PROGRAM OF THE CONTRACTOR'S ON-SITE ACTIVITIES IS REQUIRED TO INTEGRATE IT INTO

THE CERREY GENERAL PROGRAM.

PROJECT TITLE: MODIFICATIONS TO ENABLE SGU BOILERS TO RUN ON 100% FG.

RESPONSIBILITY:
 The client must make suitable arrangements for managing their project, enabling those carrying
it out to manage health and safety risks in a proportionate way.

 EVICCO Responsibility:

During the project, they must plan, manage and monitor any work carried out by subcontractors or
workers. They also need to check that workers know which health and safety hazards are present, and
what is expected in terms of risk management.

Management Responsibility:

1. Project Manager
 A Project Manager shall have full authority and overall responsibility to manage, supervise and
control the works, co-ordinate with engineers and the client for the execution of the works
program.
 It is also the responsibility of the Project Manger to implement the Project Quality System to the
satisfaction of the project requirements and to evaluate how any changes and variations made to
the scope of works will impact on time and schedule.
 His responsibility also is to provide and process the necessary documents, trainings and gate passes
of all the people who are involve in these activities.

2. QC Engineer / Inspector:

 Responsible for QA/QC documents of the complete project including certificates, calibration, test
results, inspection request, non-compliance reports and site instruction/observation,
permanent materials delivered and other QA/QC documents.
 Liaise the Technical Engineer for submission of material submittals to Consultant.
 Coordinate with the consultant’s representative and Site In-charge for inspection.

3. HSE Officer

 The safety officers shall visibly demonstrate the priority of safety in all activities, including setting
a good personal example and as follows.
 Shall be empowered in writing by their management to stop their own work and work related to
the contract that they deem to be unsafe and take immediate corrective actions.
 Should understand the safety and health requirements of the contract as well as in the hazard
identification plan.
 Shall communicate safety rules and standards to the workforce.
 Inspect the work site daily, report any unsafe acts/conditions to the supervisor and/or foreman,
provide recommendations to correct deficiencies and follow-up to ensure corrective actions
have been taken.
 Participate in incident investigations, safety meetings, drills, etc.,
 Conduct/facilitate safety training sessions.
4. Work Permit Receiver

 Request the proper permit(s) from their certified permit issuer prior to executing any activities.
Permits shall be craft and location specific.
 Ensure the permit describes the specific work and the exact equipment to be used.
 Provide all necessary equipment to perform the job safely and timely.
 Ensure all personnel understand the dangers involved in the work.
 Participates in joint site inspection.
 Be responsible for performing the work in accordance with the conditions and requirements
agreed upon with the issuer and specified in the work permit.
 Be responsible for the safety of personnel and equipment in the area covered by the work
permit.
 Signs the work permit and other information such as Organization Code, Badge Number and
Certificate Number as required.
 Keeps a copy of the work permit in his possession or in view at the job site for the duration of
the job.
 Stops the work and advise the issuer of his action any time he determines that the condition of
the job does not meet the condition specified on the work permit.
 Assign, officially, with the concurrence of the issuer an authorized receiver to supervise the job
until his return; if he would temporarily leave the job site. The delegate information shall be
written on the permit.
 Authorized to stop the job, if unsafe condition develops during his absence from the job site.
 The receiver shall take the permit to the issuer for closeout signatures on both copies of the
permit when the job is completed or when the permit has expired.
 The only exception is to be at remote work sites when a permit may be closed over the
telephone, if this arrangement is agreed to by the issuer when the permit is issued.
 Permits shall be closed out after the work is completed or the permit expires. The issuer and
receiver shall inspect the job site and sign the permit to close it.
 Perform the work in accordance with the conditions and requirements agreed upon with the
issuer and specified in the work permit.

Construction phase plan


Method of Work Implementation must be prepared for a project before the construction phase
begins. The MOS must outline the health and safety arrangements, site rules and specific
measures concerning any work involving the risks

Planning the construction phase and drawing up a construction phase plan is the responsibility
of:

 The principal contractor for projects involving more than one contractor; and
 The contractor for single contractor projects.

Pre-construction information and any key design information, identifying risks that need to be
managed during construction work, will be helpful in planning the construction phase and
drawing up the construction phase plan.

Planning the work


Gathering as much health and safety information about the project and the proposed site before
work begins is important.

Information available at tendering should be used so that allowance is made for the time and
resources required to deal with problems. Sources of information include:

 the client;
 the design team;
 contract documents;
 the main contractors for the site;
 specialist contractors and consultants;
 trade and contractor organizations;
 equipment and material suppliers; and
 HSE Plan

Find out about the history of the site and its surroundings. See if there are any unusual features
which might affect the work, or how the work will affect others.

Pay attention to:

 asbestos or other contaminants;


 overhead power lines and underground services;
 unusual ground conditions;
 public rights of way across the site;
 nearby schools, footpaths, roads or railways; and
 Other activities going on at or close by to the site.

Sequence of Activities:
Pre-Construction:

After PO awarded we will start process of document submittal related to design, Site
execution, Material approval and Commissioning.

Material Procurement:

EVICCO will submit the document for material approval and after approval of material we
will start the procuring process immediately as per schedule.
Site Execution:

We will start the work once document (Drawings, MOS, SAT & ITP) is approved. After
getting approval we will mobilize the execution team for site preparation & execution as
per work schedule. For the site execution we will follow the MOS & Approved drawing to
execute the work.

HSE Role:

Work without safety is not acceptable. Safety will be deployed in each area of work if
required and follow the Approved HSE plan and behavior compliance during site
execution. All the workers should have daily tool-box meeting where safety and behavior
related queries will be discussed.

Quality Role:

All the material delivery should be verified by quality engineer and client as per approval.
Also site execution should be done and verified through client as per approved ITP plan.

Commissioning:

After completing the execution we will make a team review with client and start the pre-
commissioning process in order to run the system.

When materials are bought, or equipment is hired, the supplier has a duty to provide
certain health and safety information. Make sure this is obtained and understood. It may
be necessary to:

 consider using a specialist who is familiar with the necessary precautions;


 carry out an assessment of the health risks arising from substances or equipment; and
 act on your findings e.g. by eliminating harmful substances where possible, or by using
a less hazardous method of work or providing training on the safe use of the material or
equipment.
