preface
This course book has been written for the fourth-year students of English at t h e Foreign
Languages Department, Duy Tan University. The material is designed to provide English
students with the areas where they might find themselves involved in speech interpretation.
With a fund of 64 hours class work, this course book is intended for students who have had
several years of exposure to English, but who are not fully using English for conference
interpretation. Many of the conference interpretation activities are appropriate for students
whose proficiency in the language is within the range of low to advanced levels. Ranging from
politics and economics to culture, sciences, education or international relations, students will
begin to understand how native English speaker use language in speech interpretation
situation. By this time English students finish this course, they are likely to develop their
English conference interpretation skills.
To meet the DTU students’ academic requirements, we have collected and compiled core and

INTRODUCTION
Aims and Targets
Be able to make an explicit separation between interpretation and translation.
Get to understand the two modes and the seven types of interpreting.
Make access to the seven kinds of conference.
Get to know and study the recommendations to an interpreter.
1.1.1. Translation
Translation is the transference of meaning from text to text (written or recorded), with
the translator having time and access to resources (dictionaries, glossaries, etc.) to
produce a faithful, true, and accurate document or verbal artifact.
Translators have time to consider and revise each word and sentence before delivering
their product to the client.
1.1.2. Interpretation
To interpret a speech is not to translate it word for word. To interpret a speech from its
source language is to transfer its semantic, connotative and aesthetic content into
another language, using the lexical, syntactic and stylistic resources of the second, or
"target" language for that purpose. To interpret is first and foremost to understand the
intended message perfectly. It can then be "detached" from the words used to convey it
in the original and reconstituted, in all its subtlety, in words of the target language.
Interpreting is a constant to-ing and fro-ing between different ways of thinking and
cultural universes.
CONFERENCE
INTERPRETATION
Consecutive interpretation: The interpreter sits at the conference table with the
delegates, listening to whoever is speaking in the source language and making
notes as the speech progresses. When the speaker has finished, the interpreter
reproduces (consecutively) the message in the target language, in its entirety and as
though s/he were making the original speech.
While interpreters try to achieve total accuracy at all times, details of the original
(source) speech can be omitted from the interpretation into the target language,
without a pause. Conversely, in signed languages, when a word is used for which
there is no sign, expansion may be necessary in order to accurately interpret the
message and give the recipient the same message as those who are hearing it from the
speaker.

1. 2. TYPES OF INTERPRETING
The right to a competent interpreter for anyone who does not understand the language
of the court (especially for the accused in a criminal trial) is usually considered mental
rule of justice. Therefore, this right is often guaranteed in national constitutions,
declarations of rights, fundamental laws establishing the justice system or by precedents
set by the highest courts.
Depending upon the regulations and standards adhered to per state and venue, court
interpreters usually work alone when interpreting consecutively, or as a team, when
interpreting simultaneously. In addition to practical mastery of the source and target
languages, thorough knowledge of law and legal procedures is required of court
interpreters. They often are required to have formal authorization from the State to
work in the Courts, and then are called certified court interpreters. In many jurisdictions,
the interpretation is considered an essential part of the evidence. Incompetent
interpretation, or simply failure to swear in the interpreter, can lead to a mistrial.

Focus groups can run aground for many reasons, yielding information that's of little use
to your business. Here's how to overcome the built-in limitations of focus groups and
glean the facts you need. Focus groups are most meaningful when they help you design
and interpret research that uses other methods.
The focus group enables a small number of people to work together to solve a specific
type of problem. It is one of the most misused techniques because it is easy to execute
when done incorrectly.
Focus groups provide a single data point, not a statistically valid estimate from a
random sample of the target audience. They represent the one or two people who seem
to dominate the group.
* To design other types of research. Focus groups can isolate issues that a survey
could later quantify. For example, before Coca-Cola launched its ill - fated New
Coke, a focus group revealed that customers might react very negatively to a
change in the soft drink's formula. If secrecy weren't at stake, then a national
probability survey could have followed to assess risks and reveal how important this
issue was relative to other issues. Use focus groups not to validate hunches, but
to

meetings and interviews, usually in an informal setting and without using any kind of
equipment.

Professional interpreters will work into and from both your foreign and local languages
and generally act as cultural liaisons between the parts. This kind of non-specialist
interpretation service is usually provided in consecutive or whispered modes on what the
specific communicative situation requires.

Local private markets tend to bi-lingual meetings (the local language plus another)

mutually exclusive.

It is a telephone call in which the calling party wishes to have more than one called party
listening to the audio portion of the call. The conference calls may be to allow the

called party to participate during the call, or the call may be set up so that the called
party merely listens into the call and cannot speak. It is often referred to as an ATC
(Audio Tele-Conference).
Conference calls can be designed so that the calling party calls the other
participants and adds them to the call. In most cases, the participants are able to call
into the conference calling themselves, by dialing into a special telephone number
that connects to a "conference bridge" (a specialized type of equipment that links
telephone lines).
Usually, most companies use a specialized service provider who maintains the
conference bridge, or who provides the phone numbers and PIN codes that
participants dial to access the meeting or conference call.
For true communication to exist, people must be able to make their points in their
own language, secure in the knowledge that not only can they be understood but
also that they will be able to understand the statements made by others.
Conference interpreters are needed for this to happen. Their role is to act as a cross-
cultural link, facilitating multilingual communication.

field of Conference Interpretation is especially demanding because of the variety of
complex tasks that are involved in terms of:
1. General knowledge
2. Cultural knowledge
3. Conference Interpretation skills
All of these tasks are in addition to proficiency in the language to be used, which is
clearly a prerequisite for study in conference interpretation.
A good conference interpreter has to be a veritable mine of information no matter
what subject he is dealing with. If you are interpreting a lecture on genetics and you
don’t know what schromosome is, you are in double trouble! Besides vocabulary is not
enough – in order to m a k e s e n s e out of a text or a speech, you have to understand
what the author is really saying. Conference Interpretation involves ideas, NOT words.

2.1.1.1. Knowledge
Complete mastery of the active (target) language(s), i.e. the language(s) into which
the interpreter works

On the preceding pages, the term "language combination" has been used several times.
The term refers to the languages an interpreter uses professionally. These ‘working’
languages can be further subdivided into ‘active’ and ‘passive’ languages. Below
a fuller description is provided of the different terms, following the AIIC
classification of A, B and C languages.
Active languages are those languages into which the interpreter works. An active
language can be one of two kinds:

A language: the interpreter's mother tongue (or another language strictly equivalent
to a mother tongue), into which s/he interprets from all other working languages,
generally in the two modes of interpretation, simultaneous and consecutive.
AIIC members are expected to have at least one a language.
B language: a language into which the interpreter works from one or more of
her/his other languages and which, although not a mother tongue is a language of
which s/he has perfect command. Some interpreters work into B languages in only
one of the two modes of interpretation.
In principle, an interpreter’s main active language is the mother tongue - the language
in which the interpreter was formally educated and feels completely at ease. An active
language which is not the interpreter’s mother tongue can only be acquired after years
of hard work and frequent stays in a country of that language. Usually, however, the
second active language reaches a satisfactory standard only after many years of
practice and is more suited to interpretation of technical discussion where lexical
accuracy is more important than style or very discrete shades of meaning. It is
customary only to work into the second active language out of the mother tongue.
The very rare case of true bilinguals, i.e. people whose personal circumstances have
resulted in their having two "mother tongues", is the exception that proves the rule.
Bilingual interpreters are much in demand, especially if they can offer a third language.
Passive languages are those languages of which the interpreter has complete
understanding and from which s/he interprets. These are what interpreters call their
C languages, according to AIIC classification.

The concept of ‘working language’ also obtains for international organizations and
meetings or similar events in which participants from different countries come
together. This second meaning of the term designates the languages in which the
organization or body conducts its business, and hence, the languages which delegates or
participants use to communicate.
- Have a wide knowledge of vocabulary as well as specialized terms in mind and use
them effectively.
- Remember exactly what lecturers speak.
When interpreters work, they have to analyze everything that they are hearing, and
to internalize it so that they can re-express what they have understood for the
listeners in another language and another culture. This means that the ability to analyze
information and contrue meaning , as well as using their intuition to anticipate what
the speaker is going to say, is invaluable.
2.1.2.10. Speed of Reaction and Ability to Adapt Delay to Speakers, Situation and
Subjects
When recruited for a conference, the interpreter often has only limited time in which
to prepare for the meeting, with or without documents. This means that the essentials
of the subject, very often a previously unfamiliar one, have to be grasped rapidly,
including the technical terms, so that they can be used appropriately. Each new
speaker may be an unknown quantity to the interpreter who consequently has each
time to adapt instantaneously to a different accent, to the pace and style of each
individual.

