AN ORDINANCE INSTITUTIONALIZING THE POLICY GUIDELINES FOR


THE AVAILMENT OF EDUCATIONAL AND/OR FINANCIAL ASSISTANCE
UNDER THE “ISKOLAR NG LAGUNA “ PROGRAM AND FOR OTHER
PURPOSES

EXPLANATORY NOTE

WHEREAS,Filipinos, especially the parents, take pride in education and


perceive it as a legacy they will leave behind to their children, a treasure that cannot in
any way be taken away from them. This is the main reason why most Filipino parents
eagerly support their children to finish their studies from elementary until finally
obtaining a degree in college, amidst the many challenges including financial
constraints;
WHEREAS,notably, in most cases, many students complete their studies only
up to Secondary Level because they cannot afford the school fees even in State
Universities or Colleges. This results in an increasing number of out of school youth,
narrowed opportunities for jobseekers to land high paying jobs and limited
opportunities in being professional workers;
WHEREAS, as a way to solve this problem, the Iskolar ng Laguna program was
launched by the Provincial Government of Laguna to serve and give financial grants to
aspiring students in the province who are dedicated and eager to fulfill their dreams to
eventually graduate from higher education in their chosen field. This government
program shall definitely bring them closer to reach their goals; 
WHEREAS,Iskolar ng Laguna program was launched by the Provincial
Government of Laguna to serve and give financial grants to aspiring students in the
province who are dedicated and eager to fulfill their dreams to eventually graduate from
higher education in their chosen field;

WHEREAS, the Provincial Government of Laguna, through the Iskolar ng


Laguna Program, ensures that appropriate education is extended to intellectually
promising students within its jurisdiction;

WHEREAS, it has launched a massive campaign to ensure that the less


privileged but deserving students are given scholarship grants within the province’s
territorial jurisdiction through coordination with Local Chief Executives of
Municipalities/Cities and the Provincial Government of Laguna;

WHEREAS, the Iskolar ng Laguna instills rise of interest among the youth who
are hopeful to pursue education in their chosen field. This program encourages the high
school graduates to elevate their studies which stands parallel and in consonance with
the provisions of the 1987 Philippine Constitution on Article XIV, Education, Science &
Technology, Arts, Culture &; Sports, particularly the law states on:

Section 1. The State shall protect and promote the right of all citizens to quality
education at all levels, and shall take appropriate steps to make such education
accessible to all.
Section 2. The State shall:
(1) Establish, maintain, and support a complete, adequate, and integrated
system of education relevant to the needs of the people and society;
(2) Establish and maintain a system of free public education in the elementary
and high school levels. Without limiting the natural right of parents to rear
their children, elementary education is compulsory for all children of school
age; 
(3) Establish and maintain a system of scholarship grants, student loan
programs, subsidies, and other incentives which shall be available to deserving
students in both public and private schools, especially to the underprivileged;

WHEREAS, Section 468 (4) (iv) of the 1991 Local Government Code provides
the Sangguniang Panlalawigan is authorize to enact and approve ordinances to
establish a scholarship fund for the poor but deserving students in schools located
within its jurisdiction or for students residing within the province in addition to the
provision of basic services and facilities as provided for under Section 17 of the same
Code;

WHEREAS, adhering to such above mandates to uphold the right to


education of the underprivileged but deserving students residing in Laguna, the
present administration undertakes to revitalize and improve our existing scholarship
program by setting-up a comprehensive and well-defined policy guidelines in the
availment thereof;

WHEREFORE, PREMISES CONSIDERED, the Provincial Government of


Laguna deems it urgent that an instant legislative measure be promulgated and adopted,
pursuant to its duty of promoting the right of all citizens to quality education at college
levels.

AN ORDINANCE INSTITUTIONALIZING THE POLICY


GUIDELINES FOR THE AVAILMENT OF EDUCATIONAL
AND/OR FINANCIAL ASSISTANCE UNDER THE “ISKOLAR NG
LAGUNA “ AND FOR OTHER PURPOSES

BE IT ORDAINED by the Sangguniang Panlalawigan of Laguna _______________ in


a Regular Session duly assembled, that:

SECTION 1. SHORT TITLE. – This Ordinance shall be known and/or cited as the

THE AVAILMENT OF EDUCATIONAL AND/OR FINANCIAL ASSISTANCE
UNDER THE “ISKOLAR NG LAGUNA “ PROGRAM AND FOR OTHER
PURPOSES;.

It is the policy of the Provincial Government of Laguna to give equal opportunity
to quality education by extending scholarship grants and/or assistance to qualified
students residing in the Province of Laguna under the existing “ISKOLAR ng Laguna”
program.

To ensure effective and efficient implementation thereof, the following policy


guidelines in the availment of said scholarship grants is hereby adopted/
implemented.

SECTION 3. DEFINITION OF TERMS. – As used in this Ordinance:

1. Automated Examination - Automated testing or test automation is a method


in software testing that makes use of special software tools to control the
execution of tests and then compares actual test results with predicted or
expected results. All of this is done automatically with little or no intervention
from the test engineer. Automation is used to to add additional testing that may
be too difficult to perform manually.

