SCOPE OF WORKS

O&M OF BTG AT GMR KAMALANGA ENERGY LTD

The Contractor shall provide Maintenance Support Services in keeping the specified systems in continuous
working condition in accordance with the Plant Maintenance Schedule and other technical specifications defined
by the Company. The Contractor shall carry out All Routine/ Preventive/ Predictive /Opportunity/Breakdown/
Condition Based Maintenance jobs of 3 x 350 MW GMR KAMALANGA ENERGY LIMITED as per details given in
Annexures hereunder by engaging well-experienced Service Engineers, Supervisors, Technicians, Skilled &
Unskilled labors as and when required and in close co-ordination with GMR’s concerned Engineers of the plant.
The Contractor shall put forth all-out efforts in order to keep the Plant available to ensure unrestricted generation.

The scope shall include Mechanical Maintenance of Turbine & its Auxiliaries consisting of Condensate System,
Feed Water System, Extraction System, Drain And Vent System, Main Steam, Hot Reheat, Cold Reheat System,
Gland Steam System, Auxiliary Steam System, Air And Vacuum System, Chemical Feed System, TG Lube And Jack Oil
System, Turbine Driven Boiler Feed Pump Lube Oil System, DEH System, Seal Oil System, Hydrogen System, Stator
Water Cooling System, HP and LP heaters, Valves, 2000 Sq. mtrs of insulation area as per need and miscellaneous
Jobs related to these systems.

The Contractor will be responsible for the below mentioned activities of the equipment of the Plant :

➢ Daily Defect Rectifications & Maintenance thereof


➢ Running Maintenance Jobs
➢ Preventive Maintenance
➢ Predictive Maintenance
➢ Breakdown Maintenance
➢ Minor modification jobs to reduce repeat failures or otherwise
➢ Equipment and area cleaning after maintenance jobs

**All works as instructed by the EIC, GKEL and/or, OEM instructions on the aforementioned systems shall be in
the scope of the Contractor. The scope of Job includes mobilization of skilled personnel, required approved
consumables, certified T&Ps, proper supervision for safe execution, House Keeping and Scrap removal.

**A list of Mandatory manpower with requisite skills and expertise to be submitted to EIC, GKEL & certified. This
mandatory manpower is not transferrable. Contractor has to intimate EIC well in advance (at least 48 hrs.) for
absence/leave planning for such manpower and arrange alternate matching skilled manpower from other areas
to mitigate the absence of any of the skills from this list for more than 2 days.

**The Contractor need to suggest & implement systematic improvement plans (SIP) in its work areas in consultation
with EIC, GKEL.

General Tools and Tackles and Maintenance Consumables.

All Spares & Consumables (Special grade) going into the Systems and Special Tools & Tackles (as obtained from
EPC Partner / OEM) will be provided by Owner. Any other tools if required for smooth maintenance activities shall
be arranged by the Contractor. Servicing and upkeepment of the Special tools provided by GKEL shall be the
responsibility of the Contractor. The Contractor shall be responsible for shifting of all materials issued by the
Owner from their designated places (Warehouse) to Owner’s workshop / Sub-store or Work Spot. Performing the
required Maintenance activities will include removal & shifting of all the debris/wastes from the work spot to
designated areas, housekeeping of the equipment for which permits are issued & work area and shifting of
defective parts/equipment/remaining spares to a place to their designated places in the site etc. The scope of
work and the general nature of jobs shall be as defined and detailed. The aim of the maintenance services is to
ensure availability of all Equipment’s to ensure uninterrupted power generation.

Area Description

Turbine & its Auxiliaries –

Condensate System, Feed Water System (up to HPH#1 outlet pipeline before Feed Control Station and SH/RH
spray line before valve of spray control station), Extraction System inclusive of Drip system, Drain and Vent
System, MS, HRH, CRH System, Gland Steam System, Auxiliary Steam System, Air and Vacuum System, Chemical
Feed System, TG Lube and Jack Oil System, TDBFP Lube Oil System, DEH System, Seal Oil System, Hydrogen
System, Stator Water Cooling System, MDBFP system, CCCW system, CEP, Air compressor & dryer and
Miscellaneous Jobs.

Boiler & Auxiliaries

➢ HP/LP Joints inside and outside Boiler (including CBD/ IBD tank)

➢ Soot Blower System (including Steam pipeline supplying steam to the blowers)
• Wall Soot Blowers / APH Soot blowers
• Long Retractable Soot Blowers Short Retractable Soot Blowers
• Furnace Temperature Probes etc.

➢ Fuel Firing Equipment (including Oil /steam pipeline & valves in the Boiler area)
• Light Diesel Oil Guns
• Steam/Oil Adopters and Hoses Coal Burners etc.

➢ Boiler Drum Internals.

➢ HP valves inclusive of Drum/MS/RH safety valves.

➢ Electro Static Precipitator (Upto Ash Hopper outlet flange)

➢ ID, FD, PA, Seal Air, Scanner Air Fans, APH, Ducts and Dampers (Flue Gas duct up to ESP inlet and from ESP
outlet to Stack inlet, All Secondary air duct up to Boiler inlet, Primary air duct upto Cold and Hot Header)
Miscellaneous Pumps under Boiler & its Auxiliaries.