The very high level of concentration required to perform the operations involved in
simultaneous interpretation has to be kept constant. A lapse in concentration and
both the interpreter as well as those listening to the interpreter may lose the
thread of the argument. The interpreter must be able to sustain this high level of
concentration for about half an hour before a colleague takes over. In simultaneous
interpretation there are always at least two interpreters per booth. Staying power
is certainly something that can be increased with practice, but it should be an initial
quality to be looked for in the prospective interpreter.
An interpreter must be a clear and lively speaker and despite working under pressure,
an interpreter's delivery must remain smooth and the voice pleasant so as to prevent
the listeners' attention from slackening.
These qualities are not exercised independently of one another as and when needed,
but come together to constitute a whole, i.e. a professional interpretation. A genuine
interpreter identifies closely with the speaker and while interpreting will adopt the
speaker's point of view. This is particularly apparent in consecutive interpretation but
whatever the mode of interpretation, an interpreter's finest reward is to see the audience
laughing at the witticisms of the original, albeit in another language, responding to the
rhetorical effects of the speaker, nodding in agreement or shaking their heads in
disagreement, in other words acting as though the speaker and the interpreter were
one and the same person.
Lastly, an interpreter needs tact and diplomacy to deal with difficult situations
(misunderstandings, tension) and to know how to behave in relation to the
delegates, regardless of their attitude towards the interpreter.

The intellectual training and maturity acquired by a university education is the best way
of preparing for interpreting as a profession. A language degree is not necessarily the
best t r a i n i n g f o r interpretation. Degrees in law, economics, etc. are useful
provided that the candidate knows her/his working languages well enough.
Interpreting techniques per se can be acquired later. But only those candidates with the
required aptitudes are likely to benefit from formal training in interpreting.
The interpreter's high degree of intellectual curiosity means that s/he will be able to
follow the participants without difficulty, particularly references to current
economic, political or social affairs. Thanks to extensive general knowledge, the
interpreter will be able to place a speaker's utterance in its general context.
Under no circumstances does the interpreter depart from the strictest intellectual
integrity.
Interpreters are in great demand in the current global climate. With people from all
over the world participating in business meetings, conferences and events,
overcoming the language barrier naturally becomes the key to ensuring all
attendees contribute and benefit from such occasions. The interpreter is an
integral cog in the wheel of cross cultural communication. Knowing how to hire and
work with an interpreter is a must for international business personnel.
Hiring an interpreter is the easy part. Most agencies that provide interpreters will only
work with qualified and experienced interpreters. In addition, they will ensure an
interpreter is familiar with the subject matter, i.e. an interpreter specializing in medicine
will not be used in an agricultural conference.
Working with an interpreter offers challenges. Interpreters on the whole have a stressful

job. Unlike translators they do not have the luxury of breaks and time to think.
Interpreters have to perform 'live' and in front of an audience. In order to ensure you
get the best out of an interpreter, good communication is necessary.
2.2.2. Try and Brief an Interpreter Prior to Any Face to Face Meetings
Familiarize them with who’s, what’s and why’s. If there is any specific terminology to
be used ask them if they understand it. If you foresee any tricky issues or tense topics,
prepare them for it.
Even though you cannot understand what is being said, show interest, keep eye
contact and remain focused. If you start to converse through an interpreter you lose
any chance of building trust, rapport or confidence.
Most interpreters will agree that jokes do not translate well. If you are giving a speech
and plan to start it off with a joke, it is advisable to consult the interpreter first to see if
they think it will work.

An interpreter should never translate emotions. If the speaker is annoyed this will be
obvious in their body language and tone. Never involve the interpreter at a
personal level in any discussions and if you see an interpreter translating your
emotions, ask them to stop. The interpreter is there to purely translate what is being
said.
2.2.10. Not to Change or Alter What You Say Even If They Think It May Cause
Offense
If you plan to talk about a controversial issue let the interpreter know. Before
discussing it with an audience announces that what will be said is not the opinion of
the interpreter but your own.This then frees the interpreter of feeling uncomfortable
and nervous.

These guidelines should enable you to get the best out of your interpreter and
consequently your business meeting, presentation, conference or event.
The staff interpreter, on the other hand, has a steady job and the various benefits that go
with it. Having only one employer s/he becomes part of a group and can become
involved in the organization’s activities. Life as a staff interpreter is more predictable.

When interpreting, interpreters should avoid translating like a machine, but:
In Vietnamese, should use simple words and clear meaning; shouldn’t use
ambiguity.
In English, should use small words or basic words to interpret.
Should keep calm and remember practicing - "Practice makes perfect".

3.1.1. Roles of Idioms
Idioms, a part of language, are everywhere: newspapers, books, on the radio, on the
TV, in daily conversation. Mastering idioms help you sound more native English and
better understand native English speakers.

3.3. FIGURES
Many complex figures are always used in speeches, so interpreters have to follow three
principles to make sure figures interpreted exactly and effectively.

However, how to use the signals depends on each interpreter. Two main targets to reach
are: accuracy and fluency.
When interpreting, interpreters should maintain the certain distance between the speeds
of speakers and interpreters. And it is very necessary for interpreters to follow the
following techniques:

A conference interpreter should wait until speakers finish sense group or a short
sentence and then interpret exact meaning. Try to maintain the short distance between
the speeds of interpreting and of speakers.
To practice this technique, you can use recording tape to guess sense group as well as
the interruption of sentences. When interpreting, remember not to change the
syntax or grammar of speeches so much.
The interpreter shouldn’t interpret words by words but the speaker's ideas.

In this Phase Two of Interpreting, interpreters retrieve messages from their short-
term me mo ry a nd reconstruct the speech (Rem), read the notes (N), and produce
the Target Language Speech (P).
However, for Simultaneous Conference Interpreting:
SI = L + M + P
SI = Simultaneous Interpreting
L = Listening and Analysis, which includes "all the mental operations between
perception of a discourse by auditory mechanisms and the moment at which the
interpreter either assigns, or decides not to assign, a meaning (or several
potential meanings) to the segment which he has heard."
M = Short-term Memory, which includes "all the mental operations related to
storage in memory of heard segments of discourse until either their restitution in
the target language, their loss if they vanish from memory, or a decision by the
interpreter not to interpret them."
P = Production, which includes "all the mental operations between the moment at
which the interpreter decides to convey a datum or an idea and the moment at which
he articulates (overtly produces) the form he has prepared to articulate" In both
models, Gile emphasizes the significance of Short-term Memory. It is actually
one of the specific skills which should be imparted to trainees in the first stage
of training. Among all the skills and techniques which are required for a good
interpreter, memory skill is the first one which should be introduced to trainee
interpreters.

Memory in interpreting only lasts for a short time. Once the interpreting assignment is
over, the interpreter moves on to another one, often with different context, subject and
speakers. Therefore, the memory skills which need to be imparted to trainee
interpreters are STM skills.
a. Input of information: It is generally held that information enters the STM as a
result of applying attention to the stimulus, which is about a quarter of a second.
b. Capacity: As mentioned in the previous section, the capacity of STM is
limited and small.
c. Modality: To store information in STM, it must be encoded.
d. Information Loss: There are 3 main theories of why we forget from our STM:
(1)Displacement — existing information is replaced by newly received information
when the storage capacity is full.
(2) Decay — information decays over time.
(3) Interference — other information present in the storage at the same time
distorts the original information.
e. Retrieval: There are modes of retrieval of information from STM.
(1) Serial search — items in STM are examined one at a time until the desired
information is retrieved.
(2) Activation — dependence on activation of the particular item reaching a
critical point.

Good morning and thank you for inviting me to participate in the 11th Annual
International Securities Settlement Conference. It is a pleasure to be here today to
consider the important topics on the program agenda. I will offer my
perspective on the U.S. experience in promoting efficiency in the clearance and
settlement process that I hope will be relevant at this conference about the
current situation in Europe. I emphasize that this is my overview, and does not
necessarily reflect the views of the SEC or other members of its staff.

Một lần nữa thay mặt Lãnh đạo Bộ Y tế, tôi xin trân trọng cảm ơn Liên hợp
quốc, Quỹ Dân số Liên hợp quốc, các tổ chức quốc tế và đội ngũ cán bộ, phóng
viên, biên tập viên các cơ quan báo chí trong và ngoài nước đã và đang nỗ lực
giúp đỡ Việt Nam thực hiện ngày càng hiệu quả hơn công tác chăm sóc sức khỏe
nhân dân nói chung và chương trình DS-SKSS nói riêng. Bộ Y tế cũng mong
muốn tiếp tục nhận được sự hợp tác, hỗ trợ trách nhiệm của quý vị trong thời gian

changes arising from competitive forces and technological advances in ways that

education services, and executive education programs. Our plans call for the
Center to provide educational opportunities for learners of all ages and intellectual

From the outset of this project, Dean George Gau and the McCombs School of
Business have played a prominent role in the conception and planning of the

