CHAPTER I

THE PROBLEM AND ITS SETTINGS

Introduction

Library is an organized collection of sources and information that is credible made

by the expert and accessible for reference and borrowing. It is a place where books,

newspaper, magazines and resources are kept for people to use.

Library provides public facilities to access internet resources, quiet areas for

studying, common areas for group study and collaboration and faster of borrowing of

books that will enhance, educate, and empower individual. It also provides services at

finding and organizing information which can be done by the help of librarians.

It serves as a resource of knowledge to people who use the library. It gives

opportunity to find jobs, explore medical research, experience new ideas and provide

sense of place for gathering.

The Library is manual and traditional which the librarians provide services in

borrowing of books, returning of books and logbooks for people who will use the library.

The library has manual filling up of data and information with the use of logbooks

and borrowing and returning of books with the help of librarians that will keep the records

secured and safe. While automated library system has series of modules and an Offline

Public Access Catalogue (OPAC), in which all of these modules share one purpose which

computers and a hub are the necessities in order to get the process of issued and borrowed

books for both librarian and user with the use of the software installed.

Libraries are important and have different uses in every individual that it is a perfect

place for reading, researching and spending leisure time for, that leads to the development

of an individual. Thus the researchers, aims to evaluate the performance of the Library

system of Atimonan Municipal Library.

Background of the Study

The Atimonan Municipal Library is a government owned property that serves as

pool of books and provides source of knowledge for the people of Atimonan. The

establishment was initiated by the 1948-1951 Municipal Council of Atimonan, Quezon,

under the active leadership of the late Mayor Diosdado Amado. Thus, on June 1, 1950

Municipal Library of Atimonan, Province of Quezon was formally opened in a reasonable

portion of the Municipal Hall.

The research study Entitled “Evaluation of the Library system of the Atimonan

Municipal Library” aimed to distinguish the problems encountered in the current library of

Atimonan Municipal Library.

Statement of the Problem

The main objective of the study is to evaluate the current Library System of

Atimonan Municipal Library.

1. What is the profile of respondents in terms of :

1.1 Age;

1.2 Gender; and

1.3 Civil Status;

2. What is the current practice administered by the library?

3. What is the level of effectiveness of the current practices in Atimonan

Municipal Library?

Significance of the Study

This study showed the importance of Evaluation of the library to raise a higher

standard in Atimonan Municipal Library.

The results of the study gave great benefits to the following:

Librarian- Through evaluation, the librarian can easily identify if the library

needs an improvement or maintain the current system.

Atimonan Citizen- Through evaluation, the Atimonan Citizens could suggest

improvements, if needed, about the current system inside the Atimonan Municipal

Library.

Administration- Through evaluation, they can comprehend the importance of the

library system and they could also identify if they need to improve or maintain the library

system.

Future Researchers- It will serve as reference for the future researcher who will go

through a research study and may make a better research related to other fields of study.

Scope and Limitation of the Study

This study focused on the evaluation of the library in Atimonan on finding a way on

how to improve its productivity on borrowing and returning of the books that is willingly

launch a new system for the borrowed and returned books that people would be

convenient to go into.

The scope of this research study covered the identification of the library users:

students, office workers or ordinary people in the Municipality. Identified the current

problems in monitoring the issued books and returned books and the problems

encountered in the overall inventory of books using the current library system in our

Municipal Library.

The study limited the problem in finding all the books in the library and the policies

on how they are being borrowed and returned and the overall inventory of books in the

library.

Definition of Terms

Evaluation- Is a systematic determination of a subjects merit, worth and

significance, using criteria governed by a set of standards. In this study the word

evaluation refers to the assessment of the current system to the Atimonan Municipal

Library.

Library- A building or room containing collections of books for people to read,

borrow or refer to. In this study the word library refers to the Atimonan Municipal

Library.

System- A set of things working together as part of mechanism or an inter-

connecting network. In this study this refers to the current system of Atimonan Municipal

Library.

