1.0 General

1.1 These Preambles apply to all documentation comprising the Bills of Quantities.

2.0 Method of Measurement

2.1 The Bills of Quantities have been prepared generally in accordance with the
Principles of Measurement (International) for Works of Construction, June 1979,
published by the Royal Institution of Chartered Surveyors, 12 Great George Street,
Parliament Square, London SW1P 3AD, United Kingdom, amended to suit local
practice and conditions and as modified expressly or by implication by the
Preambles to Method of Measurement or by Item Descriptions.

3.0 Descriptions

3.1 All descriptions throughout the Bills of Quantities will be deemed to have been read
in conjunction with the Preamble Clauses listed hereunder.

3.2 The descriptions throughout the Bills of Quantities describe the workmanship and
materials necessary for each item and are not necessarily complete. The Contractor
is referred to the Conditions of Contract and other Documents, Drawings and
Specifications (which term shall be deemed to include any relevant Specification
notes on Drawings) as well as relevant Standards and Codes of Practice for further
information in respect of materials and workmanship, as no claim, adjustment or
variation will be considered on account of any failure to acquaint himself with such
information.

3.3 Where manufacturers names or proprietary materials names are given against
certain items in the Bills of Quantities, the rates and prices inserted shall be for those
specified materials or other equal materials approved by the Engineer. All
proprietary materials shall be installed strictly in accordance with the manufacturer’s
printed instructions and the Contractor shall be deemed to have allowed for such in
his pricing.

3.4 Where the Contractor proposes a material of different dimensions to the dimensions
stated in the Contract Documents, and such alternative dimensions are deemed
acceptable by the Engineer, appropriate deduction shall be made to the relevant
unit rate to reflect the use of such alternative dimensions. In no circumstances will
additional costs be payable as a result of Contractor proposed alternative
dimensions.

4.0 Quantities

4.1 All quantities have been measured net as fixed in position.

4.2 All quantities marked ‘Provisional’ are subject to remeasurement.

4.3 The Contractor is reminded that this Contract is a Lump-Sum Price. The quantities
inserted in the Bills of Quantities are indicative and the Contractor is required to
check and verify each quantity prior to submission of his Tender. Quantities shall be
deemed to be entirely at the Contractor’s risk and no adjustment or variation in price
will be allowed due to error or omission in the quantities, or error in the computation
of the Tender, discovered after submission of the Tender.

5.0 Unit of Measurement (and abbreviations)

5.1 In the Bills of Quantities (and in other documentation comprising the Tender
Documents) the following abbreviations have been used and have the meanings
hereby assigned to them:

BS the specification issued by the British Standards Institution.

CP the code of practice issued by the British Standards Institution.

AASHTO the specification issued by the American Association for State


Highways and Transportation Officials.

ASTM the specification issued by the American Society for


Testing and Materials.

5.2 The term ‘as described’, means ‘as described in the Specifications’.

6.0 Rates

6.1 The rates for each item are to be comprehensive and must include for complying
fully with the Conditions of Contract and other Documents, Drawings and
Specifications (which term shall be deemed to include any relevant Specification
notes on Drawings) as well as relevant Standards and Codes of Practice, and for all
obligations under the Contract including all matters and things necessary for the
proper construction, completion and maintenance of the Works. No claims for
additional payment will be allowed for any error or misunderstanding by the
Contractor of the work involved.

6.2 The rates inserted in the Bills of Quantities shall be deemed to include for all design
works (whether permanent or temporary) as specified in the Contract Documents
and for providing Drawings, Shop Drawings, Schedules, Specifications,
Calculations and the like and for obtaining the Engineer's approval.

6.3 The rates inserted in the Bills of Quantities shall be deemed to include for the
submission of Samples and Product Data, for the execution of Tests and for the
provision of Warranties and Guarantees all as stipulated within the Specification and
other documentation comprising the Contract Document and for obtaining the
Engineer's approval in respect of such.

