IRR 1.0 BACKGROUND
IRR 1.1 The Search for Mr. and Ms. Ambassadors of Goodwill is definitely one
of the most awaited and well-participated events of the RFJPIA. Truly, it is not a mere
competition and showcase of talent, beauty, intelligence across the region, but also to
show the true beauty, through the various outreach programs and charity works that the
Local Chapters perform as part of the competition. Being an Ambassadors of Goodwill is
not the end of their career, but rather the beginning of their Social Responsibilities as
JPIANs. This competition holds true in fulfilling the activities that aims toward the
promotion of social awareness to every member of the Federation through the support
of the title holders of this pageant.

IRR 2.0 OBJECTIVES


IRR 2.1 To celebrate both the external and internal beauty of the AOG candidates
through various events laid down in the AOG program.

IRR 2.2 To enhance camaraderie and goodwill among the local chapter
candidates.

IRR 2.3 To provide insight that winning the AOG goes beyond the title, that it is a
responsibility which covers not only being the face and spokesperson of NFJPIA, they
will also serve in facilitating the various outreach of the organization.

IRR 2.4 To set an impetus for change that AOG is definitely a beauty pageant
with a purpose and serves as a platform in the realization of the advocacy of the
candidates/participants.
IRR 3.0 DUTIES AND RESPONSIBILITIES OF THE
AMBASSADOR AND AMBASSADRESS OF GOODWILL
IRR 3.1 The winners shall have a commitment for one federation year with the
RFJPIA and shall have the following duties and responsibilities.

IRR 3.1.1 To lead the community development activities of RFJPIA.

 He/She is expected to be involved in the community


welfare activities of the federation during their title year,
unless permission to absent is explicitly given to him/her.
 He/She is encouraged to propose a socio-civic project in
partnership with the Federation.
IRR 3.1.2 He/She shall be an advocate of the Federation for its socio-civic
programs

IRR 3.1.3 To turn over the crown to the next Ambassador and
Ambassadress of Goodwill.

IRR 4.0 QUALIFICATIONS


IRR 4.1 Each Local Chapter may only send one (1) male and one (1) female
contestant for the competition. Hence, each Local Chapter is given the discretion on
how they would want to render the selection process for their contestants. All previous
titleholders are no longer eligible to compete for the pageant.

IRR 4.2 All contestants must be currently enrolled in BS Accountancy or any


other accounting-related courses (e.g. BS Accounting Technology, BS Management
Accounting) for the school year 2020-2021.

IRR 4.3 Candidates must be bona fide members of NFJPIA 2020-2021.


IRR 4.4 Candidates must be single in civil status or has never been engaged in
matrimonial union.

IRR 4.5 Candidate must not have a biological child.

IRR 4.6 Candidates must not be a graduating student.

IRR 4.7 Candidates who have failing grades shall still be accepted but limited to
6 units only and not in any major subject.

IRR 4.8 In case a candidate has “Incomplete” and “Dropped” remarks in any
major academic subjects, it will be limited to 6 units only and the candidate/s must
justify in writing the reason behind those grades.

IRR 4.9 Male candidates must be at least 5’5” in height and female candidates
must be at least 5’2” in height.

IRR 4.9.1 Male candidates who are 5’4” in height and female candidates
who are 5’1” in height can still opt to compete but are subject to a 5-point
deduction on the total raw score upon the Selection of Top 5. Candidates who
don’t meet the height requirements above shall be disqualified.

IRR 4.10 Must be a person of integrity who manifests a powerful will to commit
in proven potential to reach out to the NFJPIA and RFJPIA members.

IRR 4.11 Must be fully aware about NFJPIA’s and RFJPIA’s mission, vision and
activities and be able to articulate them.

IRR 4.12 Must have the ability to promote the values of the NFJPIA and RFJPIA.

IRR 4.13 The Regional VP for Non-Academics reserves the right and the sole
discretion to refuse or reject any applications from a prospective candidate in the
event that he/she fails to meet the stated requirements above.
IRR 5.0 GENERAL REQUIREMENTS
IRR 5.1 Requirements should be in soft copy and must be submitted to the
Regional Vice President for Non-Academics on or before the deadline.

IRR 5.2 Duly accomplished application form provided by the Regional Vice
President for Non-Academics

IRR 5.3 Current semester’s Registration Card and Identification Card.

IRR 5.4 Certificate of Good Moral Character from the University/College


Registrar.

IRR 5.5 Transcript of Records or Certification of Grades from 1st year to


present duly signed by an authorized person.

IRR 5.6 Video documentation for the height of the candidates; one (1) minute
and without edits.