➢ From Raw Coal Bunker Outlet Gate ……. Coal Feeders ……. Milling System up to Coal Burner Inlet inclusive of
Mill rejects handling system upto to reject silo outlet flange (Rejects unloading from Rejects Silo is covered
in other Agency’s scope).

➢ Auxiliary Boiler & accessories.

Miscellaneous activities associated with Boilers like Water Washing, Erection of Scaffolding, Erection & dismantling
of Sky Climber and Platforms etc.

Scope of Work:

Contractor has to provide round the clock assistance in Mechanical Maintenance activities for trouble free operation
of Plant and uninterrupted power generation. Preparatory works as advised by GKEL Engineer to be carried out
before commencement of the job. The Contractor will be responsible for following maintenance activities of the
equipment & systems as mentioned above. All equipment coming within the battery limit as mentioned above are
in the scope:

➢ Daily Defect Rectifications:

Includes rectification of defects/problems arising daily (Round the Clock basis) but do not affect/ stop/
hamper the process flow. This include activities like valves repair, gasket replacements, alignments etc.

➢ Running Maintenance Jobs:

Includes minor maintenance jobs on running equipment like Adjustments, Online Greasing, Oil top up (as
per lubrication chart), Stand pipe level gauge glass cleaning, Taking Bearing Temperature of all the running
equipment and assuring oil flow through bearings, Informing Control Room about any smoke/ fire /
abnormalities in the area and help Fire Personnel in extinguishing the Fire etc.

➢ Preventive Maintenance:

1. This involves regular examination of equipment for defects and corrective measures thereof to keep
them in healthy condition. Preventive Maintenance is carried out to prevent failure.
2. Preventive Maintenance jobs are as specified in OEM instructions/recommendations which includes
activities like Lubrication, Cleaning, Adjustments, Tightness, Testing, and Corrective measures based
upon test findings and Replacements of worn out / defective parts.
3. The preventive maintenance checklist as supplied is to be followed and complied with for each specified
equipment.
4. Daily report / Monthly report for the jobs completed (clearly specifying the man power deployed for the
specific job, consumable used & time taken to complete the job) as per the ISO format given by GKEL
Mechanical Maintenance department.

➢ Predictive Maintenance:

This involves maintenance job as specified in the Work instruction (WI) which will be issued before carrying out
the job.

1. Depending on the inspection done in Preventive Maintenance schedule the condition of the equipment
is assessed for planned shutdown.
2. From the previous breakdown history and experience as planned by GKEL Engineers equipment will be
planned for shutdown inspection.
3. Depending on the life expectancy and scheduled replacement plan, equipment maintenance is planned.
During this all specified jobs of repair and replacement as per job/work instruction list has to be adopted.
4. Based upon the recommendations given by Conditioning Monitoring Group (CMG), maintenance is
planned well in advance to avoid breakdown as well as optimized use of the spares before replacement.
5. The main activities generally involve repair/replacement of bearing, shaft, sleeve, mechanical seal,
impeller, support bearings and damaged/eroded parts etc.

➢ Breakdown /Opportunity / Planned Maintenance:

Maintenance jobs as per requirement of GKEL Engineer

1. Personnel working is to be trained for the respective job for which they are engaged (preferably who
have experience of working in similar power plants).
2. Jobs requiring shutdown for the defect/repair etc. shall be planned and carried out (in the available time
period – as advised by GKEL Engineer). If required additional manpower has to be engaged.
Fabrication/replacement/erection of piping of sizes, 1”, 1 ½”, 2”, 2 ½”, 3”, 4”, 5”, 6”, 8” and 10” Carbon
steel/Alloy Steel/GI as and when required to be carried out in advance as advised by GKEL Engineers for
repair/replacement either during opportunity shutdown/breakdown/planned shutdown (for the jobs
which require shutdown of the system).
3. When the machines are planned for long shutdowns, the various repairs which can only be done during
shutdown are to be executed on war footing in consultation with GKEL planning. Needed extra
manpower to be mobilized on temporary basis for timely execution of majority jobs.
4. It includes gland packing, attending oil leakages, replacement/repair of valves if required,
attending to online steam leakage jobs & online leak sealing jobs where equipment/system cannot be isolated
immediately.
5. repair / replacement of NRV / isolation valves, repairs to cooling piping, hoses, replacement of ruptured
diaphragm of the turbine exhaust hood etc.
6. Jobs like filter/Strainer cleaning / replacement & repair of mesh etc. and other jobs required for start-up
of the Unit are to be carried out as advised by GKEL Engineer. Also jobs like replacement/repair of
inlet/outlet butterfly valves and their actuators, replacement of seals, Heat Exchanger’s tube cleaning, hot
well cleaning, and attending to vacuum leakages in the system, Oil Tanks Cleaning etc. are included if
required and as advised by GKEL Engineer. If required additional manpower may be engaged for the period
of the shutdown.
7. Condenser tube sheet & water box cleaning by water hosing during opportunity.
8. Inspection of Deaerator storage tank/nozzle repairs etc. during opportunity.
9. Attending leakages of Gauge glass isolation valves, cleaning of Gauge glass, etc.