6.4 The Bills of Quantities have been prepared in such a manner that the description of
each item (which description shall imply reference to any heading or sub- heading,
preamble or other clause or item which shall apply), shall be held to include for all
that is necessary to fulfil the liabilities and obligations arising out of the performance
of the Contract, including, but not limited to, the following:

• Labour and all associated costs,

• Materials, goods and all associated costs (including purchasing, conveyancing,


delivering, unloading, positioning, handling, hoisting, lowering, returning
packings and the like),

• Letters of Credit, Bank Guarantees, Bank Charges and the like,

• Customs duties, port dues, import duties, taxes, charges, Insurance’s and other
dues levied by any authority or imposed by the Government,

• Landing charges and transport charges of whatever description,

• Temporary storage facilities,

• Fitting and fixing materials and goods in position,

• Provision and use of plant, equipment and tools,

• Straight, raking or circular cutting,

• Wastage on materials,

6.4 The Bills of Quantities have been prepared in such a manner that the description of
each item (which description shall imply reference to any heading or sub- heading,
preamble or other clause or item which shall apply), shall be held to include for all
that is necessary to fulfil the liabilities and obligations arising out of the performance
of the Contract, including, but not limited to, the following (continued):

• Working in girths, widths or heights of less than 300mm,

• Short lengths,

• Protection,

• Provision of Samples,

• Testing,

• Establishment charges,

• Temporary Works,

• Replacing goods damaged, broken, lost or stolen,

• Making good,

• Overheads (including site and head office management costs),

• Profit,

• All other incidental costs to complete the Works.

7.0 Fix Only

7.1 Where the Contractor is requested to price for ‘Fix Only’ items, his price shall include
for all costs associated with and including, but not limited to, the following:

• Taking delivery (including unloading, positioning, handling, hoisting, lowering,


returning packings and the like),

• Temporary storage facilities,

• Assembling, fitting and fixing materials and goods in position,

• Provision and use of all plant, equipment and tools,

• Straight, raking or circular cutting,

• Wastage on materials,

7.0 Fix Only (Continued)

7.1 Where the Contractor is requested to price for ‘Fix Only’ items, his price shall include
for all costs associated with and including, but not limited to, the following
(continued):

• Working in girths, widths or heights of less than 300mm,

• Testing,

• Temporary Works,

• Replacing goods damaged, broken, lost or stolen,

8.0 Prime Cost (PC) Rates

8.1 Where Prime Cost (PC) Rates are included, the Contractor is to include in his rate
the full amount shown. Such rate is for the material cost only of the particular item
so described, delivered to the site and properly stored. The Contractor is, in addition
to those relevant items listed at Clause 7.1, to allow in his rates for all auxiliary
materials required for fixing, such as mortar for bedding and jointing, adhesive and
all similar items of a like nature. The Prime Cost will be expended at the discretion
of the Engineer and the adjustment to the Contractor’s rate will be the net difference
between the Prime Cost (PC) Rate stated in the description and the actual price
paid together with percentage adjustments for wastage and overheads and profit,
with the benefit of any discount being passed to the Employer.

8.2 Such rate shall also include for all costs associated with the purchase of such
materials including, but not limited to, those relevant items listed at Clause 6.4.

9.0 Variations

9.1 The rates inserted in the Bills of Quantities will be used to value any variations to
the Works, whether omissions or additions.

9.2 The Contractor shall not be entitled to payment for profit and overheads or any other
charges on the value of work omitted.

9.3 Any claim for additional General Requirements costs or for additional facilities,
assistances and attendances costs and the like on variation works, shall be
considered only upon receipt of full, supporting, contemporary, substantiation being
presented by the Contractor to the Engineer.

10.0 General Requirements

10.1 The Preamble clauses for all other Trades apply equally to this Section where
relevant.

11.0 Metalwork

11.1 Unless otherwise described the whole of the Metal Work shall be executed in
accordance with the relevant Specification Clauses.

11.2 The rates for all structural steelwork are to include for rolling margin, all cutting and
notching, scribing where required, drilling, countersinking, welding and weight of
welds, and for steel being painted with one coat of red oxide primer at the
Manufacturers’ works.

11.3 The rates for all steel and metal work are to include for:

• Cutting to correct lengths, welding, grinding, countersinking, bolting, rivetting,


assembling, notching, splay cut ends and all drilling or perforations,
countersinking and filling off burrs around holes,

• Assembling and framing together by welding or brazing, bolting or rivetting, and


the like where so described,

• Filing and cleaning off welds and irregularities, finishing cut edges straight and
true and slightly rounding all sharp edges and arrises,

• Hoisting and fixing into position including forming mortices for ends, grouting and
running in cement mortar and making good wherever applicable.

