The study titled “Awareness of Entrepreneurs in Barangay AAA BMBE Law (Barangay
Micro Business Enterprises)” aims to determine the awareness of the Barangay Micro Business
Enterprises (BMBE) Act of 2002 to entrepreneurs of Barangay AAA. Barangay Micro Business
Enterprises (BMBE) are an integral part of economic growth in the country. The law aims to
help the micro-enterprises to grow and contribute into the mainstream economy by providing
incentives and benefits that would help them be more competitive. The study provides a
significant point of view on how the law was welcomed and used in Barangay AAA. The study
will not cover the effects of the law on the entrepreneurs and the collection of taxes of the BIR.
Also, the impact of limitations and benefits of the said law in small enterprises will not be
examined.

The intention of the study is to determine the awareness of the business owners of
Barangay AAA regarding RA 9178 Law also known as the "Barangay Micro Business
Enterprises (BMBE's) Act of 2002". The author used a non-probability sampling in selecting the
participants for the study. He then devised a self-made questionnaire that were relevant in
understanding the level of awareness and the disposition of the said business owners regarding
the said law, then it was distributed to the chosen community by choosing 50 respondents
belonging to the barangay. Data collected from the survey shows the profile of the respondents
having a capital of P500,00 and below. The majority of the respondents were unaware of the
BMBE law. Also, it shows that the local government was not actively promoting the information
concerning the BMBE law for the last 16 years. Nonetheless, there were some entrepreneurs who
were knowledgeable and informed about the incentives and benefits of the law. These
conclusions drove the author to draw recommendations such as using a systematic sampling
method in selecting participants, extensive questionnaire to further enhance the information
gathered, and coordinating with government agencies who are responsible for the dissemination
of information.

The author writes the study in a concise manner. The study shows the relevance of the
BMBE law to the mainstream economy and to those entrepreneurs that would benefit. It can be
seen that the author was concern that the BMBE law was not reaching its potential. There are
parts of the study where it was lacking. The title of the study was not well thought. The abstract
of the study was a mess and misleading for it proclaim that it aims to determine the cases of the
incentives and benefits rather than assessing the awareness of the entrepreneurs. It also points
that it looked at the implementation of the law but rather, it collected data from respondents
about their knowledge of the law’s existence. Also, in the abstract where it says that “More so,
unaware respondents were highly interested to know more about BMBE and were very willing to
register under it.” there was no supporting statement as to where this information was taken.
There were also errors concerning the data gathering as the author points out that the intended
respondents for the non-probability sampling was 100, yet only 50 were distributed, and only 15
respondents answered the questionnaire. The accuracy of the data collected is low for it is only
15% of the intended respondents.

The study provided information about the awareness of entrepreneurs in Barangay AAA
about the BMBE law. It lacked on many on its claims in abstract and was misleading. The author
chose a weak title with wrong grammar. He could have at least fixed the grammar. Also, the
literature survey could have a better statements and references that would make the most
connection that would deliver a more relevant and support to the study. At the end though he
recovers on his recommendations and that is the one thing that is commendable.

The author was not focused on the study while he was forming it. There had been many
shortcomings and grammatical error. The study did conclude and does reflect on its purpose, but
the way of collection and the accuracy of data was not reliable. The only contribution of the
study may well be its recommendations for it shows most of its shortcomings and help future
studies on some areas.