Trước hết xin thay mặt Trung tâm Thông tin, BQLDA xin trân trọng cảm ơn UB
DS - GĐ & TE, BQLDA tỉnh Nghệ An, UB DS - GĐ & TE, BQLDA huyện
Quỳnh Lưu, UB DS - GĐ & TE và các cán bộ, nhân dân hai xã Quỳnh Bảng và
Quỳnh Xuân đã nhiệt tình cộng tác giúp đỡ chúng tôi thực hiện tốt các hoạt động
của dự án trong thời gian qua.
Kết quả dự án giới thiệu trong hội thảo này, ngoài các báo cáo tham luận của các
nghiên cứu viên thì nội dung chính là giới thiệu cuốn sách về "Nhập đề về nhân học
xã hội trong bối cảnh Việt Nam ". Với sự giúp đỡ của các GS, TS của Trường đại
học tổng hợp Copenhagen Đan Mạch đã lựa chọn phương pháp giới thiệu một bộ
môn nghiên cứu mới thông qua những ví dụ cụ thể về những con người, những
cuộc sống của những người dân thuộc địa bàn nghiên cứu. Cách tiếp cận dễ hiểu,
dễ tiếp thu như đang đọc cuốn truyện về số phận của những con người tại địa bàn
nghiên cứu giúp cho người đọc dễ nhớ và dễ tiếp cận với một bộ môn nghiên cứu
mới được đưa vào Việt Nam.
Phương pháp nghiên cúu với cách tiếp cận những cá nhân trong chủ thể nghiên
cứu, xem xét cụ thể hoàn cảnh của từng cá nhân, quan tâm đến tâm tư nguyện
vọng, nhu cầu của từng cá nhân /để có thể rút ra những khuyến nghị bổ ích cho các
nhà hoach định chính sách, thiết lập kế hoạch la hoàn toàn cần thiết cho thời gian tới
khi công tác DS, GĐ & TE ở Việt Nam dần đi vào chất lượng.
Việt Nam chúng ta trong thời gian vừa qua là tập trung giải quyết giảm tỷ lệ sinh với

nhận định "Sự gia tăng dân số quá nhanh là một trong những nguyên nhân quan
trọng cản trở tốc độ phát triển kinh tế-xã hội, gây khó khăn lớn cho việc cải thiện
đời sống, hạn chế điều kiện phát triển về mặt trí tuệ, văn hóa và "nếu xu hướng
này cứ tiếp tục diễn ra thì trong tương lai không xa đất nước ta sẽ đứng trước
những khó khăn rất lớn, thậm chí những nguy cơ về nhiều mặt.” Nếu chúng ta
không có những nỗ lực vượt bậc để giảm nhanh tốc độ gia tăng khủng khiếp này,
so sánh với các n ướ c c h â u Á như Hàn Quốc, Thái Lan, Trung Quốc... , chúng ta
lại càng thấy tiếc cho thời gian đã bỏ lỡ.
Trên thực tế, công tác DS - KHH GĐ nói riêng và nay là công tác DS - GĐ
& TE, trước hết là công tác tư tưởng - văn hóa sau đó mới là hành vi. /Để chuyển
từ những quan niệm, tập quán suy nghĩ vốn tồn tại hàng nghìn đời nay trong đời
sống xã hội và cá nhân của chúng ta như "trời sinh voi, trời sinh cỏ", "một con,
một của", "đông con nhiều phúc", "mười con gái coi là không, một con trai mới là
có" v.v... sang chấp nhận một giá trị mới của đời sống gia đình là sinh đẻ ít con;/ từ
chỗ coi cơ chế sinh đẻ là chuyện cấm kị trong những vấn đề về đạo đức xã hội sang
việc chấp nhận sử dụng những biện pháp tránh thai một cách tự do và tự nguyện là
một cuộc vật lộn đổi thay trong mỗi cá nhân, trong mỗi cộng đồng./ Chính vì vậy,
điều cốt lõi nhất của công tác DS - GĐ & TE là phải làm chuyển biến cho được
nhận thức của người dân, rằng chúng ta làm điều đó chính vì lợi ích của bản thân
họ, gia đình họ thì công tác DS - GĐ & TE mới thành công vững chắc, xã hội mới
ổn định và phát triển bền vững.
Những điều nói trên đã được nêu trong các báo cáo và đã được đăng tải nhiều lần
trên các phương tiện thông tin đại chúng nhưng tất cả những điều đó không phải là
điều chủ yếu muốn đề cập đến trong bài viết này. Điều muốn nói là: Công tác DS -
GĐ & TE hàm chứa trong nó những nội dung phong phú đầy tính nhân văn, ẩn
chứa trong nó những gia đình nho nhỏ, những cuộc đời và thân phận từng con
người, bởi vì mục đích trước hết của công tác này là vì từng con người, những con
người cụ thể với tất cả vui buồn, sướng khổ đang sống cũng như sẽ sống ở những

Do đó công tác DSGĐ&TE không thể chỉ thực hiện trong các cuộc họp, hội nghị,
hội thảo mà còn phải tác động cả trực tiếp lẫn gián tiếp, cả nhận thức lẫn tình cảm
đến những đối tượng trong độ tuổi sinh đẻ, và không chỉ riêng họ, ở mọi nơi, mọi
lúc và trong mọi mối quan hệ của họ. Chính vì vậy, trong công tác DSGĐ&TE,
đang có một đội ngũ đông đảo hàng trăm ngàn cộng tác viên tình nguyện, ngày
đêm mang đến cho những cặp vợ chồng những thông tin, những hiểu biết về
phòng tránh thai, chăm sóc con cái. Những cộng tác viên tình nguyện này làm
việc đó không phải vì tiền, cũng chẳng phải để được ghi nhận công lao mà chính
vì một mong muốn giản dị là được đem lại hạnh phúc cho những người khác trong
cộng đồng.
Là những người làm công tác nghiên cứu DSGĐ&TE/, chúng tôi nghĩ rằng/ công
cuộc vận động đầy cam go/, phức tạp này/ cần được nghiên cứu sâu, //phản ánh
một phần của cuộc sống hiện thực,/ có thể cung cấp những chất liệu không kém
phần phong phú /để những người nghiên cứu bằng tài năng và ý thức đạo đức của
người nghiên cứu// tạo ra những sản phẩm đích thực/ có tác dụng mạnh mẽ/ làm
chuyển biến nhận thức và tình cảm của người dân/ đối với công tác DSGĐ&TE//
mà mục tiêu/ là làm cho mọi người tự nguyện chấp nhận/ "dù gái hay trai/, dừng lại
ở hai con/ để nuôi và dạy cho tốt/, xây dựng gia đình ấm no hạnh phúc"/ sớm
thành công/ và thành công vững chắc.

Nhìn lại năm qua tôi có thể nói rằng dưới những nổ lực phối hợp giưũa chính phủ
và nhân dân, chúng ta đã có đợc mọt năm rất thành công. Dù trong lĩnh vực chính
trị, kinh tế hay xã hội, đều có sự cải cách và tiến bộ to lớn mà tôi nghĩ mọi người
đều đã cảm nhận được trong cuộc sống hằng ngày. Nhưng chúng ta không được
thoả mãn với những gì chúng ta đã có. Chúng ta phải tiếp tục cố gắng xem nhu cầu
cảu nhân dân là nhu cầu của chúng ta, ổn định trật tự xã hội, bảo vệ lợi ích cuả
nông dân và công nhân, đồng thời cải thiện môi trường song và chất lợng cuộc
sống của chúng ta để đạt được phúc lợi lớn nhất có thể có cho người dân.
Chúng ta tin tưởng sâu sắc rằng một xã hội càng dân chủ, tự do và cởi mở bao
nhiêu thì sự tiến bộ và phát triển sẽ càng nhanh chóng và xã hội sẽ càng ổn định và
thịnh vượng bấy nhiêu. Nhưng đồng thời chúng ta cũng phải nhận thức được rằng
sự tôn trọng luật pháp, đoàn kết tin tưởng lẫn nhau, và tình yêu thương thậm chí còn
mạnh hơn việc xây dựng đất nước.
Từ hôm nay trở đi vẫn còn nhiều việc phải làm: nhiều tự do hơn trong kinh tế, tự
do hoá hơn nữa nền kinh tế, dân chủ hoá lĩnh vực chính trị, sự bình đẳng trong xã
hội và sự phát triển về giáo dục. Công việc này cần phảu có sự tham gia kết hợp
của từng và mọi công dân.
Hiện nay nguồn nhân lực, nguồn tài chính, công nghệ và những nguồn tài nguyên
có sẵn khác của chúng ta tốt hơn bao giờ hết. Chỉ khi chúng ta phấn đấu và làm việc

đấu và làm việc với sự quyết tâm, nỗ lực và làm việc xuất sắc như những công dân
hiện đại thì các triển vọng tương lai của chúng ta về việc hiện đại hoá, xây dựng và
phát triển đất nước sẽ tràn đầy niềm tin và hy vọng vô song.
Ngày mai là năm mới. Giờ đây tôi xin được gửi lời chúng mừng trước của tôi đến
tất cả đồng bào, chúng tất cả đồng bào hạnh phúc và nhiều niềm vui trong năm mới.

Social and human sciences also play a very important role in the economic,
social and cultural development of nations and contribute to the application of
science and technology to development, which is essentially a multidisciplinary
enterprise.
Technology is the more direct and apparent body of knowledge that enables
production processes to be transformed. It therefore plays a vital role in
development. The aim of the developing countries should be to strengthen their
technological capacity, so as to acquire an endogenous capability in the choice,
transfer, adaptation, development and application of technology in the light of local
assessments and priorities.

- Tỉnh Lào Cai và tỉnh Vân Nam đã thiết lập mối quan hệ hợp tác toàn diện, tin cậy
lẫn nhau.
- Hai bên thường xuyên phối hợp chặt chẽ từ cấp tỉnh đến cơ sở, giữa cơ quan hành
chính (huyện, thành phố), các ngành chức năng. của hai bên.
- Hai bên đã tiến hành một số biện pháp cải tiến, đơn giản hoá và hài hoà các thủ
tục, nâng cao khả năng phối hợp giữa các cơ quan chức năng tại cặp cửa khẩu
quốc tế Lào Cai - Hà Khẩu.

