BRIEF FACTS OF THE CASE:


On or about 30 1425H July 2021, SJO3 Proseso C Caliwan and JO1 Jesus B
Ramos managed to confiscate two (2) improvised chisels and one (1) hacksaw blade
from PDL Jesus Villafor yTionzon “Alyas Aaron”, 48 years old billeted at dorm 1 of this
facility.

ACTION/S TAKEN:

The confiscated prohibited items were temporarily placed under the custody of
JIIU Evidence Custodian for safekeeping. The above mentioned PDL was endorsed to
the Inmate’s Disciplinary Board (IDB) for proper disposition of the case.

RECOMMENDATION:

The above mentioned PDL were therefore recommended for close confinement
until further notice from the Inmate’s Disciplinary Board (IDB).

MEMORANDUM

SUBJECT : Confiscation of Contraband

DATE : July 30, 2021

1. On or about 30 1425H July 2021, SJO3 Proseso C Caliwan and JO1 Jesus B
Ramos were able to managed to confiscate two (2) improvised chisels and one (1)
hacksaw blade from PDL Jesus Villaflor y Tionzon “Alyas Aaron”, 48 years old housed
at dorm 1 of this facility while passing from north sector to south sector.

2. Initial Investigation disclosed that prior to the recovery of contraband, SJO3


Proseso C Caliwan, Duty Desk Officer noticed that PDL Jesus Villaflor y Tionzon “Alyas
Aaron’ was suspicious of carrying suspected contraband because of wearing Rain
Boots while passing along the area of Duty Desk Office going to south sector of this jail
facility. Subsequently, SJO3 Luisito P Pleno, Officer of the Day (OD) together with SJO3
Proseso C Caliwan, Duty Desk Officer, immediately instructed JO1 Jesus B Ramos
member of Custodial Unit to conduct body frisking to PDL Jesus Villaflor y Tionzon
“Alyas Aaron’ to validate the suspected item. Eventually, it was discovered that PDL
Jesus Villaflor y Tionzon “Alyas Aaron’ was carrying two (2) improvised chisels and one
(1) hacksaw blade concealed inside of the Rain Boots he was wearing.
3. During probe, it was discovered that PDL Jesus Villaflor y Tionzon “Alyas
Aaron’ was a construction worker and currently working when induced by some of his
dorm mates to transport the said confiscated contraband in exchange of money if he will
able to transport the two (2) improvised chisels and one (1) hacksaw blade.
ACTION/S TAKEN:

4. The recovered contrabands were temporarily placed under the custody of JIU
evidence custodian for safekeeping. On the other hand, the above said mentioned PDL
were endorsed to the Inmate’s Disciplinary Board (IDB) for proper disposition of the
case.

Re: Recovery of Contrabands

DATE : August 01, 2021

1. On 01 0335H August 2021, JO1 Ramil C Siuagan, member of Custodial Unit


and currently detailed at Tower 2 was able to monitor one (1) piece of garbage bag
containing two (2) items of Mobile Phone Chargers (Tylex Fast Charger) landed at the
back portion of Dorm 1 which were allegedly thrown coming from the informal settlers
located outside the perimeter fence of manila City Jail compound.

2. Initial investigation disclosed that prior to the recovery of the above


contraband, SJO1 Arthur C Briones, JIU Operative received an intelligence report that a
certain individual is planning of another attempt of throwing contrabands inside this
facility particularly at the back portion of Dorm 1. Immediately thereafter, INSP NELMAR
M MALIMATA, informed JO3 Ronard R Abordo, Desk Officer regarding on the said
information and advised to be vigilant and alert in their respective AOR. Subsequently,
while JO1 Siuagan was performing his duty at Tower 2, he saw an unidentified colored
black garbage bag landed at the back portion of Dorm 1. Thus, he immediately informed
JO3 Ronard R Abordo through radio about the incident. Afterwards, JO3 Abordo
immediately instructed JO1 Polino, member of Custodial Unit to proceed on the said
area for immediate recovery of the said garbage bag. Eventually, it was discovered that
the garbage bag was containing two (2) items of mobile phone chargers.

ACTION/S TAKEN:

3. The logistics Unit together with the custodial and JIIU Staff immediately
conducted facility inspection around the perimeter fence of this facility specifically the
back portion of Dorm 1 were the contraband was recovered. The confiscated
contraband were placed under the custody of JIIU evidence custodian for safekeeping.
