KATA PENGANTAR
Penerbitan ini memaparkan Statistik Pelaburan Langsung Asing (FDI) di Malaysia bagi tahun 2020 yang disusun
secara tahunan. Siri masa tahunan terperinci bagi tahun 2011 hingga 2019 turut dimuatkan di dalam penerbitan
ini. Laporan ini menyediakan statistik berkaitan pelaburan dalam bentuk instrumen kewangan iaitu ekuiti & dana
pelaburan saham dan instrumen hutang selaras dengan garis panduan dalam Balance of Payments and
International Investment Position Manual, Sixth Edition (BPM6) of the International Monetary Fund (IMF).
Statistik dalam penerbitan ini memaparkan aliran bersih, kedudukan dan pendapatan yang terdiri daripada
pecahan mengikut sektor utama, negara dan matriks antara sektor dan negara. Penerbitan ini dibahagikan kepada
tiga bahagian, di mana bahagian pertama memaparkan ringkasan penemuan bagi tahun 2020 sementara jadual
statistik terperinci dipaparkan pada bahagian kedua. Aspek teknikal seperti konsep, metodologi dan definisi pula
dimuatkan di bahagian akhir.
Statistik ini boleh digunakan oleh agensi kerajaan, ahli ekonomi, ahli akademik serta individu bagi tujuan membuat
perancangan dan penggubalan dasar, analisis ekonomi, unjuran dan dapat membantu merancang pembangunan
perniagaan.

PREFACE
This publication presents the Statistics of Foreign Direct Investment (FDI) in Malaysia for the year 2020 which is
compiled annually. The detailed annual time series for 2011 to 2019 are also included in this publication. The report
provides statistics related to investments in the form of financial instrument namely equity & investment fund
shares and debt instruments in accordance with the guidelines of the Balance of Payments and International
Investment Position Manual, Sixth Edition (BPM6) of the International Monetary Fund (IMF).
The statistics in this publication featured net flows, position and income comprising of the breakdown by main
sector, country and matrix between sector and country. The publication is divided into three parts, first part presents
the findings for 2020 while detailed statistics tables are provided in the second part Technical aspects such as
concepts, methodologies and definitions are included in the final part.
The statistics can be used by government agencies, economists, academicians as well as individuals for planning
and formulation of policies, economic analysis, projections and to assist in business development planning.
The Department acknowledges the cooperation of all parties in providing the required data and contributed to the
success of this publication.

Pelaburan Langsung Asing (FDI) di Malaysia mencatatkan aliran masuk bersih RM14.6 bilion pada tahun
2020 berbanding RM32.4 bilion pada tahun sebelumnya, menyusut sebanyak 54.8 peratus, sebahagiannya
kesan daripada ketidaktentuan ekonomi di peringkat global yang disebabkan oleh situasi pandemik.
Penurunan dalam aliran FDI ini disebabkan oleh ekuiti dan dana pelaburan saham yang lebih rendah serta
lanjutan pinjaman kepada affiliate di luar negara yang lebih tinggi. Dari segi kedudukan, FDI meningkat
kepada RM698.8 bilion pada akhir Disember 2020 (2019: RM687.8 bilion). Sementara itu, pendapatan
pelaburan berkurang kepada RM44.6 bilion daripada RM60.5 bilion pada tahun 2019, terutamanya
disebabkan oleh pendapatan yang lebih rendah diterima oleh syarikat asing (Paparan 1).

FDI MENGIKUT KOMPONEN
Aliran FDI didominasi dalam bentuk ekuiti dan dana pelaburan saham di mana mencatatkan nilai sebanyak
RM17.0 bilion (2019: RM24.6 bilion). Walau bagaimanapun, komponen ini menunjukkan penurunan
berbanding tahun sebelumnya disebabkan oleh aliran masuk ekuiti yang lebih rendah. Sementara itu,
instrumen hutang merekodkan perubahan arah kepada aliran keluar bersih sebanyak RM2.3 bilion daripada
aliran masuk bersih RM7.7 bilion pada tahun 2019 (Paparan 2).
Pada akhir tahun 2020, kedudukan FDI meningkat kepada RM698.8 bilion berbanding RM687.8 bilion pada
tahun sebelumnya. Jumlah ekuiti dan dana pelaburan saham meningkat kepada RM621.7 bilion daripada
RM611.5 bilion, peningkatan sebanyak RM10.1 bilion. Instrumen hutang juga mencapai kedudukan yang
lebih tinggi iaitu RM77.1 bilion daripada RM76.2 bilion pada akhir tahun 2019.

