INTRODUCTION

Background of the Study

Nowadays, higher education institutions continue giving much attention to
graduates' licensure examination performance. The licensure examination is
one of the nal obstacles that an applicant should pass to pursue their career
and ful ll their dreams of becoming a recognized professional in the eld of
expertise. According to Dotong and Laguador (2015), the licensure test for
engineering programs measures and ensures the quality of engineers who
would join the workforce of various manufacturing industries in the Philippines.
And also, the effectiveness of a curriculum is often measured using the results
of licensure tests (Villarmia, 2018).
Moreover, through the advancement of technology, review materials have
shifted from an ordinary textbook to an electronic document that accesses the
1 2,3
internet. Thus, a mobile app is software speci cally designed for small,
wireless computing devices like smartphones and tablets. (Wigmore, 2013).
When technology becomes more prevalent, more people choose to use it rather
than the conventional method to increase output speed and quality.
Therefore, an examination has always been present in the Licensing evaluation
of a graduated student. To test how much they know about the coverage of the
professional subjects of the exam. However, one of the most critical success
indicators for an institution is the quality of its graduates, which is often
4
determined by their performance on board exams (Perez, 2015).

Report: Introduction

21
Nowadays, current technology has brought fresh innovation to document
management techniques, ranging from electronic document management
systems that allow employees to view documents in a single area to use and
share documents ef ciently from anywhere with a secure internet connection.
The role of mobile devices in our lives has been the main topic of numerous
studies in recent years, and the number of these studies has increased
22
signi cantly. Instead of traditional telephones, many people tend to purchase
devices that support multiple applications, such as mobile phones or tablet
computers. The ease of use, variety of applications, and richness of functions
are the most important reasons for these preferences (Aldhaban et al., 2015)
Moreover, based on the ndings of Foti and Mendez (2014), students are now
74
using their mobile devices to facilitate learning outside of the classroom,
70
72
indicating that they have used a variety of methods to ensure their academic
performance. They stated that mobile learning plays a signi cant role in
promoting education to students even outside the school premises.
71 23
Correspondingly, Ebiye (2015) considers the smartphone to be a mobile device
73
that enables students to gain quick access to information to achieve their
teaching and learning and academic research goals. A study entitled
"Deploying an Interactive Mobile Learning System in the Classroom" by
(Boyinbode & Fasunon, 2015) and based on their ndings that students
approve of M-Learning as a supplement to classroom learning. Consequently,
Suresh and Hemabala (2013) show that 84% of students positively affect
wireless handheld devices.

A project titled "STUDY TIME - AN ANDROID BASED MOBILE LEARNING Tool" by
(Oladele 2014) was linked to studies about mobile application reviewers.

Report: Introduction

Researchers created the project speci cally to assist students in their

24
examination preparation. Since the program installed on the user's phone,
25
anyone can access the materials from anywhere and anytime.
Related studies about mobile application reviewer entitled "Development of an
internet-based exam system for mobile environments and evaluation of its
usability" by (Tüfekçi et al., 2013) that aims to develop an electronic
examination system that students can access from their computers or mobile
devices to prepare for exams, evaluate the system developed, and determine
26
its function and effectiveness in terms of educational objectives. This study is
27
related to the proposed research that the user can use their mobile devices to
access educational material for their examination.
74
Another study related to the proposed study is the "Usage of Mobile Devices as
70
72
Collaborative Tools for Education and Preparation of Of cial Exams" (Lopez et
al., 2015). they developed a mobile device framework adapted to several
subjects as a simulation of the exam and a collaborative effort to boost
71
motivation. The app was made available for free download through various
73
channels, including social media and app stores. The nding shows that most
of the users passed the examination using the developed application.
The project of (Tüfekçi et al., 2013) is another application applicable to the
proposed study. According to ndings, students can access the application
from either a computer or a mobile device. They can use it to conduct usability
tests on both mobile and web-based modules of exams created with their
system. Moreover, students' attitudes toward using mobile apps are positively
affected by their perceived utility and ease of use (Chuchu & Ndoro, 2019)
Suresh and Hemabala (2013) found that 84% of students positively impact
wireless handheld devices in their study "Mobile Learning for Undergraduate
28
Engineering Students." This research is similar to the proposed research in that

it concludes that mobile learning has a signi cant positive impact on

engineering undergraduates.
As stated in the study of Dolawattha et al. (2020), In m-Learning, mobile
learning content is critical for delivering the best possible experience to
students. As a result, researchers have been conducting various studies to ll
29
in the gaps in m-Learning and follow emerging new patterns. Kim et al. (2013)
suggested that Mobile technology can open up new learning opportunities.
Learners may use M-Learning programs to carry out a variety of academic
tasks. These studies are somewhat related to the proposed solution.
Several studies are signi cantly related to the proposed research. According to
Martono and Nurhayati (2014), 95% of college students are happy with their
74
current situation. The learning process can be more versatile by using mobile
70
72 30 31
learning because it can be performed at anytime, anywhere, and under any
conditions. Relatively, Makoe (2012) published a paper titled "The Pedagogy of
Mobile Learning in Supporting Distance Learners." Based on ndings, Mobile
71
devices may promote synchronous and asynchronous learning through
73
facilitating connections. Furthermore, Mobile learning enables equal chances
for all users by allowing education to be available any time and anywhere, thus
making location and distance irrelevant to the learner (Ally & Prieto-Blázquez,
2014).

"AN ANDROID-BASED REVIEWER APPLICATION FOR PHILIPPINE CIVIL SERVICE

Android-based Reviewer App to supplement the conventional way of assessing
36
the Philippine Civil Service Examinations. Furthermore, the student can
download study materials to improve their skills and review materials that
37 38
cover various subject areas that will be included in the examination. This study
is related because it provides review materials for examinees.
39
According to Acietuna et.al. (2018) entitled "RevMe: The Usability of Mobile
Application Reviewer for the Preparation for College." research shows that the
75
74 40
proposed mobile application is designed to assist students who want to pass

the college entrance exam, but lack support and have no idea what they would

10
Another relevant application to the proposed research is - C.E.E.M.A.: College
Entrance Examination Mobile Application by Sagarino (2019) under System
Admission and Scholarship Examination of Mindanao State University. The
study aims to create and use a mobile application as a review tool for the
college entrance examination, based on ndings that most users of the
established application have given it an excellent/perfect rating.

application since, with the proposed application, the user will use their mobile
devices to access the review material and promote both learning and
