INFORMATION:

Officers were dispatched to the main gate of the Electric Forest Forest Festival to the report of a Criminal
Sexual Conduct incident. Officers would arrive and interview the complainant, suspect, victim and
witnesses. The male suspect would admit that he had exposed his penis to the female victim, attempted to
convince her to have sex with him, and he touched her breasts with his hands. The suspect would be arrested
and charged with Criminal Sexual Conduct 4th Degree.

AT SCENE ARRIVAL:

Officers arrived on scene and made contact with the complainant Supervisor of Security for the
festival. would advise that the male suspect was being spoken to by Medical personnel, because he
appeared to be high on some substance. The female victim was sitting in a RED BULL vendor car. There
were also two witnesses to the incident. stated that he became aware of the incident when he was
contacted by security staff. He was told that the victim had been accosted physically by the male suspect,
who had approached her, began to talk dirty to her, and then asked her to have sex with him. He groped her
breasts and arms and then dropped his pants and exposed his penis to the female victim.

stated that the subject was not technically on the venue site yet as he had not purchased a wrist band.
The incident had occurred on the Double JJ ranch property, just prior to the vehicle entry point at the main
gate. stated that the suspect would not be allowed at the venue for the duration of the festival. He
told officers that the suspect had been cooperative to this point.

SUSPECT INTERVIEW:

Officers made initial contact with the male suspect who was seated on a security cart, being attended to by
medical staff. The subject was not being cooperative and had refused to identify himself. This officer
questioned the suspect. It was learned that his name was dob: .
was asked what was going on. began to ask why officers were questioning him, and
that he was sorry for what had happened. He admitted that he had accosted the Red Bull girl, but stated that
she did not wish to pursue charges so he did not know why he was being questioned by police. It began to
appear that the suspect was contemplating fleeing the scene so officers secured the subject with hand cuffs.
Sgt. Naylor went to interview the victim and this officer advised the suspect of his Miranda Rights. He
agreed to answer this officers questions. He advised the following;

He stated that he had ingested mushrooms prior to entering the venue grounds. He was just trying to get to
the gate to purchase his wrist band for the festival. While enroute, he encountered the RED BULL girl. He
thought that she was beautiful and he began to chat with her. He then stated that he "lost control" and began
to rub her arms and hands. He admitted that he wanted to have sex with her and asked if she would have sex
with him. He initially denied that he had groped her breasts, but later admitted that he had. He thought it
was accidental, but then stated that she was beautiful and her breasts were beautiful.

After she told him that she did not want to have sex with him, he then dropped his shorts and underwear and
exposed his penis to her, grabbing it with his hand and again asking her if she would have sex with her. He
again stated that the victim told him no.

denied that he ever touched her with his penis and stated that he never touched her breasts under
her shirt. He also denied that he never groped her vagina or any other private parts. He admitted to this
officer that he had been inappropriate, that the victim had done nothing to provoke his actions other than she
was beautiful.

used no weapons and only touched the victim with his hand. He admitted that others may have
saw him expose his penis to her.