• Preparation of Shop, Fabrication and Erection Drawings

11.4 The rates for core rails and handrails etc. are to include for all welded joints in the
running lengths, bends, angles, ramps, wreaths, stop-ends and the like.

11.5 The rates for tubular handrails handrails or balustrades are to include for made
bends, forged bends, mitres, crosses, tees, flanged ends and the like; the rates for
mild steel tubular handrails and balustrades are also to include for all fittings.

11.6 The rates for pressed metal or extruded rails, skirtings, etc. are to include for all
joints in the running lengths, mitres, stop ends, etc.

11.7 The rates for all bolts, expanding bolts and anchors are to include for nuts and
washers.

11.8 The rates for mild steel and galvanised mild steel work are to include for rolling
margin and weight of welds.

11.9 Where descriptions include “screwing” or “screwed”, the rates are to include for
fixing with screws of the same materials, unless otherwise described.

11.10 Where descriptions include “bolting” or “bolted”, the bolts, unless specifically
otherwise described, have been measure separately.

11.11 Where descriptions include “plugging” or “plugged”, the rates are to include for
plugging and screwing to brickwork, masonry, concrete or other hard material with
“Rawlplugs” or similar approved proprietary plugs and fixing with brass screws.

11.12 The rates for expanding bolts or anchors are to include for drilling brickwork,
masonry, concrete or other hard material.

11.13 The rates for all stainless steel and non-ferrous metal work are to include for all
welds, joints, grinding edges and fine smooth polished finish on all exposed
surfaces, joints and edges, unless otherwise described.

11.14 The rates for galvanised metal work are to include for treating cut edges and ends
of galvanised sections with two coats of metallic zinc rich primer to BS 4652 Type
2.

11.15 The rates for all external metalwork shall be held to include for the provision of screw
holes or other suitable connection points for the purposes of connection, by the
Electrical Installation Contractor, of equipotential bonding conductors as required by
the I.E.E. Wiring Regulations.

11.16 The rates for all steelwork and metalwork shall include for rolling margin, cutting and
notching, splays, scribing, drilling, countersinking, welding, treatment with red oxide
(rust proof) primer (or as otherwise specified) at the manufacturer’s works, all ends,
angles, intersections, ramps on frames, handrails, bearers, stays and the like; fixing
staircases to the structure, assembling and jointing together components, all holes
for pipes, tubes, bars, cables, conduits and the like and all other holes, countersunk
holes, tapped holes, slots and the like.

11.17 Fittings shall include for caps, brackets, connections, cleats, brackets, stanchion
and rafter restraints, gussets, end plates and the like, including all welding, cutting,
notching and the like.

11.18 Fixings shall include for bolts, nuts, washers, countersunk bolts, distance pieces,
rivets, holes and countersunk holes, together with all fixing (including screwing and
drilling).

11.0 Metalwork (Continued)

11.19 Rates for ungalvanised steel shall include for treatment with red oxide (rust proof)
primer (or as otherwise specified) applied at the manufacturer’s works or
immediately upon delivery to site.

11.20 The rates for handrails and the like are to include for welded joints, bends, angles,
ramps, wreaths, stop ends, fittings and fixings and the like.

12.0 Woodwork

12.1 Unless otherwise described the whole of the Woodwork shall be executed in
accordance with the relevant Specification Clauses.

12.2 All timber shall be wrot unless otherwise described.

12.3 All sizes are finished sizes, unless otherwise stated.

12.4 The rates for all timberwork, plywood, chipboard and laminated plastic sheeting and
other building boards are to include for:

• All cutting, nailing, gluing, screwing, arrises, splayed, chamfered or rounded


edges, notching, holes, housing ends, ship-lap joints, mitres, ends and shaped
ends, angles, junctions, heading joints, stops to labours and work across grain
and any other sundry items of a like nature,

• Countersinking screw and bolt heads and covering heads with approved
matching wood filler where required,

• Nails, brads, tacks, steel screws for Carpentry work and brass screws for Joinery
work, wedges, pins dowels, glue glass paper, white lead and other sundry jointing
and fixing materials,

• Narrow widths, small quantities and short lengths,

• The rates for all Carpentry work are to include for all labours,

• In items of Joinery work rebates, grooves, mouldings and similar lineal items of
a like nature are described as “labours” and included in the descriptions.

