Gabay sa Magulang/Tagapag-alaga
Isinulat ang modyul na ito upang higit na matutunan ng mag-aaral
ang mapanuring paggawa ng mga desisyon sa tahanan, paaralan at
komunidad. Ibabahagi ang iba’t ibang paraan ng paggawa ng desisyon at
magbibigay rin ng mga sitwasyon sa mag-aaral upang kanyang higit na
magamit ang kanyang mga natutunan. Higit sa lahat, inaasahan na
magkakaroon ng ibayong responsibilidad at pananagutan sa kanyang
sarili, sa kapwa at sa komunidad ang kabataan na marunong gumawa ng
mga matatalinong desisyon. Dinisenyo ito para sa distance learning o
alternatibong pamamaraan ng pagkatuto na hindi nangangailangan ng
pisikal na presensya sa paaralan, bilang tugon sa direktiba na pagkansela
ng face-to-face class dulot ng pandemyang Covid-19.
Maaaring may mga pagkakataon na hihingin ng mag-aaral ang
inyong patnubay sa pagsunod sa mga tagubilin, pagsagot sa mga tanong
sa bawat bahagi ng mga gawain at maging sa pagkakaroon ng mga
kakailanganing materyales base sa nakatakdang gawain. Itong modyul
na ito ay tutukoy sa mga mahahalagang pangyayari na nagaganap ngayon
sa ating panahon gaya na lamang nang isyung pangkalusugan at pang
seguridad dulot ng Covid-19 pandemic, kasama na din ang isyu sa child
abuse, teenage pregnancy, bullying/cyberbullying at iba pang
mahahalagang isyung panlipunan na nakakaapekto sa mga bata. Ganoon
din ang pagtuklas sa kung ano ang maaaring gawin ng kabataan hinggil sa
mga isyung ito.

I IN THE COMMUNITY

Learning Objectives
After going through this module, you are expected to:

1. discuss how the community addresses identified issues;


2. value the importance of one’s involvement in resolving different issues
in the community;
3. outline appropriate solutions for personal issues to effectively respond to
the needs of the community; and
4. execute a plan on how to develop oneself through meaningful involvement
in programs, projects, and activities in the society that promotes optimism.

Period: 3 – 5th week of 4th Quarter

Introduction

This module is designed and written with you in mind. This module entitled “I in the
community” is about what your abilities can do for the development of your community if only
you will participate in worthwhile programs and initiatives for the common good particularly
during this time of pandemic due to COVID-19. As a young Filipino learner, you need to know
the different issues in your environment such as the COVID-19 pandemic, drug abuse, cyber
safety, bullying, hunger, teenage-pregnancy, and other issues in the society.

This module will help you gain more knowledge about these so that you can think about
them and act positively.

In this module, you are taught how you can be empowered by making self-adjustments
and how these adjustments enable you to respond to the needs of others.

Let’s Review

In the previous module, you have established the good effects of volunteerism in improving
academic skills. They gave you the chance to make suggestions for the welfare of your
community. Finally, it also gives you the opportunity to show concern to the environment using
your knowledge and skills.

Issues in the Community

1. Covid-19 Pandemic

In life, we face so many issues and concerns, others are personal, and some are
felt and experienced on a large scale or in the community. These issues may have an effect
on you as a child and as a member of the community. With the help of the people in the
community, we find solutions and ways to address those. Listed below are some of the
pressing issues that our community may be facing right now.

The world now faces another pandemic. Pandemic is defined as an epidemic that
spreads over many countries or even continents. It is more widespread as it affects the global
arena.

COVID-19 is transmitted from person to person via droplets, contact, and fomites. It is
transmitted when someone talks, sneezes, or coughs producing ‘droplets’ of saliva containing
the COVID-19 virus. These droplets are then inhaled by another person. Its transmission
usually occurs among close contacts – including family members and healthcare workers.

The most common symptoms of COVID-19 are fever, tiredness and dry cough. Few
patients experience aches and pains, nasal congestion, runny nose, sore throat, or diarrhea.
Patients usually have mild symptoms that start gradually. Most patients recover without
needing any special treatment. Other patients may manifest with difficulty breathing and
become seriously ill. At present there are already available vaccines for the senior citizens,
person with comorbidity and other adults especially the front line workers but still we need to
continue to follow the health and safety protocols such as wearing a face mask, face shield,
practice social distancing of at least one meter per person, proper hand washing, and boosting
of the immune system.

