Inventory Data
• Condition Survey
The inventory survey was undertaken by actual study, site visit, measurements and visual
inspections. It was supplemented by survey and detailed investigations by the team.
Special attention was paid to the Condition Survey of various features of culverts / bridges
and adequacy or otherwise.
The condition of existing culverts is rated poor and recommended for replacement.
Inventory of Bridges
General
Inventory of all the Bridges falling on the project road has been prepared in terms of
guidelines provided in IRC: SP-35, 1990 so as to determine the number, category of
structures and also to attempt a scientific approach for their retention / repairs /
rehabilitation based on technical grounds. This inventory data for each structure consists
of location, construction data (wherever available), type of foundation, sub-structure and
super structure, overall length, details of spans, waterway, carriageway width, provision of
footpaths along with the past behavior of the structure from functional, hydraulic and
structural considerations.
The inventory survey was undertaken by actual measurement, study, investigation and
visual assessment of various elements and features particularly with respect to location,
span arrangement, structural details, roadway width, and condition of structures.

The economic analysis has been based on incremental costs and incremental
benefits, i.e. comparing the total transport costs “with the Project” and “without
the Project”, which is the base case or the “do minimum” case. All costs and
benefits considered in the study have been valued in monetary terms and
expressed in economic prices for avoiding distortion in the input prices of
labour, materials, equipment’s, equipment and foreign exchange due to market
imperfections.
Comparisons between the total transport costs for the project road, section wise
for “with the Project” and “without the Project” situations have been worked
out on yearly basis for the entire analysis period. The concept behind the
approach is that if the Project is implemented, the benefits will be the decreased
costs when compared to the costs of the alternative foregone, i.e. the base case
or without Project situation. The results have been expressed in terms of
Economic Internal Rate of Return (EIRR) and Net Present Value (NPV).
The economic analysis has been carried out using the World Bank developed
“Highway Design and Maintenance Standards Model” (HDM) – its latest
version HDM-4. The HDM Model has been used for analysing flexible
pavement by generating economic cost streams and computing the EIRR and
NPV for economic evaluation.
HDM Model Input Data
The main inputs for HDM relate to road and pavement characteristics, traffic
volume and its composition, traffic growth rate, vehicle characteristics,
pavement construction and maintenance policies. In addition, economic prices
for vehicles, tyres and tubes, fuel, maintenance crew labour, passenger time and
cargo time have been considered. Fuel prices, particularly diesel and petrol, are
“border” prices. For other items these are net of taxes and duties.
VEHICLE FLEET DATA INPUTS
Vehicle fleet data is used for estimating the operating cost of the vehicles. The
inputs relate to vehicle cost, cost of tire, fuel prices, maintenance labor cost, and
crew cost, etc., details on vehicle specification and performance. These input
costs are given in Table 10.2-1. All the cost items are at economic cost, estimated
on the basis of the method described earlier in this chapter.

PROJECT COST
The cost estimates for the NH-302 were prepared by consultant. It may be noted
that the proposed construction works is only applicable for construction of
Widening existing Road ('with' the project cases), and are not applicable for the
base case alternative ('without' the project case).
The first year of construction period is considered as Yr. 2020; with the
construction period lasting for 2.5 years (i.e. up to Yr.2024).The opening year of
traffic operations is expected to be Yr. 2022. The construction is expected to be
completed in a phased manner as indicated as follows.

The salvage value of 15% of capital cost at the end of the analysis period has
been considered.
Routine and Periodic Maintenance Costs
The pavement maintenance costs for flexible pavement have been generated by
the HDM Model. Periodic pavement maintenance has been suggested after 10th
year Other annual routine maintenance costs have been taken @ Rs. 319800 per
km for two-lane highway. Both routine and periodic maintenance costs have
been converted into economic costs by applying the standard conversion factor.
Project Benefits
The direct benefits of road improvement considered in the study include VOC
savings for vehicular traffic using the project road and time savings for
passengers and goods (carried) in transit. The benefit streams have been
computed annually over the analysis period.
VOC Savings
The unit VOC by vehicle type and VOC savings “with” and “without” the
project, section wise, have been computed by the Model. The VOC computation
takes into account pavement characteristics, roughness, traffic characteristics,
geometric conditions and vehicle characteristics. For flexible pavement, the
roughness progression have been estimated by the Model. The unit VOC saving
have been taken in full for building up annual streams of VOC savings for the
projected volume of traffic.
Time Value of Passengers and Goods in Transit
The HDM Model has generated average speeds in km/hr by vehicle type, in the
existing (without Project) and the improved (with Project) road conditions. The
time savings for passengers and goods vehicles have been derived using an
average occupancy by vehicle type (for vehicle group weighted by their
number), such as Car – 3.5 persons, Bus - 40 persons, LCV – 2.1 tonnes, HCV –
6.4 tonnes and MAV -10.68 tonnes.
The value of time for passengers and goods considered in this analysis has been
based on earlier studies carried out in recent years. For the average car
passenger, time value has been taken as Rs. 40 per hour, and for the average bus
passenger as Rs. 15 per hour. The value placed on time is rather on the
conservative side. For goods in transit, time value has been worked out using
the inventory cost method with a 12% interest rate, considered as an
opportunity cost of capital. It worked out to Rs. 15 per tonne per hour.
ECONOMIC EVALUATION
The economic analysis based on the method elaborated above, allowed the
Study Team to obtain the economic indicators for each of the by-passes. The
economic indicators such as economic internal rate of return (EIRR) are
important for judging the economic feasibility of projects. The annual cost and
benefit streams are used to derive the net cash flow for the project. The EIRR is
determined using the discounted cash-flow technique for with and without time
savings. The results of economic analysis are set out in Table 10.8-1.

The rate of return considered desirable for transport infrastructure projects in India is
12 percent. As EIRR of all the sections and total project road is above 12 percent cut-
off rate, the project sections as well as total project road are economically viable.