2. Affidavit of Loss -is a written statement that describes the facts


concerning the loss of an object, usually a document such as an
identification card, a driver's license, passport, or documents relating to the
registration of vehicles. An Affidavit of Loss is usually required when requesting
for a replacement of a lost document or item.

3. Certified True Copy- A copy of the document which is certified true to the
original, either by the issuer of the document or a recognized authority from the
country or territory where the document was issued.

4. Guardianship – is the position of being legally responsible for the care of


someone who is unable to manage their own affairs.

5. Non-transferable – the inability to be used or legally owned by anyone other


than a particular person.

6. Pagpapatunay Form – A form issued to Scholars attesting the inclusion of the


student to the Scholarship Program of Laguna, indicating the basic details of the
student, Slot Number, amount received, date received duly signed by the scholar
and the parent/s/Guardian.

7. Qualifying Examination- Any examination that one needs to pass in order


to begin or continue with a course of study.

8. Scholarship – A grant or payment made to support a student's education


awarded on the basis of academic or other achievement under our existing
“Iskolar ng Laguna “ program and other similar programs.

9. Indigent/poor family – those who have no visible means of income or whose


family income does not exceed P12,000 a month.

SECTION 4. COVERAGE OF THE PROGRAM.

Under the “Iskolar ng Laguna” program, all qualified student- beneficiaries
shall be entitled to a scholarship grant and/or assistance per semester provided that
they have successfully passed the entrance qualifying examination and have complied
with the admission requirements as herein provided.

To ensure equal opportunity to poor and deserving students residing in the


Province, the Provincial Government of Laguna thru the Office of the Governor –
Administrative Division shall prioritize in the determination and acceptance of
scholars those applicants coming from indigent families.

SECTION 5. SELECTION OF SCHOLAR.

a. Who shall Appy:

 Open to all college students regardless of year level


 Bonafide Lagunense (parents must also be from Laguna, supported by
voter’s ID)
 1 per Family at a time

b. How to Qualify:

 Passing the qualifying examination administered once a year by the


Provincial Government of Laguna . A Passing Grade means an IQ
equivalent to average and above. For Automated Examination - use the
site: iskolar-exam.laguna.gov.ph

SECTION 6. REQUIREMENTS AFTER PASSING THE QUALIFYING


EXAMINATION:

 For Incoming First Year Scholar:

1. Certified True Copy of School Permanent Record (Form 137)


2. Certified True Copy of Registration Form
3. Copy of voter’s ID/Voter’s Registration Certificate of parent/guardian
with Affidavit of Guardianship

 For 2nd Year and other year level:

1. Certified True Copy of Grades of last term with a passing general


weighted average (GWA) rating
2. Certified True Copy of Registration Form
3. Copy of voter’s ID/Voter’s Registration Certificate of parent/guardian
with Affidavit of Guardianship

SECTION 7. CONDITIONS TO MAINTAIN SCHOLARSHIP

 Each scholar must be enrolled for the current semester in which a scholar
is qualified.
 A scholar is entitled to a scholarship grant based on the number of
semesters required to complete the degree program. The excess year
availment, shall subject the scholar to re-assessment for his/her
continuous qualification to the Scholarship Program.

 A scholar should have a passing grade in all his/her subjects. In case of
Authorized/Unauthorized withdrawal/dropped subject/s, Failing grade/s,
Incomplete Grade/s, the scholar shall be subject to re-evaluation.
 All scholars of Laguna are required to submit the documentary
requirements every semester based on the schedule set by the scholar
coordinators.
 Scholarship is non transferrable.

SECTION 7. DISTRIBUTION OF GRANTS:

 Specific Date shall be announced thru the Official Webpage at


iskolar.laguna@facebook.com
 No representative shall be allowed to receive a grant, except for justifiable
reasons in which case claimant must present a Special Power of Attorney
valid ID of claimant, and original Pagpapatunay Form.
 In case of lost of original Pagpapatunay Form, one must secure an
Affidavit of Loss.

SECTION 8. PROBATIONARY/DISQUALIFICATION/TERMINATION:

 Two (2) semesters of failure to submit re-application

SECTION 10. IMPLEMENTING AGENCY. – The Provincial Government of


Laguna, Governor’s Office – Administrative Department shall take charge of the
implementation of the policy guidelines as herein provided.

SECTION 11. REPEALING CLAUSE. – All ordinances, resolutions, executive


issuances, or rules and regulations, or parts thereof, whose provisions are inconsistent
with or contrary to the provisions of this Ordinance, are hereby deemed repealed,
amended, or modified accordingly.

SECTION 12. APPLICABILITY CLAUSE. - The provisions of existing ordinances,


resolutions, or executive orders dealing with related subject matter such as policy, rules
and regulations of the Scholarship Programand the like, which are not contradictory
with this Ordinance, are hereby adopted as an integral part of this Ordinance.

SECTION 13. SEPARABILITY CLAUSE. – If, for any reason, any section or
provision of this Ordinance is held unconstitutional or invalid, the other sections or
provisions hereof shall not be affected thereby.

SECTION 14. EFFECTIVITY. – This Ordinance shall take effect right after the date
of completion of its adoption by the Sangguniang Panlalawigan.