FDI merekodkan pendapatan pelaburan yang lebih rendah sebanyak RM44.6 bilion (2019: RM60.5 bilion),
menurun sebanyak 26.3 peratus berbanding tahun sebelumnya. Ini terutamanya disebabkan oleh
pendapatan ekuiti dan dana pelaburan saham yang lebih rendah RM43.7 bilion (2019: RM59.2 bilion). Pada
masa yang sama, pembayaran faedah kepada pelabur asing juga berkurang kepada RM0.9 bilion
(2019: RM1.3 bilion).
FDI MENGIKUT SEKTOR
Sektor Perkhidmatan dan Pembuatan merupakan penyumbang utama bagi aliran FDI pada tahun 2020 yang
mana masing-masing merekodkan RM6.9 bilion. Pelaburan dalam sektor Perkhidmatan dipelopori
terutamanya oleh aktiviti Kewangan & insurans / takaful dan Utiliti sementara sektor Pembuatan sebahagian
besarnya adalah dalam subsektor Elektrik, peralatan pengangkutan dan lain-lain pembuatan. Ini diikuti oleh
sektor Perlombongan & pengkuarian sebanyak RM2.0 bilion, seperti yang digambarkan di Paparan 3.

Kedudukan FDI pada akhir tahun 2020 adalah sebanyak RM698.8 bilion, di mana sektor Perkhidmatan
menyumbang 51.6 peratus atau RM360.4 bilion, didorong oleh aktiviti Kewangan & insurans / takaful dan
Perdagangan borong & runcit. Ini diikuti oleh sektor Pembuatan pada 39.2 peratus (RM274.2 bilion) dengan
Elektrik, peralatan pengangkutan dan lain-lain pembuatan sebagai subsektor utama.
Sektor Pembuatan menjana pendapatan tertinggi pada RM26.9 bilion (60.3%), khususnya dalam subsektor
Elektrik, peralatan pengangkutan dan lain-lain pembuatan. Ini diikuti oleh sektor Perkhidmatan sebanyak
RM17.9 bilion (40.0%), terutamanya dalam aktiviti Kewangan & insurans / takaful.
FDI MENGIKUT RANTAU
Pelaburan terbesar ke Malaysia pada 2020 adalah terutama daripada rantau Asia yang mana berjumlah
sebanyak RM18.3 bilion, diikuti oleh Oceania (RM0.8 bilion) dan Afrika (RM0.6 bilion), seperti yang
ditunjukkan di Paparan 4. Rantau-rantau ini secara kolektif menyumbang sebanyak RM19.8 bilion
(2019: RM27.1 bilion). Rantau Asia terutamanya diterajui oleh Singapore, Thailand dan China.

Rantau Asia merupakan sumber utama bagi kedudukan FDI dengan nilai sebanyak RM380.9 bilion,
diikuti oleh Eropah sebanyak RM193.8 bilion dan Amerika RM111.1 bilion. Ketiga-tiga rantau ini
menyumbang sebanyak RM685.8 bilion (2019: RM676.5 bilion) daripada keseluruhan kedudukan FDI.
Singapore, Hong Kong dan Japan kekal sebagai pelabur utama bagi rantau Asia, sementara
Netherlands dan Switzerland adalah pelabur utama dari Eropah.
Pelabur dari rantau Asia memperoleh pendapatan FDI tertinggi sebanyak RM22.4 bilion, diikuti oleh
Eropah (RM11.2 bilion) dan Amerika (RM10.3 bilion). Ketiga-tiga rantau ini menjana RM43.9 bilion atau
98.3 peratus daripada jumlah pendapatan FDI. Singapore dan Hong Kong memperoleh pendapatan
tertinggi di rantau Asia yang mana masing-masing berjumlah RM13.3 bilion dan RM4.0 billion.
FDI MENGIKUT NEGARA DAN SEKTOR
Aliran FDI terutamanya daripada Singapore (RM5.7 bilion), Thailand (RM3.2 bilion) dan China
(RM2.6 bilion), yang mana berjumlah RM11.5 bilion. Perincian sektor aliran FDI oleh tiga negara utama ini
ditunjukkan di Paparan 5. FDI dari Singapore dan Thailand didorong terutamanya dalam sektor
Perkhidmatan sementara China dalam sektor Pembuatan.

Singapore (RM151.6 bilion) kekal sebagai negara pelabur terbesar bagi kedudukan FDI, diikuti oleh
Hong Kong (RM85.1 bilion) dan Japan (RM76.4 bilion). Perkhidmatan adalah sektor utama bagi Singapore
dan Hong Kong, manakala Japan dalam sektor Pembuatan.
FOREIGN DIRECT INVESTMENT’S PERFORMANCE IN MALAYSIA
Foreign Direct Investment (FDI) in Malaysia registered a net inflow of RM14.6 billion in 2020 as compared to
RM32.4 billion in the previous year, contracted by 54.8 per cent partly as repercussion from the global
economic uncertainties due to the pandemic situation. The decrease in FDI flows was pulled by lower equity
and investment fund shares and higher loans extended to affiliates abroad. In terms of position, FDI
expanded to RM698.8 billion as at end of December 2020 (2019: RM687.8 billion). Meanwhile, investment
income declined to RM44.6 billion from RM60.5 billion in 2019, attributed by lower income received by
foreign companies (Exhibit 1).

