1.0 SCOPE AND PURPOSE
2 Temporary Construction Facilities covers the provision of Permanent Facilities consisting of Site Development, Permanent Roads,
Temporary Roads, Infrastructure, Offices and Accommodations shall be constructed, tested and fully commissioned. This WORK shall
include but not be limited to the provision of fully functional Project Support Buildings constructed in various locations, together with
associated infrastructure and communications connectivity to SAUDI ARAMCO existing installations as further described herein, in full
compliance with the applicable SAUDI ARAMCO Engineering Standards and SAUDI ARAMCO Material System Specifications. Forming
part of the Temporary Construction Facilities Contract is also the requirement to provide Interim Facilities for SAUDI ARAMCO.

3.0 DEFINITIONS
5.1 RESPONSIBILITIES
The construction manager is responsible for ensuring that the list of hazards identified is relevant and exhausted. He has to ensure
that the construction team is fully aware of the hazard identification process when preparing a new activity ensures that the process
is properly followed. He is responsible to ensure the team identifying and assessing the hazards have the proper
information concerning the interfaces with the other construction activities. He is responsible for the communication of the
hazards generated by one activity to another one.
The construction Supervisor Coordinator (AZMEEL and Sub‐Contractors) is responsible to conduct the hazard identification for
the task he is in‐charge of. He is responsible to mobilize the necessary resources to have the necessary data to perform the
hazard identification. He is responsible to lead the working group. He is responsible to communicate the hazard identification
and assessment to his work force and shall ensure they have fully understood.
The Safety Manager is responsible for monitoring the strict implementation of this Hazard Identification Plan. He ensures that
safety measures are put in place in all stages of the construction and ensures that all workers and staff have their level of
training for the task they have to perform.
Safety Supervisors The job description below is a typical example of the kind of tasks, duties, and responsibilities commonly
assigned to individuals who work as safety supervisors within construction sites and/or workplaces: Supervises day‐to‐day
activities within a particular construction workplace
The HSE Officer is part of the working group. He is responsible to verify the hazard identification is relevant compared to the
activity carried out on site. Proper information concerning the interfaces with the other construction activities. He is responsible
for the communication of the hazards generated by one activity to another one.
6.2 Method
A general hazard identification list is to be developed for the project main activities. This is to help for the preparation of the
mentioned statements of the safety measures to be put in place prior to start of these activities, to ensure the workers have
their level of training for the task they have to perform, to ensure all the safety means required for the safety are identified and
will be adequate to the task.
6.2.1 Identify the main activities, which will be performed during the project independently of the time and duration.
6.2.2 Identification of the area where the activity is to be carried out. Those will mainly “all sites”.
6.2.3 Identification of the potential hazards linked to the activity, the health, safety, security and environmental
hazards are to be considered.
6.2.4 List the mitigation / corrective measures to mitigate these potential hazards.
6.2.5 To assess these hazards. Three classes (3) are used to quantify the potential consequences of an accident as a result of
these hazards. They are:
Hazards Classifications
‐ Class “A” Hazards: A condition or practice likely to cause permanent disability, loss of life or body part, and/or extensive
lossof structure, equipment or materials.
‐ Class “B” H a z a r d s: A condition or practice likely to cause serious injury or illness (resulting in temporary disability)
or property damage that is disruptive, but less severe than Class “A”.
‐ Class “C” Hazards: A condition or practice likely to cause minor (non‐disability) injury or illness or non‐disruptive property
damage.

The hazard identification list issued for the project is not a final document. As some construction options (methods, equipment,
design) are not precisely finalized or are potentially able to be modified, the hazard identification list is to be reviewed at least
twice a year. This is to:

6.3.2 Cancelled hazards due to changes in the method, in the choice of equipment
6.3.3 Include the lessons learned in case of incident, accident or serious near‐miss events.
6.3.4 Re‐assess the hazards identified due to interface or environmental parameters modification
The review of this list is to be done jointly by the HSE department and the construction team, involving the concerned
subcontractors.

