COMPLIANCE REPORT REGARDING ADVERSE PAPER NEWS TITLED “ VEDANA –

NADAKAYATANA “ ON DIVERSION ROAD TO NEWLY CONSTRUCTING BRIDGE AT KM 2/600 OF


SAMALKOTA – UPPADA ROAD.

The work “ Widening and Strengthening of Samalkota to Uppada Road ( Overlap 1.024 Km) from Km
0/000 to 22/550 in East Godavari Dist was sanctioned under CRF grant. The main scope of work is
widening & strengthening of existing road from Km 1/800 to 10/000, Construction of culverts &
construction of bridge at Km 2/600.

In the original sanctioned estimate, it is construed that old bridge can be


utilized for passing vehicular traffic till the completion of reconstruction of new bridge. So, diversion
road provision is not included in original sanctioned estimate. In November 2020 the old bridge is
inundated under Yeleru flood water followed by rains. On 13.11.2020 the heavy load lorry driver
veered off on to left side of bridge there by hitting the parapet wall causing collapse of bridge. Due
to collapse of old bridge the way was closed.

In order to provide safe passage to the public temporarily diversion road is


proposed in left side of old collapsed bridge i.e in between old bridge and Christian burial ground.
The diversion road is proposed with forming embankment with borrowed useful earth, providing
granular sub base and with two rows of 1.00m diameter NP-4 Reinforced cement concrete Hume
pipes. The diversion road raised 3.00m from bed level of canal. To form the diversion road for a
height of 3.00 from bed level an amount of Rs.16.00 Lakhs sanctioned.

But due to continuous yeleru floods followed by rains the diversion road under
flood water. At the time of over flow measures taken to stop public and safe gaurd public. But
nobody will bother about over flow of diversion road. Last 15 days back one two wheeler luckly
saved from overflow when he passing on diversion road, with the help of working labour and police.

So, to safe guard public, police department disconnected the diversion road. The
adverse news published in Sakshi Paper is incorrect. Photographs of diversion road formation at the
time of initial execution of work are herewith enclosed.

Even when very frequent continuous flow of flood water on diversion road , the
diversion road material is not eroded. Further to avoid over flow of diversion road , the existing
diversion road has to be raised to another 3.00m height and another two rows of NP-4 hume pipes
are to be laid. But it costs another Rs.16.00 lakhs and it will not be sanctioned as the bridge cost is
Rs.1,30,50,000/- only.

Now, the executing agency is ready to restore diversion road. Due to cyclone
warning the agency not started the diversion road work. The agency completed bridge sub structure
and completed one span out of 3 spans. Soon after control of heavy rains the diversion road work
will be attended by the agency to bring the road to traffic worthy condition.
