CHAPTER I

THE PROBLEM

This chapter presents the background of the study, statement of the problem,

significance of the study, scope and delimitation, and definition of terms.

Background of the study

Homework or assignment has been around since the early 20th century and so

has the debate of whether or not homework is a healthy policy for students. Educators

as well as the students from both public and private schools delivered their concern on

the “No Homework Policy,” dividing the teaching community and student body.

The Department of Education (DepEd) has expressed its support for the no-

homework policy bills proposed by lawmakers at the House of Representatives, which

is the House Bill No. 3611. The proposed measure seeks to remove homework as a

requirement and have Kinder to Grade 12 students do academic activities solely

within school premises.

DepEd said that the proposed measure will enable learners to find balance

between their academic development and personal growth by having ample time for

enjoyable activities with their family and friend. “Homework assignments can deprive

students and parents/friends precious quality time for rest, relaxation, and interaction

after schools hours and even on weekend,” the bill’s explanatory note reads.

Featured discussions on a similar policy in a public school in Western Cape

province in South Africa. Vargas said scholars in South Africa had argued “that

homework is a burden for children and parents,” has caused the decline of family

time, and even undermines learning interest. However, while DepEd welcomed the

proposals, teachers group “The Alliance of Concerned Teachers (ACT)” slammed the

proposed measure.

“We are not issuing homework to burden our students. It is demanded of us by

the K to 12 program, so much that our performance evaluation system ensures its

implementation. Our teachers are trained educators. We know the value of homework.

It's about discipline, responsibility, and continuity of learning.” said ACT national

chairperson Joselyn Martinez.

As the opponent of the homework ban have pointed out, homework has its

uses, and totally prohibiting it needs careful consideration. Thus, this research focuses

on the perception of students of Banban National High School towards the “No

Homework Policy.”

Statement of the Problem

This study aims to determine and analyse the perception toward the “No

Homework Policy” of the students of Banban National High School, Bangui, Ilocos

Norte, during the Second Semester, School Year 2019-2020.

Specifically, it sought answers to the following questions:

1. What are the socio-demographic profile of the students in terms of:

a) gender and

b) strand?

2. Does the students of Banban Nationl High School agree in the

implementation of the “No Homework Policy”?

3. What are the perceptions of the students of Banban National High School

towards the “No Homework Policy”?

4. Is there a significant difference between the perceptions of the students

when they are grouped according to:

a) gender and

b) strand?

Significance of the Study

The importance of the study lies on the contribution that it will give to the

following people.

This research study will help the administration to affirm or negate diverse

views and reactions expressed by the students and teachers.

This research study is done to give document and research based answers to

teachers with differing views regarding the “No Homework Policy.”

This research study will help parents to be aware of the possible effects of the

“No Homework Policy” to their children in order to help them choose whether to

oppose or support the policy.

This research study will help the students in voicing out their views on the

“No Homework Policy.”

Scope and Delimitation

This study was limited to the perception toward the “No Homework Policy” of

the students of Banban National High School, Bangui, Ilocos Norte, during the

Second Semester, School Year 2019-2020.

The focus of this study was to determine the profile of the respondents which

includes the gender and grade level.

The respondents of the study was a grade level from senior high: Grade 12.

The perception was measured through survey.

The difference among the gender and along with grade levels was determined

including the perception of the students of Banban National High School towards the

“No Homework Policy” were established.

The socio-demographic profiles of the students was the moderating variable.

The “No Homework Policy” served as the independent variable. While the perception

of the students served as the dependent variable.

Definition of Terms

To ensure a clearer and better understanding of this study, the following terms

are:

Gender. It refers to range of characteristics pertaining to, and differentiating

between, masculinity and femininity.

Homework. It refers to a set of tasks assigned to students by their teachers to

be completed outside the class.

Perception. It pertains to the way of regarding, understanding, or interpreting

something.

Socio-demographic profile. It refers to the characteristics of a population

such as age, gender, ethnicity, education level, income, etc.

Strand. It refers to a consistent thread running through a course offer

irrespective of its subject content.

Student. It refers to a person who is studying in order to enter a particular

profession.