FDI BY COMPONENT
FDI flows were predominantly in the form of equity and investment fund shares which registered a value of
RM17.0 billion (2019: RM24.6 billion). Nevertheless, this component showed a decline as compared to
previous year attributed by lower inflows in equity. In the meantime, debt instruments recorded a turnaround
to net outflows of RM2.3 billion from net inflows of RM7.7 billion in 2019 (Exhibit 2).
As at end of 2020, FDI position increased to RM698.8 billion as against RM687.8 billion in the preceding
year. The value of equity and investment fund shares rose to RM621.7 billion from RM611.5 billion, an
increase of RM10.1 billion. Debt instruments also attained a higher position of RM77.1 billion from
RM76.2 billion as at end of 2019.

FDI recorded a lower investment income of RM44.6 billion (2019: RM60.5 billion), decreased by
26.3 per cent as against the previous year. This was mainly due to lower income in equity and investment
fund shares at RM43.7 billion (2019: RM59.2 billion). Similarly, interest paid to foreign investors also fell to
RM0.9 billion (2019: RM1.3 billion).
FDI BY SECTOR
Services and Manufacturing sectors were the main contributors for FDI flows in 2020 where both accounted
for RM6.9 billion. The investment in Services sector was particularly in Financial & insurance / takaful and
Utilities activities while Manufacturing was largely on Electrical, transport equipment and other manufacturing
subsector. This was followed by Mining & quarrying sector at RM2.0 billion, as depicted in Exhibit 3.

The FDI position as at end of 2020 was RM698.8 billion, whereby Services sector contributed 51.6 per cent
or RM360.4 billion, driven by Financial & insurance / takaful and Wholesale & retail trade activities. This was
followed by Manufacturing sector at 39.2 per cent (RM274.2 billion) with Electrical, transport equipment and
other manufacturing as the main subsector.
Manufacturing sector generated the highest earnings at RM26.9 billion (60.3%), precisely in Electrical,
transport equipment and other manufacturing subsector. This was followed by Services sector of
RM17.9 billion (40.0%), particularly in Financial & insurance / takaful activities.
FDI BY REGION
The largest investment into Malaysia in 2020 was mainly from Asia region which amounted to RM18.3 billion,
followed by Oceania (RM0.8 billion) and Africa (RM0.6 billion), as shown in Exhibit 4. These regions
collectively contributed RM19.8 billion (2019: RM27.1 billion). Asia region was led by Singapore, Thailand
and China.

Asia region has been the predominant source for FDI position with a value of RM380.9 billion, followed
by Europe of RM193.8 billion and Americas at RM111.1 billion. These three regions contributed
RM685.8 billion (2019: RM676.5 billion) to the total of FDI position. Singapore, Hong Kong and Japan
remained as the main investors for Asia region, while Netherlands and Switzerland were the top
investors from Europe.
Investors from Asia region gained the highest earnings at RM22.4 billion, followed by Europe
(RM11.2 billion) and Americas (RM10.3 billion). These three regions collectively earned RM43.9 billion
or 98.3 per cent of total FDI income. Singapore and Hong Kong gained the highest income in Asia
region which accounted for RM13.3 billion and RM4.0 billion respectively.
FDI BY COUNTRY AND SECTOR
FDI flows were primarily from Singapore (RM5.7 billion), Thailand (RM3.2 billion) and China (RM2.6 billion),
which amounted to RM11.5 billion. The detailed sectors for FDI flows by top three countries are shown in
Exhibit 5. FDI from Singapore and Thailand were mostly engaged in Services sector while China was
in Manufacturing sector.

