layout presenting in a same cover to our valued readers. We are also delighted to share Business Climate 20
our success, achievements and overall activities with our linked organization through
this manuscript, which will help to rapidly find the certain interrelated information with Goal-Ideas-Vision 25
their interest. A proper publication like Annual Report is needed to bring the success of
the organization into light. We are trying to illustrate the financial statement as well as Glance Tour on EPZs 29

BEPZA has also set trailblazing examples in different sectors like socio-economic Role 72

BEPZA is marching ahead to build economically prosperous Bangladesh. As a Directory 103

last 9 years. In the beginning we highlighted BEPZA’s successful performance during
the present government period i.e. 2009-17 with attractive graphs. We also added
BEPZA’s target in investment, export, employment and operational industry In line with
the Vision 2021. We insert our current fiscal year performance, cumulative status etc.
as well. Further it carries out trend of investment, the legal matters that are safeguard Scenario Business Climate

As an active partner of Digital Bangladesh, BEPZA is going forward to introduce
maximum use of technology. In this issue we placed in APA recognition and role of

Message
I am happy to know that Bangladesh Export Processing Zones Authority is going to
publish its Annual Report 2016-17.

We have set a Vision to turn Bangladesh into a middle income country by 2021 and
developed on by 2041. My government considers rapid growth of the private sectors as
one of the key driver to achieve this Vision.

Bangladesh has the most liberal investment policy in South Asia. It includes protection
of foreign investment by law, generous tax holiday and most favorable incentives.

The role of BEPZA in attracting FDI, employment generation and diversifying export
basket through producing non-traditional items is appreciable. My government has
established EPZs in the northern & southern region of the country to speed up the
economic growth. Economic Zones are now ready for foreign private enterprises to
set up labor intensive industry. I am happy that BEPZA achieved the best organization
award under Prime Minister’s Office in last two consecutive years for accomplishing
highest APA target.

BEPZA has created employment opportunities for 275,734 Bangladeshi nationals

during last 9 years. It has been playing a vital role in socio-economic development of
the country through employment generation and women empowerment.

This report, I hope, will give an overall picture and performance of BEPZA and help the
entrepreneurs get right direction in choosing investment destination.

It gives me immense pleasure to be informed that Bangladesh Export Processing Zones Authority
(BEPZA) is going to publish its Annual Report 2016-17. I am also happy that BEPZA is publishing
its Annual Report sincerely in time.

Nowadays, Bangladesh is an attractive base for investments. To encourage investment, trade

and commerce, our government is installing separate economic and industrial zones. Our existing
EPZs are also lucrative destination for Investment and eight EPZs so far gained US$ 4.42 billion
investment. I am delighted that BEPZA achieved a remarkable performance in the last few years
and also pleased to know that 465 industries are operating in EPZs and exported goods worth US$
61.04 billion. I am delighted to know that in 2016-17 financial year BEPZA escalated investment
of US$ 343.71 million, export earned US$ 6549.37 million and generated employment of 26,638
persons.

BEPZA is one of the most successful organizations in the country. Now BEPZA is a brand in the
global business arena. The success of BEPZA led the government to establish economic zone in
the country. BEPZA contributes a lot to implement SDG and Vision-2021 & 2041. I feel proud that
BEPZA has achieved APA award in last couple of years for accomplishing highest target.

I appreciate BEPZA’s role, which helps us vastly in development. BEPZA achieved the target of
rapid industrialization of the country through attracting investment, poverty alleviation and women
empowerment with the dynamic leadership of the present government. It is good news that world’s
famous brands including diversified products are being manufactured here for the global market.
BEPZA is contributing about 19% of the total national export and more than 21% of total national
FDI contribution. I am happy that 4,80,443 numbers of energetic workforce are engaged in EPZs
under BEPZA.

I hope BEPZA will contribute to the national economic growth by achieving its desired goals.

