CONTROL FOR ISOLATED SURVEYS

Based on the standards, the quality of control to be used in an


isolated survey depends on the extent or area to be
controlled.

CONTROL FOR ISOLATED SURVEYS

• For isolated parcels of land having an area of less than


1,500 has to be subdivided into 50 or more lots, at least
one pair of location monuments shall be established.

• The location monument shall be connected by a control


of secondary precision from previously established
reference point provided that no lots shall have a
distance of more than 1 km from the nearest point of
reference.

METHODOLOGY FOR ISOLATED SURVEYS

The flow chart shown below shows the different survey


operations from the request for survey authority (if the land
is a public land) to the actual survey, up to the submission
and approval of the survey.

PRE-REQUISITES FOR ISOLATED SURVEYS

• Item 1 provides information on the physical point that your


survey was tied or will be tied to.

• Item 2 will provide the location of the subject lot tied to


item 1.

• Item 3 and 4 are measured information from the ground


obtained using optical instruments or derived when using
GNSS.

• Item 5 control survey is required prior to any survey.


Information on the lot are obtained through observation
from a control point.

• Item 6 is done to make sure that the land owner and the
neighbors are aware of the boundaries being set.

• Item 7 is the actual data gathering for the corners of the lot.

• Item 8 includes data processing that will provide the final


output: The TECHNICAL DESCRIPTION OF THE LAND.

The following must be done to do isolated surveys
1. Investigation of the Adjoining Claims and Notification
of Survey
• All adjoining claimants/owners of the subject land be
notified either personally or by mail.

• A survey notification letter shall be prepared for the


information of the adjoining owner/claimant.

• The names and addresses of the adjoining


owners/claimants can be obtained through the survey
claimant if he/she knows

• This is done is strictly done especially if the land being


surveyed is a public land.

2. Reference Lot/Survey, Relative Position of Survey, and Tie


Lines
 Tract of land to be surveyed must be tied to a reference
point (BLLM, BBM, MBM, etc.) using a closed circuit
traverse or using differential static GNSS survey.

 A reference survey can be used in case the reference


point cannot be occupied

 Reference Survey is a previously approved survey with


available plan and data or title and on file with the
government agency concerned.

3. Marking/Monumenting of Lot Corners and Adverse Claims


 Monumenting shall be done in the presence of the
adjoining owners/claimant to prevent conflicts.

 Monumenting means putting on ground a marker, we


call it mojon, on the ground that describes the
intersection between boundary lines.

 If there is an adverse claim, the boundary of the counter


claim shall be monumented and indicated on the plan as
contested lot.

 The name of the contestant be indicated on the lower


left portion of the plan.

4. Lot Survey
 After monumenting, the survey of the subject lot can be
started.
 Run a traverse/Static GNSS survey that will provide
control points for the survey.
 The prescribed accuracy for isolated survey is of Tertiary
Accuracy.
 Boundary corners which are not occupied and used as
control stations can be located through side-shots from
the control stations using optical instruments or GNSS
(specifically using real-time kinematic (RTK) or post-
processed kinematic (PPK) methods)
 Control points must be strategized and placed as close
and clear as possible so that corners can be observed.

1. SURVEY OF PUBLIC LANDS

a. Original Survey (the survey plan code is Psu)


• It is a survey to determine the metes and bounds of a land
that doesn’t have a prior approved land survey and technical
description
b. It is used for modes of acquisition under the Public Land
Act “CA 141” that includes Homestead (survey plan code H),
Free Patent (F) and Sales (Sc, Si) if no prior cadastral surveys
are done in the locality containing the subject property.

c. Other public land surveys are found in the annexes of DMC


2010-13.