10. Attending the Safety / Relief valves mounted on all static equipment, replacement of gaskets if required –
as advised by GKEL Engineer.
11. Execute touch-up Painting jobs - One coat of red oxide & 2 coats of Primer will be painted as and where
instructed (Paint shall be supplied by GKEL). The given scope of work is descriptive and is not exhaustive.
Any job required for achieving optimum generation and availability factor is assumed to be under the
scope of the contractor. Those jobs shall be carried out under the guidance of EIC or his representative.

SCOPE OF SERVICES & GENERAL CONDITIONS:

Scope shall include all jobs as mentioned above under Daily Defect Rectifications, Running Maintenance jobs,
Preventive, Corrective, Predictive, Modification, Planned, Opportunity and Breakdown nature for all the areas of
Boiler, Turbine & their Auxiliaries. No separate rates for individual activities. The list is not exhaustive. All equipment’s
existing are deemed to be in scope. Further details are provided below:

i) Scope includes Critical Equipment Maintenance and servicing where OEM/Expert support required
(Ex. Emergency D.G. Set, HVAC Chiller Compressors, Workshop Equipment, EOT & Hoists, Hydraulic
Jacks, Pipe Bending Machine, HT Pump, Sky Climber, hydrotest pump (UT pump) an all other areas
etc.). Expert services as and when required shall be executed on actual payment basis in
consultation with EIC, GKEL.
ii) Maintenance of Emergency D.G. Sets both in Phase-1 & Phase-2 to be taken up as required.
iii) Work shop operation is inclusive including providing Lathe operators for the same.
iv) 2000 square meters of insulation replacement against defects/repair removal is inclusive. Any additional
requirement to be agreed by EIC, GKEL and shall be considered on actual payment basis. This does not
include the repair/replacement of insulation in equipment/valve repairs.
v) Equipment and area cleaning during and after any maintenance works is inclusive. This includes removal
and shifting of the generated debris/waste from the work areas to designated waste disposal areas.
vi) Extensive support for 5S / Housekeeping is inclusive in the contract. Contractor has to implement 5S
standards and maintain it properly.
vii) Online Safety/Relief Valve’s Setting/Floating as required. Expert services as and when required shall be
executed on actual payment basis in consultation with EIC, GKEL.
viii) Condenser cleaning through in-house jet arrangement is inclusive. External agency services for
Condenser Jet Cleaning / Chemical Cleaning if required to be agreed by EIC, GKEL and shall be considered
on actual payment basis.
ix) Helium Leak Detection services as and when required as indicated by EIC, GKEL on actual payment basis.
x) EDDY current test services as and when required as indicated by EIC, GKEL on actual payment basis.
xi) ELC & LVDH Servicing & Maintenance in inclusive. External agency services if required to be agreed by EIC,
GKEL and shall be considered on actual payment basis.
xii) Structural Steel Access & Platform works upto 30MT inclusive, beyond is chargeable on per MT basis. xiii)
ESP Inspection / repairs to rapping mechanism, collecting electrodes, emitting electrodes, patch work to ESP
hoppers as and when required for arresting ash leakages/inspections. This includes Filter Bags replacement
(1500 Bags in each ESP per year) jobs during Opportunity & other Shut Down periods. Replacement of Filter
Bags beyond 1500 Bags in any ESP if required to be agreed by EIC, GKEL and shall be considered on actual
payment basis.