- Đầu tư hiện đại hóa Cửa khẩu quốc tế Lào Cai và hạ tầng cơ sở Khu kinh
tế cửa khẩu Lào Cai. Cũng như báo cáo, đề xuất với Chính phủ đầu tư cải tạo hệ
thống giao thông (đường bộ, đường sắt) từ Hà Nội đến Lào Cai.
- Hợp tác liên kết đào tạo với một số trường Đại học, Học viện của tỉnh Vân
Nam để đào tạo nguồn nhân lực có chất lượng (Trường Đại học Vân Nam, Học viện
Hồng Hà).
- Hợp tác trao đổi các đoàn văn hóa, văn nghệ, thể thao, y tế, tương trợ tư

- Tổ chức các cuộc tọa đàm, hội đàm để cùng nhau có nhận thức chung, cùng
nhau hợp tác phát triển, và vừa cách đây 2 ngày ( từ ngày 27-31/10), tỉnh Lào Cai
và Học viện Hồng Hà đã tổ chức Hội thảo "Giao lưu kinh tế văn hóa lưu vực sông
Hồng trong lịch sử, hiện tại và tương lai", và hôm nay Viện Khoa học xã hội Việt
Nam và tỉnh Lào Cai phối hợp tổ chức Hội thảo quốc tế "Phát triển hành lang kinh
tế Côn Minh – Lào Cai – Hà Nội – Hải Phòng, vai trò của tỉnh Lào Cai" trong dịp
diễn ra Hội chợ thương mại Quốc tế Việt – Trung 2005 và càng có ý nghĩa hơn khi
Hội thảo được tổ chức đúng vào dịp Tổng bí thư, Chủ tịch nước Cộng hòa nhân
dân Trung hoa Hồ Cẩm Đào sang thăm chính thức Việt Nam.
Tại Hội thảo này tỉnh Lào Cai rất mong được nghe ý kiến của các nhà khoa học, nhà
quản lý, doanh nghiệp để cùng nhau phân tích, cùng góp tiếng nói, từ đó có cái
nhìn tổng quát, nhận thức rõ hơn về Hành lang kinh tế Côn Minh – Lào Cai – Hà
Nội - Hải Phòng, đồng thời cũng giúp Lào Cai nhận thức rõ hơn vị trí, vai trò của
mình, từ đó quyết tâm thực hiện tốt chức năng "cầu nối" giữa Việt Nam, ASEAN
với Vân Nam và Miền Tây Trung Quốc.
Quan hệ Việt – Trung những năm gần đây phát triển vượt bậc. Sự tin cậy về chính
trị giữa hai nước ngày càng được tăng cường đã tạo môi trường thuận lợi để các

cấp, các ngành, doanh nghiệp hai bên đẩy mạnh giao lưu kinh tế, văn hóa. Việc xây
dựng Hành lang kinh tế là một giải pháp để thúc đẩy giao lưu kinh tế, văn hóa
giữa hai nước. Tuy nhiên để làm được việc này còn rất nhiều vấn đề cần được giải
quyết và trong đó điều đầu tiên, quyết định là hệ thống cơ sở hạ tầng (đường gia o
thông , thông tin …). Do đó việc nâng cấp, cải tạo hệ thống giao thông từ Hà Nội
đến Lào Cai, thiết lập hệ thống xa lộ thông tin là rất cần thiết. Ngoài ra còn một số
vấn đề khác như cải cách thủ tục hành chính, nguồn nhân lực phục vụ hội nhập,
…Tại Hội thảo này chúng ta sẽ cùng nhau phân tích những điểm mạnh, điểm yếu,
hạn chế, khó khăn của tuyến hành lang kinh tế này.

Về với hội thao toàn hệ thống NHCSXH lần thứ Nhất có 357 vận động viên đến từ
mọi miền của đất nước, không phân biệt tuổi tác, chức vụ, cùng nhau hội tụ về đây
để giao lưu học hỏi và quyết tâm tranh tài. Các vận động viên không chuyên của
chúng ta đã cống hiến cho hội thao những đường cầu hay, những pha bóng đẹp,
những cuộc tranh đua quyết liệt đầy kịch tính rằng co từng tỉ số, từng bàn thắng và
giờ đây 153 vận động viên đã bước lên bục vinh quang để đón nhận những tấm huy
chương lấp lánh.
Trong thi đấu ai cũng biết rằng có người thắng, người thua nhưng tựu chung lại và
tôi khẳng định rằng chúng ta đều là những người chiến thắng, chiến thắng trong
niềm đam mê, chiến thắng trong sự quyết tâm, chiến thắng của tình đoàn kết, tình
hữu nghị

Mới ngày nào chúng ta tụ hội về đây mà hôm nay đã phải nói lời chia tay đầy quyến
luyến. Tạm biệt thành phố biển Quy Nhơn đầy thơ mộng, tạm biệt di tích lịch sử
Quang Trung, tạm biệt những áng thơ của Hàn Mạc Tử để chúng ta về với công việc
thường ngày, cùng đồng hành với người nghèo và các đối tượng chính sách, tôi hy
vọng rằng dư âm của hội thao còn vang mãi nhằm tạo đà, khích lệ cho toàn thể cán
bộ viên chức trong toàn hệ thống quyết tâm phấn đấu nhằm hoàn thành xuất sắc
nhiệm vụ chuyên môn năm 2010 và các năm tiếp theo.
Sau hội thao lần này tôi mong muốn rằng các đồng chí trong Ban Lãnh đạo, các đồng
chí trong Ban chấp hành Công đoàn NHCSXH cơ sở tiếp tục chăm lo hơn nữa đến
đời sống vật chất và tinh thần cho cán bộ viên chức, người lao động trong từng đơn
vị. Tiếp tục nuôi dưỡng phong trào thể dục, thể thao ngày càng phát triển, để tiến tới
hội thao toàn hệ thống lần thứ Hai. Khép lại hội thao hôm nay, thay mặt cho Ban Tổ
chức, tôi xin gửi lời cảm ơn chân thành nhất đến các đồng chí Lãnh đạo Tỉnh uỷ,
HĐND, UBND, các Sở, ban, ngành của tỉnh Bình Định; các đồng chí Lãnh đạo Công
đoàn Ngân hàng Việt Nam; Đảng ủy NHCSXH Trung ương, Ban Lãnh đạo
NHCSXH đã quan tâm chỉ đạo và tạo điều kiện để cho hội thao diễn ra thành công
tốt đẹp.
Xin cảm ơn đến Trung tâm huấn luyện và thi đấu thể thao tỉnh Bình Định đã tạo điều

I think all of you will know that I have a special sympathy with small
businesses because I was brought up in one.
So, today, I want to pay tribute to the work and achievements of the Small Business
Bureau, which is certainly not small and certainly not bureaucratic, but is most
definitely businesslike.
I want to pay special tribute to Michael Grylls—a tireless advocate of your cause. He
and the bureau felt there should be a special conference at which your voice could be
heard.
I am reminded of some lines which might easily have been spoken by someone just
starting up his own business:
Governments never do everything you want. But I hope you find this Government, and
the Minister responsible, David Trippier—always ready to listen and quick to respond.

This Government believes in small business. Not in an attempt to turn the clock back to
the days of yeomen and craftsmen, although they derived enormous satisfaction from
their work. But because small firms are indispensable to the creation of jobs and of
wealth.
Firms with fewer than 200 employees produce about a fifth of our national income;
employ one in four of the total workforce; and provide one job in three in the private
sector.
Those are impressive figures. But nothing like so large as in other industrialised
countries.
We must learn the lessons of their success and we are beginning to do so. Look around
and you will see the part that small firms are playing in economic recovery and
creating jobs.
There is a company in Middlesbrough, established with the help of the British Steel
Corporation. It is now running a successful pattern-making service for industry. Many
of its staff had previously been made redundant by a larger firm making precisely the
same products. How did the small firm seize the opportunities which the large
firm missed? By taking decisions quickly, by keeping overheads low and by
abandoning restrictive practices. There is no room for demarcation disputes in the small
firm.
Small firms can be a seed-bed for new ideas and a testing ground for new ways of
working. They often lead the way in new products and new services. They put the
customer first. They have to, to survive in a fast-changing world.
In the small firm, it's not "them" and "us". All pull together in the same team. You
may have seen the case of Readhead's Ship Repairers in South Shields. Following a
management buy-out, the company worked through the Christmas break to complete an

We support small businesses because they embody freedom and independence. They
are the roots of a free society. For in the words of one American President,
"Energy in a nation is like sap in a tree; it rises from the bottom up; it does not come
from the top down."
We seek a society
- where people make their own choices and take responsibility for their decisions.
- where individual initiative rather than the diktat of Government provides the driving
force.
I came to office with one deliberate intent: to change Britain from a dependent to a self-
reliant society—from a give-it-to-me, to a do-it-yourself nation.
That is why this Government has given so much attention to the promotion of the
small business.
It is not simply that tall oaks from little acorns grow. Small businesses are the very
embodiment of a free society—the mechanism by which the individual can turn his
leadership and talents to the benefit of both himself and the nation.

