Background & Agenda
• Nomura Research Institute (NRI) is helping a Japanese IT company that provides cloud services
to explore opportunities in the VPP/ Micro-Grid market which could strengthen Taiwan Power
Company (TPC)’s capabilities in Taiwan
• We would like to understand TPC’s plans for the next 5 years regarding their VPP/ Micro-Grid
solutions and activities, current progress, and impact on the plans due to Covid-19
Discussion Agenda
The objective is to understand if our client can be of service to TPC for VPP/ Micro-Grid related
projects. To do so, this discussion will be based on clarifying and identifying:
1. TPC’s overall strategy/ plan for VPP and Micro-Grid in Taiwan
2. Current progress and challenges faced
3. VPP/Micro-Grid project pipeline (future)
4. Existing partnerships
5. Possibility of establishing a new partnership

We understand that all demo projects are mission-oriented application projects where the
aim is to validate technologies and its potential to be implemented on a larger scale
context in future.
▪ Such demonstration projects are used as platform for coordination with TPC’s smart grid-related technology requirements and
deployment schedule. The technology commercialization process of Smart Grid General Project Phase II will be implemented as shown
in the diagram below.
Questions
1. Based on our understanding,
there have been both
successes and failures
among the different demo
projects conducted so far.
❖ Are there any projects
2 that have proceeded on
to implementation
stage – particularly for
Microgrid or VPP?
3 ❖ Which are the projects
that have transited to
implementation stage?

TPC – Latest VPP Activity (1/2)
On July 18, 2020, Taipei Times published an article stating that TPC is building Asia’s first
‘Virtual Power Plant’ which will come online as early as end 2020

Questions
1. Could you comment and share with us more details
about this news article?
❖ Is this an implementation project for VPP?
❖ Who are the partners involved and what are
their responsibilities? (i.e. SW companies/
Network application platform/ battery control
vendors, etc.)
❖ How are the partners/ vendors selected?
❖ Are there any opportunity for new partnership
or collaboration with non-Taiwanese
companies?
❖ What is the plan for the Ancillary Service
Trading Trial Platform?

TPC – Latest VPP Activity (2/2)
On July 23, 2020, Enel X has similarly published an article regarding Demand Response
program in Taiwan. Particularly, it was a collaboration with TPC to support Taiwan’s
electricity grid
Questions
1. Could you comment and share with us more details
about this news article?
❖ Previously we note that TPC had collaborated
with Enel X (formerly known as EnerNOC
Taiwan) and based on this latest article, is this
another initiative by TPC?
❖ Is this a demonstration or implementation
project?
❖ Who are the partners involved and what are
their responsibilities?

TPC – Latest Activity (Case Study)
TPC has recently announced a partnership deal with Delta Electronics for the
provision of the largest energy storage solution for its Xia Xing Power Station.
1. Is this project related to VPP entirely / Microgrid demonstration project?

Overall, who are the parties responsible for driving initiatives pertaining to all microgrid
and VPP demonstration project planning? Is it TSGIA?
→ How can interested parties apply to join such demonstration projects?
→ Who is the key person or company that we can speak to?

Others) Key Questions
TPC related Strategy • What is the overall strategy and plans (under TPC’s pipeline) for VPP/ Microgrid market in Taiwan?
projects • Are there any other new initiatives or policies that will be introduced by the govt. for more demo projects – and
will TPC be involved in such projects?
Project Details • What is the timeline/ when will Taiwan’s demonstration projects be transited to its implementation phase?
• Will there be more demonstration projects given its successes/ failures so far?
Challenges & • What are the current difficulties faced regarding the VPP/Microgrid landscape in Taiwan?
Opportunities • Can we understand both technology and non-technology related issues?
• Will TPC be interested in having a new partner to strengthen or test some of the services it is currently
pursuing/ providing? (i.e. network system, etc.)
Ref) In line with the Government’s push towards smart energy, TPC has a Smart
Grid Strategy which it is currently implementing to facilitate its transformation