Bangladesh Export Processing Zones Authority
(BEPZA), a trustworthy name of reliability
and progress, continues to grow as a source
of pride for Bangladesh. The EPZs under
BEPZA have been operating with the highest
efficiency and innovation by offering investment
friendly atmosphere, maintaining a spirit of
industrial & infrastructural growth and economic
emancipation. The eight EPZs, set up different
parts of the country, now recognized as ‘Bonanza
for Investment’. BEPZA is a brand to the global
business community.
The directions and guidance of the Honourable
Prime Minister, who is the Chairman of BEPZA
Board of Governors, always inspire us to move
forward. Most of the eight EPZs including Uttara,
Ishwardi & Mongla EPZs of northern & southern
regions of the country are the brainchild of

attract foreign capital and technical know-how and thereby boost exports through establishment
of export-oriented industries in custom bonded industrial zones with special facilities.
BEPZA set a milestone in industrial sector under dynamic leadership of the Honourable Prime
Minister who is also the Chairman of BEPZA Board of Governors. Majority of the EPZs have been
set up by the vibrant decision of the Honourable Prime Minister Sheikh Hasina. Considering the
growing demand of the investors, she extended Chittagong and Dhaka EPZ. The Honourable
Prime Minister Sheikh Hasina has set up Uttara, Ishwardi & Mongla EPZs in the Northern and
Southern part of the country for the equitable economic development. These three EPZs are
the shining example of a new story- story of success, story of changing life style of those
regions.
Bangladesh is a land of opportunity. We have every potential to grow further. Entrepreneurship
development and investment promotion is the most effective tool to make these potentials
in reality. New investment brings employment, technology, managerial knowledge to
alleviate poverty. The Honourable Prime Minister Sheikh Hasina’s instructions build

Chittagong the first EPZ was established in 1983 as the pioneer for investment.
Observing its astounding success, Dhaka EPZ became operational in the year
1993. Afterwards six new EPZs namely Mongla, Comilla, Ishwardi, Uttara
(Nilphamari), Adamjee and Karnaphuli have been set up and these EPZs are
operating successfully in full swing; which gradually turned Bangladesh’s as

Duty Free Access
Duty free access means a permission given by a government for
another country to export goods into their country without having
to pay tax. Bangladesh has been a WTO member since 1995 and
as a Least Developed Country, benefits from the EU’s “Everything
but Arms” arrangement, which grants duty free, quota free access
for all exports, except arms and ammunition. Bangladesh is also
the member of different regional trade blocs. Thus the country
enjoys duty free or reduced tariff rate access to other member
countries. Some 52 countries have given duty-free access of
Bangladeshi products to their markets. US have allowed duty-
free access for 8,620 Bangladeshi products, South Korea 8,778
products, China 4,788 products, Thailand 6,999 products and
Malaysia 297 products. The government had move to expand
duty-free access facilities for products to more countries.

Free Trade Agreement
Trade agreements are when two or more nations agree on the
terms of trade between them. They determine the tariffs and duties
that countries impose on imports and exports. All trade agreements
affect international trade. Bangladesh is very interested to sign the
Free Trade Agreement which will increase trade and commerce
of the country. Bangladesh is the member of several regional and
sub-regional trade agreements (RTAs). The regional agreements
include Preferential Trade Agreements (PTA) and Free Trade
Agreements (FTA). Bangladesh signed 6 FTAs where Asia-Pacific
Trade Agreement (APTA), South Asian Free Trade Area (SAFTA)
and SAARC Preferential Trading arrangement (SAPTA) are in fully

GSP
The Generalized System of Preferences (GSP) is to promote
economic growth in the developing world by providing preferential
duty-free entry for up to 4,800 products from 129 designated
beneficiary countries and territories.
Bangladesh is enjoying tariff and quota free access under GSP
facilities from 38 countries and 28 EU countries for all its products
(apart from arms and armaments). Bangladesh also enjoys GSP
from Australia, Belarus, Canada, Liechtenstein, Japan, New
Zealand, Norway, Russian Federation, Switzerland and Turkey. The
GSP scheme is specifically designed to benefit certain developing
countries and integrate them into the world economy. These
stipulate that manufactured products have to be `sufficiently worked
or processed’ in the exporting country in order to qualify as having
originated there.
Offshore Banking Unit (OBU)
Offshore Banking Unit (OBU) refers to an international foreign
currency-based banking facility involving non-residents. OBU
can carry on with their activities of deposit taking and lending to
international enterprises or investors without conflict with the
domestic fiscal and monetary policy. Therefore, offshore banking
kept separate from domestic banking with freedom of functioning.
OBUs play an important role in satisfying the banking needs of the
industries operating in the EPZs of the country, extending all sorts of
credit facilities with the growing demands for banking facilities due
to establishments of more industries in the EPZs. The OBUs are
entitled to obtain deposit as well as borrowing from abroad and are
free to extend credit facilities to the industries in the EPZs. OBUs
help the local banks to serve better the needs of their customer
who set up A-Type industries in the EPZs. They are free to make
advances/investments abroad and make permissible transactions
with industries in the EPZs. At present, BEPZA has permitted 34
Banks for setting up of OBUs.