The freer the society, the more small businesses there will be. And the more small
businesses there are, the freer and more enterprising that society is bound to be.
So my message to you today is quite simple: we will do our best for you, so that you can

It has been just seventeen years since the keys were ringing in this place. Those keys
weren’t the keys of just one person, nor keys of two people. Thousands of people were
ringing their keys for just one sole reason:
They believed that they and communism did not have anything in common. Only they
had to live in it. So people who didn’t know each other but who were connected with just
this one beautiful thought decided they would all ring their keys together, and that way,
together, they would ring communism out from our country, out of our country for ever.
Today we are standing here to ring out in a symbolic way another totalitarian regime,
namely the communist regime in China, which in its desperate struggle to maintain its
power doesn’t hesitate to commit the worst crimes against humanity.
What you will hear from our guest of honour, Mr. David Kilgour, who is an independent
Canadian investigator, rings similar to that which could be heard in human history once
before, in the forties of the last century. Then it was information about planned
liquidation of people who today are called "prisoners of conscience.” Such people for
some “specific” reason always present a “perceived” threat for that totalitarian regime.
The nature of that information remains woefully the same; just the actors have today
changed. Now, the victims are no longer Jews, but people from the Chinese spiritual
movement Falun Gong and the persecutor is not the Nazi regime in Germany, but the
communist regime today’s China.

On behalf of Human Rights without Borders, I invite you to symbolically ring the keys
once again, this time to support all the Chinese people who were not as lucky as we were
seventeen years ago and who couldn’t successfully finish their own “Tiananmen Velvet
Revolution”. Together, let us help all the people in concentration camps in China whom I
believe we can still rescue. We can learn from history that in these issues time plays the
most important role and to hesitate even a little bit might mean an irretrievable loss of
human life.
I would also like to invite you to our protest rally against the large scale and forcible
organ harvesting from the Chinese prisoners of conscience. Our rally will start at 12 a.m.
and we shall march to the Prague Castle where our event will conclude.

Speech by Minister of Sports and Youth in the Day for the Elimination of
Violence against Women
Good afternoon,
You are most welcome to the annual and second Ceremony to commemorate
the International Day for the Elimination of Violence against Women. I am honored
to have you all here this afternoon.
The Kurdistan Regional Government headed by Prime Minister Nechirvan Barzani
regards the issue of women’s rights as one of the core issues in the region’s democratic
development. A commission chaired by the Prime Minister to protect and support
women's rights in the region was established on the 17th of June 2007. The
commission decided at its last meeting on the 29th of October 2008 to have a week –
long campaign throughout the region which started on the 19th of November and ends
with today’s gala to support women’s rights in the Kurdistan Region. This is a
campaign to drive home the message that women and girls have t h e r i g h t to live
free of violence, today and in the future. It is a campaign to stop the untold cost that
violence against women inflicts on all humankind. As my ministry – the Ministry of
Sports and Youth, MOSY - is one of the members of this commission, we are pleased
to continue to create awareness through this successful annual ceremony to “Eliminate
the Violence Against Women”.
Awareness is the cure for ignorance.
Therefore it is essential that you are aware that gender inequality not only limits the
democratic process but also limits human development in our society.

Excellencies,
Ladies and Gentlemen,
I am delighted, together with you, to take part in this ceremony and carry on our struggle
for the empowerment of women. MOSY is continuing to strive towards the Millennium
Development Goals and let us not forget that one of its most important pillars is the
empowerment of women.
Ending violence against women is an issue that cannot wait. Violence against women is
violence in whatever form.
His Excellency Nechirvan Barzani, Kurdistan Regional Government’s Prime Minister,
removed the word “honor” as a terminology in violence directed towards women.
We must remind one another that there is NO honor in killing another human being, a
woman. No country, no culture, no religion, no man or woman - young or old - should
be tolerant towards brutal conduct.
This is a process that will take time and unfortunately crimes in the name of honor are
carried out every day, some of them are not brought to justice. But last year’s efforts
have borne fruit and shown some positive and hopeful steps towards an improvement
of the situation of women in Kurdistan. The Ministry of Interior has worked
effectively and dealt with criminal cases r e l a t e d t o women, and many of them
have led to long sentences in the courts. The statistics which the Ministry of
Human Rights continuously prepares in close cooperation with the Ministry of Interior,
have given us a more clear picture of the crimes.
The Ministry of Sports and Youth has this year started, together with four NGOs, a
program for training Youth Leaders which about 200 girls and boys are participating
in. The goal is to train this group of girls and boys until the end of this year (2008) and
they in turn will go back to their communities to work in the spring in preparation for
region-wide campaign that will start in the autumn of 2009. The program, which is
influenced by the Scandinavian model and primarily Sweden, has received a positive
response from youth participants, the organizations and the experts who have seen
the program in action.

It is our obligation to raise the awareness of young boys and girls in issues such as
equality, democracy and respect for every human being. The youth of Kurdistan are
the leaders of tomorrow and the ones who will influence and shape our future society.
This future society, just as the one we live in today, must accept one universal truth
applicable to all countries, cultures and communities: violence against women is never
acceptable, never excusable, and never tolerable.
I would like to take the opportunity to call upon all citizens of the Kurdistan region:
fathers, brothers, uncles, mothers, sisters,aunts. The responsibility, above all, lies within
each and every one of you. There is no place for brutality and crime in our society; the
people of Kurdistan have had enough of that in the dark days of our past. I would like
to convey my gratitude to all of people that have contributed to a week of activities
and in particular to this event. I would also like to thank all the media for raising
awareness of this issues during the campaign-week. Zagros TV deserves special thanks
for its outstanding work.
I would also like to thank the members of the jury who will tonight announce the
winners of the ‘Jin Parezi Prize 2008, or the ‘Protection of Women Prize’.
We are proud of what we, all together, have achieved during the week and in
preparation for this gala evening. But that does not mean we are satisfied and will slow
down our efforts -- far from it. We are encouraged to work even harder to eliminate
violence against women and to promote equality and rights.
Finally, let us agree to respect the pillars of our society -- women. Let us agree that the
foundations for all our actions should be love and affection and respect for human,
women and children’s rights. This way we will be able to live in peace and the
Kurdistan Region will prosper.
The motto of this year’s KRG campaign is: Yes to Gender Equality, No to the violence!

Trước hết, tôi xin bày tỏ tấm lòng cảm kích của tôi đối với nhà nước, chính phủ đã tổ
chức buổi lễ mừng công hôm nay với một tấm lòng trân trọng và chân thành.
Tôi thực sự cảm động khi nhận thấy niềm vui, niềm tự hào về giải thưởng Fields đã
được chia sẻ với đồng bào cả nước, bắt gặp sự hân hoan, niềm tự hào trong mắt các bạn
học sinh, sinh viên trong buổi lễ hôm nay làm niềm hân hoan, tự hào của cá nhân tôi
nhân lên nhiều lần.
Lần đầu tiên, giải thưởng Fields, giải thưởng quan trọng nhất của toán học đã được
trao cho toán học xuất thân từ một nước đang phát triển. Sự kiện này có thể tạo tiền đề
cho sự thay đổi mới về chất nền toán học Việt Nam nói riêng và công tác nghiên cứu
khoa học nói chung.
Đó là điều mà cá nhân tôi và rất nhiều nhà khoa học, nhà quản lý khoa học tâm huyết
đang rất hy vọng. Nhưng trước khi nói về tương lai, tôi nghĩ, chúng ta nên điểm lại
quá khứ để tìm hiểu cái gì là nguyên nhân, những nhân tố tích cực nào đã đưa đến thành
công ngày hôm nay.
Tôi xin tâm sự một vài điều. Tôi sinh ra trong kháng chiến chống Mỹ và lớn lên trong
hoàn cảnh kinh tế khó khăn của thời kỳ hậu chiến. Tuy không ai thích thú những chuyện
ôn nghèo, kể khổ, ta vẫn không thể không nhớ rằng những yếu tố đã tạo thành con người
của chúng ta, cả về thể xác lẫn tinh thần.
Ngay khi còn bé, tôi đã hiểu rằng bố mẹ đã phải nhịn ăn nhịn mặc để nuôi tôi khôn
lớn.