CHAPTER II

REVIEW OF RELATED LITERATURE

This chapter discusses the related literature and studies in which the researcher tries

to identify, locate, read and evaluate the previous studies, opinions and observations in

connection to the research topic obtaining suggestions, tips, ways and data in improving

the library productivity and the satisfaction of the borrowers. The data varies from foreign

to local literature which is useful for the recommendation of the topic.

Foreign Literature

Karen Foss (2010), Library Director of the Catawba County Library System in

Newton, North Carolina has expressed that it is difficult to find materials to help new

public library managers cultivate their professional development. Most of the research

and writings on library have focused on academic libraries and only recently has there

been more interest in the administration of public libraries. The skill and style of public

library managers, the directors, branch managers, and department and service managers

who are leading these institutions, strongly affects the culture of a public library.

Acording to Alvin Javelosa (2011) library is a collection of books, resources and

services, and the structure in which it is housed, it is organized for use and maintained by

a public body, an institution, or a private individual.

Shea- Tinn Yeh (2016) Integrated Library Systems support the entire business

operation of an academic library from acquiring and processing library resources to

making them available to user communities and preserving them for future use.

The Newfoundland Public Library Services (NPLS) assess the feasibility of

automation for the library services and to determine the viability of an integrated

automated library system for the NPLS. The study addresses the needs of NPLS in terms

of library automation; benefits to be achieved through the introduction of automation;

automation requirements and costs; cost of automation in relation to potential cost

savings; staffing requirements for automation; and a recommended approach to

automation. 

Ellysa Valenti (2016), The state of library management systems also known as the

library management system is an integrated set of applications designed to perform the

business and technical functions of library including acquisitions, cataloging, circulation

and the provision of public access.

Local Literature

The Systems Services (SS) unit is responsible for the development, implementation,

and maintenance of the computerization and information technology plans and programs

of the DLSU Library.

UP Diliman Library have been developed in aid of teaching, research and extension

work in the disciplines designated to Diliman. It strives for full automation, a world class

collection and a staff of thoroughly modern information professionals.

According to David T. Lourdes (2012), the DOST-ESEP libraries: The first Library

network in the Philippines, Networking is also a major key on collaborating inside the

library. Therefore, this type of system is exactly a big help on the state of the Philippine

libraries. It an make our library a world class and can complete on other countries library.

Foreign Study

According to Aashka Agarwal (2013), Online Library Management System, the

main problem of the different libraries worldwide are they are still using manual method.

So the researcher proposed to make an automated system that will have better log in form

and to record quickly the borrowed and still existing books.

According to Shelagh (2010), Fiher Library system is becoming marginalized in the

context of ICT developments currently taking place within the library sector because

supplier have failed to keep up with such developments,or have been more concerned with

keeping up with the changes in the core functions.

According to Veronica Admason (2011), Changes in society and technology are

impacting significantly on UK HE libraries and consequently on their current system.

Demographic changes, political and economic drivers are affecting university services and

funding structures, and a new realism of pragmatic economic and business considerations

presides.

JISC & SCONUL LMS Study Report, (March 2012) Library system have

developed in response to technical advances and user requirements, mainly in developing

electronic interfaces, refining standards and access protocols, purchasing and acquisition

processes and cataloguing systems.

According to Herrera C. Rocio (2013), the work habits of user in any activity

requiring information, the importance they attach to obtaining it and the facilities at their

disposal, their knowledge of these facilities, their assesment of their value and the

possibility of their obtaining what they are looking for are the factors that affect user

behaviour in the quest for information.

Local Study

The library system can aid borrowing and returning process of reading materials via

cart and definitely could provide an organized tool in performing library tasks and services

in public high schools which implies that the library system can improve the library

performance.

Library automation enabled the electronic Union Catalog of the UPD network of 33

libraries, including the Extension program in Pampanga and the Main Library with more

than 800,000 records, accessible within the campus and through the World Wide Web.

