OUTSIDE THE DESIGNATED ATC SURVEILLANCE MINIMUM ALTITUDE AREA
The minimum altitude to be allocated by the approach surveillance controller will be either the Minimum Sector Altitude, or 1000 above any fixed obstacles:
a) within 5NM of the aircraft*, and
b) within the sector 15NM ahead of and within 20° either side of the aircraft's track*.
*When the aircraft is within 15NM of the radar antennae, the 5NM in a) and the 15NM in b) may be reduced to 3NM and 10NM respectively.
LOSS OF COMMUNICATION PROCEDURES
Initial Approach
Continue visually (remaining outside the London CTR) or by means of an appropriate final approach aid. If not possible proceed at 2000FT, to LCY NDB(L)†.
Intermediate and Final Approach
Continue visually or by means of an appropriate final approach aid. If not possible follow the Missed Approach Procedure to LCY NDB(L)†.
†In all cases where the aircraft returns to the holding facility the procedure to be adopted is the Basic Radio Failure Procedure detailed at ENR 1.1.3.
GENERAL INFORMATION
1. Levels shown are based on QNH.
2. Only significant obstacles and dominant spot heights are shown.
3. The minimum levels shown within the ATC Surveillance Minimum Altitude area ensure terrain clearance in conformity with Rule 33 of the Rules of the Air
Regulations in respect of obstacles within the ATCSMA area.

5. Controlled airspace with a base in excess of 5000 or FL55, as appropriate, is not shown.

EGLC AD 2.20 — LOCAL TRAFFIC REGULATIONS

1. Airport Regulations
a. No aeroplane registered in the United Kingdom shall use the aerodrome unless there is contained in its Flight Manual data and procedures for
approach path angles of 5.5° or steeper and no other aeroplane shall use the aerodrome unless it has data and procedures for approach path
angles of 5.5° or steeper which have been approved or otherwise authorised by the regulatory authority of the State in which it is registered.
b. The use of the aerodrome is subject to prior permission of the Airport Director. Additionally operators of aircraft are required to satisfy the Airport
Director that they are able to comply with local noise restrictions applicable to the airport.
c. Extensions to opening hours (shown by the latest NOTAM) are available on request to the Airport Director or his representative. Delayed aircraft
may be permitted to operate 30 minutes beyond published maximum operating hours shown at AD 2.3 item 1 by prior arrangement. In respect
of the most exceptional operational circumstances where aircraft may be permitted to depart after 2230(local) by the Airport Managing Director,
pilots should note that there will be no Approach Radar service available after 2245(local).
d. Operations by all aircraft shall be permitted only when the runway is dry, or if wet devoid of other than small areas of water not exceeding 3 mm
in depth. Operations will be prohibited when the runway is contaminated by ice or slush to a depth exceeding 3 mm, or dry snow to a depth of
10 mm, or the reported friction measurement is reported as worse than 'medium' provided that this condition shall not apply if there is an
appropriate entry covering operation from contaminated runways contained in the relevant flight manual.
e. The aerodrome is not available for use by single engine aircraft. Available to fixed-wing aircraft only. Recreational flying is not permitted.
f. Single pilot operations are not permitted.
g. It is not permitted to nominate EGLC as a diversion aerodrome.
h. All flights operating at London City Airport require a slot allocation by the airport co-ordinator (ACL). Requests for ad-hoc slot allocations should
be made to ACL during working hours 0900-1700 Monday to Friday by telephone: 020-8564 0613/0612/0611 or, outside these times, during
published operating hours to Ramp Control Unit 020-7646 0083.

2. Ground Movement
a. Pilots are requested to use minimum power when manoeuvring on and off parking stands and when entering the runway. The use of minimum
power is particulalry emphasised when holding at the the entry points to the runway and when entering the runway.
b. Parking: Pilots should self manoeuvre their aircraft on to the appropriate stand lead-in line (as directed by ATC) from where they will be directed
to the final parking position by marshaller’s.
c. Under no circumstances may aircraft self park without guidance from marshallers’.
d. GA Apron: Pilots will be directed by ATC to Hold W to wait and then follow the marshaller’s instructions for parking.
e. To ensure adequate wing tip clearance is maintained from adjacent parked aircraft, it is imperitive that pilots follow the lead-out markings on
Stands 1 to 10.
f. Pilots are to request departure clearance no later than EOBT - 10.
g. If the aircraft is not adequately positioned on stand the pilot may be given the signal to ‘turn right’ by the marshaller. Prior to undertaking the
manoeuvre, in order to re-position onto stand, the pilot must request permission from ATC to enter the taxilane. Only once permission has been
granted by ATC shall the pilot commence the movememnt into the taxilane.
h. The running of APU's is strictly controlled in accordance with our planning approval. APU's are only permitted to be in operation 10 minutes prior
to departure. During periods of extreme temperature permission may be given to extend this time limit for the purposes of conditioning the cabin.
APU's may be operated where there is no fixed electrical ground power or mobile ground power available.