xiv) Only Overhauling jobs are not covered under this scope, i.e. when machine is declared for overhaul then
the jobs covered under overhaul are not under the scope of party.
xv) Party has to be certified for special class repairer’s license from Odisha Directorate for Boiler repairs. xvi)
The Contractor should be IBR certified and endorsed by Orissa Boiler Inspectorate.
xvii) Party has to arrange tractor for material handling and waste disposal as and when necessary.
xviii) The services to be rendered by the Contractor shall include all work assignments relating to and connected
with the maintenance support of the Plant and all such work for the fullest performance of the services
agreed to under this Agreement. The services shall be performed as promptly, efficiently and effectively as
possible taking into account the urgency and expediency of any particular requirement or operation and
strictly according to the specifications provided by the Principal Employer.
xix) The Contractor shall maintain detailed Daily/weekly and Monthly records of the plant.
xx) The Contractor shall also assess the requirement of various spares for execution of running & preventive
maintenance jobs at least three months in advance and submit the same to the plant authority for further
scrutiny and subsequent procurement action. In the event of breakdown/outage of any equipment any of
the two units, the Contractor shall have to take-up necessary repair jobs immediately as per instruction of
GKEL EIC even if there arises any controversy regarding scope of work/ cost involvement which will be
settled subsequently.
xxi) Defects found due to poor workmanship have to be liquidated free of cost by the party. Also a guarantee
period for the repaired work is 03 months from date of commissioning after repair.
xxii) Contractor and his employees shall co-operate with all other agencies at site.
xxiii) Contractor shall ensure discipline of the persons employed by them. Necessary entry gate pass for Plant
premises will be required for the Contractor employees according to the rules and regulations in force at
the time/during the period of Contract. Contractor shall do the necessary formalities required to obtain
the necessary gate passes.
xxiv) Contractor has to deploy persons every day in all four shifts including holidays & Sundays and whenever
necessary, extra man power has to be deployed as per the instruction of EIC.
xxv) All jobs are to be carried out only on obtaining a “PERMIT TO WORK” (PTW) from the Owner. Contractor is
responsible for all the activities carried between “Receiving the Permit” and “Returning of the Permit after
work completion”.
xxvi) Contractor to observe all safety regulations and practices prescribed by the Owner and according to local
statutory and international standards.
xxvii) Contractor’s Site Manager / Supervisors should have a contact number for contacting him over phone in
case of any emergencies for attending to the required services.
xxviii) If any one of the persons employed by the Contractor is found to be disobedient or not following the
instructions of the EIC, on intimation, the Contractor is required to replace the persons.
xxix) The Contractor to carry out the Jobs independently with inputs like P&ID, Drawings, OEM
recommendation etc. and the guidance of EIC wherever required. Contractor to ensure the availability of
the Equipment for Operation after doing maintenance.
xxx) A list of Mandatory manpower with requisite skills and expertise to be submitted to EIC, GKEL & certified.
This mandatory manpower is not transferrable. Contractor has to intimate EIC well in advance (at least 48
hrs.) for absence/leave planning for such manpower and arrange alternate matching skilled manpower
from other areas to mitigate the absence of any of the skills from this list for more than 2 days.
xxxi) Contractor need to submit Competency Mapping for its Team and identify the Skill gaps. Regular and
suitable onsite/offsite training/efforts to be exercised in increasing the skill level of all members and reflect
in reduction of the skill gaps biannually.

xxxii) Contractor shall submit the resumes for the personnel in Skilled & High Skilled level (at least 50% more
resumes than proposed required manpower) to be mobilized to the site. Owner shall scrutinize and
shortlist the candidates to be interviewed for final selection. The process of selection shall be completed
within a month time from Contract date. xxxiii) All the above works and any other works as per situation
demand if any, shall be carried out under the guidance of Owner’s EIC or his representative.
xxxiv) In the event if the contractor is unable to mobilize adequate number of skilled, semi-skilled unskilled
workmen with supervisors, GKEL shall at all risks and cost of the contractor arrange another agency to
complete the work with information to the contractor.
xxxv) Deploy trained and qualified personnel categorized for specific areas like E.S.P., HP parts of boiler of
suitable and sufficient numbers like supervisors, Millwright fitters, fitters, Riggers, H.P. welders & Helpers on
monthly average basis. Employ IBR approved Alloy Steel TIG Welder with a valid certificate (who in turn shall be
tested and certified by the designated GKEL Engineer) for the boiler tube repair jobs. For this, skilled specialized
manpower for cutting, edge preparation and post weld preparation to be deployed. xxxvi) Contractor will
Provide NDT (Radioactive, Ultrasonic, MPI etc.) services as required.
xxxvii) Removal and application of insulation required for carrying out emergency maintenance activity to
be carried out by the Contractor. However, Insulation & Al Cladding sheets will be supplied by GKEL.
Similarly, Castable refractory removal and application is to be carried out as per GKEL EIC instruction
(Castable refractory will be supplied by GKEL). Contractor shall shift the material from the storage location
to the work area, and shall return the left over material to the storage location in proper condition. This
includes removal and shifting of the generated debris/waste from the work areas to designated waste
disposal areas.
xxxviii) Erection and dismantling of Scaffolding / Sky Climbers as directed by GKEL Engineer for carrying out
maintenance activity inside boiler during periodic inspection and any tube repairs. Furnace frame
Scaffolding (Special) / Sky Climber’s material are in scope of GKEL.
xxxix) Boiler Inspection/Repairs like correction of buck stays, steam drum leakages, tube leakage attending,
assistance during hydro test of the boiler, scaffolding work wherever required, hanger supports
inspection/repairs, burner tilt settings/corrections, oil Gun cleaning as and when required, safety valve
repairs, gauge glass repairs/replacements, pent house patch works, assistance during boiler air leak test
and subsequent corrections, duct inspection/repairs as and when required, fabrication of access platforms
for safety as and when required, assistance during LRSB and Wall Blower operations, inspection/repairs to
LRSB’s and Wall Blowers, Inspection/repairs to Feed Control Valves, Isolating valves, actuators, Steam
Valves, assistance during overhauling of valves, assistance to OEM Service engineers for various
equipment’s during the opportunity shutdown – are in the scope of Contractor.
xl) All Liaisoning jobs with IBR related to Boiler tube repair lies in the scope of Contractor.

