EXECUTIVE SUMMARY

Nowadays, with increasing environmental awareness among the public, people worldwide are
coming together to fight for a greener future, and the effort has achieved remarkable results. The
problems we are facing now are challenging. However, the good news is that you don’t have to be an
expert or a millionaire to save the planet. Everyone can help by doing their small acts of care for the
environment. The Earth has all the things we need to live, but we need to take care of the Earth, so it can
keep giving us what we need. Caring for the environment means doing things that will keep the
Earth healthy and sustainable.
Eastern Visayas State University (EVSU) is a public learning institution mandated to provide
advanced education and technical advancements in the fields of Science, Education, Business
Entrepreneurship, Architecture, Engineering, and other related courses. Moreover, its objective is to
provide excellence in research and extension services and leadership in a different area of specialization.
EVSU offers degrees and programs to cater to the needs of the students in developing their knowledge
and skills in their future chosen courses. As part of the institution’s goal in expanding its degree of
specialization, the University will now offer another degree program for the students who wanted to learn
more about medicine.
In line with this, as one of the requirements of the MEP 204 Subject, the 2nd Group of EIA Class
for Mid-Year Term 2021 with different fields of specializations in master in engineering will conduct
environmental research and risk assessments to the proposed EVSU - College of Medicine at IT Park,
Pawing, Palo, Leyte. Before this, the proponent must have complied with all the Environmental Impact
System (EIS) requirements, therefore, a need for Environmental Impact Assessment (EIA).
The EIS system is concerned primarily with assessing the direct and indirect impacts of a project on the
biophysical and human environment and ensuring that these impacts are addressed by appropriate
environmental protection and enhancement measures. It also aids Proponents in incorporating
environmental considerations in planning their projects and determining the environment’s impact on
their project (Revised Procedural DAO 2003-03).
The EIS System is mainly considered planning, foreseeing, and identifying the likely
environmental concerns or adverse effects when establishing a project in a particular location. It will help
in designing appropriate preventive mitigation and enhancement measures for the betterment of the
project.
The EIA preparers for this project encompass the Physio-chemical, biological, socio-cultural
dimensions of the affected environment. They retrieved a set of information using primary and secondary
methods of data collection. Our team members conducted an ocular inspection and field investigation of
the area to gather the baseline information. Additionally, our team used the secondary data from the
previous EIA projects, public documents from government offices via their web pages, and documents
from the different offices of the University. 
The EIA team conducted an interview survey at Pawing, Palo, specifically near the vicinity of the
proposed project. The EIA team made an interview survey questionnaire to assess their awareness before
the proposed study. The survey questionnaire consists only of four (4) YES- NO questions followed by
one (1) suggestion question. Due to the pandemic currently happening, the team only invited fifteen (15)
random respondents, near the proposed area of study. It made sure that safety health protocols were being
followed during the survey.