12.5 The rates for all Joinery work and finishing Carpentry work are to include for
punching in all nail and pin heads and where necessary counter boring and covering
the heads with wood pellets to match the timber, glass papering and leaving clean
ready for clear finishes.

12.6 The rates for all timber floors are to include for traversing and sanding for polishing
or other clear finishes.

12.7 The rates for drawers are to include for the provision of stops, stop-morticed and
tenoned joints at back and stop-morticed and tenoned or stop-dovetailed joints to
fronts, grooving sides and front for bottom and gluing together.

12.8 The rates for doors and windows are to include for fitting and hanging and splayed
bottom edges to opening casements.

12.9 The rates for plywood, soft board, hardboard, plastic sheeting and other building
boards are to include for lining up joints where required and for providing panels of
the sizes indicated on the drawings.

12.10 Where descriptions include “bolting” or “bolted”, the bolts, unless specifically
otherwise described, have been measured separately.

12.11 Where descriptions include ”plugging” or “plugged” the rates are to include for
plugging and screwing to brickwork, masonry, concrete or other hard material with
“Rawlplugs” or similar approved proprietary plugs and fixing with brass screws.

12.12 The rates for laminated plastic sheeting are to include for fixing with adhesive.

12.13 The rates for sawn grounds, sawn partition and false ceiling framing and similar are
to include for planning one or more faces if necessary to obtain a level fixing surface.

12.14 The rates for all framed work and fittings are to include for all mortice and tenon,
housed, dovetailed and other framed joints and wedges and pins.

12.15 The rates for all woodwork shall include for all raking, curved or splayed cutting,
nailing, gluing, screwing, arrises, splayed, chamfered or rounded edges, notchings,
holes, housing ends, ship-lap joints, mitres, ends, shaped ends, junctions, stops,
work across grain, for all joints in members over 200mm wide or for obtaining
timbers in one width, sinkings, rounded curves, splayed edges, extra timber in joints,
horns, etc., all dowels and cramps and holes for pipes, tubes, bars, cables, conduits,
ducting, trunking and the like.

12.16 The rates for all woodwork shall include for countersinking screws and bolts and for
covering heads with matching wood filler, nails, brads, tacks, steel screws, brass
screws, wedges, pins, dowels, glue, glass paper, white lead and all other sundry
jointing and fixing materials.

12.17 The rates for all woodwork shall include for working in narrow widths, small
quantities and short lengths.

12.18 The rates for doors are to include for fitting and hanging any type. The rates shall
further include for rebates, chamfers, grooves, scribed edges, rounded edges and
the like labours, and shall include for all cross grain and stopped work and for all
stops, ends, angles and mitres.

12.19 The rates for ironmongery shall include for fixing to any type of surface, all
necessary screws, bolts, nuts, washers, nails, pins and similar, all fitting, cutting,
housing, sinking, boring, morticing, drilling and similar labours to the surface which
the article is being fixed, all oiling, easing and adjustment as required.

12.0 Woodwork (Continued)

12.20 The rates for supplying and fixing or fixing only (as the case may be) all ironmongery
and sundry toilet and other fittings are to include for:

• Fixing to any type of wood or building board, unless otherwise described,

• The supply of all necessary screws to match the ironmongery, and any bolts,
nuts, washers, nails, pins or similar items required but which are not supplied
with the ironmongery,

• All fitting, cutting, housing, sinking, boring, morticing, drilling and similar labours
to the timber or other surface to which the article is being fixed,

• All plugging of concrete, masonry, brickwork or other surfaces,

• Oiling, easing and adjusting ironmongery and leaving in working order at


completion.

12.21 The rates for locks are, in addition, to include for fixing fore-ends, staples or striking
plates and escutcheons when required.

12.22 The rates for locks are, in addition, to include for the provision of a metal edged card
tab for each of the pair of keys supplied with each lock, with the number or name of
the room written thereon, and for the provision of a temporary hardboard or plywood
key board at handover, unless otherwise described in the Bills of Quantities.

13.0 Doors and Windows (including Glazing)

13.1 Unless otherwise described the whole of the Doors and Windows shall be executed
in accordance with the relevant Specification Clauses.

13.2 The rates for all glazing are to include for:

• Risk of breakage, replacing all cracked or broken or scratched panes during the
Contract, from whatever cause free of charge and also for cleaning and leaving
in proper condition on completion,

• Painting metal or wood rebates with one coat of priming paint before glazing,

• Fixing glazing clips and applying back layer of glazing compound to metal
rebates before glazing,

• Sprigging and back puttying to wood rebates before glazing.