Schedule 3 - Performance deliverables / Key Performance Indicators

The Contractor to provide the detailed process, procedures, formats etc. for the methodology to be adopted for achieving and measuring each
KPI indicated in this Schedule 3 to the EIC for acceptance by EIC. The Contractor unconditionally agrees that this obligation has to be performed
and completed with 10 days from the Effective Date

Schedule 4 – General Tools & Tackles
• List of Tools & Tackles provided below is non-exhaustive and for illustration only.
• The Contractor shall arrange all tools and tackles required for performance of Services shall be arranged by
the Contractor at its cost except those which are to be provided by the Owner limited to as specified in
Schedule 12.
• Hand driven trolleys, pallets, sleepers required for regular movement, loading and unloading of equipment
and associated spares shall be provided by Contractor.

The list of T&P and consumables is only indicative and not exhaustive. Arrangement for any other
consumable and T&P required for timely completion of the job shall be the responsibility of the Contractor
and shall be arranged by him at his own cost. The contractor on closure of this Contract, if any, can take
these T&P and left over consumables, back.

OWNER Scope:

OWNER’s Scope shall be limited to as follows:


a. Free Power/water/air supply for maintenance of BTG
b. Lubricants/Greases
c. Spares for OWNER Facility.
d. Special consumables like SS electrodes, 7018A and above & special T & P’s. Electrodes like 7018
& 6013 etc. are in Contractor’s scope.
e. Heavy machinery like Crane, JCB, HYDRA, etc.

Schedule 5 - General Maintenance consumables to be arranged by the Contractor

i) Owner shall provide all Spares, Consumables going into the System. Special Tools & Tackles etc. will be
provided by Owner and Contractor shall be allowed to make use of such machinery facilities and
shall maintain in good condition. Any damage to the equipment due to fault of Contractor, the cost
at actual shall be recovered and Owner’s EIC decision is final in this case.
ii) All General Consumables and General Tools & Tackles are in the Scope of the Contractor.

iii) Contractor shall be responsible for safe custody of all the consumables, spares, tools and tackles,
special tools and other equipment issued by the Owner. Owner shall provide space for storage of
material and tools and equipment. Contractors shall keep all damaged and replaced materials or
scrap generated during Service in safe custody and the same shall be handed over to stores through
Owner’s EIC or his representative.

iv) Maintain Weekly & Monthly stock report of the Consumables / Lubricants / Spares as per the ISO
format given by GKEL Mechanical Maintenance department.

v) Arrange & shift the material (Spares / Consumables /Special Tools and tackles) from the GKEL Main
stores/storage location to the working area/sub store as per requirement of the job. The special
tools and tackles are to be maintained and returned to the designated storage location after
completion of the job in good working condition.

Schedule 7 - Contractor’s Safety Compliance

1. Safety compliance of the Contractor:

1.1 Contractor shall provide required no’s of appropriate PPEs (like helmet, shoes, safety glass, no’se
mask and earplug etc.) of good quality as per the relevant IS Standard/Owner approved safety
appliances to all his workmen & ensure safety policy of Owner strictly otherwise they will not be
allowed to work.
1.2 Before issue of required PPEs depending on the need of the area of work the sample of the same
must be provided to Owner safety officer for inspection & approval.
1.3 The Contractor shall be issued entry pass for their employees after due verification of the quality
of the standard PPEs and imparting necessary training well in advance (i.e. before 7 days of
commencement of work) by Engineer-in-charge / Safety Officer.
1.3.1 None of the Contractor’s employees shall be allowed inside the plant premises without valid gate
pass, safety shoes, helmet & other necessary PPEs.
1.3.2 Contractor shall ensure that all his employees use proper PPEs inside the plant premises as per
the work & site requirement.
1.4 Work is to be carried out under direct supervision of competent person only as effective
supervision can prevent unsafe acts & unsafe conditions arising during work.
1.5 Cordon off the work-affected area (down below / surrounding) to prevent others expose to work
hazards and restrict unauthorized entry.
1.6 Explain & discuss the job & workplace related Hazards, precautions & Safe Method of work
procedure with all crew members Via Tool Box Talk every day.
1.7 Always get clearance from Owner’s engineer-in-charge (day-to-day) to familiarize with plant
conditions, precautions & procedure with crewmembers. Task briefing in Tool Box Talk before
commencing the work.
1.8 Any change in intention during tenure of job should be brought to the notice of permit issuing
authority before effecting the changes.
1.9 Specific / Major jobs should be planned ahead in consultation with concerned Owner’s engineer-
in-charge.
1.10 When more than one agency is working at a place the concern agency should co-ordinate among
themselves for safety of persons working there through Cross PTW system.
1.11 Display all necessary Danger Cautions/Tags at (effective locations) affecting entry / areas.
1.12 Clearance from P&A section - Display notices regarding danger work execution. Work on Road,
Part of building / structure affecting general approaches or to Route blocking / Approaches.
1.13 Provide Red Flag / Lamp (for night) at entry / affecting areas for caution of danger to other /
adequate means to restrict entry. Where necessary provide Area illumination for nights.
1.14 Deploy experienced and physically fit person only and if necessary provide training to workmen.

