3. Since the last year, the State has successfully implemented One Nation One Ration Card
(ON_~RC). which is one of the most ambitious plans of the Government. Under this
amb1t10us ONORC plan, NFSA Ration Card beneficiaries can avail their entitled foodgrains
fro~ any_of the Fair Price Shops in the Country through National Portability by just stating
therr Ration Card Number/ Aadhar Number along with bio-authentication at the Fair Price
Shop. At present 32 States / UTs have implemented ONORC, except for West Bengal,
Chhattisgarh, Delhi and Assam . In the month of April-2021 , the State has registered over
7 lakh Intra-State portability transactions and over 300 Inter-State portability transactions.

4. Under the ONORC plan, the Government has published an Android mobileapp in Google
Plavs tore under the name "'Mera Ration" . Through the " Mera Ration" mobileapp the
department staff / bene fi ciaries I citizens can perform the following functions :
4.1. REGISTRATION
Using " Ration Card Number" register the Migrant Worker in Karnataka State for
foodgrains by providing current address and contact details.

4.2. ELIGIBILITY CRITEIRA


Using ••Ration Card No I Aadhar No", find out whether Migrant Worker is eligible for
Inter-State Portability.
4.3. KNOW YOUR ENTITLEMENT
Using ..Ration Card No / Aadhar No", find out the Migrant Worker' s foodgrains
allotment and balance remaining entitlement.
4.4. NEARBY RATION SHOP
Using geolocation feature of smartphone, search for nearby Ration Shops .

5. To support the migrant workers at this unprecedented time of COV_ID-dl 9 pandemic, it is


requested to create awareness among all the staff throughout yo~r lme ep;rtn~;nr ~cross
the State, and give them necessary direction_s to use the above mobileapp to I ent1 y migrant
workers with NFSA Ration Cards and provide them necessary support so that they are able
to avail their entitled foodgrains in advance during the month of May-2021.

Su~ject: Reaching out to migrant NFSA beneficiaries through One Nation One
Ration Card Plan - reg.

Sir/Madam,

As you are aware, migrant workers/ people are highly vulnerable in the
current _COVID-19 pandemic situation and timely availability of subsidized /free
Foodgrams to them assumes great significance. During this situation of COVID-19 in
the country, One Nation One Ration Card (ONORC) plan plays a vital role to
provide portability of food security and enable to migratory beneficiaries to lift their
entitled quota of subsidized foodgrains by just providing their same/existing ration
card number or Aadhaar number to any ePoS-enabled FPS dealer. We need to
ensure that poor and vulnerable migratory beneficiaries do not suffer on account of
non availability of foodgrains during the unprecedented time of economic crisis.

2. ONORC is an ambitious plan and effort of the D/o Food & Public
Distribution in association with State/UT Governments towards achieving nation-wide
portability of the benefits under the 'National Food Security Act, 2013'
{NFSA)/Pradhan Mantri Garib Kalyan Anna Vojna (PMGKAY) and is highly beneficial
for the numerous migratory beneficiaries who frequently change their place of
dwelling across the country in search of temporary employment or for other reasons.

3. In order to ensure full-utilization of One Nation One Ration Card (ONORC)


facility by migrant NFSA beneficiaries , concerned States/UTs are requested to:

a. Give full-scale publicity of ONORC in collaboration and partnership of Labour


Department, District administrations, Industrial associations and NGOs to
reach out and deliver entitled Foodgrains.
b. Promote the use of voluntary registration facility by migrant beneficiaries
through toll free number '14445' and 'Mera Ration' mobile application to
assist beneficiaries and deliver entitled foodgrains on priority.
c. Ensure adequate supply of foodgrains at Fair Price Shops to meet the
demand of all migrant beneficiaries under ONORC plan. Further, this
Department has issued a letter on 03/06/2020 to States/UTs for availing
advance foodgrains requirement under ONORC plan.(copy enclosed)

d. Ensure the distribution cycle of foodgrain for entire period of the month so
that access to foodgrains may be available to migratory beneficiaries ac;oss
the country under ONORC plan.

e. Instruct all Fair Price Shops to remain open throughout the month and
distribute entitled Foodgrains to migrant workers/ people at their convenient
time by following social distancing, other hygiene measures and others etc as
per department's letter dated 18/03/2020, 03/04/2020 and 23/04/2020.

4. Further, keeping in view of COVID -19 present pandemic situation, this


Department has issued advisory on 19/04/2021 regarding advance distribution of
foodgrains to beneficiaries. This may also be considered during PGMKAY
distribution to beneficiaries.

5. All concerned 32 States/UTs (so far enabled ONORC plan) are requested to
ensure its robust implementation and preparedness to ensure seamless access of
NFSA/PMGKAY foodgrains to migrant NFSA beneficiaries from any Fair Price Shop
in their States/UTs under ONORC plan. Further, remaining States/UT i.e. Assam,
Chhattisgarh, Delhi, and West Bengal are requested to implement the ONORC at
the earliest by fulfilling all technical pre-requisites so that migrant beneficiaries may
take benefit of ONORC facility across the county.