 Annual Performance Agreement (APA)
Prime Minister’s Office (PMO) and Bangladesh
Export Processing Zones Authority (BEPZA) have
signed Annual Performance Agreement for the Fiscal
Year 2017-18 in order to create accountability of the
organization determining annual targets.
BEPZA set 55 performance indicators against
five strategic objectives i.e. promotion of local &
foreign investment, boost up export, employment &
workers welfare, improvement of services, transfer
of technology with four mandatory objectives for the
APA of 2017-18 FY. The number of indicators was
48 in the last APA i.e. FY 2016-17. Mentionable,
BEPZA ranked highest among the organizations
under PMO in accomplishing targets of the Annual
Performance Agreement for the FY 2014-15, 2015-
16 and 2016-17. This trend of success is continued
in the APA of recently ended FY 2016-17.
This agreement has been signed for the fourth time
to encourage the bodies under PMO to ensure an
efficient, effective & dynamic administrative system
through establishment of good governance at all levels
of administration and to evaluate the qualitative and
quantitative activities of the organizations.
Sustainable Development Goal (SDG)
The Sustainable Development Goals (SDGs),
otherwise known as the Global Goals, are a
universal call to action to end poverty, protect the
planet and ensure that all people enjoy peace and
prosperity. The 17 goals are interconnected – often
the key to success on one will involve tackling
issues more commonly associated with another. It
is heartening that the government has committed
fully to fulfilling the ambitious vision of the SDGs,
following its remarkable success in the MDGs. As
a part of this, BEPZA is contributing to achieve
SDG through industrialization, socio-economic
development, women empowerment, eco-friendly
industrial atmosphere and so on. Extreme poverty
rates have been cut by industrialization in EPZ area.
Activities of EPZs area are changing the life of local
people and have equal rights to all men and women.
BEPZA is ensuring healthy lives and promoting the
well-being for all through medical facilities and try
to give quality education for the children of EPZs
worker. EPZs under BEPZA are playing a significant
role executing SDG.
Vision 2021 & 2041
Honourable Prime Minister Sheikh Hasina wants to turn
Bangladesh into a middle-income country by 2021 and a developed
nation by 2041. BEPZA is working a lot to fulfill this dream under
dynamic direction of Honourable Prime Minister Sheikh Hasina.
In last few years BEPZA’s overall successful scenario reflects the
implementing those Visions.
The future of BEPZA is set for growth as has already been
outlined by the Honourable Prime Minister. In line with the Vision
2021, BEPZA intends to uphold the cumulative investment figure
from US$ 4.5 billion to US$ 6 billion, boost up the yearly export
volume from 6.55 billion to 8.5 billion, increase the employment
from 480,000 to 700,0000 persons and the number of
operational industries from 468 to 700 numbers.

services in each door through maximum uses of

taken steps to upgrade its digital environment.
Technological development by the enterprises
of EPZs has made the work easy to build a
digital Bangladesh, one of the commitments
of the present government to the nation. As a
link of this issuance of export-import permits
through online have already been introduced
Starting Electronic Filing
in EPZs. To ensure overall automation BEPZA
has set up Video Conferencing between the
zones, LAN and WAN connectivity, dynamic
website. Security system of EPZs is ensuring by
use of the modern technology as well as control
unauthorized vehicles in customs bonded area.
In the onward steps of Digital Bangladesh, entry
& exit of vehicles in EPZs has controlled by
modern digitalized method. In this connection
EPZs has installed automated intelligent barrier
gate. Due to digitalization speed of work of
EPZ is accelerating. BEPZA has introduced
electronic filing (e-filing) system for ensuring
good governance and prompt service to its
E-GP launching valued stakeholders and others.