1.15 Separate clearance from Plant / Area-In-Charge for work activities in plant / area regarding danger
work execution.
1.16 Always maintain good housekeeping standards. Do not stack/ store any material which obstructs
roads, access, approaches, stairs, ladders, emergency exists, firefighting equipment’s etc.
1.17 Keep First -Aid equipment’s and First-Aider made available at site.
1.18 Provide Induction training to all workers to perform actions in emergency situation. Inform about
Fire Alarms (Siren), assembly points, Emergency exists/contact numbers, Etc.

2. Electrical Precautions:
2.1 Electrical Power supply connection should be carried out through EMS only and provide Earth
Load Circuit Breakers to main supply point to prevent accidental shock.
2.2 Use all Electrical equipment’s & power supply cable conforms to ISI mark only.
2.3 As far as possible power supply cable length shall be kept minimum.
2.4 Provide armoured cable for Mechanical protection & earthing continuity.
2.5 Power supply cables shall be laid properly on safe routes only.
2.6 Installed Isolation switch is to hand so that the mains supply can be disconnected as quickly as
possible in case of emergency requirement.
2.7 ON-OFF switches of electrical equipment’s / Machines should be provided with suitable (Rating)
fuses and properly fixed with effective earthing.
(with suitable MCB /RCB)

3. Work on elevated position Precautions:


3.1 No person will go up on elevated position without wearing safety belt and anchored safety belt to
a lifeline ropes or firm anchoring point.
3.2 Use standard Safety belt double lanyard and inspect prior to use.
3.3 Use catwalk ladder, while working on fragile roof. Engage experienced person only.
3.4 Provide safety lifeline ropes for anchoring safety belts or fall arrestor, where necessary and
compulsory. (all the person working at height should pass through height phobia test)

4. Fragile Roof Precautions


4.1. Always use CAT WALK LADDER / ROOF LADDER, while working on fragile roof along with safety belt
and effective lifeline.
4.2. Use standard ladder for roof approach. Securely fix it on ground and/or Anchored from top. Wherever
necessary provide workmen to hold ladders at bottom. Never keep ladder in front of door opening

/ roads / approaches. While working kept door lock / provide barrier on road / approaches. Never
work on top step of the ladder. Never work beyond your approach limit.

5. Scaffolding Precautions
5.1. Use standard Scaffolding, should be of soundly constructed and adequately strength shall be used as
a safe means of access.
5.2. Deploy adequate numbers of experienced & competent persons for the erection and use of
scaffolding / Hanging scaffoldings / platforms.
5.3. Provide and follow the caution during erection of scaffolding Under Erection – Not for use until
completely erected and certified by authorize person. Scaffolds are to be inspected by qualified
supervisor before use and daily thereafter for damaged or weakened components. Special
Inspection - particularly important after high winds or job shutdowns.
5.4. Before starting the scaffolding erection, ensure the surface on which it has to be erected must be
made firm and leveled.
5.5. A scaffold or its components should be designed to support at least 4 times the maximum intended
load. If the scaffold is three times higher than the smallest base dimension, secure it to the building
or structure at the second lift.
5.6. All scaffolds shall be maintained in safe condition and no scaffold shall be overloaded, altered or
removed while it is in use. Do not use corroded or deformed couplers and make sure that the
threads are in good condition.
6. Scaffolding Work platform Precautions:
6.1. Scaffolds work platform shall be equipped with rigidly secured standard handrails, mid-rails, and
toe boards. Hand rail (42 inches high), mid rail Toe boards (4 inches high) Design to withstand 200
pounds of force from any direction. Scaffold platforms should be completely decked with safety
plank or manufactured scaffold decking. Platform planks must extend a minimum of 6 inches and
not over 12 inches from the bearing point.
6.2. No scaffold shall be used for the storage of material except that being currently used and ensure
that at no time / case any part of scaffold shall be overloaded. Material may not be stacked higher
than 24 inches on a scaffold platform. Dropping or throwing materials from the top and from
bottom to top should not be entertained. A rope shall be used for that purpose. While working
always secure hand tools with safe means.
6.3. Straight ladders should be provided for safe access to work platforms. The top of ladder shall be
secured with either wire or rope and extend at least 3 feet above the work platform. Never permit
climbing on cross bracings.
7. Lifting machines and tackles Precautions:
7.1. Use duly certified Lifting Machines (CPB, Winches, Elect Pulley Blocks, and Cranes etc.) Lifting
tackles (Wire rope slings, D shackles, Eye bolts etc.) and other lifting equipment’s.

7.2. Ensure Safe Anchoring Load of Anchoring Points before anchoring any Lifting Machines tackles
and other lifting equipment’s.
7.3. Ensure Safe Working Load of Lifting Machines, Tackles and all attachments are capable to lift the
Object / Equipment.
7.4. Ensure that all the rigging and lifting operations are carried out through experienced and
competent personal only. Ensure correct Slinging for lifting in case of any doubt get help of
standard Load chart.