A. KONSEP Konsep yang digunakan dalam laporan ini adalah selaras dengan garis panduan
Balance of Payments and International Investment Position Manual, Sixth Edition
(BPM6), Tabung Kewangan Antarabangsa (IMF).
1. Pelaburan Langsung FDI merujuk kepada pelaburan dalam bentuk instrumen kewangan iaitu ekuiti &
Asing (FDI) dana pelaburan saham (termasuk perolehan dilabur semula) dan instrumen hutang
(pinjaman antara syarikat, kredit perdagangan, kemudahan kredit dll.) daripada
pelabur langsung asing dalam enterpris pelaburan langsung di Malaysia.
2. Pelabur Langsung (DI) Pelabur Langsung (DI) merupakan entiti asing (individu atau syarikat) yang boleh
mengawal (DI memiliki lebih daripada 50 peratus kuasa pengundian) atau
mempunyai kuasa untuk mempengaruhi (DI memiliki antara 10 hingga 50 peratus
kuasa pengundian) dalam syarikat di Malaysia.
3. Enterpris Pelaburan Enterpris Pelaburan Langsung (DIE) merupakan sama ada subsidiari (pemilikan
Langsung (DIE) melebihi 50 peratus), syarikat bersekutu (pemilikan 10 hingga 50 peratus) atau
cawangan (pemilikan 100 peratus) bagi syarikat induk asing/ ibu pejabat. Dalam kes
FDI, DIE merujuk kepada syarikat yang beroperasi di Malaysia. Pemilikan ekuiti
boleh dimiliki sama ada secara langsung atau tidak langsung dan berada di dalam
Kerangka Hubungan Pelaburan Langsung (FDIR).
4. Kerangka Hubungan FDIR secara umumnya merupakan metodologi bagi mengenalpasti dan menentukan
Pelaburan Langsung had dan jenis hubungan pelaburan langsung di antara DI dan DIE. FDIR
(FDIR) menyediakan kriteria bagi menentukan pemilikan merentas-sempadan dalam
hubungan pelaburan langsung berdasarkan kawalan dan pengaruh.

Setiap syarikat adalah residen dalam ekonomi Malaysia. Semua syarikat dalam
petak adalah Enterpris Pelaburan Langsung (DIE) bagi Pelabur Langsung (DI) A.
Sementara itu, tiada hubungan DI-DIE wujud dalam kes di mana entiti adalah
syarikat bersekutu kepada syarikat bersekutu DI. Kebolehan pelabur untuk
mempengaruhi menjadi terlalu lemah.

Di bawah konsep FDIR, DIE adalah subsidiari atau syarikat bersekutu:

a) Subsidiari ialah DIE di bawah kawalan DI,
b) Syarikat bersekutu ialah DIE di mana DI mempunyai kuasa yang
signifikan untuk mempengaruhi, tetapi tidak boleh mengawal DIE.
Kawal atau pengaruh boleh dicapai secara langsung dengan memiliki ekuiti yang
memberi kuasa pengundian dalam enterpris, atau secara tidak langsung dengan
memiliki kuasa pengundian melalui enterpris lain. Dua cara bagaimana kawalan
atau pengaruh boleh dikenalpasti:
a) Hubungan pelaburan langsung immediate wujud apabila DI secara

langsung memiliki ekuiti yang melayakkannya kepada 10 peratus atau
lebih kuasa pengundian dalam DIE
• Kawal wujud jika DI memiliki lebih 50 peratus kuasa pengundian

dalam DIE
• Pengaruh wujud jika DI memiliki 10 hingga 50 peratus kuasa
pengundian dalam DIE
b) Hubungan pelaburan langsung tidak langsung wujud melalui pemilikan

