DEMOLITION METHOD STATEMENT

Scope of work

The proposals constitute inappropriate development in the Green Belt, however the very special
circumstances outweigh the harm to the openness of the Green Belt and are considered
acceptable. There would be a benefit to the site by removing the existing porta cabins any
visual harm of the fence would be mitigated by additional planting. The permission is for a
temporary period and is considered acceptable for approval subject to conditions. This project
will eliminate the interim facilities to removed the porta cabin and receipt the loader travels out
the Aramco territories.

Duties and Responsibilities


Project Manager
Azmeel Project Manager and Construction Manager shall be fully
responsible for implementation of all safety requirements applicable
to the project and
shall visibly demonstrate the priority of safety in all works, including
setting a good personal example and as follows.
 Authorize all employees both Azmeel and subcontractor to stop their

work in the presence of unsafe acts or unsafe conditions without fear


of reprimand.
 Review work method statements and precautions and attain
approval prior to
commencing work.
 Periodically inspect the work site and provide suggestions and
instructions to
correct deficiencies, and ensure that the appropriate supervisor or
foreman
responds immediately to take corrective actions, and perform follow-
up to
endure corrective actions have been taken.
 Attend / conduct safety meetings to discuss noted non-compliance
to safety
and recommend / provide necessary actions to expedite correction.
 Ensure all incidents and near misses are properly reported and
investigated to determine root cause and provide recommendation to
prevent recurrence.

HSE Manager
Site Manager shall understand the terms accident, hazard, hazard
control and loss control. The front–line supervisor and upper
management should know the procedures for accident prevention
and the steps to follow should any accident, serious or minor, occur.
They should also realize the direct and indirect cost of accidents and
know the best approach to safety performance. He is responsible for
the subcontractors and will help him (subcontractors) in establishing
safe work practices in whatever way possible.

 Understand the Saudi Aramco’s Construction Safety Manual, and


schedule D and ensure that they are enforced.
 Know the requirements of relevant Saudi Arabia Government
Workmen's Regulations, and ensure that they are observed.
 Determine the most appropriate method of performing activities
and delegation of responsibilities for Azmeel personnel and
subcontractors.
 Set a personal example on site by wearing appropriate protective
clothing and personal protective equipment at all times.

 Ensure that all accidents are reported in accordance with the


Saudi Aramco Project Management Accident Reporting
Guidelines.
 Ensure implementation of the Azmeel approved (CSSP) Site Safety
Plan.
 Know Basic precautions to handle construction hazards. Hazard
control involves developing a program to recognize, evaluate and
eliminate (or at least reduce) the destructive effort of hazards
arising from human error and from conditions in the work place.
 Provide written instruction to establish work methods, explain the
sequence of operation, outline potential hazards at each phase of
work, and indicate necessary precautions to be taken. Necessary
part of the management process is hazard control with safety
audits and evaluations.
 Check work methods and precautions with field supervisors
before work actually starts.
 Develop general safety awareness by promoting safety meetings,
presentations and by implementing safety training.
 Provide storage areas, safe access and facilities for welfare, first-
aid and sanitation, etc.
 Follow any hazards identified under the Hazardous Identification
Procedure described in Hazardous Identification Plan.
 Will ensure PPE is provided to all employees on Project site. All
PPEs provided to employees will be in good working
order/condition. In addition, periodic checks will be established to
ensure the condition of PPEs used by subcontractor employees
remain in good status at all times.
 Will be fluent in written and spoken English.
 Ensure a written Job Safety Analysis (JSA) is performed on “high
risk” jobs. These are jobs where if minor tasks where to go wrong,
there would be a high potential for severe consequences; e.g.:
employee fatality, public exposure, or significant property
damage. The Site HSE Manager’s representative (or HSE
supervisor) should participate therein.

Safety Supervisor

A full time Safety Supervisor will be appointed on site at mobilization


until project completion, to co-ordinate and implement the Site
Safety Plan (CSSP) for Azmeel subcontractor’s activities.

 Understand the requirements of the Saudi Aramco Construction


Safety Manual, and Schedule D and ensure all project personnel
comply with these documents.
 Ensure that all foremen and supervisors are aware of Saudi
Aramco Safety documents before commencing their work.
 Supervise and inspect the work site daily and correct unsafe
methods and conditions. Keep a record daily and report to project
Manager when necessary.
 Ensure that records of all injuries, fires, motor vehicle accidents
(MVAs) property damage and crane or heavy equipment accidents
that have occurred at the site.
 Keep a record of all daily/weekly safety meetings on site,
complete with subject discussed and a signed list of attendees.
 Attend the meetings with the Client/Management on safety issues
 Advise management on the following:

 Ways to prevent injury to personnel, damage to site facility


or equipment and fires.
 Ways to improve existing work methods.
 Provisions and use of protective clothing and equipment.
 Potential hazards on site before work starts and on the
safety organization and fire precautions required.
 Changes in safety requirements.
 Non-conformance by project personnel to Saudi Aramco’s
approved CSSP (Site safety Plan).
 Carry out site surveys and inspections to see that only safe
work methods are in operation, health and safety
requirements are being observed. Welfare and first aid
facilities are adequate and properly maintained.
 Determine the cause of any accidental occurrence and
recommend measures to prevent recurrences.
 Supervise the recording and analysis of information on
injuries, damage and production loss. Assess accident trends
and review overall safety performance.
 Assist by training employees at all levels.
 Take part in discussions on injury, damage and loss control.
 Keep up-to-date with recommended safe practices and
safety literature. Circulate information applicable to each
level of employee.
 Foster within the company an understanding that injury
prevention and damage control are an integral part of
business and operational efficiency.

 Attend job progress meetings where safety is an item on the


agenda. Report on job safety performance.

 Will be fluent in written and spoken English.

Safety Officer

Safety Officer will be mobilized on site, reporting to Safety Supervisor,


to implement and enforce the Site Safety Plan (CSSP) for Azmeel
subcontractor(s) activities.

 Understand the requirements of the Saudi Aramco Construction


Safety Manual, and Schedule D and ensure all project personnel
comply with these documents.

 Inspect the work site daily and correct unsafe methods and

workers are present, aware, and/or informed.

Site Engineers

 Ensure that they are aware of Saudi ARAMCO’s Construction Safety


Manual and Schedule D before commencing the work.
 Organize projects so that work is carried out as required in
compliance with standards with minimal risk to men, equipment
and materials.
 Know all the requirements of Saudi ARAMCO’s CSM and Site safety
plan (CSSP).
 Be familiar with work permit procedures.
 Give specific instructions for correct work methods.

 Plan and maintain good housekeeping.


 Coordinate with subcontractors and other contractors on the site
to avoid any confusion about areas of responsibility.
 Check that equipment both power and hand tools are maintained
in good operating condition.
 Make sure that proper personal protective equipment is available
and used by workers.
 Cooperate with the safety personnel by acting on their
recommendations.
 Assist foreman with daily/weekly safety meetings.
 Set a personal example on site by wearing appropriate protective
clothing and equipment at all times.
 Will be fluent in written and spoken English.

Foreman/Supervisor

 Ensure that they are aware of Saudi Aramco’s Construction Safety


Manual and Schedule D before commencing the work.
 Be familiar with Azmeel ’s approved Project Site safety program
(CSSP) and those parts of Saudi Aramco CSM (Construction Safety
Manual) applicable to the work in which subordinate workers are
engaged.
 Incorporate safety procedures in routine tasks and see that they
are followed.
 Give weekly safety meeting to workers
 Conduct daily work site inspection to identify and correct any
existing unsafe conditions. Document and coordinate the safety
inspection activities and findings with the job site Safety Officer.
 Correct unsafe acts, such as horseplay or the taking of an
unnecessary risk.
 Ensure that any new employee is properly instructed in
precautions to be taken before he is allowed to start work.
 Commend all men who, by action or initiative, eliminate hazards.
 Report accidents, unsafe conditions and defects in equipment to
immediate superiors.
 Set a personal example in following safety regulation on and off
duty hours.
 Shall be fluent in written and spoken English.

Workers Responsibilities

 Use the correct tools and equipment for the job.


 Use protective clothing and equipment provided. Do nothing to
endanger self or co-workers.
 Keep tools in good condition.
 Refrain from horseplay and abuse of safety devices, equipment and
welfare facilities.
 Report any accidents, near misses or hazardous conditions to
immediate superior.
 Read the Company’s and Proponent's safety rules and take note of
safety precautions in restricted areas. Repeated safety violations
will lead to termination from site.
 Obey all posted warning signs.
 Attend weekly safety meetings.
 Attend pre-job safety meetings.

Isolation electrical system from the porta cabin


Electrical Works:

 Remove the power source from site distribution


 Removed the main power cable from porta cabin panel board
 Remove the power from A/C outdoor unit
 Remove the outdoor unit of AC from outside
 Cut all the welded joint and removed the screw form the joints
 Remove the diagonal grounding from portable cabin
 Remove the portable cabin
Mechanical/Plumbing work

 Disconnect the main line of water supply by closing valve and dade plug.
 Open all the tabs to drain all water from the water line.
 Disconnect all the main sewerage line and dade plug from all porta cabins.
 Make sure that water heater is disconnected.
 Disconnected out door AC unit remove from the porta cabin
Civil Works

 Remove the Corie gate plate of all porta cabin


 Remove the Bolts which is contacted to the legs of porta cabin