2. AMENDMENT SURVEY
Survey conducted to change a previously approved survey due
to inconsistency between the documented boundary and the
actual boundary (assuming that no error was found on the
technical description of the said survey)

3. PRIVATE LAND SURVEYS


These are simple or complex subdivision survey which shall
be conducted in consonance with the provisions of Section 18
of DAO No. 2007-29. It can be:

Consolidation and subdivision of titled property with a survey


symbol “Pcs”

Consolidation of titled property “Pcn”

Subdivision of titled property “Psd”

4. GOVERNMENT LAND SURVEYS


a. Friar Land Surveys
Surveys affecting the Friar Land Estates, the list of which shall
be found in Annex XVIII of the Manual, shall be conducted
in the PRS92 system tracing the original position of lot
corners and following the applicable provisions of Sections
115 to 128 of the Manual.

b. National Government Land Surveys


Survey of National Government lands shall be conducted in
consonance with the provisions of Section 16 or 17 of DAO
No. 2007-29 and shall be treated as an isolated survey.

c. Local Government Land Surveys


Survey of local government lands shall be conducted in
consonance with the provisions of Section 17 of DAO No.
2007-29 and shall be treated as an isolated survey.

The Provincial Board Resolution, in case of province or the


Municipal/City Board Resolution shall be secured prior to the
conduct of survey. Applicable provisions of Sections 140.b of
this Manual shall be followed in the conduct of local
government land survey.

5. CONVERSION SURVEY
• Survey for the purpose of transforming/converting
individual lots covered by approved graphical cadastral
survey, cadastral mapping (Cadm), and photocadastral
mapping (PCadm)

• This is conducted in consonance with the applicable


provisions of Sections 115 to 128 of DMC 2010-13

• The survey work undertaken for the purpose is subjected to


verification and approval by the concerned LMS offices.

6. PUBLIC LAND SUBDIVISION (Pls)


This is considered an isolated survey under Section 5.c, DAO
No. 2007-29 where the area involved is 1,500 hectares and
below and governed by the same procedure Article 5 of
DMC 2010-13

7. GROUP SETTLEMENT PROJECT/ TOWNSITE


SUBDIVISION SURVEY
• Group settlement project (survey code “Gss” and towsite
subdivision survey “Tss”.

• Subdivision of Alienable and Disposable Lands of not more


than 1,500 hectares into 50 parcels or more (Section 6a,
DAO 2007-29)

• These are conducted in the PRS92 system and follow the


accuracy requirement stated in Section 28 (b), DAO No.
2007-29 or the Project Control Accuracy standards.

8. OTHER LAND SURVEY
a. Verification Survey (with survey symbol “Vs”)
When approved survey is reported to be erroneous, or when
titled lands are reported to overlap or where occupancy is
reported to encroach another property.
The Geodetic Engineer:
i. Ascertains the position and descriptions of the existing
survey monument or marker, improvements used to provide
evidence of original boundaries;
ii. Give primary consideration to original survey marks,
except where other evidence, including original
measurements, position of improvements, or statements by
occupants, suggest that the original markers were incorrectly
placed or have been disturbed

8. OTHER LAND SURVEY

a. Verification Survey (with survey symbol “Vs”)

iii. Ascertain the position of buildings, fences, walls or other


permanent improvements adversely affected by the
determination of the boundaries

iv. Inform the parties concerned of the effect of the


determination of the boundaries and secure a statement from
the parties that they have been informed of these findings;
and

v. Include the submission of a narrative report under oath.

b. Segregation Survey (Sgs)
Surveys for the purpose of segregating twenty (20) percent or
less of the area of previously surveyed large tract of public
land.

c. Relocation Survey (Rel) or Reinstatement Survey


The relocation of corners or re-setting of boundary lines of
approved surveys shall be made using the bearings, distances,
and the area stated in the approved survey or written in the
lease contract, if any, or Torrens Title.

d. Resurvey (Rs)
Survey done when an approved survey has the following
limitations:

i. If the technical description (TD) of the property is lost, Rs is


done to provide the TD;

ii. If the TD is in terms of magnetic direction, Rs is done to


provide a TD transformed to numerical or true direction;

iii. If the approved survey is lost/ missing, Rs is done to


provide TD

e. Special Surveys (Special Work Order “Swo”)
• Surveys for geographic and scientific investigations,
experiments and all other surveys not otherwise
mentioned in this Manual shall be made in accordance
with special instructions which may be issued for the
purpose following the tertiary accuracy of an isolated
survey.