kuasa pengundian dalam satu DIE yang memiliki kuasa pengundian dalam
enterpris lain.
B. SKOP DAN LIPUTAN Skop statistik FDI merujuk kepada enterpris asing di Malaysia. Ia merangkumi tiga
akaun utama iaitu aliran, kedudukan dan pendapatan pelaburan langsung.
Penerbitan ini juga memaparkan statistik aliran dan kedudukan pelaburan portfolio.
1. Aliran FDI Aliran FDI merujuk kepada perolehan dan pelupusan aset kewangan dan liabiliti
dalam tempoh rujukan. Ia terdiri daripada transaksi dalam bentuk instrumen
kewangan iaitu ekuiti & dana pelaburan saham dan instrumen hutang. Nilai
negatif (-) merujuk kepada aliran keluar atau pengurangan pelaburan.
2. Kedudukan FDI Kedudukan FDI merujuk kepada jumlah stok pelaburan langsung asing di Malaysia
pada akhir tempoh rujukan. Kedudukan akhir diperoleh daripada stok awal
ditambah aliran kewangan dan ditambah perubahan lain (perubahan harga, kadar
tukaran asing dan lain-lain).
3. Pendapatan pelaburan FDI Pendapatan Pelaburan FDI merujuk kepada penghantaran pulang pendapatan
kepada pelabur langsung asing oleh DIE di Malaysia. Pendapatan terdiri daripada
perolehan yang diagih (dividen dan faedah) dan perolehan tidak diagih (perolehan
dilabur semula).
C. DEFINISI Definisi yang digunakan dalam laporan ini adalah selaras dengan garis panduan
pada BPM6.
1. Residen Residen ialah individu, syarikat atau organisasi lain yang lazimnya terletak di
Malaysia untuk jangka masa sekurang-kurangnya satu tahun. Enterpris yang
diperbadankan di Labuan juga dianggap sebagai residen. Cawangan dan / atau
anak syarikat asing yang beroperasi di Malaysia adalah dianggap sebagai residen.
2. Bukan residen Bukan residen ialah individu, syarikat atau organisasi lain yang lazimnya terletak di
negara selain Malaysia. Cawangan dan / atau anak syarikat Malaysia yang
beroperasi di luar negeri adalah dianggap sebagai bukan residen.
3. Instrumen kewangan Jenis-jenis instrumen kewangan yang diliputi di bawah FDI termasuk ekuiti & dana
pelaburan saham (termasuk perolehan dilabur semula) dan instrumen hutang
(iaitu: sekuriti hutang, pinjaman antara syarikat, kredit perdagangan, mata wang &
deposit dan lain-lain).
3.1 Ekuiti & dana pelaburan Ekuiti & dana pelaburan saham adalah terdiri ekuiti dan perolehan dilabur semula.
saham Ekuiti merujuk kepada semua jenis saham terbitan (seperti saham biasa, saham
premium dan saham keutamaan yang mempunyai hak mengundi) yang dipegang
oleh bukan residen dalam anak syarikat atau syarikat bersekutu di Malaysia. Bagi
cawangan, nilai ekuiti & dana pelaburan saham dikira berdasarkan aset bersih
cawangan. Sementara itu, perolehan dilabur semula merujuk kepada peratus
pembahagian pendapatan pelabur langsung yang tidak diagih sebagai dividen
oleh subsidiari, syarikat bersekutu atau cawangan, sebaliknya dilabur semula ke
dalam DIE.
3.2 Instrumen hutang Instrumen hutang terdiri daripada pelbagai instrumen seperti:
3.2.1 Sekuriti Hutang
3.2.1.1 Sekuriti hutang jangka panjang
Sekuriti hutang (iaitu: bon, debentur, nota kewangan, sijil

deposit) yang mempunyai tempoh matang melebihi satu
tahun.
3.2.1.2 Sekuriti hutang jangka pendek
Sekuriti hutang (iaitu: nota janji, bil pertukaran, kertas

komersial atau kewangan dan sijil deposit) yang
mempunyai tempoh matang kurang daripada atau sama
dengan satu tahun.
3.2.2 Kredit Perdagangan
Kredit perdagangan terdiri daripada tuntutan dan liabiliti, terbit

daripada kemudahan kredit yang diberikan oleh pengeksport kepada
pengimport bagi transaksi barangan dan perkhidmatan. Kemudahan
kredit ini biasanya dalam tempoh jangka pendek.
3.2.3 Pinjaman
Pinjaman adalah aset kewangan yang wujud apabila pemiutang

memberi dana pinjaman secara terus kepada penghutang menerusi
instrumen, tidak bertujuan untuk diniagakan. Ini termasuk semua
pinjaman dan pendahuluan (kecuali akaun belum terima dan belum
bayar). Ia juga meliputi pajakan kewangan dan perjanjian pembelian
semula. Pinjaman terbahagi kepada dua kategori; jangka panjang
dan jangka pendek yang dibezakan mengikut tempoh matang iaitu
setahun.
3.2.4 Mata wang dan deposit
Mata wang terdiri daripada mata wang kertas dan syiling dalam
pengedaran yang kebiasaannya digunakan sebagai pembayaran.
Deposit merujuk kepada semua jenis deposit termasuk akuan
simpanan, deposit tetap, deposit boleh pindah dan tidak boleh
pindah, sama ada dalam bentuk mata wang tempatan atau asing.

