MIN NO AGENDA
The meeting was called to order at 2:35 pm. Opening prayers were
conducted by Carolyne Mwende Ireri. The Chairperson welcomed the
members for attending the meeting and explained the main purpose why the
committee was formed. Members were given a chance to introduce
themselves and Madam Carolyne Mwende was appointed unanimously as the
secretary of the task-force committee and she will be assisted by the two
secretariat members named above in compilation of minutes and reports.
It was proposed by Jane Wachira and seconded by Jesee Kithaka and it was
confirmed that there was quorum.
The Department of Health, Public Service, Administration & Devolution & the
department of Infrastructure, Transport & Public Works & Agriculture, Co-
operative development, Livestock & Fisheries had analyzed their list of casuals
as stipulated below

RESOLUTION
The members deliberated on the matter & resolved on the following:
i. The total number of casuals is 523 as per the analysis in the four
departments namely: Health, Public Service, Administration &
Devolution, Infrastructure, Transport & Public Works & Agriculture & Co-
operative development.
iv. The County Public Service Board to prepare a Clear policy highlighting
the Key areas for outsourcing especially in level 4 and 5 hospitals to
avoid duplication.
v. The Head HRM-Embu County was tasked to ensure that all the
departments have forwarded the list of all casuals in their departments
in a prescribed format
vii. Officers who are 50-59 their contracts will be dependent on age; 50-70
years of age will be employed as watchmen, 60-69 years of age will be
given a One year contract & those who are 70-89 years of age will be
given a One Year contract with retirement notice to prepare them
psychologically & financially.
There being no other business the meeting ended at 4:20 pm with closing prayers led
by Madam Mercy Muthee.
