We are pleased to inform you that the Department of Education (DepEd) has allocated a total
of one thousand three hundred forty-five (1,345) teaching positions for RA 7687 and RA
10612 scholar graduate beneficiaries. The approval for the creation of the items was received
by this Office from the Department of Budget and Management (DBM) on May 19, 2020.
The distribution of said teaching items by region is shown in the table below:
Please note that the creation of 18 items intended for scholars in the Bangsamoro Autonomous
Region in Muslim Mindanao (BARMM) was not granted by the DBM, thus, the scholars from
the said region are not included in the list. It is recommended that DOST - SEI endorse the
scholars directly to the BARMM Ministry of Basic, Higher, and Technical Education (MBHTE).
Please also note that the above-mentioned allocation is based on the updated contact details
and availability of the beneficiaries sent by your Office via electronic mail on January 22, 2020.
Scholar graduate beneficiaries who deferred their deployment for FY 2021 and those who
manifested non-availability due to current employment have been removed. Attached
herewith is the final list of 1,345 scholars that have been given allocation, for your reference.
We would like to reiterate that in compliance with the provisions of RA 7687, DOST-SEI
scholar graduate beneficiaries must have passed the Licensure Examination for Teachers
(LET) to be accommodated as Teacher I in Junior High Schools (JHS). School assignments
where scholar graduate beneficiaries will be deployed are indicated in the attached list. On
the other hand, RA 10612 scholars shall be deployed in DepEd Senior High Schools (SHS) as
Special Science Teacher I (SST I). The appointment of these scholars shall be on provisional
status, under the condition that they must pass the LET within the first five (5) years if they
opt to stay in DepEd.
Please note that the creation of these items is division-specific rather than school-specific. This
is to give DepEd Schools Division Offices (DepEd - SDOs) the flexibility to program the items
towards the schools which are in dire need of additional teachers based on the standards and
parameters set by DepEd - CO. To this end, the school assignment of scholar graduate
beneficiaries is dependent on the need of the SDO or schools.
Further, please be informed of some adjustments made on the timelines relative to the
deployment of the scholars in consideration of the difficulties brought about by the national
public health emergency. These timelines are still dependent on the approval and issuance
of the Notice of Organization, Staffing, and Compensation Action (NOSCA) by the DBM.
The table below shows the estimated timelines of DepEd-Central Office (DepEd-CO) on the
implementation of this program:
In this light, may we request the assistance of the Science Education Institute to disseminate
information on the processes and target deployment timelines to the scholar graduate
beneficiaries for their guidance.
Lastly, to ensure an efficient and effective utilization of DepEd’s budget appropriated for the
creation of teaching positions, may we request that in the event when the RA 10612 scholar
graduates defer their return of service obligation for a period of six months to one year in
order to prepare for their board examination relevant to their Bachelor’s degree, their
endorsement to DepEd may likewise be deferred for one (1) year.
We have instructed our DepEd- SDOs that should the scholar decline the teaching position,
they must sign and submit a waiver for this purpose, allowing the DepEd - SDO to fill-up
their item with other eligible applicants. Should the scholar opt to join DepEd in the future,
they will already be subjected to the regular recruitment, selection, and placement processes
stipulated in our existing hiring policy.