IRR 5.7 Three (3) recent 4R photos (close-up, half body, and whole body
in white background; individual and by-pair) in BLACK Casual Wear (See IRR
6.2.1 Casual Wear). Photos are to be used for the selection of Mr. and Ms.
Photogenic and JPIA’s Next Top Model (Male and Female). The photos are to
be uploaded online and will be the basis for Mr. and Ms. Face of the Internet
(See IRR ). Photos shall be uploaded on or before October 25, 2020.

IRR5.8 Documentation of the outreach program that the candidates had


conducted in their respective local chapters. This documentation pertains to the
preliminary progress (in PDF file) of the said outreach.

IRR 5.9 All requirements must be sent by the Local Chapter Representatives to
nfjpia2021.r10caragasaag2020@gmal.com on or before October 9, 2020 with
the subject and file name of LocalChapter_SAAG_2020 (example:
FSUU_SAAG_2020). The release of official pre-registered list shall be uploaded
on the official RFJPIA 10 & CARAGA Facebook page on October 19, 2020.

IRR 6.0 GENERAL MECHANICS

IRR 6.1 The search for Mr. & Ms. RFJPIA: Ambassadors of Goodwill shall be divided into
four (4) categories:

IRR 6.2 THE PRE-PAGEANT

IRR 6.2.1 Casual Wear for Pictorial

IRR 6.2.1.1 The candidates must follow the theme “BLACKOUT”.

IRR 6.2.1.2 Male candidates shall wear any black shirt (short/long
sleeves, collared, round or V neck) paired with collared
blazer/sports coat/jacket, any colored shorts/pants, sandals or
shoes (leather) or loafers, and accessories such as fedora hat or flat
cap, watches, necklace and shades.

IRR 6.2.1.3 Female candidates shall wear black dress (maxi, sheath,
chiffon etc.) or blouses or shirt paired with blazer or cardigan and
skirts or pants and stiletto and accessories such as earrings, bangles,
watches, necklaces.

IRR 6.2.2 The Mock Interview

IRR 6.2.2.1 The mock interview shall likewise an application to ace


the position of being the Ambassador and Ambassadress of
Goodwill of the year.

IRR 6.2.2.2 The mock interview shall be conducted days before


convention, through Zoom meeting.

IRR 6.2.2.3 The Candidates shall wear their corporate attire.

IRR 6.2.2.4 The partner firm shall choose the best female and male
applicant (candidate) that they shall hire or the position and shall
be awarded by the name of the said.

IRR 6.3 THE PRIMER

IRR 6.3.1 JPIA Wear

IRR 6.3.1.1 The candidates will wear the JPIA shirt of their Local
Chapter. Decency must be strictly observed.

IRR 6.3.1.2 Personal style shall also be given points or this segment.

IRR 6.3.1.3 JPIA Shirt shall be paired with any Jeans/Denim of the
candidates’ choice.
IRR 6.3.1.4 Candidates in JPIA Wear should showcase their ramp,
walk or passarela, through a one (1) minute video. Any decent and
clean background will do. Video should be raw (unedited or no
effects) and in Landscape or horizontal form. Failure to adhere
this provision will result to a deduction of one (1) point per
Judge’s Score in this segment.

IRR 6.3.1.5 Videos sent will be played in Facebook Livestream.


Video documentations to be sent should follow this format:

IRR 6.3.1.5.1 Video Resolution: 720x480/24fps (minimum


requirement) or subject to participants’ discretion

IRR 6.3.1.5.2 File Format: WMV, MPEG-4, AVI, FLV

IRR 6.3.1.5.4 All video and picture documentation should be


sent to the Regional Vice President for Non-Academic Affairs

on or before November 4, 2020 6PM.

IRR 6.3.1.6 Candidates can use their old local chapter shirt.

IRR 6.3.2 Mr. & Ms. Face of the Internet

IRR 6.3.2.1 Mr. and Ms. Face of the Internet is a special award distinct
from the People’s Choice Award.

IRR 6.3.2.2 Softcopy photos that were submitted as a requirement ( Refer


to IRR 5.6) will be posted in the official Facebook page of RFJPIA R10 &
Caraga.
IRR 6.3.2.3 Photos garnering the greatest number of HEART Reactions
will be declared winner.

IRR 6.4 THE PURPOSE

IRR 6.4.1 Epitome of Benevolence

IRR 6.4.1.1 Candidates from the same local chapter must spearhead one
Outreach Program together with their local chapter officers.

IRR 6.4.1.2 Candidates shall submit an accomplishment report and video


documentation of the Outreach Program. The video documentation
should highlight the impact if the Outreach Program to the chosen
beneficiary.

IRR 6.4.1.3 Video documentation must be at least three (3) minutes but
not more than five (5) minutes. A 0.25-point deduction shall be given
from the total average score of the Epitome of Benevolence for every 15
seconds in excess of time allowed.