Eco-friendly Tone of EPZs
With the recent trend of global climate change and its effect
on the earth related with world-wide environment concerned
BEPZA is looking for ways to go green, even though the initial
costs can be high. In this regard BEPZA has taken some
measures in place now so that future generations can live
sustainably. So, BEPZA is ensuring economic development of
the country through industrialization & employment generation
as well as taking a part for environment balance in the EPZs.
Central Effluent Treatment Plant (CETP)
Central Effluent Treatment Plant is one type of waste water
CETP in Comilla EPZ
treatment method which is particularly designed to purify industrial
waste water for its reuse and it’s aim is to release safe water to
environment from the harmful effect caused by the effluent.
BEPZA is aware about the environment protection issues related
to manufacturing industries. The authorities have already taken
steps to introduce 3 Central Effluent Treatment Plants (CETP)
in 3 EPZs to ensure maximum protection for the environment.
These are in Dhaka, Chittagong and Comilla EPZ. These Central
Effluent Treatment Plants treat the industrial effluents of the EPZ
enterprises as service oriented industries.
Environment Protection CETP in Chittagong EPZ can treat 45,000 cubic meters of liquid
effluent per day and in Dhaka EPZ which targets to treat 15,000-
43,000 cubic meters every day. CETP in Comilla EPZ can treat
15,000 cubic meters effluent per day.
Water Treatment Plant (WTP)
Water Treatment Plant, a facility that performs water purification.
There are four Water Treatment Plants are operating in
Chittagong, Adamjee, Karnaphuli and Comilla EPZs. However,
BEPZA with the help of a government organization treats the
saline water collected from the Karnaphuli River / underground
and then supply fresh water to the enterprises in Karnaphuli EPZ.
BEPZA welcomes WTP projects in the EPZs to set up as service

Power Plant (PP)
BEPZA has executed the power supply agreements with two
service oriented industries for producing and supplying of 200
Megawatts electricity to the enterprises in Chittagong and Dhaka
EPZs. As per the agreements, these companies allowed for
supply and sale their extra power to the national power grid after
meeting the demand of the EPZ enterprises. Thus, the power
plants in the EPZs are contributing to the national economy by
meeting up the demand of electricity outside the EPZ areas.

Waste Heat Recovery System
A Waste Heat Recovery Unit (WHRU) is an energy
recovery heat exchanger that recovers heat from hot
streams with potential high energy content. There are
two independent power producer units in Chittagong
and Dhaka EPZ generate steam and supplying to the
enterprises of EPZs. Cogeneration of electricity and
steam can significantly improve efficiency and reduce
GHG emissions from an energy supply system. The
steam is being produced by recovering waste gas from Solar Street Light in CEPZ
the electricity generation process and transferring it to
the different industries. This will helpful for environment
protection and avoid burning fuel.
Solar Power
BEPZA has introduced solar street lights at CEPZ
under the part of green initiative. A total number of 785
solar street lights with pole have been setup to replace
conventional street light, making the entire CEPZ street
lights under solar energy system. Power producing
capacity of each panel installed at the light post is 150
watt i.e. 785 light post will produce 117 KW electricity. In

addition, 229 KW solar power systems have also been
installed on roof top of building at different EPZs.

BEPZA has setup two environment laboratories at
CEPZ & DEPZ to assess the various environmental and
industrial parameters which will be helpful to monitor,
control and reduce the carbon emission.
BEPZA has arranged awareness campaign program for
environment consciousness and inspire the investors
so that simultaneously makes the zone a low Carbone

requested to use ETP, LED bulbs, energy efficient
boilers, install solar panels etc.