Gần 20 năm trở lại đây, tôi sinh sống ở nước ngoài, rất lâu ở Pháp và gần đây ở Mỹ,
tiếp xúc với cuộc sống của người nước ngoài, tôi hiểu ra một điều rằng: tuổi thơ của
tôi và các bạn cùng lứa của tôi có thể thiệt thòi hơn về cái ăn, cái chơi nhưng về học
tập thì chưa chắc.
Sinh ra trong một gia đình trí thức có truyền thống, việc học hành của tôi luôn là ưu
tiên số 1 của bố mẹ. Có lẽ, vì bố mẹ là những nhà khoa học nên niềm đam mê khoa học,
giá trị tuyệt đối của trí thức đã ngấm vào máu tôi từ lúc nào mà tôi không biết! Trong
hầu hết các gia đình Việt Nam, việc học hành vẫn được coi là quan trọng nhất nhưng
tình yêu trí thức, yêu khoa học trong suy nghĩ chủ quan của tôi vẫn là sự hiếm hoi.
Điều kiện thuận lợi đặc biệt nữa cần kể đến là tuổi học trò của tôi đã được cộng đồng
toán học Việt Nam nuôi dưỡng. Tôi hiểu cộng đồng Toán học theo nghĩa rộng. Từ thầy
Tôn Thân - giáo viên chuyên toán trường Trưng Vương đến thầy cô khối chuyên toán
A0 trường ĐH Tổng hợp Hà Nội cho đến nhiều nhà khoa học trẻ thời đó đã dạy tôi với
tất cả tâm huyết của mình, hoàn toàn vô tư trong hoàn cảnh kinh tế vô cùng khó khăn
lúc đấy. Tôi không thể kể tên được hết các anh, nhưng xin lấy một ví dụ, như thầy

Phạm Hùng khối chuyên Toán. Tôi đến học thầy trong căn phòng 8 m , lúc nào cũng
nghi ngút khói thuốc bắc vì thầy hay đau ốm, nhưng thù lao thầy nhận từ bố mẹ tôi
đôi khi là cân đường, đôi khi là một vỉ thuốc bổ.
Trong cộng đồng toán học Việt Nam, việc người đi trước nắm tay người đi sau là một
điều hết sức tự nhiên. Gần đây do được cọ xát với một số ngành khoa học khác tôi
mới hiểu ra rằng, tinh thần yêu thương đoàn kết trong cộng đồng toán học Việt Nam là
cái rất hiếm hoi và đáng quý.
Khoa học của nước chúng ta nói chung và toán học nói riêng chưa có một sự xuất sắc
trên thế giới nhưng nếu không có sự đoàn kết, tình yêu thương lẫn nhau cùng tinh
thần nghiêm khắc không bao che những yếu kém về học thuật thì toán học Việt Nam
cũng như các ngành khoa học khác không theo kịp bất kỳ một cơ hội nào để tiến bộ.
Cái may mắn tiếp theo là việc được Chính phủ Pháp cấp học bổng sang Pháp học đại học.

học. Là một sinh viên người nước ngoài nhưng trong suốt quá trình học tập ở Pháp,
chưa một lần nào tôi cảm thấy mình được kém ưu tiên so với sinh viên Pháp.
Ngược lại, chính giáo sư trưởng khoa toán trường ĐH Sư phạm Paris nơi tôi học đã
khuyên tôi nên làm việc với giáo sư Laumon, lúc đó là một nhà toán học Pháp xuất sắc
nhất. Ông Laumon là người đã giúp tôi từ một cậu sinh viên thích học toán trở thành nhà
Toán học chuyên nghiệp.
Ông là một người thầy tuyệt vời. Trong số 6 -7 học trò của ông thì tính đến nay có 2
được giải thưởng Fields. Và gần đây nhất, cô học trò trẻ nhất của ông đã được phong
giáo sư trường Harvard, khi chưa đầy 30 tuổi. Trưởng thành trong nhóm khoa học của
ông Laumon và một vài đồng nghiệp do ông lãnh đạo không chỉ có tôi và anh
Lafforgue, người đoạt giải thường Fielsl 2002, mà còn rất nhiều nhà khoa học trẻ xuất
sắc khác.
Ôn lại thời gian này, tôi hiểu sự quan trọng của nguồn sức mạnh của nhóm nghiên
cứu khoa học, kết hợp những nhà khoa học có tên tuổi, có kinh nghiệm, có hiểu biết
nhiều lĩnh vực khác nhau và những sinh viên, nghiên cứu sinh tràn trề đam mê khoa
học.
Tôi thực sự hạnh phúc khi giải thưởng Fields tuy trao cho cá nhân tôi nhưng cũng
mang lại vinh dự xứng đáng cho cho cộng đồng khoa học Pháp cũng như cộng đồng
khoa học Việt Nam.
Mấy năm nay tôi có may mắn hiếm hoi được làm việc tại viện nghiên cứu cơ bản cao
cấp ở Princeton. Viện được thành lập từ những năm 30, là nơi Albert Einstein đã làm
việc hơn 40 năm. Ngoài một số nhỏ giáo sư cơ hữu mà hầu hết là những nhà toán học,

cờ đầu của Toán học, Vật lý lý thuyết và đóng vai trò rất lớn trong sự hình thành trường
phái toán học Mỹ, và vào thời điểm hiện tại, đóng vai trò số 1 không phải bàn cãi.
Nếu không có thời gian làm việc ở Princeton, rất có thể, bổ đề cơ bản chưa được hoàn
thành ở thời điểm này. Ngoài ra, với sự tiếp xúc với những thiên tài như Langlands, tôi
đã định hình rõ ràng chương trình nghiên cứu tiếp theo của mình sau khi bổ đề cơ bản
đã được hoàn thành.
Từ trải nghiệm làm việc ở Pháp cũng như ở Mỹ tôi hiểu ra rằng môi trường học tập lành
mạnh là điều kiện tiên quyết cho sự trưởng thành của những nhà khoa học trẻ. Môi
trường khoa học lành mạnh chính là nơi học thuật và đạo đức trong học thuật được luôn
xếp ở vị trí đầu tiên cùng với sự bình đẳng trong các nhà khoa học không phân biệt già
trẻ cũng như sự tự do tuyệt đối trong nghiên cứu khoa học.
Cuối cùng tôi xin nhắc đến một người, là nhà khoa học, người bạn lớn của Việt Nam.
Đó là ông Henri Van Rogemorter. Khi còn là sinh viên, Henri đã tham gia phong trào
đấu tranh của sinh viên Pháp phản đối chính sách thực dân ở Đông Dương. Sau này,
ông đã qua Việt Nam nhiều lần và trở thành người bạn thân thiết của cố Thủ tướng
Phạm Văn Đồng và Đại tướng Võ Nguyên Giáp. Ông là người sáng lập Ủy ban Khoa
học kỹ thuật hợp tác Pháp - Việt. Tôi có may mắn sống trong nhà ông nhiều năm, học
được rất nhiều từ con người của ông. Ông không bao giờ nói dài như tôi đang làm.
Nhưng qua việc làm của ông, tôi hiểu rằng, nhiệm vụ của nhà khoa học không chỉ đơn
thuần là chuyên môn mà còn bao gồm việc đem đến cho những người trẻ tuổi, không kể
xuất xứ, không nhất thiết phải là người thân, cái cơ hội để tiềm năng của họ được phát
triển, trong khoa học, và rộng hơn là trong cuộc sống.
Đấy là điều mà tôi mốn nói với các nhà khoa học Việt Nam, những nhà quản lý và tất
cả những người làm cha làm mẹ.
Hiện trạng khoa học và giáo dục của chúng ta chưa được như chúng ta mong đợi, nhưng

kiến thức của mỗi người và sự cố gắng của Nhà nước, Chính phủ qua những quyết sách
đúng đắn dũng cảm chính là tiền đề cho sự chuyển biến theo chiều hướng tích cực.
Cuối cùng, tôi xin chúc các bạn trẻ luôn giữ được niềm tin, niềm say mê để đi tiếp con
đường mình đã chọn!

Distinguished guests, members of the global business community, ladies and gentlemen!
We meet here in Singapore for the B4E after 12 months of quite extraordinary
developments in terms of climate change and the global response.
In December last year, governments set aside - in quite dramatic ways - narrow national
differences in agreeing the Bali Road Map.
This is the two year negotiation to realize a deep and decisive climate regime by the
climate convention meeting in Copenhagen in late 2009.
There are many milestones on this route. The meeting in Singapore this week is one of
them. It needs to make a contribution to both the greenhouse gas cutting agenda, but also
the adaptation one too.
For while a path has been laid out for emissions reductions, we know that even our best
efforts will still lead to some measure of climate impacts which will fall hardest on the
most vulnerable economies and communities.
The ultimate goal and prize is delivering Green Growth and Green Economies, ones that
fundamentally shift the way we all produce and consume the Earth's natural resources
from a wasteful path to one that is sustainable.
We are already glimpsing the elements of Green Growth and I would like to congratulate
here the work of the UN's Economic and Social Commission for Asia and the Pacific for