13.3 The rates for glass louvre blades are to include for ground and arrised edges.

14.0 Finishes

14.1 Unless otherwise described the whole of the Finishes Work shall be executed in
accordance with the relevant Specification Clauses.

14.2 The rates for “Spatterdash” are to include for applying in any position and at any
level.

14.3 The rates for all items are to include for:

• Narrow widths and small quantities,

• Temporary formwork and rules, edge boards and the like,

• Laying or executing work in bays or between division or panel strips,

• Bringing to a true and even surface,

• Laying or finishing work to flat surfaces, slopes, falls and currents,

• Joints between new and old work,

14.3 The rates for all items are to include for (continued):

• Joints and recessed joints between different finishes,

• Groin points and other intersections of curved surfaces,

• Finishing or cutting around holes and openings, etc.,

• Covering up and protecting where necessary until completion of the Contract,

• Cleaning down and making good any damage from whatsoever cause and
upon completion,

• Any other sundry items of a like nature.

14.4 The rates for in-situ finishes and screeds are in addition to include for:

• Cleaning off and wetting surfaces and washing concrete surfaces with cement
grout if the concrete has hardened,

• “Dubbing out” of irregularities in the surface being covered and to form coves,
splays and the like,

• Internal angles, arrises, fair edges, quirks, throats, drips and the like, coves and
rounded external angles not exceeding 25 mm radius,

• Angles, mitres, stops, intersections, fair ends, junctions, wreathed corners and
the like on cornices, mouldings, enrichments, coves, skirtings throatings, gutters,
channels, strings, curbs and similar and other sundry items of a like nature,

• All making good up to frames and metal work, around pipes brackets and similar
items and dishings to outlets,

• Any other sundry labours of a like nature to the foregoing,

• Additional cement, if permitted by the Specification, for trowelling to a smooth


surface all pavings, rendering, etc. described as “steel trowelled smooth”,

• The extra cost of working at night if required where finishes or screeds are to be
applied monolithically to the concrete base whilst the concrete is still green or
before its initial set.

• Laying in colours and patterns are required and approved by the Engineer and
for all cutting and waste for equal margins,

• Internal angles, arrises, fair edges and equal margins,

14.4 The rates for in-situ finishes and screeds are in addition to include for (continued):

• Mitres, stops, intersections, fair ends, junctions, wreathed corners and the like
on mouldings, coves, skirtings, gutters, channels, strings, curbs and similar
except where special tiles or fittings are required.

• Cutting and fitting up to frames and metal work and around pipes, bracket ends
and the like and dishing to outlets;

14.5 The rates for all work to ceilings and beams are to include for working not exceeding
3.50 metres from the floor unless otherwise stated.

14.6 The rates for all metal lathing, plaster board and similar sheet wall or ceiling linings
are to include for all cuttings and laps (if any) holes and notchings and any other
sundry items of a like nature and making good.

14.7 The rates for internal lime plastering are to include for finishing all angles, except to
soffits of beams, with returns 50 mm wide in Keene’s cement, on a Portland cement
backing (1:3) with a slightly rounded arris.

14.8 The rates for all plasterwork and other floor, wall and ceiling finishes are to include
for sample panels set up for the Engineer’s approval prior to the commencement of
any work.

14.9 The rates for division and cover angles and strips at expansion joints to finishes and
pavings are to include for cutting to required lengths, splay cut ends, drilling, fixing
with matching screws and for countersinking the heads of all exposed screws.

14.10 The rates for marble, granite or pre-cast wall linings are to include for all dowels and
cramps as described and plumbing and levelling.

14.11 The rates for gypsum plasterboard are to include for all fixings, preparation of cut
edges and forming scrimmed joints as describe.

14.12 The rates for mineral wool and fibreglass blankets are to include for cutting to sizes,
stitching up edges, hanging and overlapping.

14.13 The rates for suspended ceiling systems are to include for all necessary hangers
and supports, brackets, clips, trims, etc. to make a complete ceiling system and for
all necessary cuttings incidental to fitting the ceiling to the building and cutting and
trimming as necessary for access panels, light fittings, air conditioning grilles,
sprinklers and for hangers for partitions, signs, and the like.

