Subject: Overhead power line crossing proposal of M/s JUSNL, for their proposed & under

construction 132KV D/C Chandankiyari-Govindpur LILO (at proposed Putki GSS) T/L over DVC’s
existing 132KV D/C CTPS-Ramkanali T/L and 132KV D/C Putki-Patherdih T/L at 5 nos. different
places--------- regarding approval of provisional clearance.

Ref: 1. Letter No. 311/DGM and even Nos. 317 & 320 dated 10.12.2020 of JUSNL.
2. Our letter no. EDCON/SPE/Line Crossing/284 and even No. 285 dated 17.12.2020–
Regarding joint site inspection with M/s JUSNL & DVC Transmission wing.
3. Joint inspection reports vide letter no. CE/TSC/L-51/451 and even Nos. 454 & 455 dated
19.07.2021.

M/s JUSNL is constructing 132KV D/C Chandankiyari-Govindpur LILO (at proposed Putki GSS)
Transmission line which will cross over DVC’s existing 132KV D/C CTPS-Ramkanali T/L and 132KV D/C
Putki-Patherdih T/L at 5 nos. different places. Proposal regarding above power line crossing including
relevant documents have been received from M/S JUSNL vide letters under reference (1) and
subsequently joint inspection at site has been carried out on 16.02.2021 and 18.03.2021 (P-2/c, P-
6&7/c, P-11&12/c).

Based on the joint inspection reports including document submitted by M/s JUSNL, observations on
the subject crossings are as follows:

(A) Crossing between Tower Location 97 & 98 of 132KV CTPS-Ramkanali T/L (L#60&61) of DVC

 DVC T/L:

 Electrical clearance at crossing point over DVC’s 132KV T/L obtained at worst condition is
(195.723– 186.995) = 8.728m.

It is thus observed that on the basis of the above data,

1. Electrical clearance at 5 nos. crossing points over existing DVC’s 132KV T/Ls (CTPS-Ramkanali and
Putki-Patherdih) and obtained at worst condition is 6.861m, 5.79m, 9.011m, 16.368m and
8.728m respectively which is adequate as per CEA Regulations “Measures relating to safety and
electric supply”-2010; required clearance is 3.05m (Conductor sag has been computed at 75°C+NW).
2. Tower falling distances in either side of crossing point have been maintained from proposed
locations for the 5 nos. proposed crossings.
3. The angle at crossing point is 90° for all the 5 nos. proposed crossings which is within permissible
limit.

Submitted for kind perusal & obtaining approval of proposed line crossing of M/s JUSNL for crossing
over the existing transmission lines of DVC at 5 nos. places.
(A) 132KV D/C CTPS-Ramkanali line (L#60&61) between locations 97 & 98.
(B) 132KV D/C Putki-Patherdih line (L#12) between locations 24 & 25.
(C) 132KV D/C Putki-Patherdih line (L#13) between locations 24 & 25.
(D) 132KV D/C Putki-Patherdih line(L#12) between locations 38 & 39.
(E) 132KV D/C Putki-Patherdih line (L#13) between locations 40 & 41.

Based on the joint inspection reports dated 16.02.2021 and 18.03.2021 (P-1 to 14/c) including
document submitted by M/s JUSNL as placed in the file, the following has been checked & found to
be in order:

1) Clearance at crossing points between Earthwire/OPGW of existing DVC’s line & bottom
conductor of proposed JUSNL’s line observed as 6.861m, 5.79m, 9.011m, 16.368m and
8.728m respectively (at 75°C + Nil Wind) for the above 5 nos. proposed crossings against
the stipulated clearance of 3.05M.

2) Tower falling distances in either side of crossing point have been maintained from proposed
locations for 5 nos. proposed crossings.
3) Power line Xing angle (90°) is within permissible limit of line Xing for all the above proposed 5
nos. crossings.

In view of the above, it is proposed for obtaining approval towards according provisional
clearance for taking up the construction work of proposed line related to subject 5 nos. crossings
proposal of M/s JUSNL. However, final clearance will be issued based on verification & actual
measurement at site after completion of erection of proposed towers on either side of crossing point.

In this regard, it may please be noted that final clearance shall be issued based on actual
verification/inspection report obtained from SE (E) of concerned GOMD after completion of erection of
proposed towers on either side of crossing point.