Apart from the above mentioned Safety Requirements, Contractor shall strictly follow the “Contractor
Safety Compliance” as per the Annexure B issued along with this Agreement.
Schedule 8 - Free Issue Material

4. Free Issue Material to be provided by Owner:
Notwithstanding anything else contained in this Agreement, the Owner shall be obligated to
provide supplied limited to as detailed in this Schedule 12 only. All other materials, supplies,
consumables, tools, instruments, equipment & machinery etc. shall be arranged by the Contractor
at its own cost and such cost is deemed to be included in the Contract Price payable to the
Contractor.

This Agreement and maintenance Services of power plant equipment’s / systems covers round the clock
coverage. The Services shall be carried out round the clock including the holidays and Sundays.

The Contractor should keep required sufficient manpower at site to carry out the Services under this
Agreement as per satisfaction of EIC. Contractor should engage required additional man power in case of
requirement of plant emergency as per the direction of EIC. However looking to quantum of work & area

All the engineers / Supervisors must have hands on working experience in big Thermal Power plant. They
shall essentially possess the diagnostic skills required for maintenance engineers having competency for
timely response to breakdown, analytical & diagnostic skills, and capability to bring the equipment back
into service in minimum time with cost efficiency.

The contractor shall deploy Super-specialized/ Highly skilled manpower for attending Daily/ Weekly/
Monthly/ Quarterly/ Half Yearly/ Yearly/ Capital/ major overhauling/ Emergency break down/ Special
repair and maintenance works as per the maintenance schedule.

Contractor shall have all the required technical skills to carry out various kind of jobs mentioned in the
scope of work and will make all reasonable efforts to complete the job without any outside assistance.

Contractor shall also be responsible for any such non-compliance to statutory provisions that may arise
due to non-license holder workmen working in operational areas. However if Company deems fit
necessary to call an outside assistance to complete a highly specialized job, company shall bear all such
expenses. Decision of company to call the experts is exclusive and reserved and binding on Contractor.

Annexure C – GMR’s Code of Conduct & Business Ethics

This Supplier Code of Conduct and Business Ethics (“Code”) has been formulated by GMR Group (“GMR”)
based upon the set of ‘Values & Beliefs’ and business practices that GMR follows. GMR values the
relationship that it shares with all its vendors/ suppliers/service providers (“Suppliers”) and believes in
dealing with them in a fair and transparent manner. Similarly, GMR expects its Suppliers to comply with
the terms set forth herein and also to ensure that there is transparency in their dealings in all of their
activities and sites worldwide.

1. Ethics & Integrity

In order to maintain high standards of social responsibility, all Suppliers are expected to conduct
their business in an ethical manner and act with integrity.

a. Bribery and Corruption

The Suppliers hereby warrant that, they will not, either themselves or through contractors
or sub-contractors or through their agents/representatives, offer, promise or make any
payment, gift, to any of GMR’s employees, government officials or use other means to
obtain an undue or improper advantage in a manner contrary to the applicable laws
(whether applicable in the place that the Supplier is situated in or elsewhere) and that,
they have no knowledge that other persons who share a working relation with the
Supplier will, for the purpose of obtaining or facilitating the performance of, the contracts
entered into between GMR and the Suppliers or such other connected contracts.
Suppliers shall uphold fair business standards in advertising, sales, and competition.
Nothing in this Code shall however render GMR liable to reimburse the Suppliers’ agents
or their associates for any such consideration given or promised or for any consequences
arising out of such action that is violative of the applicable laws or involves using
corruptive measures.

b. Integrity

Suppliers warrant that, the Suppliers and/or their contractors and/or sub-contractors
and/or agents/representatives shall maintain high degree of integrity during the course
of their dealings with GMR. If it is discovered at any time by GMR that any
business/contract whether directly/indirectly connected to the contracts was procured
by playing fraud or by misrepresentation or suppression of material facts, the contract
entered into between GMR and Suppliers shall be voidable at the sole option of the
relevant entity of GMR. For avoidance of doubts, no rights shall accrue to the Suppliers in
relation to such business/ contract and GMR or any entity thereof shall not have or incur
any obligation in respect thereof. If such acts of the Suppliers result in defaming GMR or

results in third party claims or actions being brought against GMR, then in such case, the
Suppliers shall be required to indemnify GMR from and against any and all losses or
damages suffered by GMR.
c. Conflict of Interest

Suppliers warrant that they shall not enter into a financial or any other relationship with
a GMR employee that creates any actual or potential conflict of interest for GMR. For the
purpose of this Code, a conflict of interest arises when material personal interests of the
GMR employee are inconsistent with the responsibilities of his/her position with GMR. If
any such conflicts are present, the same shall be disclosed and approved in advance by
GMR management.