3.2.5 Lain-lain
Meliputi semua aset kewangan/ liabiliti seperti tunggakan iaitu amaun

yang tidak dibayar yang telah melebihi tempoh, termasuk bayaran
hutang berjadual kepada pemiutang bukan residen.
4. Pendapatan pelaburan Pendapatan pelaburan FDI merujuk kepada pulangan atas pelaburan langsung iaitu
FDI daripada pelaburan ekuiti & dana pelaburan saham dan instrumen hutang,
merangkumi komponen berikut:
4.1 Pendapatan ekuiti & Pendapatan ekuiti & dana pelaburan saham adalah terdiri daripada dividen dan
dana pelaburan saham perolehan dilabur semula. Dividen merujuk kepada keuntungan yang diagihkan
kepada DI berdasarkan pegangan ekuiti & dana pelaburan saham dalam DIE,
manakala perolehan dilabur semula merujuk kepada peratus pembahagian
pendapatan pelabur langsung yang tidak diagih sebagai dividen oleh subsidiari,
syarikat bersekutu atau cawangan, sebaliknya dilabur semula ke dalam DIE.
4.2 Faedah Faedah merujuk kepada pendapatan yang boleh dibayar / diterima oleh DIE
kepada / daripada DI, berikutan pemberian pelbagai instrumen kewangan iaitu
sekuriti hutang, pinjaman dan lain-lain.
5. Klasifikasi sektor Pengkelasan sektor ekonomi adalah berdasarkan aktiviti utama DIE. Sektor-sektor
tersebut dikelaskan mengikut Piawaian Klasifikasi Industri Malaysia (MSIC) 2008.
Bagi tujuan laporan ini, ia dikategorikan kepada lima sektor utama seperti berikut:
i. Pertanian
ii. Perlombongan dan pengkuarian
iii. Pembuatan
iv. Pembinaan
v. Perkhidmatan
a. Utiliti - Bekalan elektrik, gas, bekalan air, pembentungan dan
pengurusan sisa
b. Perdagangan borong dan runcit, pembaikan kenderaan bermotor
dan motosikal
c. Pengangkutan dan penyimpanan
d. Penginapan dan aktiviti perkhidmatan makanan dan minuman
e. Maklumat dan komunikasi
f. Aktiviti kewangan dan insurans / takaful
g. Aktiviti hartanah
h. Aktiviti profesional, saintifik dan teknikal
i. Perkhidmatan lain
Sektor-sektor lain dalam jadual matriks negara dan sektor merujuk kepada sektor
Pertanian dan Pembinaan.
6. Negara pelabur Negara pelabur langsung yang dilapor adalah berasaskan negara pelabur
langsung ‘immediate’ (pelaburan yang melibatkan ekuiti & dana pelaburan saham). Bagi
pelaburan yang tiada ekuiti & dana pelaburan saham tetapi mempunyai transaksi
dalam bentuk instrumen hutang, negara pelabur langsung dikenalpasti mengikut
konsep FDIR (rujuk perkara A(4)).
D. SUMBER DATA Sumber data bagi penerbitan ini adalah daripada Penyiasatan Usahasama IIP yang
dijalankan secara suku tahunan antara BNM dan DOSM bermula suku pertama
2008. Penyiasatan ini dilaksanakan berasaskan pendekatan enterpris. Penyiasatan
IIP merekod transaksi aliran kewangan dan kedudukan pelaburan bagi aset

E. MASA PEREKODAN Kaedah merekod transaksi BOP dan IIP, secara prinsipnya ialah pada masa berlaku
pertukaran hak milik (sebenar atau anggaran). Di bawah sistem catatan beregu,
kedua-dua transaksi harus direkod pada masa yang sama. Ini selaras dengan
prinsip perakaunan terakru, yang memerlukan transaksi direkod apabila nilai
ekonomi diwujud, diubah, ditukar, dipindah atau dilupus.
F. PENILAIAN Secara konsep, penilaian bagi transaksi FDI adalah berdasarkan pada harga
pasaran bagi aliran, kedudukan dan pendapatan pelaburan. Harga pasaran
didefinisikan sebagai amaun wang yang dipersetujui antara pembeli dan penjual
bagi mendapatkan barangan dan perkhidmatan. Pertukaran yang berlaku di antara
dua pihak bebas ini berasaskan pertimbangan komersial.
Dalam aspek aset kewangan dan liabiliti FDI, harga pasaran kebiasaannya
ditentukan mengikut nilai pasaran, nilai saksama atau nilai nominal. Walau
bagaimanapun dalam instrumen kewangan tertentu, nilai buku, nilai muka, nilai
pelunasan atau kos sejarah daripada lembaran imbangan DIE kebiasaannya
digunakan untuk menentukan nilai pelaburan langsung.
Dalam menyusun perangkaan kedudukan pelaburan FDI, penilaian yang berkait

dengan faktor bukan transaksi juga diambil kira iaitu perubahan pada harga
(cth: untung atau rugi disebabkan oleh perubahan pasaran), perubahan kadar
tukaran asing dan perubahan lain (cth: pelupusan, pengkelasan semula, dll).
G. PINDAAN Pindaan kepada anggaran dilaksanakan bersama-sama dengan anggaran terkini

dalam laporan BOP suku tahunan dan IIP tahunan. Pindaan yang dibuat biasanya
disebabkan oleh pelaporan terkini atau yang disemak oleh pembekal data.
H. PEMBUNDARAN Sebarang perbezaan pada data agregat adalah disebabkan oleh pembundaran.

