I. RATIONALE
The Barangay being the basic political unit has always been at the forefront of local
development activities in the country. The leaders of our Barangays have always been the front
liners in public service. They are the first people who come in to the minds of their constituents
whenever they are in need of help. Together, the Barangays are partners of the national
government in responding to the development challenges of the country because of their
strategic situation at the grassroots level.
The use of illegal drugs is a serious threat to our health and well-being and national
security. President Rodrigo Roa Duterte has acknowledged its proliferation as a primary
hindrance to the development of the community. Treatment and rehabilitation is the most
humane aspect of the anti-drug campaign as it reintegrates former drug dependents into the
society. Bringing these services in the communities through the Community Based Drug
Rehabilitation Program (CBDRP) and Community Support and Aftercare Reintegration (CSAR),
are essential steps in winning the battle against drugs.
In relation hereto, the Liga ng mga Barangay-Dipaculao, Aurora would like to give their
respective ADACs a deeper understanding on the role of barangays in the Drug Clearing
Program towards National Development.
Thus the Liga ng mga Barangay – Dipaculao, Aurora will be conducting the Formulation
of the Community Based Drug Rehabilitation Program (CBDRP) and Community Support and
Aftercare Reintegration (CSAR) cum BADAC Strengthening Activity, hence, this design.

3. Module 3: Role of Municipality in combating Anti –Illegal Drugs: Run through of
BADAC Audit and Audit 2018 Results
4. Module 4: Understanding of Concepts of CBDRP and CSAR
5. Module 5: Workshop Proper on CBDRP and CSAR and Presentation of Output
IV. METHODOLOGY
This activity will employ adult learning principles by utilizing exploratory learning
approaches. The concept theories will serve as functional inputs through lectures, discussions,
multimedia, presentations, and interactive demonstration of the learning sessions.
V. PARTICIPANTS
The target participants of this activity are the BADAC Chairpersons/Punong Barangays,
SK Chairpersons, Barangay Secretaries, and Barangay Kagawad on Peace and Order.
The activity is scheduled on January 28-29, 2021 at Bayview Resort, Barangay Ditale,
Dipaculao, Aurora.

Greetings!
The Liga ng mga Barangay – Dipaculao, Aurora will conduct the Formulation of
the Community Based Drug Rehabilitation Program (CBDRP) and Community Support
and Aftercare Reintegration (CSAR) Program cum Barangay Anti-Drug Abuse Council
(BADAC) Strengthening Activity that is scheduled on January 28-29, 2021 at Bayview
Resort, Barangay Ditale, Dipaculao, Aurora.
Relative to this, we would be highly honored if you could join us and participate
in the said activity as our guest.
And with your due indulgence, may we also request LGOO VI Vida A. Donato as
our facilitator, LGOO II Madam Cassey N. Buenaventura and ADA VI Bon Paby P. Mingua
to be our resource speakers, and ADA IV Gerald Philip DC. Esteves as secretariat for the
above-mentioned activity. Attached herewith is the activity design and schedule of
activities for your reference.

ACTIVITY DESIGN
I. RATIONALE
The 1987 Constitution of the Republic of the Philippines, particularly Article II, Section 5,
declares, as one of the State’s Principles, that the maintenance of peace and order, the protection
of life, liberty and property, and promotion of the general welfare are essential for the
enjoyment by all the people of the blessings of democracy.
Likewise, Executive Order No. 366 dated September 5, 1996, was issued requiring all
barangays to organize the Barangay Peace and Order Committee (BPOC) to serve as the
implementing arm of the Municipal Peace and Order Council at the barangay level. At the same
time, DILG and DDB Joint Memorandum Circular No. 1, series of 2018 states for the organization
of the Barangay Anti-Drug Abuse Councils (BADAC) and its operationalization.
Subsequently, to ensure that BPOCs and BADACs are organized and functional, there is a
need to review the functionality indicators of BPOCs and BADACs to harmonize its duties and
responsibilities with the existing and new policies and laws.
II. OBJECTIVES
1. Understand the Functionality Indicators for the BPOC and BADAC Audit;
2. Be able to prepare the necessary documents to be prepared for the Functionality
Audit, and
3. Be able to improve the functionality and performance of the respective BPOCs and
BADACs in the Municipality of Dipaculao, Aurora..