The greening of growth that is now emerging is being propelled by the existing climate
agreement and by the prospective of even tighter rules and regulations on carbon-based
pollution.
Driven too by the continuing evidence from scientists, not just on climate change but also
on the wider range of sustainability challenges from ever diminishing fish stocks to loss
of top soils and biodiversity.
Green Creativity
It may come as a surprise to some but data centres world-wide consume about 120 billion
kilowatt-hours of electricity annually.
Collectively they produce around two per cent of global C02 emissions, equal to those
from aviation.
Many data centres are also intolerable places to work ?they are simply so hot that only a
fraction of the people that could work there do.
The solution being proposed are micro filaments that will run water through computer
chips, pass the liquid through a heat exchanger and use the harvested heat to for local
homes.
And what about cement, a ubiquitous substance in the modern world which few of us
even think about despite living in buildings and driving on roads made out of the stuff.
Global cement production and its transportation emits about 5 to 10 % of global C02
emissions and this, as with the computing industry, is set to rise, or is it?
Engineers and scientists are now looking how to produce concrete differently, one might
say more intelligently.
Substituting natural wastes such as sugar residues and rice husks for some of the cement
is one avenue. Others are looking at human bone.
Cement and bone are molecularly similar. Yet it takes temperatures of 1.200 degrees C to

make cement while bone is made by the body at 37 degrees C. It could become the basis
of a new and perhaps less controversial second generation biofuels industry.
Meanwhile, research centres in Kenya and in the United States are trying to isolate the
enzyme that termites produce to dissolve woody wastes into sugars.
Green Markets
Green Growth and Green Creativity is also emerging in the financial markets and via new
and innovative market mechanisms?indeed the mobilization of finance in order to meet
the climate challenge is also a new and defining development of the past 12 months or so.
The Clean Development Mechanism of the Kyoto Protocol may deliver up to a $100
billion of investment into cleaner energy and forestry projects in developing countries.
The decision to include Reducing Emission from Deforestation and Degradation within
the Bali Road Map at the climate change meeting in Indonesia, alongside Norway's
announcement of $2.7 billion to provide tangible support, is also transformational.
An estimated 20 per cent of global greenhouse gas emissions come from deforestation.
And in providing economic incentives to conserve standing forests, we can also do a
tremendous amount towards reversing the rate of loss of biodiversity by 2010 and
beyond.
For while we may be turning the corner on climate change, the same cannot be said for
biodiversity and the economically important ecosystems of which it is an integral part.
Perhaps some of the emerging market mechanisms in relation to energy and climate
could be applied to the world's nature-based assets.
Let me cite a few further examples and pardon me if I dwell somewhat on what UNEP is
doing? Because our role in this transformation may, like the emissions from computer
servers, surprise you.

The Principles for Responsible Investment, facilitated by UNEP's Finance Initiative and
the Global Compact in 2006, now has 300 financial institutions on board, with assets of
$13 trillion.
UNEP will, in 2008, launch a new Sustainable Energy Finance Alliance that groups
together leading public finance agencies investing in clean energy sector development.
In collaboration with the United Nations Foundation and Shell Foundation, UNEP has
helped two of India's largest banking groups, Canara Bank and Syndicate Bank, create a
credit market for helping rural villages finance the purchase of solar lighting systems.
100,000 people in southern India have benefited and the initiative is now self-financing,
with some 20 banks involved. The Programme was awarded the prestigious Energy
Globe Award in 2007.
In Tunisia a similar initiative has created a credit market for bank financing of solar hot
water systems. Over 20,000 systems have been financed, increasing annual market
volume more than 700 per cent since 2004.
The positive results have led the Tunisian government to enact legislation aimed at
decreasing the country's reliance on using Liquid Petroleum Gas for water heating by
instead helping homeowners make the shift to solar.
UNEP and partners such as UNDP and the World Bank are also building the capacity of
some 30 developing countries to access the carbon markets for financing climate-friendly
infrastructure.
These multi-million dollar initiatives, including ones under the Nairobi Framework, fall
under the umbrella of the CD4CDM programme (Capacity Building for the Clean
Development Mechanism), the largest initiative of its kind.

There are other ways to address the constraints and risks of a renewable revolution. The
geothermal electricity potential in Africa is estimated at 7,000 megawatts.
With funding from the Global Environment Facility (GEF), UNEP and the World Bank
are just about to launch the African Rift Geothermal Facility (ARGeo). The $17 million
project will underwrite the risks of drilling for steam and in doing so build the confidence
of the private sector to build geothermal power stations from countries such as Kenya up
to Djibouti.
UNEP/GEF's Solar and Wind Resource Assessment Partnerships have 'found' 10 million
megawatts of solar and wind energy in 26 developing countries in Asia, Africa and Latin
America, thereby facilitating public and private sector development.
With $20 million in GEF and UN Foundation support, UNEP is also working with the
Asian and African Development Banks to leverage private sector financial flows towards
clean energy entrepreneurs. Over 50 entrepreneurial businesses specializing in clean
energy technologies and services have been financed to date in Africa, Brazil and China.
We are working to boost energy efficiency in a sector using 40 per cent of the world's
energy and generating a third of the global greenhouse gas emissions. I refer to UNEP's
Sustainable Buildings and Construction Initiative.
We are also developing, in partnership with the insurance sector, new weather derivatives
and other instruments that help renewable energy developers to manage project risks such
as low wind speeds and uncertain biomass fuel supply.
In 2007, UNEP was also invited to join the board of the Corporate Sustainability Index of
BOVESPA?the Brazilian stock exchange which, along with South Africa, is
championing environment, social and governance issues in developing world markets.
Carbon markets are also expanding including the Chicago Climate Exchange and the
Asia Carbon Market here in Singapore.
These examples, among hundreds of others are vital proof that investing in the
transformation of our economies is both viable and scaleable.

So we have Green Growth underway, we are witnessing Green Creativity and Green
Markets emerging in the areas of science and technology and in the financial sector.

Thưa các vị đại biểu,
Nước đóng một vai trò vô cùng quan trọng, là yếu tố khởi nguồn cần thiết để duy trì và
phát triển cuộc sống. Một trong những nguy cơ lớn nhất về môi trường hiện nay trên thế
giới là khan hiếm nước. Khoảng 2 tỷ người đang lâm vào tình trạng thiếu nước. (4) Hàng
năm có tới 5 triệu người, trong đó 1,6 triệu là trẻ em bị chết do các bệnh liên quan đến
việc sử dụng nước không hợp vệ sinh. Liên Hợp Quốc cũng cảnh báo rằng, nếu cứ tiếp
tục phương thức sử dụng nước như hiện nay, thì đến năm 2015 sẽ có trên 2,7 tỷ người bị
thiếu nước trầm trọng. Chính vì vậy, Chương trình Môi trường Liên Hợp Quốc đã chọn
chủ đề Ngày Môi trường Thế giới năm nay là “Nước - hai tỷ người đang khao khát” và

đây cũng là thông điệp gửi tới nhân dân toàn thế giới. (5) ở Việt Nam, các vấn đề môi
trường chủ yếu liên quan đến tài nguyên nước hiện nay là tình trạng thiếu nước mùa khô
và lũ lụt vào mùa mưa đang xẩy ra ở nhiều địa phương với mức độ ngày càng nghiêm
trọng, mà nguyên nhân chủ yếu là do nạn chặt phá rừng; tình trạng khai thác bừa bãi và
sử dụng lãng phí nước, dẫn đến sự suy giảm trữ lượng, suy thoái chất lượng nước đang
diễn ra trên nhiều vùng lãnh thổ dẫn đến sự cạn kiệt, ô nhiễm và mặn hoá các nguồn nước
ngầm đang xẩy ra ở các đô thị lớn và các tỉnh đồng bằng; (6) tình trạng ô nhiễm nước
ngày một gia tăng, chủ yếu là do các nguồn nước thải công nghiệp và sinh hoạt không
được xử lý đạt tiêu chuẩn môi trường. Từ Ngày Môi trường Thế giới năm 2002 đến nay,
đã diễn ra không ít sự kiện quan trọng đối với sự nghiệp bảo vệ môi trường trên phạm vi
toàn cầu mà một trong những mốc quan trọng là việc tổ chức Hội nghị Thượng đỉnh Thế
giới về Phát triển bền vững tại Johannesburg, Nam Phi.
(7) ở trong nước, chúng ta đã tổ chức tổng kết đánh giá 4 năm thực hiện Chỉ thị số 36 của
Bộ Chính trị về tăng cường công tác bảo vệ môi trường trong thời kỳ công nghiệp hoá,
hiện đại hoá đất nước, 10 năm thực hiện Luật Bảo vệ môi trường, xây dựng và trình dự
thảo Nghị quyết Bộ Chính trị về bảo vệ môi trường trong thời kỳ mới. Chiến lược bảo vệ
môi trường quốc gia đến năm 2010 đã được xây dựng, hoàn thiện và đã trình Chính phủ
xem xét, quyết định ban hành.
(8) Đặc biệt, Thủ tướng Chính phủ đã có hai quyết định quan trọng. Đó là quyết định về
việc thành lập Quỹ Bảo vệ môi trường Việt Nam, tạo cơ hội thu hút đầu tư từ Chính phủ,
các tổ chức trong và ngoài nước cho công tác bảo vệ môi trường; và mới đây, ngày 22
tháng 4 năm 2003, Thủ tướng Chính phủ đã quyết định phê duyệt “Kế hoạch xử lý triệt
để các cơ sở gây ô nhiễm môi trường nghiêm trọng”, với mục tiêu từ nay đến năm 2012
tập trung xử lý triệt để 3.856 cơ sở gây ô nhiễm môi trường nghiêm trọng.(9) Đây là bước
tiến cơ bản nhằm khắc phục tình trạng ô nhiễm môi trường ở nước ta. Nhân đây, tôi xin
trân trọng cảm ơn các tổ chức của Liên Hợp Quốc, chính phủ các nước và các tổ chức
quốc tế khác đã quan tâm giúp đỡ sự nghiệp bảo vệ môi trường ở Việt Nam.