• This is designated as “Special Work Order” (Swo) which


cannot be a subject of titling and must be clearly stated
on the plan

PARCELLARY SURVEY
• Survey conducted on lands traversed by infrastructure
projects

• identify affected lots within the Right- of-Way (ROW) limits


indicated in the detailed road design plans (DPWH Manual)

• Lots are subdivided to at least two (2) lots wherein one 91)

OVERLAPPING OF ADJOINING SURVEYS
In the case wherein two or more lot surveys of two or more
adjoining lots overlap with each other. The following
solutions can be applied:
1. Overlapping of Adjoining Untitled Surveys

surveys must be agreed upon by the owners/claimants of

ISOLATED LAND SURVEY WITHIN CADASTRAL
PROJECTS (DMC 2010-13 Section 60)

In case an isolated land survey is in progress within an


ongoing cadastral project.

1. The geodetic engineer must submit to the project chief


executing the cadastral survey within sixty (60) days from the
date of the survey order the list of surveys in progress.

2. Fieldnotes, computations and sketches/ plans of isolated


surveys is submitted to the concerned DENR-LMS for
verification through the chief of the Cadastral Project within
four (4) months from the start of the cadastral project.

PROJECTS (DMC 2010-13 Section 60)

In case an isolated land survey is in progress within an


ongoing cadastral project.

3. Surveys submitted after four (4) months is accompanied


with a satisfactory explanation to the RTD for lands for
acceptance or rejection of the survey for verification and
approval.

4. Upon approval of the contract or issuance of survey order


for the Cadastral Survey, the CENRO no longer issues and
survey authority.

FIELD NOTES
• One of the usual requirement and part of the survey
submittal for any kind of isolated surveys.

• The field notes must contain all angle/direction and distance


observation of the closed traverse, the side shots, reference
azimuths, and the descriptions of the points or monuments
from which the azimuth are derived

• The field notes also contains all information and


observations related to the survey being executed

COMPUTATIONS AND PLAN PREPARATION

• Computation of isolated land survey includes lot data


computation, traverse computation, astronomical azimuth
computation, and other be made in LMB forms designed
for such computations

• Plans must be done on proper LMB form showing all


pertinent information related to the land survey

• Please refer to Section 180 of DMC 2010-13 for the


standards for the preparation of an isolated survey plan

SCALE IN PLOTTING SURVEYS
 The scale to be used in plotting surveys shall depend on
the difference in coordinates of the extreme corners:

 The scale is computed based on the standard dimensions


of the survey plan template.

 The approval process is provided in DMC 2010-13 &


DAO 2010-17

 The DENR Land Management Section shall verify the


correctness and technical accuracy of the survey
returns of the survey covering isolated lots.

SURVEY RETURNS (IVAS)
 Basis for verification is:
a. Accordance with requirements stated in Sections 178 to
180 of DMC 2010-13 and discussed in the previous slides.

b. Provisions of Sections 115 to 128 of DMC 2010-13 that


describes the different kind of isolated surveys, their
purposes and discussed in the previous slides

c. Upon verification-computation, control must be within


tertiary control accuracy as stated in Section 30a of DAO
2007-29.

d. Allowable positional error of not more than +10cm when


conducting relocation and verification survey and difference
in area of not more than 1sqm per hectare as per Section
30b of DAO 2007-29.

e. The Verifiers stamp or write their names and affix


signature on all pages of the field notes, computation sheets,
lot descriptions, etc. during the process of verification.

f. If defective, pending letter is prepared and sent to the

letter is signed by the RTD for Lands. If found in order, the
Chief of Regional Surveys Division shall sign the survey
plan and other necessary documents and prepare
endorsement letter to the RTD for Lands for approval in