TECHNICAL NOTES
A. CONCEPTS Concepts used in this publication are in accordance with the recommendations of the
Balance of Payments and International Investment Position Manual, 6th Edition
(BPM6) by the International Monetary Fund (IMF).
1. Foreign Direct FDI refers to investment in the form of financial instruments namely equity &
Investment (FDI) investment fund shares, (include reinvestment of earnings) and debt instruments
(inter-company loans, trade credit, advances, etc.) by foreign direct investors in direct
investment enterprises in Malaysia.
2. Direct Investors (DI) A direct investor (DI) is a foreign entity (individual or company) that is able to exercise
control (DI owns more than 50 per cent of the voting power) or a significant degree of
influence (DI owns from 10 to 50 per cent of the voting power) over an enterprise in
Malaysia.
3. Direct Investment A Direct Investment Enterprise (DIE) is either a subsidiary (ownership of more than
Enterprises (DIE) 50 per cent), an associate (10 per cent to 50 per cent ownership) or a branch
(100 per cent ownership) of foreign parent companies/ headquarters. In the case of
FDI, DIEs refer to companies that operate in Malaysia. The equity ownership can be
owned either directly or indirectly and within the Framework for Direct Investment
Relationship (FDIR).
4. Framework for Direct FDIR is a generalised methodology for identifying and determining the extent and type
Investment of direct investment relationships between DI and DIE. FDIR provides criteria for
Relationship (FDIR) determining whether cross-border ownership results in a direct investment relationship
based on control and influence.
The following diagram shows an example of identification of direct investment

relationships under FDIR.

Each enterprise is a resident in Malaysia economy. All companies in box are Direct
Investment Enterprise (DIE) of the Direct Investor (DI) A.
Meanwhile, no DI-DIE relationship exists in cases in which the entity is an associate of

an associate of the DI. The ability of the investor to influence is considered to have
become too diluted to be significant.
Under the concept of FDIR, a DIE is either a subsidiary or an associate:
a) A subsidiary is a DIE over which the DI is able to exercise control,

b) An associate is a DIE over which the DI is able to exercise a significant
degree of influence, but not control.
Control or influence may be achieved directly by owning equity that gives voting
power in the enterprise, or indirectly by having voting power through another
enterprise. Two ways of having control or influence are identified:
a) Immediate direct investment relationships arise when a DI directly owns

equity that entitles it to 10 percent or more of the voting power in the DIE
• Control is exist if the DI owns more that 50 per cent of voting power in
the DIE
• Influence is exist if the DI owns from 10 to 50 per cent of the voting
power in the DIE
b) Indirect direct investment relationship arise through the ownership of voting

power in one DIE that owns voting power in another enterprise(s).
B. SCOPE AND The scope of FDI statistics refers to foreign enterprise in Malaysia. It comprises
COVERAGE three major accounts namely flows, position and direct investment income. This
publication also presents statistics on flows and position of portfolio investment.
1. FDI flows FDI flows refers to acquisitions and disposals of financial assets and liabilities during
a reference period. It comprises of transactions in the form of financial instrument
namely equity & investment fund shares and debt instruments. Negative value (-)
indicate an outflow or the decrease in investment.
2. FDI position FDI position refers to total stock of foreign direct investment in Malaysia as at end of
reference period. The end position is derived from opening stock plus financial flows
plus other changes (price changes, exchange rate changes and other changes).
3. FDI investment income FDI investment income refers to repatriation of earnings to foreign direct investors
from their DIEs in Malaysia. The income consists of distributed earnings (dividends
and interest) and undistributed earnings (reinvested earnings).
C. DEFINITIONS Definitions used in this publication are in accordance with the recommendations of
the BPM6.
1. Resident A resident is any individual, enterprise or other organisation ordinarily domiciled in

Malaysia for a period of at least one year. Enterprises incorporated in Labuan are
also regarded as residents. Branches and / or subsidiaries of foreign companies
operating in Malaysia are regarded as residents.
2. Non-resident (NR) A non-resident is any individual, enterprise or other organisation ordinarily domiciled
in a country other than Malaysia. Branches and / or subsidiaries of Malaysian
companies operating abroad are regarded as non-residents.
3. Financial instruments The types of financial instruments covered under FDI include equity & investment
fund shares (include reinvestment of earnings) and debt instruments (includes debt
securities, inter-company loans, trade credits, currency & deposit, and others).