2. Alternative Classes, Online, Modular, and Blended Learning

The pandemic has brought a lot of effects to the world as well as to the learners .
Because of the pandemic, we are now into online classes, modular classes and blended
classes. We need to use tv or radio only to ensure that no child is left behind in their education.
However, because of this many are not able to cope up with the change in the education
system. Both the students and teachers are having a hard time adjusting to the new normal.
Those who are enrolled in the online classes experience problems like Wi-fi or data
connectivity and insufficient load for data that makes online classes quite difficult for some.
Meanwhile those who are with the modular classes, which is most of the learning modality
being used in our country, students and teachers also feel the lack of connection unlike in a
face-to-face class. Nevertheless, children are to answer and to submit their modules based
on a schedule at their own pace so as not to pressure them. Hence, learning may continue in
the hearts and minds of our learners.

3. Cyberbullying

Moreover, some of the children spent more time on online activities that may encounter
other issues on cybersafety such as cyberbullying. The present generation are the Generation
Z and the Generation Alpha who are born with the internet on the click of their finger. Their
generation is even called digital natives, so it is inherent to them to be online 24/7 especially
those living in highly urbanized cities and the like. But even in remote barangays cellphone or
mobile phone with internet has become quite common. Being online frequently can be
dangerous for children without their parents’ guidance. They can become victims of
cyberbullying - an act of inflicting harm towards others using social media such as Facebook,
Instagram, Twitter, and others similar platforms. At the same time, they too can become cyber
bullies. It is important for parents to know the activities of their children whether offline or
online. If incidents like this happen, children may inform their parents, teachers, and other
trusted adults so that proper intervention may be given to them.

4. Cyber Child Sex Exploitation

Cyberbullying is just one of the hidden darkness lurking on the internet, another is child
pornography or child sex exploitation. There are people on the internet who may pose as a
friend to a child but it turns out he/she can be a predator who is after the child’s harm. They
may ask for children to pose nude or act indecently in front of the camera for an exchange of
money or cash. Unfortunately, there are others who are close to the children who are the
perpetrators of this. Children should be protected against these kinds of people who could ruin
their lives. The police should be notified once there are known activities like these to rescue
these innocent children.

5. Cyber Identity Theft

Another cybersafety issue that may be experienced by children online is identity theft.
Other people may do them harm by stealing important details about them and posing to be
them on the internet. This is common to adults, but it may happen to children as well.

6. Online Games Addiction

The online world can also pose another problem to children in a way that it causes
addiction among others such as addiction to online games. Children spend a lot of time playing
online games that can be very accessible with the use of the mobile phone. This can trigger
some children to not focus on their academics and to neglect their physical needs such as
eating, taking a bath, and doing the call of nature because of the addiction. They hardly put
their mobile phones down or leave their workstation, thus putting them in very dangerous
circumstances.

The proper use of the internet either desktop, laptop or mobile phone, needs proper
supervision from the adults. This way, children can maximize the positive benefits of the
internet such as a source of information and a way to connect to other people especially their
friends and family. These are important in this time of pandemic.

7. Teenage Pregnancy

In this time of pandemic, a great concern has surfaced such as early or teenage
pregnancy. It has been all over the news, during this pandemic many young girls and young
boys have been noted to engage in premarital sex and became teenage mothers and fathers.
During a crisis or after a crisis it has been reported that there is an increase in teenage
pregnancy. The same has happened after Super Typhoon Yolanda. This is a sad reality and
alarming for a young as 9 years old is already a mother at that. A child bearing another child.

The danger of becoming pregnant at a very young age includes the hardships of bearing the
child, and the pains of laboring and delivering the child. Lack of education, poverty, lack of
parental guidance, peer pressure is among the reasons for this issue. How can a child be a
parent to another child? This is very difficult. The financial obligation to provide for the newborn
child goes back to the parents or the grandparents. The moral obligation to rear and educate
the newborn child about life is lacking from a teenager parents who still have to experience
more about life. Not only that, but their own education as teenagers may also be impeded for
the time being or they will forgo it for they have to earn a living to support their new family.

Everything has its own time; teenage life is not yet the right time to have your own
family. There are a lot more things to explore and to do to reach your dreams and goals in life.
Do not rush into something that you are not yet prepared for. Enjoy being a child. The
government agency which main focus is this issue and concern is the Population Commission.

Due to these social issues that our community is experiencing, the people in the
government sees to it that there is a particular government agency which addresses these
issues. Below are some of the government agencies and program of interventions.