14.14 The rates for paintwork, etc. are to include for:

• All preparation of surfaces,

• Rubbing down before each coat,

• All multi-colour work and cutting to line,

• Applying priming coats on new work before the articles are fixed or built in,

• The cost of setting up tints and colours for approval, if required,

• The cost of analysis of paint, if required,

• Painting beads, hinges and other fittings, brackets, stays, bolts, lugs and the like
(unless detached from other paintwork),

• Protecting all work, fittings, furniture, etc. during the execution of the painting,
removing all splashes from floors, skirtings, walls, etc. and leaving clean and
perfect on completion,

• Removing all articles of ironmongery, hardware and similar before painting and
replacing after the painting is complete.

14.15 The rates for paintwork to metal windows and doors are, in addition, to include for
painting on opening edges and all surfaces of frames, mullions, transoms, cills and
the like.

14.16 The rates for paintwork to wood sashes, wood casements, glazed wood screens
and the like are, in addition, to include for painting on opening edges.

14.17 The rates for wall paper work are, in addition, to include for cutting and fitting paper
around holes and openings, pipes, switches, brackets and the like.

14.18 The rates for paintwork on radiators are, in addition, to include for painting to
brackets and stays.

14.19 The rates for all finishings shall include for preparing surfaces for finishings or
backings, for working at or up to any height, and all narrow widths, small areas and
all cuttings, temporary formwork and rules, edge boards and the like, joints between
existing and new finishes, working to different colours, bands and patterns.

14.20 The rates for all finishings shall include for all dubbing out to walls and columns
necessary to produce and even surface preparatory to the application of the
finishing coat.

14.21 The rates for all finishings to soffits shall include for level and sloping soffits.

14.22 The rates for all finishings to block walls are to include for plasterwork to face of
concrete columns, lintels, etc.

14.23 The rates for in-situ, plain sheet, tile, slab or block finishings shall include for fair
edges, rebated edges, splayed edges, rounded edges, arises, quirks, grooves,
flutes, and the like; all ends and angles or riser and edges of landing ends, angles,
ramps to strings and ends of steps; all fair joints or fair cuttings, making good or
cutting and fitting around pipes, bars, cables, conduits, ducting, trunking, sanitary
fittings and the like; dishing to gullies and outlets, mortices, sinkings and ends,
angles, ramps, outlets and intersections to skirtings, flush, raised or sunk bands,
sills, dividing strips, control joints, channels, kerbs, and the like.

14.24 The rates for in-situ finishings shall also include for all internal and external angles,
fair rounded and chamfered edges, arises, chamfered external angles and coved
internal angles.

14.25 The rates for floor finishes shall include for expansion joints and control joints as
specified.

14.26 The rates for beds and backings shall include for forming keys.

14.27 The rates for plastering to vertical surfaces shall include for providing expanded
metal lathing of the required width wherever concrete and blockwork surfaces meet.

14.28 The rates for backings, plastering, renderings, shall include for all metal plaster
stops, angles and beads and additional stops to form grooves in surfaces.

14.29 The rates for ceramic wall tiling shall include for a hollow rounded fillet at the junction
with other wall finishes.

14.30 The rates for painting shall include for working to or at any height; internal or external
work; all narrow widths; rubbing down between coats; work in multi- colours; cutting
to line; opening edges of doors and works on additional surfaces exposed by such
opening edges; hooks, bolts and clips to sheeting and pipe clips, saddles and holder
bats and the like for removing ironmongery and re-fixing on completion.

14.31 The rates for painting on wood shall include for work on hardwood or softwood and
for knotting.

14.32 The rates for painting on manufactured boards and wood shall include for surface
filling.

14.33 The rates for sprayed emulsion painting to horizontal soffits shall include for painting
all pipes, ducts, fittings, etc. as no allowance has been made in the measured items
for this equipment.

14.34 Work to sides and soffits of beams have not been given separately but have been
included with the soffits to which it is attached.

14.35 Rates for suspended ceilings shall include for supplying shop drawings and for
obtaining approval of details before commencing work. Rates shall also include for
primary and secondary grids as necessary and for suspending the same with
requisite hangers from the soffits. Perimeter trim and all cutting and fitting is deemed
to be included in the rates. The cost of providing access panels shall also be
included in the rates.

