Affirming the proliferation of internet usage as an unprecedented and vital


phenomenon in human history, and the inevitable rise of cyber crime due to
the same,
Keeping in mind the destructive power apparent in this unregulated domain as
of now, and how it can pose a grave threat as more and more states gain
access to this field,
Aware that due to the chapter IV mandate that the United Nations General
Assembly, and by extension the DISEC committee is only sufficient for non-
binding resolutions,
Recalling also the recommendations for the establishment of a nuclear-
weapon-free zone in the region of the Middle East consistent with paragraphs
60 to 63, and in particular paragraph 63 (d), of the Final Document of the Tenth
Special Session of the General Assembly,
Emphasizing the essential role of the United Nations in the establishment of a
mutually verifiable nuclear-weapon-free zone,

1. Acknowledging the previous difficulty in defining LAWS, the committee

 Defines LAWS as weapons which can perform the critical


functions of tracking, acquiring and attacking targets without any
meaningful human involvement
 Further defines “meaningful human involvement” as the direct
decision of an accountable commander taking place before each
engagement decision
 Further defines “autonomous weapons system” as systems which
can apply lethal/non-lethal force without being explicitly ordered
to do so;

2. The research towards lethal autonomous weapons (LAWS) should be


unimpeded but the UN should approve any attempts to engage a target
using LAWS beforehand
 Approval of engagement should be based solely upon principle of
Jus in Bello and Jus ad bellum;

3. The principles of Jus in Bello and Jus ad Bellum should be applicable to


conventional weaponry, autonomous weaponry as well as LAWS.
 A state/non-state actor should have full right to retaliate if another
body attacks first;

4. Unbiased voting should be conducted in matters of engagement using


LAWS amongst the countries who have invested in said LAWS;

5. Safety standards of LAWS should include Failsafe programs which can


be invoked in case of malfunction or any situation which may lead to
civilian casualty;

6. The committee highly recommends co-operation between MNC’s and


smaller countries to invest into research in LAWS;

7. Applications and networks like TOR which give access to the dark web
should be banned with immediate effect;

8. The committees that was recommended should also include regulation of


use of nuclear energy;

9. Non-State actors should be considered in the NPT treaty and should be


subject to all clauses of the treaty;

10.Countries providing funds and resources to MNC must make sure where
their assets are being used and could be held accountable for any illegal
activities done with the same;
11.The IAEA (International Atomic Energy Agency) should take into
account the doings of various MNC’s during the review conference as
well as existing nuclear states;

12.Insists the transfer and possession of nuclear material by Nuclear States


be regulated and checked by the IAEA so that it becomes more impactful;

13.Urges the security council to impose embargo on any state/non state actor
which attacks another state/non-state actor’s property in space except
under principles of jus in bello and jus ad bellum;

14.Recommends the formation of internal bodies by governments of


member nations to check on MNC activities within the country;