2. Labour Laws & Human Rights

Suppliers are expected to protect the human rights of their employees/workers and to treat them
with dignity and respect and in this regard, the Suppliers warrant that, in all of their activities,
Suppliers shall operate in full compliance with the laws, rules, and regulations of the countries in
which they operate and shall ensure not to use any form of forced, bonded, indentured, or child
labour.

a. Child Labour

Suppliers shall not employ/encourage employment of children, falling under such age
group that is prohibited from being employed by the applicable law, for providing of
services either internally or outside the premises of the Supplier.

b. Forced labour

Suppliers shall not use forced labour. Supplier shall not force/coerce the
employees/workers to work or demand services from the employees/workers under the
threat of some sort of punishment especially in cases where, the employees/workers have
not undertaken voluntarily to work for the Suppliers. All the services being provided by
the Suppliers’ employees/workers must be voluntary and the employees/workers shall be
free to leave the work or terminate the employment with reasonable notice. Suppliers
shall further ensure that, contracts for both direct and contract workers clearly convey
the conditions of employment in a language understood by the employees/workers of the
Suppliers. Where Suppliers shall be responsible for payment of all fees and expenses, the
Suppliers shall make the required payment to their employees/workers.

c. Fair Treatment

Suppliers shall provide a workplace free from hard inhuman treatment, or even the threat
of any such treatment, any sexual harassment, sexual abuse, corporal punishment or
other enforcement measures that compromise the individual’s physical or mental
integrity. Suppliers shall not threaten their employees/workers with or subject them to
harsh or inhumane treatment, including sexual harassment, sexual abuse, corporal
punishment, mental coercion, physical coercion, verbal abuse, or unreasonable
restrictions on entering or exiting company-provided facilities.
d. Anti-discrimination

Suppliers shall provide their employees/ workers with a workplace free from harassment
and/or deliberate discrimination or exclusion of preference made particularly on the basis
of race, national origin, skin colour, language, religion, caste, political affiliations, gender,
gender identity, sexual orientation, marital status, age, disability, pregnancy and related
medical conditions, military or veteran status, or on any other basis prohibited by the
applicable law.

e. Health and Safety


Suppliers shall provide a safe and healthy working environment that poses no risk to
health of the employees/workers working at their sites and ensure compliance with local
and national regulations. Suppliers shall commit to creating safe working conditions and
a healthy work environment for all of their workers.

f. Minimum Wages & Other Employee Benefits

Suppliers must pay the minimum salaries and employment benefits that are atleast equal
to the normal local salary or in compliance with minimum wages required by the
applicable laws and regulations and provide all legally mandated benefits and satisfy all
applicable employment laws.

3. Environment Protection
The Suppliers shall comply with all the applicable legal requirements, as well as with any existing
industry standards and guidelines regarding the environment and sustainability, but at the very
least (i.e. in the event that the legal requirements and/or any industry standards and/or guidelines
are less stringent than the requirements below or do not exist at all) with the following
requirements:

a. Resource Conservation and Emissions

Suppliers will use raw materials and natural resources in a responsible and economical
manner and make every effort to reduce the consumption of energy (electricity, heating),
water, and fuel by encouraging practices such as the modification of production,

maintenance and facility processes, material substitution, conservation, recycling and
material re-utilization, and further shall try to, reduce any associated emissions, try to use
environment-friendly means of transport.

b. Hazardous Substances

Suppliers shall identify and manage substances that pose a hazard if released to the
environment and comply with applicable laws and regulations for recycling and disposal.
Suppliers shall ensure the safe handling, movement, storage, use, recycling and/or reuse
and environmentally-friendly disposal of such substances, in their operations.
c. Improvement Objectives
Suppliers shall operate a systematic process of planning, training, implementation,
monitoring and evaluation for review of the impact caused on the environment. Suppliers
shall endeavor to use new progressive environmental technologies that lead to
measurable improvements in terms of environmental impact (e.g. climate change).

4. Management Systems
Suppliers shall adopt or establish a management system designed to ensure / facilitate
compliance with the Code and applicable laws and regulations, identify and mitigate related
operational risks, and facilitate continuous improvement. The management systems elements
should include the following elements:

a. Documentation
Suppliers must maintain and urge their subcontractors to maintain the appropriate
records necessary to demonstrate conformance and compliance with applicable laws and
regulations and the principles and expectations specified in the Code.

b. Audits

Suppliers will use periodic self-evaluation or such other auditing procedures to ensure
conformity to applicable laws and regulations and terms specified in this Code.

c. Implementation plans and Corrective Action Process

Suppliers shall have processes in place to make corrections or to address any deficiencies
or non-compliances herein.

5. Usage of GMR Logo and Brand

Suppliers shall not use GMR name, logo and trademark for any which purpose without specific
authorization by GMR. In case the Suppliers fail to adhere to the requirements specified in this

Clause, GMR shall have the option of terminating the contracts entered into with such Suppliers
and seek such relief including claim/s for compensation or damages as are available to it under
applicable laws.

6. Confidentiality
The Suppliers shall not pass any confidential information that belongs to GMR to any third party
unless otherwise authorized by GMR or is made available to the Suppliers by GMR.

7. Reporting Concerns
The conduct expected from the Suppliers and compliance with the same in accordance with this
Code is critical to the principles GMR believes in and the way it conducts its business. If you have