Mitigation measures are to be identified to prevent the hazards to generate accidents. Never less the mitigation measures are to:
The effectiveness of the mitigation measures will be controlled on site by the HSE Department. In case, of inappropriate
measures, it has to be replaced by an efficient measure allowing a safe level for the workers.
7.0 DUST CONTROL
AZMEEL shall comply to minimize generated dust impact with adjacent structures. Fugitive dust caused by traffic on unpaved roads or
earth moving activities may cause localized annoyance and temporary property impacts. Dust produced from the construction activities
has the potential to penetrate nearby homes and cause nuisance and health conditions such as allergies and respiratory condition. ( Dust
control plan to be submitted separately)
9.0 TRANSPORTATION
AZMEEL shall ensure its employees and sub‐contractor employees comply with all Saudi Aramco traffic safety laws and regulations,
including GI 6.030 Traffic and Vehicle Safety. (Traffic Control, Vehicle and Transport Procedures are submitted separately)
Risk assessment and JSA shall be prepared and approved for all jobs having significant risk such as confined space, critical lift as
defined in OSH, deep excavation over live buried utilities and working at height. It shall be controlled and authorized through permit
to work system.
Types of Work
Permits: Hot work
Permit
- Hot work is any activity generates sparks, flames or heat sufficient to cause ignition e.g., welding, cutting, Gas cutting
, grinding, chipping, etc.
- Certified fire warden shall be provided in every hot work activity.
Excavation Permit
- Any man‐made cavity or trench or depression in an earth surface that is formed by earth removal. It is the responsibility of
permit issuer to ensure that underground utilities or installation have been located or marked before excavation activities
begin.
Lifting Permit
- Any crane lift that required a critical lift plan, the critical lift plan shall be properly completed signed and approved prior
to the lift.
Cold Work Permit
- Any activity that does not produce a source of ignition for flammable mixture such as: painting, carpentry work,
masonry work and etc.
For the hazardous activities, the unusual activities, a job safety analyze is to be issued. The JSA method is:
Identification of the elementary steps of the task
Identification of the material, the tools, equipment and vehicles required
Identification of the hazards associated to the task itself, to the equipment, the manpower, to the product, to the interfaces, to the
environment (weather).
Identification of the mitigation measures to be put on place. Several measures are to be identified for single hazards as the measures
have not the same weight (organizational measures such as procedures, training, are different compared to physical measures such
as barricades, safety harness)
Identification of the person in‐charge of the implementation of the mitigation measure.
During a meeting, led by the construction field engineer, the personnel concerned have to identify and discus the hazards linked to the
activity, the equipment, the manpower, the product, the interfaces, the environment (weather) etc. Once the hazards are identified, the
mitigation measures identified and agreed, the person in‐charge of each mitigation measure is designated, the document is to be issued
and signed for validation by AZMEEL, Sub‐contractor and HSE Department.
Before the job starts, information contained in the JSA is to be transmitted to the team, which is going to perform the job. The supervisor
or the construction field engineer conducts this pre job meeting.
When the pre‐job meeting has been completed, the JSA is to be signed by the workers and supervisors certifying they are aware of the
hazards and the mitigation measures
The JSA is to be available at the work place to allow direct access to the information until the completion of the activity.
The Safety Data Sheets (SDS) are to be provided by the supplier in advance or at least at the same time that the product is
delivered. The SDS provides information on the safe measures to apply when handling, storing, using, and cleaning the product.
They also advise on the first‐aid actions to be done in case of accident.
These SDS must be available at the first‐aid center. The SDS are a useful tool for the health hazards identification and must be
used accordingly.
In that case, a report is to be made by the health personnel (through near miss report for instance) in order to include the new
assessed hazard identification list.

12.4 Health Indicators Monitoring
AZMEEL and Subcontractors health personnel are required to monitor health indicators and particularly the attendance at the
first‐aid facilities. Through this type of indicators, hazards will be identified and corrective actions can be implemented. For the
same reasons, investigations should be carried out by health department personnel, safety department personnel and if
required subcontractors.
