POLICY GUIDELINES AND TIMELINE ON THE USE OF SCHOOL

MONITORING, EVALUATION AND ADJUSTMENT (SMEA) AND SCHOOLS
LEARNING OUTCOMES AND ACHIEVEMENTS MONITORING TOOLS

1. Pursuant to R.A. 9155 otherwise known as the Governance of Basic Education

Act of 2001, Administrative Order No. 161, s. 2006 entitled Institutionalizing
Quality Management System in Governance, amended through Executive
Order No. 605, s. 2007 entitled Institutionalizing the Structure, Mechanisms
and Standards to Implement Quality Management Program, this Office issues
the Policy Guidelines and Timeline on the Use of School Monitoring
Evaluation and Adjustment (SMEA) and Schools Learning Outcomes and
Achievements Monitoring Tools.

2. These tools aim to:

a. Provide the School Heads with the necessary information and insight
on the status, progress, and results of the delivery of basic education
in schools on access, quality, and governance;

b. Help the School Heads manage the schools effectively and efficiently,
as well as enjoin the teachers to adhere to the standards of teaching
and learning process; and

c. Allow the School Head to meet the information, reporting, and

documentation requirements, and provide key information to the
Schools Division Office and Regional Office for the provision of technical
assistance.

3. The soft copy of the SMEA monitoring tool shall be shared to the official
school e-mail account (e.g. schoolid@deped.gov.ph) via Google Drive as editor.
The school head shall be responsible for encoding the data accurately and
reliably in the SMEA Tool. Meanwhile, the link shall also be shared to the
Public Schools District Supervisors’ DepEd e-mail account with limited access
(viewer only) for monitoring purposes.

4. Please see Enclosure A for the timeline of submissions.

IMPORTANT REMINDERS

1. The SMEA Monitoring Report in the Google drive shall be updated every Quarter
of the Year (Or first week of April, July, October, January).

2. Before updating the SMEA report for the next subsequent quarter, be sure to
download the completed SMEA report of the previous quarter for records-keeping.
All previously encoded data will be deleted/changed upon updating the SMEA report.

3. For the period covered, use For the Fiscal Year ended March 31, 2021, (June,
September, December 31, 2021)

4. In order to reduce loss of reports due to human error, always provide a back-up
file. The Hard copy/printed report shall be signed by the school head and attested
by the Public Schools District Supervisors for monitoring purposes.