Bangladesh EPZ Authority is very much aware of the
country’s economic development as well as the protection
of environmental balance. Apart from industrialization,
BEPZA always support the ecological stability and purify
the air in EPZs area. In this regard, BEPZA has taken
various steps as a part of green initiative in EPZs. Tree
plantation is one of them. BEPZA has been operating
a plantation program and these trees will consume the
gas and other poisonous material in the air and keep Nature & Green Beauty in EPZ
environment safer.

Corporate Social Responsibility (CSR) is an
umbrella term used to describe voluntary
corporate initiatives concerned with community
development, the environment and human rights.
CSR policies and programs seek to benefit society
while simultaneously improving a corporation’s
public image and profitability.
Enterprises of EPZs practices CSR for trying
to do something for the further development

proper take care of society none of the business
organization can’t go through their operation for
long run. That’s why BEPZA believes in CSR and
social awareness can change the situation of
Bangladesh. BEPZA monitors maintain medical
care, education system properly and the EPZ
enterprises take care about their workers cultural
manners and talent related issues.
Medical Centers
In every EPZ, BEPZA has its own medical center
that provides healthcare facilities and medicine
Medical Facilities at free of cost to the workers and employees of
the enterprises. Until June 2017, as part of CSR
activities, 233 EPZ enterprises are operating
their own special Medical Centers to ensure the
health and occupational safety. Realizing the
healthcare situation of the country BEPZA is
motivating the other operational enterprises to set
up medical facilities for the workers. In addition,
the EPZ enterprises often arrange some check-up
programs like health / eye camp. Family Planning
Campaign and blood donations program etc. as a
part of their CSR activities.

and tension free working time at the factories

enterprises to setup day care center. Nowadays,
there are 175 day care centers in the EPZ
enterprises to ensure workers’ devotion to their
work and as part of the social responsibilities.

Workshop and Training for EPZs Workers
Bangladesh EPZ Authority arranges different type of
workshop and training among the workers on awareness of
workplace safety. These workshops focus on earthquake
awareness, fire safety & first aid, management/ strategic
side of fire and earthquake prevention, financial
management training etc. Through all these workshop &
training in regular basis is increasing the awareness of
the owner/management and workers which is reducing
the loss of life and property including prevent accidents

Educational Institutions
BEPZA runs Schools & Colleges in the EPZs for children
of the employees working in BEPZA as well as EPZ

is imperative to empowerment and development. In this
regard BEPZA closely monitors these works to ensure
the quality of education in these institutions. BEPZA also
provides subsidy to these schools & colleges so that the
children of the poor employees & workers can afford the

One of the important things to bring attention in work is
to arrange sports & cultural program for workers. Believe
in this concept, BEPZA as well as the EPZ enterprises
regularly arrange various type of program like, annual
picnic, star watch, football match, cultural competition ,
art competition etc. BEPZA always encourage this type
of event for recreation of employees.

Humanitarian activities
BEPZA as well as it’s investors always stands beside
humanity. The authority has set a unique example by
donating 1200 bags of blood at a time on the eve of 47th
Independence Day in remembrance of the genocide of
black night of 25th March and the sacrifices of 30 lakh
martyrs. Bangladesh Red Crescent Society awarded the
authority as the highest blood donor organizations for
this noble work. As a part of CSR, the investors of EPZs
donated to the Prime Minister’s Relief & Welfare Fund
and Bangabandhu Memorial Trust. Moreover, apart from
providing medical facilities BEPZA regularly arranges

objectives of industrial friendly peaceful working
atmosphere which ensures congenial investment
climate. BEPZA act as a harmony bridge that
linking workers-owners and maintaining amicable
relations which is the core strength of EPZ.

opportunities and welfare of workers’.
Cohesive Team Work
EPZs ensures peaceful working environment
through collaborative teamwork. BEPZA set a role
model for industrial sector as an ideal workers-
owner- management synergy which ensures
secured & peaceful working environment as well
as compliance and welfare. It is one of the duties
of the Authority to arrange regular meeting with
owner, management and workers to ensure
labour welfare.
Wages
The working atmosphere of EPZs is very good
and workers at the EPZs are getting higher
salaries and other facilities than non EPZ
workers. The EPZ workers always well paid
in real compensation. The Honourable Prime
Minister has re-fixed the minimum wage structure
for EPZ workers in 2010 by increasing in a range
of 34% - 95% in nominal sum. Minimum basic
wage for helper is US$ 70 now and the figure is
gradually increased up to high skilled workers its
minimum US$ 140 and more.
Benefits
Workers of EPZs are obtaining yearly 10%
increment, house rent, medical allowances,
canteen facilities, free lunch/allowances
and transport/allowances, night allowance,
production bonus, uniform, provident fund,
maternity benefits, termination benefits, earned
leave etc. BEPZA has its own Medical Center,
Public School, Day Care Center and Canteen
facilities inside the zone.