3.1 Equity & investment Equity & investment fund shares is comprised of equity and reinvestment of
fund shares earnings. Equity referd to all classes of shares issued (such as ordinary shares,
premium shares, and participating preference shares) held by non-residents in
subsidiaries or associate companies in Malaysia. In the case of branches, the value
of equity & investment fund shares is calculated by using the net assets of the
branch. Meanwhile, reinvestment of earning refers to direct investors’ shares of
earnings that are not distributed as dividends by subsidiaries, associates or
branches, instead reinvested back in the DIE.
3.2 Debt instruments Debt instruments consist of various instruments such as:
3.2.1 Debt securities
3.2.1.1 Long-term debt securities
Debt securities (namely: bonds, debentures, notes, certificate

of deposits) which have an original contractual maturity of more
than one year.
3.2.1.2 Short-term debt securities
Debt securities (namely: promissory notes, bills of exchange,

commercial or financial paper and certificate of deposits) which
have an original contractual maturity of less than or equal to
one year.
3.2.2 Trade credit
Trade credit consists of claims and liabilities arising from direct

extension by exporters to importers for transaction in goods and services.
They are usually in short term period.
3.2.3 Loans
Loans are financial assets that are created when a creditor lends funds
directly to a debtor through an instrument that is not intended to be
traded. This includes all loans and advances (except account receivable
and payable). It also covers financial leases and repurchase agreement.
Loans are subdivided in two categories; long term and short term which
distinct by maturity period of one year.
3.2.4 Currencies and deposits
Currency consists of notes and coins that are in circulation and

commonly used to make payment. Deposits refers to typical form of
deposit include savings deposits, term deposits, transferable and
non-transferable deposits in either local or foreign currencies.
3.2.5 Others
Include all other financial assets/ liabilities, such as arrears i.e. amounts
that are past due-for-payments and unpaid, including amounts of
scheduled debt service payments to non-resident creditors.
4. FDI investment income FDI investment income refers to returns on the direct investment that is the return on
equity & investment fund shares and debt instruments which comprises the following
components:
4.1 Income on equity Income on equity & investment fund shares is comprised of dividends and
& investment fund reinvestment of earnings.Dividends refer to the distribution of profit to DI in respect
shares of equity & investment fund shares held in DIEs, while reinvestment of earning
refers to direct investors’ shares of earnings that are not distributed as dividends by
subsidiaries, associates or branches, instead reinvested back in the DIE.
4.2 Interest Interest refers to income payable/ receivable by DIEs to/from DI, arising from
extension of various financial instruments, namely debt securities, loans and others.
5. Sector classification The classifications of economic sector are based on main activities of DIE. The
sectors are classified according to Malaysia Standard Industrial Classification (MSIC)
2008. For purpose of this report, the classification is broadly categorised into five
main sectors as follows:
i. Agriculture
ii. Mining and quarrying
iii. Manufacturing
iv. Construction
v. Services
a) Utilities - electricity, gas, water supply, sewerage and waste
management
b) Wholesale and retail trade, repair of motor vehicles and motorcycles
c) Transportation and storage
d) Accommodation and food service activities
e) Information and communication
f) Financial and insurance / takaful activities
g) Real estate activities
h) Professional, scientific and technical activities
i) Other services
Other sectors in matrix tables of country and sector were refered to Agriculture and
Constuction sectors.
6. Country of direct investor The country of DI is based on the immediate investing country (for investment that
involves the equity & investment fund shares). As for those that do not have equity &
investment fund shares but have transactions in the form of debt instruments, the
country is identified by following the concept of FDIR (refer to Item A(4)).
D. DATA SOURCE The data source for this publication is from quarterly Survey on IIP, jointly conducted
between BNM and DOSM with effective from the first quarter of 2008. The survey was
conducted on an enterprise basis. The survey on IIP records transaction flows and
position of Malaysia’s external financial assets and liabilities with the rest of the world
which include DIA, FDI, portfolio investment, other investment and investment
income.
E. TIME OF RECORDING The time of recording of transactions in BOP and IIP is, in principle, the time of
change of ownership (actual or imputed). Under the double-entry system, both sides
of the transaction should be recorded in the same period. This is consistent with the
principle of accrual accounting, which requires transactions to be recorded when
economic value is created, transformed, exchanged, transferred or extinguished.

F. VALUATION Conceptually, the valuation of FDI transactions are based on market price for flows,
position and investment income. Market prices are defined as amount of money that
the willing buyers pay to acquire goods and services from the willing sellers. The
exchanges are made between independent parties and on the basis of commercial
considerations.
In relation to FDI financial assets and liabilities, the market prices are usually
determined according to their market value, fair value or nominal value. However in
certain financial instruments, book values, face values, amortized values or historical
costs from the balance sheet of DIEs are often used to determine the value of the
direct investment.
In order to derive at the FDI position, the valuation that relates to non-transactions
factors such as price changes (e.g. gain or loss due to fluctuation), exchange rate
changes and other changes (e.g. write-offs, re-classifications, etc.) are also taken into
account.
G. REVISIONS The revisions to the estimates are done concurrently with the latest estimates in the
quarterly BOP and annual IIP report. The revisions are largely due to latest or revised
reporting by data providers.
H. ROUNDING Any differences in the aggregated data are due to rounding.