(14) Đứng trước nguy cơ khan hiếm nước sạch như hiện nay, kỷ niệm Ngày Môi trường
Thế giới với thông điệp “Nước - Hai tỷ người đang khao khát” càng nhắc nhở mỗi người
hãy ý thức được giá trị và tầm quan trọng của nước sạch để cùng chung sức gìn giữ, bảo
vệ và sử dụng tiết kiệm nguồn tài nguyên quý giá này, không chỉ cho chúng ta hiện nay
mà còn cho cả các thế hệ mai sau. (15) Nhân dịp này, tôi đề nghị các cấp chính quyền,
các ngành, các đoàn thể quần chúng, các tổ chức xã hội và mọi công dân Việt Nam hãy
có những hành động thiết thực, thường xuyên góp phần bảo vệ và nâng cao chất lượng
môi trường nước ta và góp phần vào sự nghiệp bảo vệ môi trường toàn cầu.

Good morning.
I am deeply honoured to be here in Tehran, the capital city of a Founding Member of the
Organization.
Fifty years is a proud milestone for any institution. This is especially the case for OPEC,
which has achieved a remarkable amount of success since its creation half a century ago.
When OPEC was set up, international companies were the dominant force in the oil
market, playing the major roles and deriving the greatest benefit from all segments of the
business, from exploration to final distribution. Many predicted that the Organization
would not last long.
Fifty years on, however, the initial gathering of five oil-producing developing countries
has evolved into a solid group of 12 Members. These come from different parts of the
world and have brought more strength, vision and diversity to the Organization. This
includes its Members gaining full sovereignty over their exhaustible, non-renewable
natural resources.
Of course, in 50 years of existence, the Organization has witnessed its fair share of ups
and downs. It has, however, adapted to changes, learned many lessons, advanced
dialogue and cooperation, been resilient enough to overcome internal and external

challenges, and become increasingly proactive and adaptive in the face of dynamic
market conditions.
The founding of OPEC was a commitment based upon the need of these countries to
safeguard their legitimate national interests and to ensure order and stability in the
international oil market. This included gaining full sovereignty over their exhaustible,
non-renewable natural resources.
We are also recognised for the constructive way we respond to crises in the market,
benefiting all parties. Our agreement of December 2008 is a case in point. This was taken
at a time when the oil price was plummeting, as financial institutions were collapsing and
the world economy was sliding into recession. The agreement, however, helped stabilise

But we are not just concerned with the oil market. We also address other major
challenges affecting mankind. The establishment of the OPEC Fund for International
Development in 1976, of course, is a prime example of our Organization addressing the
issue of poverty.
More recently, in 2007, the Third Summit of OPEC Heads of State and Government
referred to three guiding themes for the ‘economic, energy and environmental
endeavours’ of OPEC and its Member Countries: stability of global energy markets;
energy for sustainable development; and energy and environment.
We also recognise that the oil industry is now operating in an interdependent world. This
is why we go to great lengths to encourage dialogue and cooperation. OPEC’s
involvement in the high-level international producer-consumer dialogue is an example of
this. So too are the separate energy dialogues we have established with the European
Union, Russia, China and institutions such as the International Energy Agency and the
International Monetary Fund.
This is all in the interests of stable, secure oil markets and the receipt of steady petroleum
revenue. This helps us develop our economies and provide a better life for our people.
It was directly involved in the formative stages, which date back to as long ago as 1949,
when the first approaches were made to set up a producer institution.
And May 1991 saw some important preliminary steps taken at the Isfahan International
Conference in the direction of high-level producer-consumer dialogue — this started a
process that led to the creation of the International Energy Forum.

resolve of our five founding fathers to create an oil industry that was fairer, more stable
and more truly representative of global interests. They were: Dr Fuad Rouhani, from our
host nation today; Dr Tala’at al-Shaibani from Iraq; Ahmed Sayed Omar from Kuwait;
Abdullah Al-Tariki from Saudi Arabia; and Dr Juan Pablo Pérez Alfonzo from
Venezuela. I believe that, were they alive today, these distinguished gentlemen would
have been proud of OPEC’s achievements.
The dedication and commitment of the Governments of our Member Countries have been
central to this during the past 50 remarkable years.
At the same time, however, we must not lose sight of the future.
As a group of producers with 80 per cent of the world’s proven crude oil reserves, we are
confident of rising to the new challenges — in support of our own domestic development,
as well as sound world economic growth. And the Islamic Republic of Iran, without any
doubt, will continue to play a key role in this.

Cuộc Hội thảo lần thứ nhất diễn ra sau Ngày nhà giáo năm 2009 mang chủ đề HIỂU TRẺ
EM - DẠY TRẺ EM. Đó là một cuộc ra mắt hồi hộp của chúng tôi. Và sự hưởng ứng của
công chúng và sự đáp ứng công luận bằng những trù tính tiếp theo giữa Trung tâm
L'Espace và Nhà xuất bản Tri thức đã dẫn tới cuộc Hội thảo lần thứ hai, một năm sau.
Cuộc Hội thảo lần thứ hai lại diễn ra sau Ngày nhà giáo năm 2010 mang chủ đề CHÀO
LỚP MỘT khi đó nhà xuất bản Tri thức đã giúp nhóm Cánh Buồm công bố 5 đầu sách
lớp Một để thăm dò dư luận. Đó là một cuộc thăm dò, nhưng đó cũng là dụng ý của nhóm
Cánh Buồm. Dụng ý đó là tuyên ngôn ẩn ngầm của chúng tôi: muốn Cải cách giáo dục
thì phải Hiểu Trẻ Em và phải bắt đầu từ lớp Một - xuất phát đúng, định hướng đúng,
giải pháp đúng thì hãy tiến hành Cải cách Giáo dục.
Năm nay 2011, cuộc Hội thảo lần thứ ba diễn ra mang chủ đề TỰ HỌC - TỰ GIÁO
DỤC, điều này thật hết sức có ý nghĩa. Nó nằm trong ước nguyện của nhóm Cánh Buồm
muốn tạo ra một cái mẫu Giáo dục Hiện đại cho đất nước ta. Thật vậy, tổ quốc Việt
Nam phải hiện đại hóa qua con đường công nghiệp hóa, thì nền Giáo dục Việt Nam chắc
là cũng phải hiện đại hoá.
Nhưng hiện đại hóa giáo dục là gì? Đó không phải là mua sắm những học cụ đắt tiền để
biểu diễn cho học sinh như những khán giả vô cảm. Đó cũng không phải là những nỗ lực
tổ chức du học tại chỗ cho con em những gia đình có điều kiện du học. Thôi thì ai có
tiền cứ du học, nhưng mối quan tâm của nhóm Cánh Buồm là hướng tới nhiều chục phần
trăm còn lại gồm những con em Việt Nam bình thường của những gia đình sống giản dị
bằng thành quả lao động của mình.
Điều quan trọng, ấy là phải tổ chức cho các em được hưởng một nền giáo dục hiện đại
hóa - một nền giáo dục tiến hành bằng những hành động học do chính các em thực hiện
dưới sự tổ chức của những giáo viên yêu các em không chỉ vì tình thày trò mà vì đã nắm
được khoa học tổ chức việc học của các em, nhờ đó mà chính những giáo viên ấy sẽ yêu
nghề chỉ vì công việc mình làm có chất lượng rõ rệt.
Những điều đó quý vị sẽ tìm hiểu dần dần, mà liền sau đây các chuyên gia giáo dục trẻ
trong nhóm Cánh Buồm sẽ trình bày:
- Thạc sĩ Nguyễn Thị Thanh Hải, trình bày các môn do cô chủ biên: Văn (hoặc "Giáo dục

Các diễn giả của Nhóm Cánh Buồm : TS. Nguyễn Thành Nam,

- Thạc sĩ Đinh Phương Thảo, trình bày môn do cô chủ biên: môn Tiếng Việt (hoặc "Ngôn
ngữ học" với tiếng Việt là vật liệu);
- Tiến sĩ Vật lý Nguyễn Thành Nam, với môn Khoa học - Công nghệ.
Chúng tôi vừa giới thiệu các thuyết trình viên nhóm Cánh Buồm. Đó là một nhóm nhà
giáo trẻ tự nguyện làm công việc soạn lại sách giáo khoa theo một định hướng khác với
sách của nền giáo dục đương thời, có mục đích gợi ý về một cách làm khác. Cách làm
khác đó đã được trình bày trong ba năm tại chính hội trường văn hóa, văn minh, và ấm
cúng này, ba năm đọng lại thành một triết lý giáo dục (như thường nghe nói bây giờ):
- Hiểu trẻ em, để tổ chức công cuộc tự học - tự giáo dục cho các em ngay từ lớp Một,
bằng công tác tổ chức sư phạm của những nhà giáo khước từ lối dạy học bằng giảng giải
áp đặt, do đó mà cuộc sống nhà trường sẽ thành niềm hạnh phúc đi học của cả dân tộc.
Công việc vẫn đang tiến hành, may sao lại được sự giúp đỡ tận tình của Trung tâm
L'Espace, đặc biệt là của ông giám đốc Patrick Michel, và của nhà xuất bản Tri thức (quý
Văn hóa Phan Châu Trinh) đặc biệt là của ông giám đốc giáo sư Chu Hảo.
Tôi xin một lần nữa thay mặt nhóm Cánh Buồm ngỏ lời cám ơn các ân nhân - và bây giờ
xin cám ơn những ân nhân tiềm tàng của xã hội có mặt tại đây hôm nay và có mặt tại
từng gia đình sẽ chào đón những cuốn sách của chúng tôi.