14.36 Rates for suspended ceilings shall include for any additional suspension members
necessary to support lighting fittings or similar.

15.0 All other Charges and Profit

15.1 All other Charges and Profit includes Profit, Overheads, Builders work, Facilities,
Assistance’s and Attendance’s in connection with the expenditure of Provisional
Sums in favour of Sub-Contractors.

15.2 The expression used herein ‘Builders work’ includes but is not limited to the
following:

• Drilling, cutting or leaving of holes for pipes, ducts and the like through walls
floors, partitions, roofs, etc., and subsequently making good.

• Cutting and pinning ends of supports for pipes, equipment, appliances, fittings
and the like to walls, floors, partitions, soffits, etc., and making good.

• Cutting or leaving mortices, sinkings, etc., for holding down bolts, brackets,
supports and the like and grouting in.

• Cutting chases for pipes and the like in walls, floors, partitions, etc., and
subsequent making good.

• Cutting and fitting around, boring holes through and making good of finishings
up to pipes, supports, brackets and the like.

• The formation of small concrete bases, plinths, etc. for plant, tanks, and
equipment, including anti-vibration pads incorporated within the plinth as
necessary. All other vibration isolation shall be supplied by the Sub-Contractor.

• The painting of exposed pipework, fittings, equipment, etc.

• The supply and installation of sub-frames where required for grilles, diffusers,
louvres and the like.

• Cutting and making good openings in false ceilings, bulkheads, walls for grilles,
diffusers, luminaires, sprinkler heads, loudspeakers and the like.

15.3 ‘Builders work’ will include all the above, but it should be noted that this list is not
intended to be exhaustive and everything necessary will be deemed to be included.

15.4 The Contractor is referred to the Structural Drawings for further information. The
Contractor shall allow for any plinths or bases required for MEP equipment
installations.

15.5 Builders work shall include for all penetrations through concrete surfaces for MEP
Equipment, including (but not limited to) stair pressurisation fans, ventilation
openings through skylight upstands, fire barrier seals as required, and the like.

15.6 Items in respect of general attendance (assistance) to be provided for Sub-


Contractors shall include (but is not limited to), the following items, free of all
charges:

• Provision of all site hoardings, fencing, controlled access openings and the like.

• Provision of temporary hardstandings for vehicular traffic and the like

• Provision of un-unhindered access to working areas

• Preparation of the site, including (but not limited to) ; removal of asphalt road
surfacing, kerbs, paviors, lighting poles, bollards, shrubs, signage, telephone
kiosks and the termination / relocation of all existing underground and exposed
services.

• Provision of grid lines / markers and levels, including checking and verification.

• Use of Contractor's administrative arrangements

• Unloading, distributing, hoisting and lowering of materials

• Use of personnel hoist, stairs, platforms and walkways

• Use of constructional plant

• Use of Contractor's facilities

• Use of Temporary Works

• Space for Sub-Contractor’s offices and stores

• Scaffolding, including mobile platforms

• Unloading, distributing, hoisting, lowering and placing in position items of plant,


machinery or the like, including installation, testing, maintenance and dismantling

• Provision of water for the Works including installation, testing, maintenance and
disconnection.

• Provision of power and lighting for the Works, including fuel and consumption
charges.

15.6 Items in respect of general attendance (assistance) to be provided for Sub-


Contractors shall include (but is not limited to), the following items, free of all charges
(continued):

• Lifting, hoisting, craneage etc.

• Insurance of the Works

• Provision of safe and secure storage for goods and materials and space for
specialists offices.

• Programming of the Work and co-ordination of the Works to comply with the
Contractor's programme.

• Co-ordination of the whole of the Works including the work of Sub-Contractors


and any relevant authorities etc.

• Provision of protection to finished work.

• Clearance of all rubbish and debris

• Cleaning the finished work as part of the final cleaning obligations as detailed in
the Specification.

15.7 Items in respect of special attendance (assistance) to be provided for domestic Sub-
Contractors shall include (but is not limited to), the following items, free of all
charges:

• Provision of any specialist scaffolding

• Provision of all specialist lifting, hoisting, craneage etc. for off-loading, positioning
and installation of services equipment.

• Co-ordination of the whole of the Works including the work of other Sub
Contractors and providing all special attendance’s as required for the works
which are reasonably required by sub-contractors and not covered under
General Attendance’s.