3. CAT II/III Operations


Not applicable

4. Warnings
a. Pilots are warned, when landing on Runway 09 or Runway 27 in strong wind conditions, of the possibility of building induced turbulence and/or
windshear.
b. When using Runway 27 Hold, some aircraft types may experience magnetic disturbances, affecting the Heading Reference System. Pilots
should ensure that when positioned for take off from Runway 27, The Aircraft Heading Reference is checked against the Runway alignment.
Flight crew noticing a compass anomaly on departure should notify ATC.
c. Pilots are warned of stepped climb departure profiles. All Standard Instrument Departures interact with TMA traffic 1000 ft above SID levels.
Pilots are to exercise caution when selecting initial altitudes.

5. Helicopter Operations
a. Use of the airport by helicopters is not permitted..
b. See EGLL AD 2.22 for details of helicopter procedures within the CTR.

6. Use of Runways
a. The end of the 336 m TDZ is marked with two pairs of white inset high intensity lights. This visual reference may be lost prior to landing depending
on point of touchdown and attitude of the aircraft. If during final approach it is anticipated that the touchdown point will be outside this area, a
missed approach procedure should be initiated.
b. When landing on Runway 27, exit via Hold Alpha will not be permitted unless specifically instructed by ATC.
c. Pilots are reminded that they are not permitted to vacate at Hold Delta after landing on Runway 27.

7. Training
a. Only training necessary for the operation of aircraft at the aerodrome will be permitted. All training is subject to the approval of the Airport
Director.

EGLC AD 2.21 — NOISE ABATEMENT PROCEDURES

a. Noise abatement procedures for aircraft departing London/City and joining Controlled Airspace are included in the appropriate Standard
Instrument Departure (SID) instructions
b. Aircraft departing London/City CTR/CTA into the FIR or departing on training flights within the London/City CTR/CTA are to climb straight ahead
to a minimum of 1000 ft aal before turning on track unless otherwise instructed by ATC.
c. Aircraft making approaches to London/City without assistance from the ILS shall follow a descent path which will not result in its being at any
time lower than the approach path that would be followed by an aircraft using the ILS glide path.
d. Pilots of aircraft carrying out visual approaches to either runway visually shall fly at a height of not less than 1500 ft aal until established on the
final approach
e. Aircraft manoeuvring visually (circling) to one runway after making an ILS approach to the other shall do so at as high an altitude as possible
compatible with the cloud base, retaining visual contact, and appropriate published visual manoeuvring (circling) height minima.

EGLC AD 2.22 — FLIGHT PROCEDURES


1. Radio Communication Failure Procedures - London/City
In the event of complete radio communication failure in an aircraft, the pilot is to adopt the appropriate procedure described at ENR 1.1.3 until:
a. Inbound Aircraft
i. SPEAR
Leave SPEAR at 4000 ft then continue in accordance with the standard procedures from ALKIN
ii. STAR via ALKIN-SANDY
Leave SANDY at FL 70 and route BONDY - DET - TILBY - ALKIN. Descend to maintain FL60 to be level before BONDY. At BONDY
descend to maintain 4000 ft to be level by DET, then continue in accordance with the standard procedures from ALKIN
Note: Non-RNAV equipped aircraft will be routed via LYD and are to leave LYD at FL60 and route DET-ALKIN. At 12 DME descend to maintain
4000 ft to be level by DET, then continue in accordance with the standard procedures from ALKIN
b. Outbound Aircraft
For the purposes of radio failure, the climb to flight planned level should be commenced after the last position shown in the SIDs or Standard
Departure Routes where an altitude or flight level is specified

2. Procedures for Transit Aircraft


a. During the notified hours of operation of Heathrow Radar, aircraft wishing to transit the London/City CTR/CTA (or the London CTR) shall contact
'Heathrow Radar'.
b. Outside the notified hours of operation of Heathrow Radar, control of the London/City CTR/CTA reverts to Thames Radar. Outside the notified
hours of operation of Heathrow Radar and Thames Radar, control of the London/City CTR/CTA is delegated to Heathrow Director.

3. Aerodrome Operating Minima - Non-Public Transport Flights


a. Refer to AD 1.1.2 before application.

4. Departures
a. Pilots are warned of stepped climb departure profiles. All Standard Instrument Departures interact with TMA traffic, 1000 ft above SID levels.
Pilots are to exercise caution when selecting initial altitudes.

EGLC AD 2.23 — ADDITIONAL INFORMATION

a. Mode S Barometric Pressure Setting Data

London Terminal Control has the ability to downlink Mode S Barometric Pressure Setting (BPS) data. Therefore, if the downlinked pressure data
is at variance with the BPS expected by Air Traffic Control, pilots can expect additional challenge. When Air Traffic Control pass a reminder of
the appropriate BPS, it is anticipated that the aircrew will cross check the altimeter settings and confirm set.