IRR 6.4.1.4 Video documentation shall be submitted in .mp4, .wmv or .avi


format and it must be submitted the day before RMYC with the file name
EOB_LocalChapter. Documentation should be sent to the Regional Vice
President for Non-Academic Affairs second corporate email:
nfjpia2021.r10caragasaag2020@gmal.com on or before November 3,
2020 6PM.

Example: SAAG2020_EOB_BUKSU

IRR 6.4.1.5 Outreach Program may be in any form the candidates opt to
select but the candidates are highly encouraged to organize an Outreach
Program with high-value impact to the society and would have a long-
term effect to the beneficiaries.

IRR 6.4.1.6 Epitome of Benevolence Award shall be given to the


candidates coming from the same empire who garnered the highest score
from the panel of judges.

IRR 6.5 THE CORONATION NIGHT

IRR 6.5.1 Final Question and Answer Portion

IRR 6.5.1.1 Candidates shall be given a common question and each


candidate shall be given an allowance of five (5) seconds to
compose his/her thought then sixty (60) seconds to answer. Time
will commence from the moment the candidate starts answering or
at the end of the five (5) second allowance, whichever comes first.

IRR 6.5.1.2 A bell shall ring to signal that the five (5) second
allowance has ended.

IRR 6.5.1.3 The bell shall ring twice to signal the end of sixty (60)
seconds. Candidates shall be given one (1) point deduction from
the total average score of their final Q and A for every five (5)
seconds in excess of time allowed.

IRR 6.5.1.4 Questions shall be given using the English language


and contestants are highly encouraged to also answer using the
English language.

IRR 6.5.1.5 The final question and answer portion shall be


conducted on the day of convention, through Zoom meeting.

IRR 6.5.1.6 The Candidates shall wear their corporate attire.

IRR 10.0 PANEL OF JUDGES


IRR 10.1 The RFJPIA Region 10 & CARAGA Executive Officers has the sole
discretion and complete authority to select the judges. Reasonable efforts are made to
secure a culturally and professionally diverse panel of judges.

IRR 10.2 The Chairman of the Board of Judges shall be chosen by RFJPIA Region
10 & CARAGA EOs.

IRR 10.3 Judge’s names shall not be released to candidates prior to arrival at the
pre-pageant/pageant.

IRR 10.4 The candidates may not approach the judges or engage in conversation
with judges prior to or during the competition. Candidates who are observed
approaching
a judge or engaging in conversation with a judge beyond a brief greeting is at risk of
being penalized.

IRR 10.5 In case of tie, the following procedure shall be used to break the tie:

IRR 10.5.1 To resolve the ties(s), the higher individual competition score shall
determine the higher placement in this order: Question and Answer, JPIA Wear and
Face of the Internet.

IRR 10.6 The decision of the board of judges is final and irrevocable.

IRR 10.7 The scores shall be tabulated by the Regional Vice President for Audit
team, together with Chairman of the Board of Judges.

IRR 11.0 AMENDMENTS OR REVISIONS


IRR 11.1 The federation shall be vested with the exclusive power to revise and
amend the Implementing Rules and Regulations.

IRR 11.2 Any amendments or revisions to this implementing rules and


regulations may be proposed by any member of any local chapter upon a written
request of such member, stating the reasons thereto.

IRR 11.3 Any request for amendments and revisions as well as proposed
amendments must initially be reviewed by the Regional Vice President for Non-
Academics then to be forwarded to the regional executive officers for discussion, editing
and final approval and to be noted by the Regional adviser.

IRR 11.4 The Regional Executive Officers shall have the right to deny any
proposed revisions and amendments, submitted to them by the which Regional Vice
President for Non-Academics are deemed unnecessary. The final decision on any
inclusions or exclusions to this Implementing Rules and Regulation must be determined
by a majority vote of all Regional Executive Officers in which the Regional Vice President
for Non-Academics is included.

IRR 11.5 Amendments to particular provisions in this Implementing Rules and


Regulations shall be allowed provided that such amendments will be communicated to
stakeholders at least two weeks before it could take effect.

IRR 12.0 SEPARABILITY CLAUSE


IRR 12.1 If any clause, provisions, paragraph or part of this Implementing Rules
and Regulations shall be declared unconstitutional or invalid, such judgment shall not
affect, invalidate, or impair any other part thereof, but shall be merely confined to the
clause, provision, paragraph or part directly involved in the controversy in which such
judgment has been rendered.

IRR 13.0 REPEALING CLAUSE


IRR 13.1 Any Rules and Regulation or part/s thereof inconsistent with the
provisions of this Implementing Rules and Regulations are hereby repealed or modified
accordingly.

IRR 14.0 EFFECTIVITY


IRR 14.1 This Implementing Rules and Regulations shall take effect immediately
after its presentation and approval on the First Executive Board Meeting. Promulgated
via Zoom Conference Meeting this 30th of August, 2020.