These libraries already have barcoders, barcode labels and keepers, magnetic strips,

sensitizers-desensitizers and gate for Circulation purposes, and as part of their library

security system. A number of records were converted from paper to digital format

technology is a big factor to keep the students keep going to the library. So the author

thinks that android devices can use to attract the students on going to the libraries.

Synthesis of Review of Related Literature & Studies

Chapter two contains the different studies gathered about library system in local and

foreign. The data gathered in literature specifies the technical advancement of other

libraries. Some establishment uses technology to make the whole process of transaction

easier, more secure and a more manageable book and profile monitory system to avoid

difficulties and time wastage. The collection of both foreign and local studies provides

information to the proponents that the proposed system has similarities with the other

system that are widely used. As the studies above stated, technology has bought new

option that helped the current generation improve.

Figure 1.shows the Input-Process-Output of the study. The researchers first

analyzed the current system of the library and gathered information using survey

questionnaires and interview. The researchers analyzed the data and the response of the

respondents that will be used in the evaluation of the system. After the researchers

identified the data and response, the researchers classified the findings of the evaluation of

the library system.

CHAPTER III

RESEARCH METHODOLOGY

This chapter presents the discussion of research locale, research design,

respondents, instrumentation and data gathering procedures.

Research Locale

The research locale was located at Atimonan Municipal Library, Atimonan,

Quezon, the government owned property is equipped with computers with internet to treat

both research and educational purposes.

The Atimonan Municipal Library has a computer for the people who visit the

library including the employees of the Municipal Hall. The researchers gathered the

information needed regarding the current system of book issuing in the Atimonan

Municipal Library.

Research Design

A descriptive design was selected for the current study, wherein the researchers

attempted to describe the variables of the Atimonan Municipal Library which is the

current library system.

Respondents

The researchers limited the sample size to 100 to prevent the difficulty in time and

effort instead of measuring the sample of 400 people. By these assessments, the result

could be equal to the total of the targeted population in order to make it even to the

solution and observation in the study. The accidental sampling was the sampling

technique we used whereas; the sample was obtained by taking sample sizes from a group

of people easy to contact or to reach.

Instrumentation

A survey approach used for the primary objectives of the researchers, to describe

the present library system in the Atimonan Municipal Library. A survey approach is

concerned with gathering information from a segment of the population. The approach

would be impossible if the researchers were to gather data from every individual, therefore

a sample will be selected to collect and analyze the information.

The researchers sent the Atimonan Municipal Library a letter of permission, once

the letter was approved, a set of questionnaire developed and conducted by the

researchers, and sample of the respondent’s population was selected for an easier data

analysis. After the chosen respondent’s feedback, the researchers collected the distributed

questionnaires then analyze the answers and conducted a tally to identify the status of the

current system in the Atimonan Municipal Library.

Statistical Treatment

The analysis and interpretation was tallied and tabulated as a result to measure the

satisfaction rate of the borrowers in the current library system of Atimonan library, the

researcher used the following formula and rating scale.

To classify the respondents, the researchers used percentage for the demographic

profile such as Age, Gender and Civil Status.

CHAPTER IV

PRESENTATION, ANALYSIS AND INTERPRETATION OF DATA

The analysis of data is described and followed by the research findings. The

research questions that guided the study relate to the research findings. The data was

analyzed to identify and described what kind of citizens wanted to maintain and improve

in the setting. This were presented in graph and chart, the structure of the research entitled

The Evaluation of the Library System of the Atimonan Municipal Library.

The figure 1 above shows the age of the respondents. The age range 17 years old

and below has the percentage of 27% (20 respondents); 18-25 years old has the

percentage of 26% (20 respondents); 26-33 years old has the percentage of 26% (20

respondents); 34-44 years old has the percentage of 12% (9 respondents); and the 45

years old and above has the percentage of 9% (7 respondents).