 WWA Election
“The EPZ Workers’ Welfare Association and
Industrial Relations Act, 2010” has been enacted
in order to give right to freedom of association
and collective bargaining to the EPZ workers.
The union formed under this act is named as
Workers Welfare Association where the workers
elected their representatives by secret ballot.
Among the 464 operating enterprises in 8 EPZs,
WWA Election 428 are eligible for referendum. In June 2017,
referendum held in 314 enterprises with a vision
to form Welfare Association (WWA).
Workers elected the representatives of the
Executive Committee for three years through
secret ballot who perform as CBA regarding
interest of the workers.
Compliances
In terms of Industrial Relation parameters,
enterprises in EPZs have achieved 94%

BEPZA is on its right track to attain it to 100%.
BEPZA has appointed 60 Social Counselors, 30
Environment Counselors and 02 Environment
Specialists for all EPZs to ensure both the social
and environment compliance issues to mitigate
the disputes of the labours. Achievements in
some of the basic parameters are 92% for Service
Contract, 100% for Child labour & Forced labour
and Discrimination, 94% for Leave & Holiday.

Skill Development
Skill development is an important factor for
workers to face common challenges and develop
them to go forward. In this perspective some
enterprises of EPZs have arranged local training
& workshop for their workers and technicians. At
the same time they also sent them for overseas
training. This foreign training provides the trainee
a scope to be acquainted with latest technology.

Safety
The working environment in the
enterprises of the EPZs is quite
satisfactory. BEPZA is very much
aware about social responsibilities and
ensuring welfare of the workers, which
include security, fire and police station

fire incidents in the enterprises of the
EPZs is quite low with compared to the
other factories situated outside EPZs.
BEPZA has strong fire fighting team
led by a ‘Fire Consultant’ in every EPZ
who arranges regular fire fighting drill
as well as training for the workers and
staffs in their respective enterprises
to build awareness. All enterprises
operating in EPZs have to obtain Fire
License from Fire Service and Civil
Defense Department of Bangladesh.

 Analysis
1. 1.1 Brief Description Financial Management

The eight EPZs of BEPZA are managed as separate operational units and
each EPZ deals directly with its clients, issues the rental bills and monitors its
payment. BEPZA´s accounting system and financial statements clearly separate
both income and costs from the EPZs and it provides ample information for an
in-depth financial analysis. Each EPZ has a general manager responsible for
the site´s performance, income, costs and maintenance.

BEPZA´s income is collected primarily through the EPZs who have their own
accounting department and manage their clients. Bills are issued monthly for
SFB rental and service charges, for land on a quarterly basis. Official payment
period for the accounts receivables is 15 days. All expenses related to the site´s
operation and maintenance is paid directly by the EPZ.

The EPZs annual financial results are then transferred to the BEPZA executive
office that prepares audited financial statements. Besides an annual transfer to
the National Exchequer, BEPZA is allowed to build up its own financial reserves
reflected in its equity.

Summaries of the combined income and expenditure statements
and balance sheets at zone level are depicted below. Note these
financial statements combine both BEPZA executive office and
the eight EPZs in operation. Detailed information is included in

BEPZA’s audited financial statements show that the entity is

revenue generating going concern with annual net income 1,111.21
Million BDT (2017) after for inspite of the entity is service oriented.
The following observation assists in these figures interpretation.

• International experiences in public entities in other

countries (both in the region and elsewhere) suggest that
the opportunity cost-of-capitals employed in land values
are not accommodated in a public entity’s income and
expenditure statement. This builds on the assumption that
the land pertains to the government and not the entity.