GOVERNMENT AGENCIES ACTIONS AND INTERVENTIONS

1. Philippines Drugs Enforcement Agency and Philippine National Police

The offline world, same with the online world can also be challenging at times. We
continue to experience social issues such as drug abuse, child abuse, teenage pregnancy,
poverty, hunger, and climate change. The problem with drug abuse is that children may be
lured to use these illicit drugs for varied reasons, such as curiosity, peer pressure and an
escape from reality. Others abusing illegal drugs are also peddling them to earn money. Both
are crimes and punishable by law. No matter what the reasons are, it is still not good for
children to be engaged in this illegal act for it will only ruin their lives, including that of their
friends, families, and the community. Families should know about their children’s friends and
companies to prevent incidents like these.

In school, there are programs and activities being conducted by the National Drug
Education Program Committee and the Barkada Kontra Droga and mostly the activities are
more on drug abuse prevention and awareness. In the government, the Philippines Drugs
Enforcement Agency and the Philippine National Police are the ones in-charge with people
committing an act on anti-illegal drugs.

2. Child Protection Committee

During this pandemic, many lockdowns happened that led to other children living in an
abusive environment more prone and vulnerable to child abuses. Children living with parents,
guardians or adults who are violent and abusive in any forms such as physical violence, verbal
and emotional violence may develop mental health problems even later in their lives based on
many studies done. The effects of abuses done on children may be manifested many ways
such as such as low academic performance, low self-esteem and fear among others. Children
suffering from this kind of situation may seek help from other trusted adults such as other
relatives, teachers or even report to the Women and Child Protection Desk in their respective
barangays. In every barangay, there are people who look after the welfare of the children. In
school there is also the Child Protection Committee where a student can go to seek help in
cases of child abuse. In the government there is also the Department of Social Welfare and
Development, the government agency that takes care of the children and women who are
victims of violence among other services.

3. Department of Social Welfare and Development

Moreover, another issue that children may be facing is child trafficking which can lead
to child prostitution, or this act is being done to purchase or intentionally get body organs from
children to be sold to other children from other richer countries or locally who need the same
organs. Child trafficking can be like kidnapping or selling children for money. The Department
of Social Welfare and Development and the organized task force against Child Trafficking or
Task Force in Trafficking of Person are mandated to help children and families who are
victimized by these perpetrators.

4. Department of Agriculture

Another significant issues that have been around since immemorial are poverty,
hunger and malnutrition. More often than not, teenage parents are pushed to become parents
at a young age due to poverty. Many teenage parents are born from poverty-stricken places.
The unmet basic needs such as food, shelter, clothing, medicine, and education may lead
them to this situation. Due to poverty, children also tend to experience hunger and malnutrition.
The lack of food and proper nutrition can affect a child’s normal development. This may cause
health risks among children. Illnesses related to lack of nutrition or undernutrition occur among
these children. In addition, these also could have an impact on their education. Children who
are malnourished are said to lack concentration on their studies and may lack energy to do
their tasks and many more. The Department of Agriculture came up with the program-Zero
Hunger which aims to eradicate hunger in the country. Other international agencies also have
programs such as the World Food Program that to provide food for many.

5. Department of Environment and Natural Resources

In our community, there is also the issue of the environment. As experienced, we have
been experiencing an increase in extensive typhoons, strong earthquakes and many more.
These are brought about by climate change. Scientists have studied that our climate is
changing due to many reasons, one of which is pollution. There are different pollutions
happening around us - air pollution caused by the harmful gases emitted from factories and
other sources; water pollution from our oceans caused by pollutants such as plastics among
others that are being thrown irresponsibly. There is also the thinning of our forests due to
illegal logging and other deforestation activities. All of these lead to harming our environment
and contributing to climate change. The Department of Environment and Natural Resources
is one of the government agencies that looks after the state of our environment. They ensure
that there are still enough natural resources for the next generations. Internationally, there is
an organization called Green Peace Movement. The ideas of recycling, reuse and reduce are
green innovations that help mitigate the effects of climate change. Tree planting is also another
way to help restore the beauty of nature. This is a call for everyone to do our part in helping
and saving Mother Earth.

Our world is far from being a perfect world, there are issues and challenges that may
have not been mentioned here that we face in our day-to-day living. However, this does not

mean that we stop and not act on it, we have to come up with solutions to address them and
so we can live a more peaceful and sustainable life.
