To all the students of Gapan City College who are listening here right now, and to Sir Roger,

Maam Shara, Sir Yumol, Mr. Justine Lee and to my fellow speaker’s good afternoon.

Thank you for giving me an opportunity to be one of your speakers. It’s really an honor to give
my perception on how our government response regarding the educational system during
pandemic.

First, I would like to speak in behalf of my classmates, AB Political Science 4-A. I also asked
them about their perception on how the government response with the educational system during
this pandemic and I will also share it with you.

Without further do. Let’s begin. So, I create a very short presentation on how student like me
perceived about the response of our government in dealing with the educational system.

So first I would like to show my gratitude for all of the authors of this law which is the RA 1093
which is also known as the Universal Access to Quality Tertiary Education. It was being
signed last August 3, 2017.

So bakit ko siya isinali as part of my presentation?

It’s because I was being asked about my perception on the government’s response about
education.

And I am proud to say that because of that law, tayo bilang mag-aaral yung pinaka nakinabang.

As a student of Gapan City College I am very proud that I was able to continue studying and to
pursue my dreams despite of different challenges such as financial problem.

So diba karamihan noon ay hindi nakakapag kolehiyo dahil sa kahirapan or hindi na kayang
magbayad ng tuition fee

Pero dahil saa batas na ito at sa kasipagan ng ating Mahal na Mayor

tayo ay nagkakaroon ng pagtataon na mapagpatuloy yung mga pangarap natin.

Tulad ng pangarap mong maging pulis, abogado, guro or business man.


So makikita natin yung improvement on how the government response with the educational
system kasi nararanasan natin siya, tinatamasa natin yung libreng edukasyon na pinapangarap
natin bilang mga mag-aaral.

So, it’s a big check for me na nagkaroon ang lahat ng Karapatan para sa tertiary education o
kolehiyo. So ito ay magandang pangitain na nag iimprove na ang educational system.

And now let’s move on, on how the government handle the situation of educational system
during this covid 19 pandemic?

So diba this is one of the big challenges that our government faced right now. On how to deliver
education despite of the virus.

So, as I student and bilang iskolar I valued education and we must not stop continue in learning
despite of Covid 19 virus.

I know it’s a big challenge for all of us na matuto during this pandemic.

So, I am very much in favor with the blended learning method,

So, what is blended learning method, sabi nga noon ni Sir Roger during our virtual orientation.
Gapan City College like any other colleges and univisities. Will implement blended learning
method, kung saan magkakaroon ng online classes para sa mga mag-aaral, pag didistribute ng
modules and readings online at limited consultation.

It shows that we valued the education and we also value our health and are not compromising the
safety of our students.

Naniniwala kasi ako na AN EXCELLENT STUDENT MUST BE MENTALLY AND


PHYSICALLY HEALTHY

So, in order to achieve that, we still have to continue learning while we stay safe and healthy.
That is why I am in favor of the blended learning method.

Regarding with the prolong closure of schools I can see that the Philippines specially our
government is not yet ready to open the school for face-to-face classes

because 1. covid 19 positive increases each day 2. Not all teachers and students are
vaccinated. Due to the scarcity of vaccines.
3. The government was having trouble to established a clear and safe agenda.

Until now the government, doesn’t give an specific and safe plan and how they are going to
handle this kind of situation.

They have to be more organized in assessing this kind of problem.

Actually, the Unicef or the United Nations International Children’s Funds with its
statement released they advocated the

“Phased reopening of schools, beginning in low-risk areas” which can be done on a


“voluntary basis” with proper safety protocols and minimum health standards.

So nung mga nakakaraang buwan naririnig natin sa balita na mag kakaroon ng dry run ng
face to face classes sa mga low-risk areas or yung mga lugar na kaunti yung kaso ng covid
19

Ngunit hindi ito natuloy dahil bigla na namang lumubo yung bilang ng mga nag covid 19.

So isa lang yung masasabi dito as a student. We are really having trouble in solving the covid
19 problem and dumagdag pa itong aspeto ng edukasyon.

We cannot hide the fact na mahirap talaga ang online classes.

Hindi masyadong nababantayan ng mga teachers yung mga students unlike in face-to-face
classes na tututukan ng teacher yung students.

Then hirap magkaunawaan due to internet problem mabagal na internet connection which is isa
pang problema ng Pilipinas

Na until now wala pa ring solusyon.

Pangalawa, kulang na kulang ang pondo ng gobyerno para sa mga guro.

To the point na sa mga liblib na lugar sa Pilipinas marami pa din yung mga guro na
nahihirapan mag bigay ng modules sa mga mag aaral.

Dahil wala namang binibigay na subsidiya ang pamahalaan para sa budget ng printer,
bondpapers at inks.
So, mas nagiging mahirap yung sitwasyon ng edukasyon dahil sa mabagal na sistema ng
pamamahala ng gobyerno and palaging delay yung sahod ng ating mga teachers.

With all that, nagiging malaking hamon para sa mga guro at mag aaral ang matuto.

So right now, ang kinakaharap na krisis ng gobyerno ay hindi lamang ang pandemic kundi
pati din ang krisis sa tinatawag natin na quality education.

Hindi lahat ngayon ay nag kakaroon ng access sa quality education dahil hindi lahat may
pang data,

Hindi lahat my smart phones pang online class so yun yung mga hindrances na nakikita ko
right now why quality education was stepping down.

What is the possible solution for this?

If the government can provide teachers, salary on time, proper equipment for teaching such as
computers or laptops. Printers, bondpapers and inks for distribution of readings and modules.

And if the students can have smart phones to use and stable internet we might have step up
and be able to continuously attain the quality education not just only here in Gapan City
but also to the rest of the Philippines.

If hindi talaga kaya pang iopen ang mga schools for students we need to cope up with those
options or to make alternatives para hindi mahinto yung pagkatuto ng ating mga mag-aaral.

Because we cannot hide the fact that the government cannot open the school yet due to the
increasing the number of covid 19 victims

So, to sum up everything, the government is doing what is needed for the students but not
the best.

So instead of saying that the government was doing their best for the students, I observe that the
government was only doing was is needed but they are not doing what is “best”.

So, what is the legal basis of my assumption? So back when we are discussing with Maam Shara
we are not allowed to answer just based on our own opinions because we are discussing about
laws so like here, I have to provide legal basis and proof that can support my assumption. And
that is?
According to the article release by Rappler, by the end of September, only two countries
will not be opening schools and that is the Philippines and Venezuela.

So, let's imagine all over the world there are approximately 195 countries but only us and
the Venezuela are not opening the school for learning.

It’s because the government is not doing their best for us.

The blended learning method is perfectly formulated but the execution is not enough to
deliver quality education due to lack of funds and budget for the students and teachers.

Free education will never be enough because our society requires high qualification to be
employed

So, what we need was a government that can provide options and solutions during this pandemic
that schools cannot be open.

So kitang kita natin,

na there is really a gap between the students and teachers

And we cannot hide that fact na meron talagang pagkukulang pagdating sa quality education.

We are really hoping this coming election we can choose the best leader that could give us FREE
QUALITY EDUCATION despite of Pandemic.

Me as a Politcal Sciecne Student I believe with the latin maxim, Salus Populi Est Suprema Lex.
Which means that

The Welfare of the People shall be the Supreme.

So that will be my perception on how the government response with the educational system
during this pandemic.

I hope that I gave a justifiable perception without any bias. Thank you.