This figure shows the graphical presentation of the gender profile of the

respondents: 49% (42 respondents) of the respondents belong to the male category while

the 51% (45 respondents) of the respondents belong to the female category.

Table 2 from the previous page shows the weighted mean and qualitative

description of the respondents the Atimonan Municipal Library. Regarding to the gathered

data, the respondents who have taken the survey agreed to all the statements number 1- 10 .

Each statements from 1-10 has a weighted mean ranging from 3.12-3.22 and a qualitative

description of agree except for number 1,2,4,7 and 10 which have a qualitative data of

disagree while statement number 9 and 8 have a qualitative data of strongly disagree.

Moreover, the results defines what Analee E. Amayo (2016) states that the library

sytem can aid borrowing and returning process of books and definitely could provide an

organized tool in performance.

It is obvious that the library does not have enough number of library staffs.

The library does not have a separate section for academic staffs, if the borrowers and

citizens are not satisfied and does not meet their expectations, and then there is a chance

that no one will be using the library.

CHAPTER V

SUMMARY, FINDINGS, CONCLUSIONS AND RECOMMENDATIONS

This chapter introduces the summary of findings, conclusions and the

recommendation that is provable by facts. In the previous chapter the study was assumed

with the main objective of answering the statement of the problem.

This study main objectives was to define and assess the Library System of the

Atimonan Municipal Library.

This study was conducted in Atimonan Municipal Library with a respondents of

100 people. The method used in the study was Qualitative and Quantitative method. The

researcher used a questionnaire in order to identify the variables.

Findings

Based on the results of the statistical analysis of the data the findings are

summarized as follow:

 20 or 27% of the respondents were ages 17 years old and below, 20 or 26% of the

respondents were ages 18-25, 20 or 26% of the respondents were ages 26-33, 9 or

12% of the respondents were ages 34-44, lastly, ages from 45 years old and above

were 7 or 9% of the respondents.

 42 or 49% of the respondents were male while 45 or 51% of the respondents were

female.

 95 or 95% of the respondents were single while 5 or 0.05% of the respondents

were married.

 For table 2, statements from 1-10 had a weighted mean ranging from 3.12-3.22

and a qualitative description of agree except for number 1,2,4,7 and 10 which have

a qualitative data of disagree while statement number 9 and 8 have a qualitative

data of strongly disagree.

Conclusions

Given that this research asked the respondents to express their opinion about the

importance of the evaluation of the library, wherein the researchers stated the actual

ranking and the number of the conclusion seems to be possible. Based on the findings of

the study, the following conclusions are drawn.

 Age range is from 36 and above which got the lowest percentage of the

respondents while age range from 17 and below to 33 shared the bigger

percentage.

 Most of the respondents were female.

 It shows that single people were more aware of the library than the married

people.

 It shows that an improvement of the library system is necessary based on the

result of the survey conducted.

Hopefully, this research contributed to a good understanding experience of the

borrower in the library and its findings and recommendation can serve as the basis for the

future policies in the library.

Recommendations

Based on the findings and conclusions, the researchers recommend tips and ways

regarding this topic.

The library staffs are encouraged to add good quality in terms of the library system

that will encourage the borrowers to use the library. In that case, the people of Atimonan

will be using the library more often, as for the student it will help them with their

academic researches, projects and etc. Library staffs should be more aware about the

content of the library. It also recommends improving the content of the library.

For the Atimonan Citizen, the researchers suggest to give their suggestion for

improvements in the book issuance of the library. The citizen should give enough time

using the library to have a stronger connection using the traditional way on researching.

This study should classify the problems of the current system in terms of the library system

so the people of Atimonan can suggest for improvements.

For the Administration, the researchers recommend to visit the library often to see if

the current system needed improvement. It concludes that the borrowers and the citizens

were not satisfied about the contents of the system that they are seeking for improvements

of the library. Approach from the administration regarding of the current system will be

much better.

For the future researchers, they may make a better study for more improvements.

This will be their reference and guide to gain some idea regarding this topic.
